Worldwide Compliance Situation• Good news
> Many countries are uniting around international standards (IEC, CISPR, etc.)
> Where an international standard does not yet exist, many countries have chosen to adopt standards from the standards used by a leader in that specific technical area
• Bad news> International standards continually change as new
revisions come out every 2-3 years> Some countries add their own little twist either with a
technical change or an administrative difference

Major Changes in the Standards• Telecommunications/network port conducted
emissions (Added in CISPR22:1997)
• 1-6 GHz radiated emissions (Added in CISPR2005 + A1:2005)
• IEC60950-1:2005, 2nd Edition safety standard changes
7
Telecommunications/Network PortDefinition in CISPR22:1997Ports which are intended to be connected to telecommunication networks (e.g. public switched telecommunication networks, integrated services digital networks), local area networks (e.g. Ethernet, Token Ring) and similar networks.
8
Telecommunications/Network PortDefinition Starting with Amendment 2:2002 of CISPR22:1997point of connection for voice, data and signalling transfers intended to interconnect widely-dispersed systems via such means as direct connection to multi-user telecommunications networks (e.g. public switched telecommunications networks (PSTN) integrated services digital networks (ISDN), x-type digital subscriber lines (xDSL), etc.), local area networks (e.g. Ethernet, Token Ring, etc.) and similar networksNote: A port generally intended for interconnection of components of an ITE system under test (e.g. RS-232 IEEE Standard 1284 (parallel printer), Universal Serial Bus (USB), IEEE Standard 1394 (“Fire Wire”), etc.) and used in accordance with its functional specifications (e.g. for the maximum length of cable connected to it), is not considered to be a telecommunications/network port under this definition.
9
Telecommunications/Network Port Conducted Emissions
• Ensure your emissions test lab not only has VCCI R-number (radiated) and C-number (power line conducted, but also a T-number (telecommunications/network port conducted)
10
1-6 GHz Radiated Emissions
• Must have absorbers on the ground plane• Limits are 4dB tighter than FCC limits for 1-3 GHz• VCCI just announced (12/14/2009) a 1-year delay
for when 1-6 GHz testing is mandatory. They now have the same date as Europe which had delayed implementation back on 8/21/2009.
11
Major Changes in Safety Standards• ‑Only Europe has announced a deadline to adopt EN60950 1:2006
(IEC60950-1:2005) -- 1 December 2010• Surge suppressors in primary circuit shall be a Voltage Dependent
Resistor type such as MOV and comply with IEC61051-2• Reinforced or supplementary insulation between conductors on the
same inner layer of a PWB must comply with requirements of a cemented joint. If spacings are not sufficient, additional testing is required including thermal cycling and humidity conditioning or testing in the application
• North American requirement adding load testing of rail slides for rack mounted equipment and additional warnings/labeling
• See http://www.ul.com/global/eng/documents/offerings/industries/hightech/ informationtechnology/new/60950-1_2ndEd_Analysis_Nov14_07.pdf
IEC60950-1:2001 (1st Edition) to IEC60950-1:2006 (2nd Edition)
12
ITE Standards - Conclusions• ITE companies must track standards
implementation schedules and prepare products for significant standards changes in ElectroMagnetic Compatibility (EMC) and Safety.
• More standards changes are on the way like Energy Star & related standards (EuP, etc.), RoHS, Safety IEC62368-1 Hazard Based Standard (not earlier than 2015), CISPR32 emissions and CISPR35 immunity.
