• Organize meeting between industry and ICES representatives to

develop new methodology on meaningful collection of data by

industry vessels (Gerard van Balsfoort)

• Discuss setting up a focus group on mackerel in February meeting

• Tackle question of density dependence of NSAS herring

• Distribute WKHELP report once it has been officially published and

adopt NSAS herring recommendation through written procedure

AGREED RECORD OF CONCLUSIONS OF FISHERIES

CONSULTATIONS BETWEEN THE EUROPEAN UNION AND

NORWAY ON THE REGULATION OF FISHERIES IN SKAGERRAK

AND KATTEGAT FOR 2013

The Delegations noted that catches of herring in ICES Division IlIa

consist of herring from several stocks and that the absence of a method

for establishing a TAC for herring in this area is not satisfactory. The

Delegations therefore agreed to establish a Working Group on

management measures for herring in ICES Division IlIa (Skagerrak).

This Working Group, the Terms of Reference for which are set out in

Annex V, shall develop and recommend alternative methods to set a

TAC for herring in this area that is consistent with maximum sustainable

yield.

Preliminary conclusions/recommendations from the

benchmark

• New assessment model SAM

Stock dynamics perception remains unchanged with

comparable estimates of SSB and F especially since the mid

2000s

• Constant split of catch options (50:50) between IIIa and 22-24

should be continued

• Optional transfer of quota In case an optional transfer of quota between IIIa and the North Sea is agreed by

managers, the Pelagic RAC will provide HAWG with an estimate of the proportion of

the TAC for IIIa that will be fished in the North Sea in the assessment year. This

estimate will be put forward at least 2 weeks (?) before the working group meeting.

If this proportion is not available an average of the last 3 (?) years will be used to

estimate the proportion of the TAC not taken in the area.

Revision of the LTMP, until then catches of no

more than 480 200 t (465 750 t for A-fleet).

STECF agrees with ICES.

With regards to the discard ban to be introduced in the Skagerrak STECF

notes that discards estimates are not available for the fisheries in the

Skagerrak and STECF is not in the position to advice if the discard ban is likely

to affect the herring fisheries.

Based on WKHELP: Current HCR with 50/50

stabilizing mechanism, Btrigger will be set to 1,3 Mio tons

and F to 0.24, banking or banking & borrowing of 10%

or any lower sustainable number will be applied.

ICES is requested to evaluate the following alternatives reflecting fishing mortality for 2 ringers and older in

the range between F 0.26-0.30 in steps of 0.01.

Alternative 1

1) Blim = 800 000 tonnes, Btrigger = 1,3 Mio tonnes

2) If SSB > Btrigger, then F = (0.26-0.3) for 2 ringers and older and 0.04 for 0-1 ringers

3) If SSB < Btrigger but > Blim, then:

• F-((F-0,1)*(1,300,000-SSB)/500,000) for 2 ringers and older,

• and no more than 0.04 for 0 - 1 ringers

4) If SSB < Blim, then F = less than 0.1 for 2 ringers and older and F = less than 0.04 for 0-1

ringers

5) If rules in 3 and 4 would lead to a TAC which deviates by more than 15% from the previous

TAC, the TAC shall be fixed to no more than 15% greater or 15% less than the TAC of the

preceding year.

6) If rule in 5 would lead to reference F which deviates by more than 15% from reference F

resulting from 3 and 4, reference F shall be fixed that is no more than 15% greater or 15% less

than reference F resulting from 3 and 4.

Alternative 2

5) The TAC shall be set as the arithmetic mean of the quotas resulting from the application of the rules

set out in 2 and 3 and the TAC of the preceding year.

Both alternatives shall be evaluated with and without inter annual quota flexibility of

+/- 10% when the SSB is above Btrigger

precautionary because it lacked provisions for closing the fishery if the stock

fell very low. In addition, the assessment results from ICES are too unreliable

to be used as a basis for a catch forecast. As a result STECF is unable to

provide the forecast catches corresponding to a value for F of F=0.2 prescribed

in the proposed management plan

STECF 41st Plenary meeting report, 5-9 November 2012, referring to

revised rebuilding plan:

• STECF would like to thank the PRAC for recognizing the issues raised and

appreciates the efforts made to improve the plan. Although there remain some issues

of clarity which are noted below overall STECF considers that this plan is a good

attempt at drafting a management plan for this stock and is grateful to the PRAC for

following this initiative.

• In the current situation the plan has at least two interpretations. The PRAC should be

encouraged to work with an individual who is to carry out the evaluation to ensure

that each clause has its intended changes described as an algorithm so it can be

tested and then PRAC should arrange for a full evaluation to be carried out during

2013.

Celtic Sea herring (VIIghjk and VIIaS)

Outcome ICES evaluation of proposed LTMP:

ICES advises that the proposed LTMP for Celtic Sea herring is in

accordance with the precautionary approach and leads to sustainable

yield. The plan provides stability in catches over time, at the expense of

maximizing yield.

Irish Sea herring (VIIaNorth)

5 100 tonnes (MSY)

In agreement with the ICES advice, but: STECF advises that if the agreed TAC for herring in VIIa for 2012 (4,752 t) is

increased to 5,280 t, and if caught but not exceeded, F in 2012 is predicted to

be F=0.23 which is below FMSY. Fishing at FMSY (F=0.26) in 2013 is

predicted to give rise to landings in 2013 of 4,993 t. Under the above

assumptions SSB in 2013 and 2014 is predicted to remain well above

established spawning stock biomass reference points.

• TAC in 2012 is increased to 5 280 tonnes

• TAC in 2013 is set to 4 993 tonnes (MSY)

• Workshop under the auspices of GAP2 in July 2012 on

developing LTMP

• Minutes have been distributed previously

• Points to be explored for a LTMP: • Harvest rates and trigger points (MSYBtrigger, Fmsy)

• 15% TAC constraint

• Fixing TAC for 2-3 years at current level

• Leave out 1970’s data in simulation due to high uncertainty

• Assess effects of reducing Douglas Bank closure

• No further progress so far due to time and other

resource constraints of scientists
