The Yellow Ribbon Conference (YRC 2018) is an opportunity for
networking, collaboration, and exchange of knowledge with experts,
o�cers, researchers, and practitioners in corrections and prisons. The
theme of the YRC 2018 emphasises the notion that the process of change
for o�enders is a multi-prong rehabilitation and reintegration e�ort that
involves not only the o�enders themselves, but o�cers, systems, and the

On ArrivalThere are many ways to travel to the city. Taxis are
available at the taxi stands at the arrival levels of
each terminal. The journey to the city is estimated
to cost between S$20 to S$40, and takes approxi-
mately 30 minutes. Fares for �ag-down taxis are
metered. Taxi trips starting from the airport
would incur an additional surcharge. There are also
private-hire cars available on Grab, which is a
transport sharing mobile application that can be
downloaded on your mobile phone, for which
fares can be metered or �xed upon booking. You

The Airport City Shuttle will bring passengers to most downtown hotels at a rate of S$9 per adult / S$6 per child (below 12 years of age). The City Shuttle departs every 15 minutes during peak hours and up to 30 minutes during non-peak hours.
Mass Rapid Transit (MRT) trains will being you to the city centre. A one-way trip costs less than S$2.50. Suntec City Convention Centre is easily accessible by three MRT stations – Esplanade or Promenade via the Circle Line, and City Hall via the East-West Line. Follow the directions below to get to Suntec City Convention Centre.
From CC3 Esplanade MRT Station (3 minutes): Take Exit A and follow the signage to the centre
From CC4 Promenade MRT Station (5 minutes): Take Exit C, walk through Suntec City Mall and follow the signage to the centre
From EW13 City Hall MRT Station (8-10 minutes): Walk through City Link Mall and then Esplanade Exchange to the centre

are �uent in it. Many Singaporeans
also speak an additional language,

The Singapore Prison Service (SPS) is an agency under the Ministry of Home A�airs. As a key member of the Home Team, SPS protects the society through the safe custody and rehabilitation of o�enders, co- operating in prevention and aftercare. Guided by the vision of being Captains in the lives of o�enders committed to custody in Singapore, SPS aspires to be a catalyst who is instrumental in steering them toward being responsible citizens, with the help of their families and their community.
Singapore Corporation of Rehabilitative Enterprises (SCORE) was established as a statutory board under the Ministry of Home A�airs on 1 April 1976. SCORE plays an important role in the Singapore correctional system by creating a safe and secure Singapore through the provision of rehabilitation and aftercare services to inmates and ex-o�enders. SCORE seeks to enhance the employability of o�enders and prepare them for their eventual reinte-gration into the national workforce by focusing on four main building blocks of training, work, employment assistance and community engagement.

and reintegration e�orts for o�enders, and
the involvement of various stakeholders in
contributing to that process of change.
There will be a total of 2 keynote addresses
by Professor Harvey Milkman from Metro-
politan State University of Denver and
Dr. Nick Wilson from the Department of
Corrections in New Zealand.
During the conference, Professor Harvey
Milkman will also be conducting a half-
day workshop limited to 100 participants,
while Dr. Nick Wilson will be conducting a
half-day workshop limited to 50 participants.
We are anticipating 300 delegates for the
conference from various countries.

for consideration.
The theme of the YRC 2018 is “Creating Ripples of Change at Every Level”.
The main thrust of the conference will be to share various approaches and
practices to rehabilitation and reintegration for o�enders. Though other
aspects of corrections may be considered, priority will be given to those
papers that are clearly related to the main theme of the Conference.
We welcome any proposals (for oral presentations and poster presenta-
tions) within this theme but would particularly welcome papers in the
following areas:

• Best Practices in Reintegration Programmes and Initiatives
