1. INTRODUCTION
The federal and provincial Blood Transfusion Authorities (BTAs) are responsible for the
implementation of the Blood Safety Laws. Regulation of the Blood Banks by the BTAs help
ensure the smooth functioning of the system and adherence to national blood safety policies,
strategies, goals and objectives. The functions of the BTAs include registration, inspection,
licensing, haemovigilance, developing bylaws and regulations, and data management. The
BTAs thus perform a steering role to guide the overall development of the Blood Transfusion
Services and regulates the transfusion system on the internationally accepted blood transfusion
system models.
The BTA for Islamabad was established in 2005, through the ICT Blood Safety Ordinance
promulgated in 2002. Following the devolution of the Ministry of Health in 2011, the IBTA was
revived by the Ministry of National Health Services Regulation and Coordination in October
2013 and Prof. Hasan Abbas Zaheer given the additional charge of Chairman IBTA. With the
reactivation of the IBTA, the blood safety standards and the capacity of the sector in the ICT will
improve. The IBTA will conduct inspections of the blood bank next month and issue licenses to
the successful blood banks. After that only the licensed blood banks will be allowed to operate
and the unregistered and unlicensed blood banks will be closed down. The transfusion needs of
the residents of ICT will henceforth be covered by the IBTA regulated blood banks only. And the
blood banks functioning without proper facilities, experts or equipment and endangering the
lives of the patients will become illegal and will have to close down.
The Islamabad Blood Transfusion Authority (IBTA) organized an Inspection Preparatory
Workshop for Registration and Licensing of the Blood Banks in Islamabad on February 18-19,
2014. The objective of the workshop was detailed briefing on all aspects of the functioning of the
blood banks in the light of the regulatory framework to equip the participants to prepare
themselves for the forthcoming licensing inspections by the IBTA. Standardized presentations
for the workshop were developed by IBTA and presented by eminent haematologists and
transfusion medicine experts. It is planned that similar workshops will be organized in the
provinces in coordination with the respective provincial authorities so that uniform standard of
regulation of the sector is observed throughout the country.

2. WORKSHOP PROCEEDINGS
The Islamabad Blood Transfusion Authority (IBTA) organized an Inspection Preparatory
Workshop for Registration and Licensing of the Blood Banks in Islamabad on February 18-19,
2014. The workshop was attended by the management and technical representatives of 15
blood banks operating in the Islamabad Capital Territory. Representatives from the provincial
authorities were also invited to attend the workshop as Observers. Experts from GIZ and KfW
were also present on the occasion.
The workshop highlighted the
significance of the need for regulation in
transfusion medicine, and increased the
awareness of participants on licensing
procedures, basic blood bank
processes, documentation and the
utilization of operational tools developed
by the Safe Blood Transfusion
Programme. Technical presentations
were made by eminent haematologists
and transfusion medicine experts. The
experts included Prof. Khalid Hasan, Former Chairman IBTA, Prof. Haroon Khan, Consultant
Pathologist PIMS, Col. Nuzhat Salamat, Deputy Commandant, Armed Forces Institute of
Transfusion, Dr. Samina Amanat, Consultant Hematologist, PAEC Hospital, Prof. Ayesha
Junaid, Consultant Hematologist, Shifa Int’l Hospital, Dr. Arshad Malik, International Islamic
University, Mr. Anis Alam, CEO Bicare Labs, Mr. Asim Ansari, Medical Technologist, Kulsum
Hospital and Mr. Usman Waheed, SBTP.

The presentations were very well received and participants took keen interest during the
question and answers session. The presentations were related to the standardized blood banks
processes in the vein-to-vein transfusion chain. The experts discussed in detail the quality
criteria in each section. A detailed discussion on the inspection checklist was also done.
The workshop also included a field visit to the
Armed Forces Institute of Transfusion, to enable
the participants to observe the functioning of an
ISO certified transfusion center providing
services in compliance with the international
recommendations. During the visit to AFIT, Col.
Nuzhat Salamat, Deputy Commandant,
provided an overview of the blood banking
system at AFIT and the process of ISO
accreditation.
