JewishCare Annual Report 2015 – 20164 JewishCare Annual Report 2015 – 2016 5

One of my major responsibilities as President is to ensure the continuity of JewishCare including a strong and capable Board of Directors. Board renewal is critical to ensure new and fresh perspectives on the work of JewishCare and during my time as President we have ensured that our Constitution has been amended to reflect this and a Nominations process put in place. As part of this culture of renewal we have been very fortunate this year to have brought on two new directors, Jason Sandler and Michele Goldman, while farewelling Lawrence Myers and Tony Lebowitz. We are appreciative of Tony’s counsel and are particularly indebted to Lawrence who, in the role of Treasurer for the last eight years, has provided a high level of oversight ensuring the sound financial management of the organisation.

As we begin to celebrate our 80th birthday we reflect on the beginnings of JewishCare in 1936. As the Jewish community around the world lobbied hard on behalf of the Jewish people in Germany, the Sydney community founded Australian Jewish Welfare Society to provide support to these refugees. Jewish Welfare (now JewishCare), then continued to help thousands of post war refugees and the large numbers of people from the former Soviet Union who came to Australia in the 1970s and 80s.

JewishCare today is a very different organisation from the refugee support agency and has continued to adapt and respond to changing community needs. While all areas of our work have grown including our aged care home support, in the past few years we have specifically expanded our Mental Health and Wellbeing program and specialist supports such as responding to domestic violence. We have also strengthened our preventative and community education work to raise awareness in relation to issues affecting our community.

The need to change and adapt continues and in this Annual Report the Treasurer and CEo both build on the theme of the changing funding environments for the not-for-profit sector generally and for JewishCare in particular.

The board are well briefed on these changes and the strategies JewishCare is putting in place to respond to them and to ensure that we remain the provider of choice in the community for a wide range of services. The reforms are fundamental and far reaching with the objective of providing choice and control to our clients who will be able to purchase services with funds provided to them by the Government. While being customer focused is not new for our staff, increased competition provides an even greater focus on our objective of continuing to be a preferred service provider. We have already successfully transitioned to Consumer directed Care in our Home Support area and now our disability and Mental Health areas are being readied for the National disability Insurance Scheme (NdIS).

I continue to be impressed by the calibre and commitment of our staff and volunteers and the positive difference JewishCare makes in people’s lives. our staff and volunteers, led by CEo Claire Vernon, are the face of JewishCare. We are indebted to them for the high quality services provided every day to members of our community in need.

“80 years ago, in 1936 the Australian Jewish Welfare Society now JewishCare was established to help Jews find a new, safe and welcoming

home in Australia – a new start from Nazi ravaged Europe. Several thousand Jewish refugees arrived in the late 30’s with thousands Jewish refugees

arriving in 1939 leading up to the outbreak of the war.” – Speech by Allan Vidor at 80th Birthday celebration

JewishCare Annual Report 2015 – 20166 JewishCare Annual Report 2015 – 2016 7

2016 was an important transitional year for JewishCare as the organisation continued on its path of preparation for the full introduction of Consumer Directed Care (“CDC”) and the National Disability Insurance Scheme (“NDIS”). These changes represent a significant threat to the future funding of the organisation, but also an exciting opportunity as JewishCare continues to position itself as the supplier of choice across the many services provided to our community and impacted by these Governmental changes. Notwithstanding the important steps already taken by JewishCare in readiness for these changes, it has done so whilst maintaining its strong financial position. JewishCare recorded an operating surplus of $197,030 as against last year’s operating deficit of ($17,464). JewishCare requested a smaller grant from the Jewish Communal Appeal (JCA) in each of the 2016 and the 2015 financial years as a result of the large surplus recorded in the previous year which was due to larger than expected Claims Conference and government grants as well as unforeseen currency benefits. Notwithstanding this $400,000 voluntary reduction in JCA funding ($600,000 in 2015), JewishCare still managed a strong financial result. This is an excellent result of the sound economic management and cost control of the organisation and its senior management and as the largest recipient of Jewish Community funding in NSW, this is something of which the team should be justifiably proud.

reVenue

Government funding remains the largest single source of funding for JewishCare, contributing close to 30% of all receipts. The Conference on Jewish Material Claims against Germany (Claims Conference) represents another major funding source. Given the ageing of the Holocaust survivor population and their increasing dependency on support, the annual allocation has been increased significantly for 2016, and represented nearly 24% of receipts – an increase of around 24% on the prior year, which was positively impacted by currency gains.

Notwithstanding the voluntary reduction in JCA funding for the year, the organisation received $1,918,236 from the JCA which is gratefully acknowledged.

JewishCare received $1,285,000 from it’s two Foundations, which represents an increase of 11% over the prior year and enables a further reduction in reliance on communal funding.

We would also like to thank the Lowy family for providing continued support for the Chai Foundation, and particularly for allowing us to use excess funds from this Foundation for the provision of additional vital services to our community.

Earned income, from client fees, increased by 12% during the year, but still only represented 14% of JewishCare’s annual turnover. Therefore, the organisation remains reliant on donations, grants and endowments from the community.

expenditure

operating expenditure increased by 7% over the prior year to $12,453,224 from $11,597,150.

The largest single item of expenditure remains salary and related costs. over 80% of the operating budget is spent on salaries, superannuation and related items. Staff numbers increased by 9% during the year, to 133.61 Full time Equivalent staff members, predominantly in service delivery areas.

ASSetS

The Total assets of JewishCare as at 30 June 2016 were $14,576,672. This represents a 5% increase over the June 2015 amount of $13,839,147. More than half of JewishCare assets are real property, vehicles and other equipment used in the provision of services to the community. A further 42% of assets are represented by cash and deposits.

liAbilitieS

Total liabilities as at 30 June 2016 were $3,410,038 compared to $2,975,381 at the previous year end. In line with the increase in staff, our employment related entitlements have increased by 8% over the year, which represents 40% of all liabilities.

Trade and other payables remains at 6% of annual turnover – a good indication of financial health.

FinAnciAl MAnAGeMent

board and management decisions are supported by the timely reporting received from JewishCare’s Finance and Administration team. The board is pleased with the senior and program managers’ skills in the day-to-day operations as well their contribution to the budgeting process. JewishCare’s management team has continued to demonstrate a commitment to quality service to clients, in keeping with its objective to be a supplier of choice to our community, while running a tight, well planned and executed operation.

concluSion

It is with both pride and sadness that I write this, my final Treasurer’s report for JewishCare. After 9 years as Treasurer, I have enjoyed and deeply appreciated the enormous

support provided to me by Claire Vernon, Andrew Fodor and the other members of the JewishCare Management team and staff. The organisation is most fortunate to have Mr. Jason Sandler to take over as the Treasurer at our 2016 Annual General Meeting, and I have been working with him over the last 6 months to ensure a smooth transition for the organisation.

I would like to express our thanks to the auditors, deloitte Private, as well as to the Senior Managers and the Finance and Administration team at JewishCare for their continued support of the board and management of the organisation.

Enabling independence at home Improving health and wellbeingSupport through challenging times Working together for a great life

MAnAGinG the preSent; creAtinG the Future

This saying epitomises the past year at JewishCare. our priority is to respond to the needs of the Jewish community and provide excellent client service which is effective in helping people while being efficient delivering value for the government and community funds. However the context in which we – and all other not for profits operate in across Australia- is rapidly changing and we need to ensure that JewishCare is responding and adapting to these changes. So every day we are also planning how our services and supports will be in the future.

Some examples are :

The success of gaining another 41 Consumer directed Packages for seniors from the Australian Government was significant. by having excellent community networks in place and knowing our client group well, JewishCare was able to fill the Packages in record time. That means 41 more seniors being assisted to remain at home. At the same time this helps us refine our processes so we are ensuring we are best placed to be provider of choice in the future. This included recruiting and engaging more Home Care workers and introducing online processes and training. Another innovation is the partnership with Group Homes Australia to ensure their residents can access these packages.

The implementation of the National disability Insurance Scheme (NdIS) including support for people with a psycho-social disability provided an opportunity for JewishCare to review our services in our Mental Health and Wellbeing Program. This is being done by examining current supports and services, looking at best practice and talking with some of the people who access our program to see what they would like and take these preferences into account. This is a process of co-design to ensure we are providing supports which people feel are appropriate to their needs.

We know how important employment and training is for all school leavers and for young adults with a disability this transition point can be particularly challenging. This is one reason JewishCare has partnered with our big Kitchen to introduce our Kitchen Hand- an innovative model of supporting people with a disability with training and activities around cooking. It is creating another option for people to consider and will hopefully be self funding under the NdIS.

Housing is another challenge facing people with a disability and our housing forum and release of our booklet on Living Well, Moving on in June 2016 creates a framework for identifying a range of options for people and their families to consider.

young people have been the focus of JewishCare youth Services and Family Support for many years and while big brother big Sister has been a flagship program, there is a range of responses we use to assist young people and their families. We have been increasing our parenting programs and talks to better equip parents for the changing times and these have been very well received. Another addition has been our JGirls workshops targeting adolescents and building their skills and resilience.

These examples show how JewishCare continues to adapt and respond to the changing times. Keeping staff and other stakeholders including our volunteers informed and committed to responding to these changes is a key element of our work.

I am grateful for the ongoing support of the board and staff as we work to ensure JewishCare is well placed as the provider of choice in the Jewish community.

bRUNEN FAMILy

bRUNEN FAMILy CINdy & SAbRINA

As soon as Max Brunen heard Sally-Anne’s Scottish brogue, which reminded him of his mother’s voice, he knew she was the one for him. One year after they first met, Max took her to the exclusive ‘41’ restaurant above Chifley Square, went down on one knee and proposed. One week later Max was in Glasgow to ask Sally–Anne’s parents for her hand in marriage. They agreed and Sally-Anne and Max were married on 2 June 2001. A motor accident while he was 5 months old left Max with some neurological deficits, vision problems and restricted employment prospects. He attended Cranbrook school in bellevue Hill and has proudly maintained his role as breadwinner for the family with a series of jobs, the latest of which is a 3 day cleaning job.

Max and Sally-Anne now have 3 children Jack (12), olivia (7) and Alex (4) and since 2009 have lived in Seven Hills, which has meant that the family is isolated from both the Jewish community and Sally- Anne’s brother who lives in balmain. This isolation has been exacerbated by the fact that neither parent has a driver’s licence.

All 3 children have very different personalities but each has a developmental and cognitive delay which manifests itself in various ways and provides an ongoing series of challenges for the family. JewishCare has been working with the family since 2014 when Max approached the organisation to see if we could provide case management for Jack. As time progressed JewishCare become more involved with each member of the family. Community Living Co-coordinator Elina Krantsfeld said “We have set about engaging all available organisations and professionals who are able to assist. We now act as the focal point for all of the family’s providers.”

JewishCare helped all 3 children to apply for and receive Flexible Respite from the department of Ageing disability and Home Care (AdHC) as well as arranging for the children plus Sally-Anne to receive Flexible Funding which JewishCare administers on behalf of the Chai Foundation.

“This funding has made an immense difference to the family. We are now able to structure and case manage assistance based on each member’s unique needs. This has included working with a psychologist, a speech therapist, helping with homework, attending Jewish community events, providing opportunities for companionship as well as arranging organisational support and living skills training” said Elina

Max said “JewishCare’s has changed our lives in so many ways, some appear quite minor even trivial but make such a difference. olivia wanted to attend dance classes

which we would struggle to afford and organise the transport to attend. Elina came to the rescue and now olivia looks forward to attending these classes each week.”

The family has a number of important projects for the coming year. Jack and Max are attending cheder at Parramatta Shule in anticipation of learning Jack’s parsha for his upcoming barmitzvah. Another major project will be reorganising the family room which is intended to assist the children with their homework plus acting as a movie room.

The National disability Insurance Scheme (NdIS) has the potential to significantly improve the lives of people with a disability but invariably requires a formidable preparation and application process. Elina has devoted many hours to assisting the family through this process and now their NdIS plans have all been approved. The brunen family will now look to benefit from this scheme with secure and ongoing government funding.

JewishCare is the only approved provider in our community and continues to work with families like the brunens to help them to achieve their goals.

MENToRING PRoGRAMIn South Africa Cindy volunteered at The Chevra helping an older woman to remain independent. This experience had a profound impact on both women and she appreciated the great benefits of performing such a mitzvah. When she came to Australia in 2013 to advance her IT career and seek new horizons, she wanted to continue to make a difference within her adopted community. A friend told her about JewishCare’s big brothers big Sisters (bbbS) program and after an initial interview, she attended a training session. After speaking with JewishCare’s Manager of youth Services, Mimi Zilka, it was agreed that the young Adult Mentoring program which is for older people than bbbS would actually be ideal for Cindy.

Sabrina was having a difficult time at work, feeling bullied by other staff and generally feeling unsupported. This situation was diminishing her confidence and self-esteem. She found it hard to trust people. She wasn’t going out much and was feeling socially isolated.

Sabrina admitted “I was at the crossroads, I felt that I had two choices: A, feel sorry for myself or b, do something to help myself. I took option b. I rang JewishCare, they were so helpful, and offered me a range of supports. The one which I decided to choose was the young Adults Mentoring program”.

At the time Sabrina felt she would benefit from someone she could confide in, talk to and seek support and guidance from. She also wanted someone who could support her to work toward setting goals. but she appreciated that finding the right person was going to be the key.

Mentoring programs have been found to have the potential to make a big difference to the lives of both the mentor and the mentee. Much of the success of this program is associated with knowing who will ‘click with whom’ and having the appropriate follow up and supervision systems in place. “It’s so important that we match the right mentor with the young person. We take into account not only personality, but each persons values, hobbies and interests” said Mimi Zilka, Program manager.

From the first time they were introduced, they just ‘clicked’.

Cindy has been Sabrina’s mentor for five months and they see each other once a fortnight. over this time, they have been on some great outings together. Aside from participating in a wellness walk, they have visited Madame Tussards Wax Museum, wandered through market stalls, gone out for lunch, coffee, and walks on

the beach. but as well as these fun activities, they have accomplished a lot, and both have already noticed a marked improvement in a number of ways. Cindy said “I now know that Sabrina is a very goal orientated person so we spend time setting and monitoring goals and strategising how she can accomplish more. She is continuing to gain confidence and likes to try new things and always wants to better herself.”

Sabrina is really happy she became involved in the program and has met Cindy. “Cindy is a great listener and we have a lot in common. She is very structured and organised and has helped me to build up my confidence bit by bit. She believes in me and brings out the best in me. The experience has also taught me how to trust again. I feel happier and more engaged now in life. I really encourage anyone who is going through a tough time to contact JewishCare and see if the program is right for them. I can say it certainly has been right for me. We are very lucky as a community to have an organisation like JewishCare”.

Cindy said. “I can see such a difference in Sabrina and I have learned a lot as well. It has taught her that everyone goes through the difficult times and situations, and there is always a positive way to deal with it. I feel like I am making a difference and knowing I can be there for someone else gives me meaning and purpose”.

In acknowledgement of the great times they have shared Sabrina presented a Cd to Cindy of the photos that she has taken during their outings.

12 JewishCare Annual Report 2015 – 2016 13

JewishCare proffers a big thank you to all our donors for their support during the last year. your contributions are greatly valued, and helped to support our aged community, families in crisis, vulnerable children, and those with mental illness.during the past year JewishCare has received a large number of donations from members of the community who loyally continue to support our organization for a variety of reasons. People celebrating weddings, barmitzvahs, batmitzvahs and birthdays generously shared their good fortune with donations in lieu of gifts to our organisation.

JewishCare is deeply appreciative of the generous support of Lorand Loblay whose philanthropy has proved direct financial support to 30 families going through challenging times.

There are also those who choose to remember their loved ones by making contributions to our cause.

The Jewish New year and Passover have become a vehicle for giving donations in lieu of gifts, and the number of donors who choose this way of giving increase with each passing year. This works well for everyone, the donor, the recipient, and our clients.

our Mental Health and Wellbeing Program is generously funded by a major sponsor and other donors. This funding enables our Mental Health team to run a vibrant and consistent program providing companionship and activities for clients and support for their families.

We are also most appreciative for contributions to JewishCare Foundation Trust. In the last financial year nearly $1.3 million was given by the Trust to JewishCare towards our programs and services.

A bequest remains the ultimate gift you can make to our organization. JewishCare relies on bequests to continue its services to the community, for now and into the future. Setting aside a portion of a person’s assets for JewishCare also ensures that the memory of that person’s good deed lives on and on.

JewishCare receives bequests in recognition of the wide spectrum of services we offer and the high standards for which we always strive. Such gestures give recognition and acknowledgement of the valuable work of our organisation in the community.

bequests are also generously made by clients of JewishCare who have received assistance from a number of programs over many years.

We are extremely grateful to all of those who have included JewishCare in their wills, and gratefully acknowledge those who have contributed to our organization in such a valuable way.

If you want to find out more about making a donation or a bequest to JewishCare please call Maureen Mendelowitz on 9302 8003.

livia and her family lived in Budapest when the Nazis invaded. livia’s parents were taken from the Ghetto in 1944 and she never saw them again. Livia had recently been married and assumed her husband had also perished. Livia was sent to slave labour and concentration camps. Showing the courage and resilience that would characterise the rest of her life Livia used the distraction caused by the approaching Americans to escape her German captors. one night she and a group of girls ran into the forest. Although they had no idea where they were heading and had no real plan they continued to flee. After a series of close shaves which could have seen them shot on sight by the retreating Germans Livia ended up in Czechoslovakia from where they were liberated. After various medical checks, which included getting rid of an infestation of fleas, she ended up returning to budapest. Remarkably, 3 weeks later her husband returned. The traumatic events of the War continued with the Hungarian revolution of 1956 and Livia decided the family had to move.

one year later the couple now with their 10 year old daughter Agnes, arrive in Australia. They moved homes many times including moving to blair Street bondi where they lived for many years. Eventually she bought a unit on the 3rd floor in Rosco Street bondi which she loves and still lives in today.

Sadly Livia and her husband divorced in 1962 and so she had to bring up her daughter as a single parent which at the time was very challenging. She provided a stable and loving home, funded by working in the Accountants department of a firm called Morganite in Alexandria. She remained in this job for 24 years even though she had to catch 3 buses each way every working day. While still in her early teens her daughter, followed the advice of show business legend Jimmy

Hannon to change her name. She became Vicki Forrest (Erdos means forest in Hungarian) and within a short time was a renowned pop singer and recording artist, regularly appearing on national TV shows like bandstand. Livia recalls on many occasions having to chaperone her daughter to showbiz events.

Livia first came to JewishCare in 2008, to have some German documents translated, she also needed help to progress her restitution claim which JewishCare’s staff duly assisted her with. “As time progressed I realised that I could not do the things I once could and needed some assistance. I didn’t want to be a burden on Vicki so naturally I spoke to JewishCare and they sent a lovely staff member called Shaila who assisted me for many years until she left to have a family.”

JewishCare has provided weekly in home support which has made a huge difference to Livia and her family. Josette blumberg who is Livia’s case manager said “Safety is a big issue for older people. They are much more prone to falls especially in their own homes and Livia already had a fall which required a long period of recuperation.” JewishCare sent in their occupational Therapist (oT) who suggested ways to reduce the risk of an accident happening at home. “I am very thankful for all the help from JewishCare especially making the place safer for mum. I can rest much easier knowing JewishCare is actively helping us.” said Vicki

Livia is now 95 years old and although she walks with a walker and can’t currently get up and down stairs which obviously restricts her a lot, has lost none of her resilience and inner strength. With the help of JewishCare it is hoped that she will be able to remain healthy and independent for many more years to come.
