Problem• Scenarios

– A road is closed, a river is rising, extreme pollution is covering an area, fuel reduction burns are scheduled, extreme heat threatens vulnerable people, a school is locked down

• How is the local community to be quickly informed?– Each Emergency Service Organisation (ESO) and Community Group has

its own website, with its own way of organising information– When local ESOs and Community Groups need to tell a community

something in their area they use radio pointing to a website– The community must listen to radio, look at many websites and check

for changes• There is presently no way to get information easily from local

ESOs to the mobile phone everyone carries around in their pocket.

Solution• Use Postcode as a universal location device – everyone knows

their postcode.• Create a central service so:

– People can send their mobile phone number and their Postcode (RECEIVERS)

– ESOs and Community Groups (SENDERS) can send secure messages to that Postcode

– ….that are then sent directly to Receivers registered for that Postcode– ….and posted directly to a Postcode Page on the Web

• Make sure all Senders are genuine, to protect against the wicked• Develop it in association with operational Police• Within a Not For Profit foundation• Charge Receivers an annual fee to

– make the service user-pays and self-supporting– remove the cost to government

Operation

• Receivers register their mobile phone and email address for a postcode

• APPROVED Senders send SMS messages and emails to a postcode• That then get sent on to Receivers for that postcode• Senders can also post information on the Postcode Page
