MEETING
The Ross County Board of Commissioners met on this day, April 20, 2020 in regular session.
Mr. Corcoran opened the meeting by leading the Pledge of Allegiance.
Mr. R. Douglas Corcoran, President, called the meeting to order at 9: 00 a. m., with Vice President Stephen Neal and Commissioner
Dwight A. Garrett in attendance.

Mr. Garrett moved, Mr. Neal seconded, that the minutes of the previous meeting of the Ross County Board of Commissioners, ofApril 13, 2020, be approved as submitted.

AUDITOR AUTHORIZED TO TRANSFER FUNDS
Mr. Neal moved, Mr. Garrett seconded, that the Ross County Auditor be authorized to transfer funds from the General & Motor Vehicle
Gas Tax Fund, in the amount of$ 169, 047. 50, to the Debt Service Fund, according to a request of this date from the county auditor.

VACATION LEAVE AUTHORIZED - CLERK

13, 920.00, for one( 1) septic repair/replacement systems, to be acquired under the Ross County Water Pollution Control Fund, accordingto a bid proposal submitted March 9, 2020, and recommendation of the Ross County Health District Environmental Division.

RESOLUTION NO. 20- 118
WHEREAS, the Ross County Board of Commissioners has been notified by its clerk, that within the permanent records of the countycommissioners, two ( 2) prior recorded resolutions contained incorrect information regarding the Excess Liability Coverage throughCounty Risk Sharing Authority ( CORSA); and
WHEREAS, while the two ( 2) prior resolutions contained incorrect information concerning the amount of Excess Liability Coveragethrough CORSA, the amounts paid for the Excess Liability Coverage through CORSA was stated accurately, making the incorrectinformation concerning the amount of Excess Liability Coverage clerical in nature; and
WHEREAS, in recent discussions with CORSA, it has been suggested by CORSA that the term " General Liability" in both of theseresolutions be amended to state " CORSA layer" in order to more accurately reflect the coverage being discussed; and
WHEREAS, the first resolution was passed by the said Board of Commissioners of Ross County, Ohio, on April 28, 2014, which is
recorded in the Journal of Said Board of County Commissioners in Volume 18, at page 67; and
WHEREAS, the second resolution was passed by the said Board of Commissioners of Ross County, Ohio, on April 27, 2015, and isrecorded in the Journal of Said Board of County Commissioners in Volume 18, at page 445; now, therefore, be it
RESOLVED, by the Board of Commissioners of Ross County, Ohio, that its previous resolutions approved April 28, 2014, and April27, 2015, be amended to include the change in language to read as follows:
The Ross County Board of Commissioners approve to amend the first paragraph of the April 28, 2014 resolution to now read:
Mr. Neal moved, Mr. Corcoran seconded, that the Ross County Board of Commissioners approve an increase in Excess Liabilitycoverage from$ 5, 000,000 to $6, 000,000, and the CORSA layer coverage will remain at$ 1, 000,000, for atotal of$7, 000, 000 in coverage,
at an additional annual cost of$ 1, 518. 00, effective May 1, 2014."; and
The Ross County Board of Commissioners approve to amend the first paragraph of the April 27, 2015 resolution to now read,
Mr. Neal moved, Mr. Corcoran seconded, that the Ross County Board of Commissioners approve an increase in Excess Liabilitycoverage from$ 6, 000,000 to $8, 000,000, and the CORSA layer coverage will remain at$ 1, 000,000, for atotal of$9, 000, 000 in coverage,
at an additional annual cost of$ 2, 157. 00, effective May 1, 2015."; and
The Ross County Board of Commissioners approve that annotations shall be made in the margins of the Volume and Page numbers forthe April 28, 2014, and April 27, 2015, resolutions which reference these amendments along with the Volume and Page number of thiscurrent resolution.
Mr. Garrett seconded the motion and the result of the roll call vote was: Mr. Neal, yes; Mr. Garrett, yes; Mr. Corcoran, yes. Motion
carried.

COMMERCIAL LEASE AGREEMENT ENTERED INTO - LUCY WEBB HAYES HOUSE
Mr. Neal moved, Mr. Garrett seconded, that the Ross County Board of Commissioners ( Lessor) enter into a Commercial LeaseAgreement with the Board of Friends of the Lucy Hayes Heritage Center( Lessee), providing for the lease of Real Property located at 90West Sixth Street in Chillicothe, Ohio, for a period of one ( 1) year commencing on the date of execution thereof, according to the termsand conditions listed therein.
On call of the roll, the vote was: Mr. Neal, yes; Mr. Garrett, yes; Mr. Corcoran, yes. Motion carried.
AUTHORIZE PAYMENT OF $15, 000. 00 TO THE ECONOMIC DEVELOPMENT
ALLIANCE OF SOUTHERN OHIO
Mr. Garrett moved, Mr. Neal seconded, that the Ross County Board of Commissioners hereby authorize a payment ( 2nd quarter 2020investment), in the amount of $ 15, 000. 00 to be paid from account code 4100- 01- 16- 7456, Grant-Jobs 2010, to the Economic
Development Alliance of Southern Ohio, for purpose of the campaign to create jobs for Ross Countains, Project Jobs 2010.
On call of the roll, the vote was: Mr. Garrett, yes; Mr. Neal, yes; Mr. Corcoran, yes. Motion carried.
PAYMENT AUTHORIZED - LEGAL SERVICES FOR ROWETON TRUST ACCOUNT
Mr. Garrett moved, Mr. Neal seconded, that payment in the amount of$ 250. 00 be made from Roweton Trust Fund account code 4770-
01- 00- 7550, Other Expense, to Cutright & Cutright, LLP, Roweton property transfer; preparation and filing of Roweton Trust accountfrom February 7, 2020, in the matter of the Trust of John W. Roweton, former Youth Detention Facility Property.

SUBJECTS BROUGHT BEFORE THE BOARD
John Comely & Chris Junga, State Public Defender office, met with the commissioners in a teleconference to discuss fiscal year 2021Public Defender contract.
Mr. Comely said the COVID- 19 pandemic has resulted in a reduction in tax revenues, and the impact this will have on the FY2021indigent defense reimbursement budget. It has been requested that we develop a plan to reduce the FY 2020 budgets up to 20%. The
Ohio Public Defender ( OPD) has submitted its plan and we are currently awaiting further guidance and direction from the Ohio Officeof Budget Management ( OBM). At this time we are unable to provide an estimated reimbursement rate with the accuracy we have inthe past years. We anticipate 90% reimbursement, which was the rate that OPD originally forecasted for FY2021 and the other anticipatesa 20% reduction in the reimbursement budget with 70% reimbursement rate. We do not have a contract in place at this time as we hope
to have enough guidance on the FY 2021 reimbursement rate in the next few weeks. We will send the contract at a later date.
Brad Cosenza report for the commissioners meeting is as follows:
During my week in the office, I had conversations and sent emails back and forth with Assistant Prosecutor Judith Brownconcerning the Rider Property. I relayed what Commissioner Corcoran asked me to last Monday, for the Riders to state a pricefor the purchase of the land. She said that the Riders still have a case in court to challenge the decision of the Airport ZoningBoard, and that Jim Cutright is handling that case. They also have a case against the real estate firm and title company and havean attorney George Carr handling that case. You can read the correspondence in the attached emails to bring you up to speed.At Attorney Carr' s request, Judy would like to know if you plan on having the property appraised and re- appraised as is neededfor purchase through the FAA. I have included, in the attached emails, my conversation with Mark Grennell of the FAAconcerning this process. Please let me know your decision in this matter.
Mr. Corcoran said that we have no desire to re- appraise the property. I will follow up with Brad this week.
I spoke with Mark Evans today, ( 4/ 17/ 20,) about the latest modification to the agreement with DLZ. The agreement for past work
compensation, continued work and the billing structure. We also spoke about DLZ' s role now and going forward with Elford.He would like for you gentlemen to review the latest modification and if you approve, he will forward it on to DLZ' s attorney.If you would like modifications, either make changes to the provided document and I can send them to him or he said he would
be available to talk on Monday if need be. He also said that he thought DLZ should be involved in reviewing and changes or VEdecisions made to the plans to keep them whole to the project ad contract.
Mr. Corcoran said that it looks fine with the revisions. No place where it indicated the other 50% to be paid pre- effective date.
I believe you have seen most of the emails that have gone back and forth between me and Chris Conrad, however the important
ones are included with this summary. I have also included the most recent VE document for your review. There are still just a
couple items to decide that have not been accepted and approved. The replacement for the exterior stone facade, the landscapingplaza) improvements, the infill material for the Max Wall System( still waiting to hear from the sheriff) and the generator that is
not listed as a VE item. The cost of the generator is $ 365, 000. 00 and Chris said it will be added to the GMP as an alternate. If
you choose the thin brick option over the other items for the exterior, there are brick samples against the back wall. You can read
all our conversations about these items in the emails provided. I spoke to Don Anderson today ( 4/ 17/ 20) and told him yougentlemen would have these items in front of you on Monday to make your decision. I asked him how long he thought it wouldbe until you would see a GMP. He said once the decisions are made, just a couple days. So you should have the GMP for your
April 27, 2020 meeting date. Please let me know if you have any questions or if I can be of help.
Dan Elliott, county maintenance supervisor, met with the commissioners to discuss that Ty Hinton, Clerk of Courts, has requested glasspartitions to be placed on the counter top around his office. This is just the beginning of a request and the other elected officials will alsowant the same in their offices. Just wanted to let you know. Should I just go ahead and start ordering now?

Mr. Corcoran said yes. Please check with the other elected officials to see exactly what they will want and order accordingly.
OTHER BUSINESS
The clerk reported to the Board that we are still waiting on a recommendation from Judge Schmidt for the appointment for theCorrectional Planning Committee.
SPECIAL MEETING CALLED
The commissioners have called a special meeting, to be held on April 22, 2020, to convene at 3: 30 p. m., to discuss entering into aMemorandum ofUnderstanding for isolated housing for the homeless; and, a contract with Battelle Memorial for the purchase of COVID-19 N95 reusable masks.
The clerk will notify the media with an agenda of the date and time of the Special meeting.
