NeGP Core Projects in Punjab The State of Punjab intends to use Information &

Communication Technology

- As a vehicle for effective governance

- To empower its citizens, to contribute towards

economic growth of the State.

With this vision, the Government of Punjab has envisaged and undertaken a number of initiatives to usher in an era of e-Government. The projects have been classified into 2 categories

(A) Core Infrastructure Projects

1. PAWAN 2. SDC

3. E-District 4. SSDG

5. Gram Suwidha Kendra (GSK)

PAWAN : Punjab Wide Area Network

Objectives Envisaged as the backbone network for data, voice and video communications

throughout the State

Identified as an element of the core infrastructure and vehicle for effective implementation for supporting the e-Governance initiatives undertaken by Punjab Government

Current status Vertical connectivity across the State - 20 Districts, 56 Tehsils , 119 Blocks

Locations termed as PoP ( Point of Presence).

Horizontal connectivity available at Departmental level in 374 offices

Future plan of Action Complete the Horizontal Connectivity of all the departments

Augment the vertical bandwidth to meet the demands of all departments.

Upgrade PAWAN Infrastructure to handle higher bandwidths

SDC - State Data Centre

Objectives To bring all departments under one single umbrella and give citizens of Punjab a “multi service –

single window” experience

To provide efficient electronic delivery of G2G, G2C and G2B services

Benefits Minimize multiple interaction points & provide hassle free one stop solution to the citizens

Provide better turn around time for receipt, processing and issue of services

Disaster recovery

Improved network and data security

Current status Building would be completed by January 2013.

IT Architecture is finalized as per the guidelines from Centre

RFP submitted for final approval and review by DIT, GoI

Future plan of Action To complete the Building within the timeline

To float the RFP for State Data Center

e- District Objectives To provide Integrated and seamless delivery of high volume, citizen-centric

services at the District level such as issue of birth/death certificate, income and caste certificate, old age and widow pension etc.

To target high volume delivered at the District level and to undertake back-end computerization to enable the delivery of citizen services

To integrate multiple applications, faster processing of public cases/appeals/grievances, dissemination of information as per public requirement and redesign the processes for the core services to be delivered

Current status One Service ( Residential Certificate) made Live in both the Pilot Districts on

6.2.2012.

More than 4000 Certificates have been delivered to citizens through e-District .

5 services ( Pensions & Caste Certificates) to go live shortly

Health Department services expected to Go-Live by 30.10.2012

Software is ready for remaining 38 services. Government Orders awaited for these remaining services.

Unique Features of e- District Project

The 100% electronic workflow ensures single point of interaction for the citizen.

The certificates are issued through digital signatures and printed by the concerned , Suwidha centre, GSKs ( In future) . These certificates/services are also stamped and signed by the Suwidha/GSK centre.

The status of application can be tracked by the citizen and the government officials through the portal and the escalation metrics ensures the adherence to the service levels defined for each service.

Unique Features of e- District Project

Verification of Certificates over Internet. Anyone can verify the authenticity of the certificates by providing the unique identification numbers printed on the certificate.

MIS reports at every level of the execution to monitor the workflow.

Role based user-id and password for access control.

The complete automated process has made it almost paperless and reduced the infrastructural requirements for physical movement of documents.

State Service Delivery Gateway (SSDG)

Objectives To de-couple the front-end and the back-end in the delivery of services

to ensure scalability, inter-operability between heterogeneous systems, authentication, ensure assured delivery, message routing, transaction logs, audit trails, time-stamping etc. and in future also to provide for joined-up and integrated services

Is a middleware that is being positioned in the State and also at the national level as a soft infrastructure piece for the delivery of e-Governance services

Current status Consultant for the project had been selected

System Integrator has been shortlisted

SRS Signoff completed for 17 services

Core Project

Gram Suwidha Kendra (GSK) (under CSC Scheme)

Objectives To develop a platform that can enable Government, private and social

sector organizations to integrate their social and commercial goals for the benefit of rural populations in the remotest corners of the country through a combination of IT as well as non-IT services

GSKs are envisioned as the front-end delivery points for Government, private and social sector services to rural citizens of India. CSCs are called Gram Suwidha Centers in State of Punjab.

Current status A total of 1542 GSKs are Operational in all the 10 zones of Punjab.

Total target of 2,112 Planned GSKs (100% rollout) in all 10 Zones.
