THERE IS NO TENURE IN LITTLE LEAGUE BASEBALL.
PERHAPS IT IS TIME IN SOME OF YOUR LEAGUES TO“SHOW THE DOOR” to certain Board Members, Managers, Coaches AND Umpires, who just do not
“get it.”
IF YOU CANNOT CONTROL YOURSELF AS A POSITIVE AND RESPONSIBLE ROLE MODLE WITHIN YOUR LITTLE LEAGUE……
Then please find another program to volunteer /spend your time.
EVERYONE HERE TODAYand those in your leagues have a chance
to make an impact in a child’s life this season:
BE A MENTORTEACH YOUR PLAYERS TO ACCEPT RESPONSIBILITY.
CHILD DEVELOPMENT
The positive energy and effort you give to these kids says much about you, and will say much to
them.
What do these kids see, every time they play a game or come to practice?
“THEY SEE EVERYTHING”
SO HERE WE GO
THERE ARE MANY MYTHSIN LITTLE LEAGUE BASEBALL
YOU ONLY THINK I AM
REAL!!!
How many batters can a pitcher hit with the ball before he must be pulled?
0 1 2

Rule 7.08(c & j)“THE BATTER-RUNNER MUST TURN TO HIS RIGHT AFTER OVER RUNNING FIRST BASE”
The batter-runner may turn left or right, provided that if he turns left he does not make an attempt to advance. An attempt is a judgment made by the umpire. The requirement is that the runner
must immediately return to first after over running or over sliding the base.
There are no exceptions as to how the BR obtained first base
(hit, walk, error, or dropped third strike).
Rule 7.08(c & j)“THE BATTER-RUNNER MUST TURN TO HIS RIGHT AFTER OVER RUNNING FIRST BASE”
Rule 2.00 STRIKE“IF A BATTER BREAKS HIS WRISTS WHEN SWINGING,
IT IS A STRIKE”
A strike is a judgment call by the umpire as to whether the batter
attempted to strike the ball. Breaking the wrists, or the barrel of the bat crossing the plate are simply
guides to making the judgment of the attempt; these are not rules.
Rule 2.00 STRIKE“IF A BATTER BREAKS HIS WRISTS WHEN SWINGING,
IT IS A STRIKE”
“IF A BATTED BALL HITS THE PLATE FIRST IT’S A FOUL BALL.
The plate is in FAIR territory. There is nothing special about it. If a batted ball hits it, it is treated like any other batted
ball.
IF A BATTED BALL HITS THE PLATE FIRST IT’S A FOUL BALL.
Rule 2.00 INTERFERENCE, 6.06(c)“THE BATTER CANNOT BE CALLED OUT FOR
INTERFERENCE IF HE IS IN THE BATTER’S BOX”.
The batters box is not a safety zone.A batter can be called out for
interference if the umpire judges that interference could of or should
have been avoided.
Rule 2.00 INTERFERENCE, 6.06(c)“THE BATTER CANNOT BE CALLED OUT FOR
INTERFERENCE IF HE IS IN THE BATTER’S BOX”.
“LEGAL or ILLEGAL ?”
BAKERY DONUT vs. BATTING DONUT
LEGAL: IN ALL DIVISIONS OF LITTLE LEAGUE
ILLEGAL: IN ALL DIVISIONS OF LITTLE LEAGUE(even in BIG LEAGUE!!)
It is only the job of the UMPIREto remove a batting donut
THAT’S A MYTH - Rule 1.01 – Note 1
THAT’S A HUGE MYTHIt is the job of ANYONE and EVERYONE
to alert any league official to remove a donut, without any hesitation.
LEGAL OR ILLEGAL FOR AN UMPIRE and or a MANAGER
TO WEAR SPIKE CLEATS?
BOTH ILLEGAL IN ALL OF LITTLE LEAGUE BASEBALL and SOFTBALL.
Rule 9.06 -Umpire
Rule 1.00 (I) -- Manager
Rule 2.00 FOUL TIP & STRIKE “THE BALL IS DEAD ON FOUL TIP”
There is nothing foul about a foul tip.If the ball nicks the bat and goes
sharp and direct to the catcher’s hand or glove and is caught, this is foul tip by definition. A foul tip is a
STRIKE and the ball is alive and in play.
(it is the same as a swing and a miss)
Rule 2.00 FOUL TIP & STRIKE “THE BALL IS DEAD ON FOUL TIP”
Rule 6.06(b)THE BATTER MAY NOT SWITCH BATTER’S BOXES AFTER TWO STRIKES.
The batter can switch boxes at any time, provided he does not do it after
the pitcher is ready to pitch.
Rule 6.06(b)THE BATTER MAY NOT SWITCH BATTER’S BOXES AFTER TWO STRIKES.
HOW MANY UMPIRES
SIGN THE OFFICIAL
SCOREBOOK AFTER A
GAME?
HOW MANY
SCOREKEEPERS HAVE
EVER CHASED AFTER THE
UMPIRE TO SIGN THE
BOOK?
There is no need for an umpire to ever
have to sign an official scorebook.
Does the OFFICIAL SCOREKEEPER report any and all “Batting Out Of Order.”
Rule 6.07 (b, 1)“THE BATTER WHO BATTED OUT OF ORDER
IS THE PERSON DECLARED OUT”
PROPERIMPROPER
LEGALIZED
The PROPER batter is the one always called out.
Any hit or advance made by the batter or the runners due to a hit, walk or error or
other reason is nullified. The next batter, is the one who follows
the proper batter who was called out.
Rule 6.07 (b, 1)“THE BATTER WHO BATTED OUT OF ORDER
IS THE PERSON DECLARED OUT”
Rule 2.00 STRIKE“IF THE BATTER DOES NOT PULL THE BAT OUT OF THE STRIKE ZONE
WHILE IN A BUNTING POSITION, IT IS AN AUTOMATIC STRIKE”.
A strike is an attempt to hit the ball. Simply holding the bat over the plate
is not an attempt. This is umpire judgment. – Baseball only
SOFTBALL: It is a STRIKE!!
Rule 2.00 STRIKE“IF THE BATTER DOES NOT PULL THE BAT OUT OF THE STRIKE ZONE
WHILE IN A BUNTING POSITION, IT IS AN AUTOMATIC STRIKE”.
Rule 6.05 (h) & 7.09 (b)THE BATTER IS OUT IF A BUNTED BALL HITS THE GROUND
AND BOUNCES BACK UP AND HITS THE BAT WHILE THE BATTER IS HOLDING THE BAT.

out.
Rule 6.05 (h) & 7.09 (b)THE BATTER IS OUT IF A BUNTED BALL HITS THE GROUND AND BOUNCES
BACK UP AND HITS THE BAT WHILE THE BATTER IS HOLDING THE BAT.
Rule 6.06 (a)“THE BATTER IS OUT
IF THE FOOT TOUCHES THE PLATE.”
To be an out, the batters foot/feet must be entirely outside
of the batters box, and on the ground when he contacts the
pitch. There is no reference about touching
the plate with any part of the foot.
Rule 6.06 (a)“THE BATTER IS OUT
IF THE FOOT TOUCHES THE PLATE.”
Rule 2.00 INTERFERENCE, 6.05 (k) & 7.09 (k)“THE BATTER RUNNER IS ALWAYS OUT IF HE RUNS
OUTSIDE THE RUNNING LANE AFTER A BUNTED BALL.”
The runner must be out of the box AND cause interference.
He is not out simply by being outside the lane.
(he could be called for interference EVEN IN THE LANE.
This is a judgment call by the umpire)
Rule 2.00 INTERFERENCE, 6.05 (k) & 7.09 (k)“THE BATTER RUNNER IS ALWAYS OUT IF HE RUNS
OUTSIDE THE RUNNING LANE AFTER A BUNTED BALL.”
Rule 5.02 & 7.05 (a)“A RUNNER IS OUT IF HE SLAP HANDS OR HIGH FIVE’S
AFTER A HOME RUN IS HIT OVER THE FENCE”.
The ball is dead on a homerun over the fence. You can’t be put out while the ball is dead, EXCEPT
when you pass another runner.

“TIE GOES TO THE RUNNER.”
There is simply NO SUCH THING in the world of umpiring. The runner is either
out or safe. It is a pure judgment call by the umpire.
By RULE BOOK the runner must beat the throw.
“TIE GOES TO THE RUNNER.”
Rule 7.05 (g)“THE RUNNER GETS THE BASE HE’S GOING TO, PLUS ONE ON A BALL THROWN OUT OF PLAY”.
When a fielder other than the pitcher throws a ball into dead ball area, the
award is two bases. The award is from where the runners where
at the time of the pitch IF it is the first play by an infielder before all runners have
advanced or from where each runner was physically positioned at the time the ball left the throwers hand on all other plays.
Rule 7.05 (g)“THE RUNNER GETS THE BASE HE’S GOING TO, PLUS ONE ON A BALL THROWN OUT OF PLAY”.
Rule 7.09 (i)“ANYTIME A COACH TOUCHES

A RUNNER, THE RUNNER IS OUT”.
“INJURIES ONLY HAPPEN DURING A GAME.”
FACT:“3 OUT OF EVERY 4 INJURIES
HAPPEN DURING PRACTICES”.
WHO IS RESPONSIBLE FOR BEING RESPONSIBLE?
THEN YOU SEE “THE BLAME GAME”.
YOU CAN BET MOM IS MAD!
IT IS INCUMBENT UPON YOUR BOARD of DIRECTORS to hold safety clinics, visit practices, be very visible prior to AND at the games, and REPORT ALL SAFETY VIOLATIONS TO YOUR
BOARDS.
IF YOU SEE PLAYERS……..
ALL SAFETY VIOLATIONS NEED TO BE REPORTED IN “SOME” DEGREE
A verbal reminder on the spot.
A verbal reminder then followed by an email “for the record”.

front of the Leagues Board “for the record”.

ALL SAFETY VIOLATIONS MUST BE BROUGHTTO THE ATTENTION OF YOUR LEAGUE PRESIDENT.KEEP RECORD OF WHO, WHAT AND WHEN.
IT IS VITAL THAT LEAGUES KEEP COMPLETE RECORDS THAT THEY HAVE CHECKED ALL TEAM EQUIPMENT,
CONDUCTED RANDOM SAFETY CHECKS, REPORTED ALL SAFETY VIOLATIONS, AND HAVE A ZERO TOLERANCE TO THOSE WHO DO NOT COMPLY.
COVER YOUR (donkey, silly)
SAYING NOTHING IS NOT AN OPTION
EVERYBODY has a duty to stop practices, pregame warm ups, soft toss, pregame in field, warm ups of any kind, etc., if they see Safety Violations.
NO MATTER WHAT THAT COACH SAYS!

catcher wear a helmet?”

thatsuch choices and their consequences are entirely their own, as well as any individual(s) who are paid for their services.
It is permissible to peel off any applied stickers
on the helmets, and we good to go, right?
2.00 FAIR/FOUL“IF A DEFENSIVE PLAYERS FEET ARE IN FAIR TERRITORYWHEN A FLY BALL IS TOUCHED, IT IS A FAIR BALL.”

CHECKING EQUIPMENT
How often do teams need to check equipment?
How often do umpires need to check equipment?
IT IS THE JOB OF THE UMPIRES TO CHECK TEAM EQUIPMENT PRIOR TO EACH
GAME.
BOARD MEMBERS and LEAGUE OFFICIALS it is the job of every umpire to
check equipment of both teams prior to each game officiated.
If they are not doing so, you must hold them accountable. If they are paid umpires, why are you paying them for an incomplete job that risks the safety of
your players?
Rule 2.00 CATCH, 6.05 (a) & 7.04 (c)“IF THE FIELDER CATCHES A FLY BALL AND
THEN FALLS OVER THE FENCE, IS IT A HOMERUN?”

OVERRULE THE OTHER UMPS AT ANY TIME”.
DO YOU KNOW HOW TO RESPECTFULLY AND PROPERLY MAKE AN UMPIRE TO UMPIRE APPEAL?
NO UMPIRE CAN EVER OVERRULE ANOTHER UMPIRE. UMPIRES can only seek information!
MANAGERS: Learn how to make an appeal if you want possibly to get an appeal………….
MAJORS & ABOVE Managers: GIVE ME “SOMETHING” when trying to make an appeal.
Get trained prior to the season. During a game is not the time for a rules clinic.
ALWAYS HAVE A LL PLEDGE(no matter what the division is).
Rules 2.00 & 6.05(f)“THE HANDS ARE PART OF THE BAT”
The hands are part of a persons body.
If a pitch hits the batters hands, the ball is dead;
If he swung at the pitch, a strike is called (NOT A FOUL).
If he was avoiding the pitch, he is awarded first base.
