In conformity with the policy statement adopted by the Re- gents on May 12, 1960, on an "Interim Plan for the Regulariza- tion of Private Practice by Members of the Medical School Fac- ulty," Dr. Maynard M. Cohen of the Medical faculty has filed the appropriate form requesting consultation privileges. This was transmitted by the Dean and the President and approved by the Board.

Because of special circumstances, it was recommended that Miss Helen Tuchner, Instructor in the School of Dentistry, be continued as an instructor on an " X or temporary basis for 1961-62, with the understanding that during this year of service she would acquire no additional rights of tenure. Normally Miss Tuchner's services would terminate as an instructor, but because of special experience, it is desired that she be continued. Such continuation is permissible under our Regulations for Faculty Tenure, when all parties involved have signed the appropriate documents. This has been done in this case.

On the recommendation of the Academic Vice President and the President voted to approve the continuation of Miss Tuch- ner's services on a nonregular basis.

A resolution passed by the Board of Directors of the American Cancer Society, Hennepin County Unit, was presented by the President for the information of the Board and the record.

The President reported for the information of the Board the receipt of letters of appreciation from the Greater Minneapolis Interfaith Fair Housing Program, the Jewish Community Rela- tions Council of Minnesota, and the Mayor's Commission on Human Relations, City of MinneapoIis, in connection with the action of the Board dated December 9, 1960, covering discrimi- nation in private housing.

At the request of the Administrative Committee of the Senate, and on the recommendation of the President voted to give the designation "E. T. Bell Laboratories" to that portion of the in- terior of the buiIding between Jackson and Owre Halls used by the College of Medical Sciences and "Peter J. Brekhus Labora- tories" to that area used by the School of Dentistry.

On the recommendation of the President. voted to amend Section 12 ( b ) of Regulations Concerning @acuity Tenure as follows: Section 12 ( b ) of the code did read as follows:

Sec. 12 ( b ) . Suspension during proceedings. Sole power to suspend rests with the President. The suspension may be with or without pay as the President determines to be in the best interests of the University. A person under suspension without pay pending proceedings for removal for cause continues to hold such rights as University insurance, retirement, hospitaliza- tion, and the like, unimpaired until the Board of Regents has made final disposition of his case. A suspension without pay, insofar as such special rights are concerned, is regarded as a leave of absence without salary, unless the person suspended is subsequently reinstated.

This should be amended by inserting the following sentence after the sentence which ends with "interests of the University."

Prior to making a decision with respect to such suspension, the Presi- dent shall consult with an ad hoc committee of academic personnel of his own choosing, including at least one member of the Faculty Consultative Committee.

A report on the future educational activities at the Northwest School and Experiment Station, Crookston, and the West Central School and Experiment Station, Morris, prepared by an ad hoc committee under the chairmanship of Associate Dean T. H. Fenske, was presented by the President. Regent Skyberg moved, and Regent Johnson seconded the approval of the report and transmittal to the legislature pursuant to the legislative resolution adopted April 13, 1959, by the 1959 legislature that such a report must be filed with the 1961 legislature. Voted on the recommendation of the Vice President, Aca- demic Administration, and the President to approve an increase of thirty-five (from forty to seventy-five) tuition scholarships authorized for foreign students effective Spring Quarter 1961, in accordance with the recommendations of a sub-committee of the Foreign Students Committee, and the Provost, University of Min- nesota, Duluth. The Vice President, Business Administration, asked Mr. Roy Lund, Assistant Vice President and Director of Plant Services to discuss the boundary limits of the West River Campus. It was pointed out that these have been acted upon favorably by the City Planning Commission and are a matter of public information.
