FOA CB Workers Strategy Planning Workshop22-23 August 201.7, RizalEU GSP+ Project: "Support GSP+ beneficiary countries to effectiveIy implement InternationalLabour Standards and comply with reporting obligations"

Introduction

The Workers Strategy Planning Workshop is organized by the participating unions in the ILO

Labour Consultative Group (PMB) with technical and administrative support from the ILO Co Manilaand financially supported under the EU GSP+ project on FOA CB. The workshop aimed to contribute

in (a) formulating a results chain or results framework from the Workers' perspective towards theeffective implementation and promotion of a climate conducive to freedom of association and

collective bargaining covering a period of 5 years (2017-2022); and (b) consolidating Workers Group'saction plan with key results areas covering 2 Years to be covered by the ILO EU GSP+ FOA CB project,

with priority focus on the workers' component which is focused on the monitoring, investigation andresolution of pending cases of violations of civil liberties and trade union rights. The outputs achieved

after the workshop were: (a) key results-chain on FOA and CB from the Workers Group expressedthrough a strategic action plan; and (b) FOA CB 2-year project Workplan for the Workers' Group.

In sum, the workshop discussions comprised the following topical sessions:

I. Briefings on the EU GSP+ FOA co Project, the Direct Contacts Mission (DCM)

Recommendations, and EU GSP+ mechanism - the session presented the FOA CB projectanchored under the interconnecting frameworks of the Sustainable Development Goals (SDG)and Country Programme Outcome (CPO). The DCM Recommendations were discussed andrelated to the outcomes/outputs of the EU GSP+ project. A briefing on the EU GeneralizedScheme of Preferences Plus (GSP+) as a specialized trade incentive mechanism.

2. Theory of change and results-based planning framework - laid the framework towards

results-based planning through understanding the process of formulating theory of change,building the key-results chain and the logical framework for the strategic plan of the workers'group.

3. Parallel Workshops of private and public sector unions on FOA CB - spread over two days,

the workshop opened the space for the participants from the public and private sectors todiscuss their key results chain, strategic plan, and specific workplans for the FOA CB project.

4. Finalization of workplans, orientation of ILO project approval processes - the parameters of

the project support and processes according to the ILO rules and policies were discussed.

Through a plenary presentation, the workshop groups presented their strategic results chainon FOA CB and two-Year workplans under the FOA CB project.

5. Next steps and evaluation - discussed the follow-up activities of the group in relation to the

FOA CB project and evaluation of the workshop in terms of content, logistics and process.

The workshop began on schedule at around 9.10am. The focal persons on the FOA CB projectagreed beforehand to handle the workshop facilitation and process. The workshop facilitators for theentire two days were Nice Coronacion (Sentro), Julius Cainglet (FFW), Rainon Certeza (IndustriAll),Rafie Mapalo (TUCP-ITUC) and Annie Geron (PSLINK). Julius Cainglet facilitated the creativeintroduction of participants (Pogpopokilonlon). After which Nice Coronacion facilitated the

Expectations Check of the participants, The participants were divided into three groups to discuss theirexpectations on the content, methodology, speakers/focilitators and participants/co- participants. Seebelow results of Expectations Check.

impacts of the FOA CB project are also linked under Sustainable Development Goals: #8(Promote sustained, inclusive and sustainable economic growth, full and productive

employment and decent work for all); Goal8.8 (Protect labour rights and promote safe andsecure working environments); #1.6 (Promote peaceful and inclusive societies for sustainable

development, provide access to justice for all and build effective, accountable and inclusiveinstitutions at all levels; #16.3 (Promote the rule of law at the national and international levels

and ensure equal access to justice for all); and #16.10 (Protect fundamental freedoms, inaccordance with national legislation and international agreements).

Among the major comments on the project were the exclusion of the public sector in the2. Direct Contacts Mission (DCM) - Ms Diane Respall presented the summary of the DCM

recommendations comprising of three them atic areas: (a) civilliberties and trade union rights- combatting impunity and prevention; (b) pending legislative issues recommended by CEACR;and (c) promotion of a climate conducive to freedom of association.

3. EU GSP+ mechanism implications for labour - Josua Mata, Secretary-General of Sentro, gave

the briefing via audio since he cannotjoin the workshop physically. The EU GSP+ mechanismcontain required conditions/qualifications for a country to be declared a beneficiary andmonitoring mechanisms in the implementation of the GSP+ scheme. According to 10sua,despite the technical aspects of the scheme, the granting of beneficiary status to countries isalso a political decision. Labour need to be able to see the points of leverage on this scheme

PM: Briefings and workshop on results chain

After lunch break, Diane discussed the results chain framework or theory of change planningframework. See ppt in the annex page. The first workshop session soon commenced using the results-

chain framework in rooting the gaps/issue in FOA CB, the desired result, and the intermediate resultstowards this end. Facilitated by Julius Cainglet (FFW), the participants were divided into two: public

and private sector unions. Each group discussed the results chain on FOA CB focused on the issues andgaps in the effective implementation of freedom of association and collective bargaining rights in the

Philippines. See results below as follows:(-

C. Second day - 23 August 20.7

AM: Workshop session for FOA CB workplans

Rainon Certeza (IndustriAll) facilitated the second day morning session after the brief recap of what transpiredthe previous day. A brief presentation on the project summary was discussed by Diane. The participants contributedin recapping and the lively icebreakers throughout the program. Based on the results chain of the public and privatesectors, Rainon drew out five major and common outcomes for the Workers' Group on FOA CB project. The fiveoutcomes became the basis for the planning of the two-year FOA CB Workplan for each group of the public and privatesector unions. The agreed outcomes are as follows:

I. Improved workers capacity to investigate and monitor HR and TU rights violations;2. Strengthened alliance between the public and private sector unions;

3. Social dialogue institutionalized in the public sector and strengthened in the private sector;4. Improved enabling policies on FOA, CB, SoT (security of tenure), CISi. for public sector unions, and

industry unionism;

5. Improved and full enforcement/compliance of labor laws/standards and programs/services to promotecollective bargaining and social dialogue.

The planning framework for workshop session 2 followed the matrix below and conducted each for the publicand private sector unions:

Orientation of project approval process in ILO

ILO Admin/Finance Officer, Gie Creer, discussed the budget policies and processes in project proposalsubmission followed by the ILO. The participants requested that the presentation as well as a budget template bedistributed to everyone for guidance. The participants requested that they be sent individually the copies of Ms Creer'spowerPoint presentation and other information on project proposal writing (i. e. budget template). See Annex for theppt and template.

Next steps:

I. FOA CB project Tripartite Launch will be held on 1.3 September 201.7.

2. Follow-up discussion of the workplans among the FOA CB focal persons,3. Presentation of the consolidated workplan to the PMB.
