Oil is trading at more than $120 a barrel. While high oil prices are good for the Louisiana economy in the forms of better paying jobs, more offshore oil exploration and increased revenues for the state, it sure feels painful when you’re fill- ing up the flivver with $50 of liquid gold. As the numbers fly by on the gas pump’s digital reader, the con- cerned consumer has got to ask himself one question: “Is this gas pump accurate?” The Louisiana Department of Agriculture and Forestry is doing its best to make sure that every gas pump in the state, from Grand Isle to Lake Providence and Holly Beach to Homer, is accurate to the most exacting degree. Benjy Rayburn, LDAF Assistant Commissioner of Agro-Consumer Services, said the LDAF is the state agency responsible for ensuring the correct calibration of gas pumps, commercial scales, bar code scan- ners, taxi cab meters, packaged food commodities and flow meters. A St. Francisville woman wasarrested and charged May 12 withfelony theft by forestry enforce-ment investigators with the LDAFfor allegedly scamming GeorgiaPacific Corporation-Port HudsonOperation out of timber valued atmore than $22,000.

LDAF Forestry EnforcementInvestigator Mark Singleton andCaptain Spence Dilworth of theWest Feliciana Sheriff’s Officearrested Chakena A. Morrison, 32,

of 8031 Solitude Road, St.Francisville and booked her as afugitive from East Baton RougeParish.

Singleton’s investigation deter-mined that during August andSeptember of 2007, Morrison, asecurity guard at the GeorgiaPacific-Port Hudson mill, falsifiedtimber scale tickets defraudingGeorgia Pacific Corporation in theamount of $22,751.49.

“The investigation is continuingand additional arrests are expect-ed,” Strain added.

In a second unrelated case, aTexas man was arrested on felonytheft charges by Texas authoritiesfor allegedly stealing Louisiana

timber valued at more than$51,000, Strain said.

Albert D. Harrison, 52, of CR3150, Deberry, Texas, was arrestedon an outstanding warrant at hishome March 28 by Panola CountySheriff’s officers.

LDAF investigator John Terrellnotified the Texas authorities.

Terrell’s investigation deter-mined Harrison was hired by anArkansas logging company to han-dle the purchase of 160 timberacres; however, he resold 40 acresof the contracted timber to aVivian, Louisiana logging outfit.

The timber acreage was locatedin Webster Parish.

“We take timber theft very seri-

ously and immediately looked intothe allegations,” Strain said. “It ismy department’s duty to protectLouisiana citizens from unscrupu-lous people preying on absentlandowners or, in this case, out ofstate logging companies.

Strain advised anyone withinformation regarding timber theft,woods arson or agriculture-relatedcrimes to contact the LDAFenforcement division.

“Call us at 1-800-558-9741 assoon as possible,” Strain said. “Thesooner the better. Don’t wait toreport a crime.”

Criminal cases account for morethan $1.2 million annually in tim-ber industry losses, Strain said.

Two arrested in separate incidents of timber theft

Commissioner Mike Strain, D.V.M. recently honored the three May2008 LDAF employees of the month with a breakfast in theCommissioner’s conference room.

Clerk David Gremillion, Administrative Assistant Thelma Earls andPublic Information Officer Sam Irwin were the initial recipients of the“LDAF Delegate” recognition.

Gremillion clerks in the LDAF mailing services section and first cameto work for the LDAF as a student worker in 2002. He left the departmentbriefly when he finished his schooling but returned as a full-timer in May2007.

Gremillion now has three years with the LDAF.His duties entail daily trips to the post office, collecting mail from

departmental mailboxes and delivering paperwork to the proper recipi-ents.

Gremillion rarely misses work, and always offers help to anyone need-ing assistance completing a task.

“David is a pleasure to work with and is enthusiastic and dedicated,”Strain said. “He told me heis very excited about beingnamed an employee of themonth.”

Thelma Earls came to theHorticulture and QuarantineProgram in 1999 after work-ing for the Office of GroupBenefits for 15 years andEarl K. Long Hospital forfour.

Earls processes and issuesmore than 5,000 licenseapplications for arborists,utility arborists, retailflorists, landscape contrac-tors and irrigation contrac-tors annually.

She also assists the manywalk-ins inquiring aboutanything to do with horticul-tural licensing and other permits.

“Miss Thelma is willing to do the extra work to help serve the public,”Strain said. “She will come in early, stay late, work weekends, holidays,anything it takes to help the public and the department.

“She has even personally called arborists who have not met the contin-uing education requirements to be sure that they attend an upcoming sem-inar so that they will be eligible to renew their license.

Earls was presented with a plaque from the Louisiana ArboristAssociation in 2005 for her outstanding service to the arborists associa-tion.

“Miss Thelma is the kind of employee any organization would want.We have received several letters from the public commending her on

being knowledgeable, kind, helpful, and most of all, sincerely concerned,”Strain said.

Sam Irwin, managing editor of the Louisiana Market Bulletin, arrived atthe LDAF in 2003 after careers in retail, teaching, journalism and market-ing.

Irwin writes the majority of the Market Bulletin features and has trav-eled across the state many times in search of the perfect story for theLDAF publication.

He also writes press releases and compiled most of the content on thenew LDAF Web site.

“Sam volunteered to help with our new LDAF Web page,” Strain said.“He saw the need and volunteered to help us with the big job.

“We think the new Web site looks great and Sam played a big part in get-ting it done.”

Irwin is also a serious fiction writer with several literary magazine pub-lications credentials and has written two unpublished novels.

Despite all the so-called tips onhow to economize your fuel, thebest way to conserve gasoline issimply to drive slower.

Philip Reed and Mike Hudson,editors for the Web automobilespecialist Edmunds.com, saidslowing down and using the cruisecontrol can help the consumer savea lot of gas.

“The cruise control smoothes outthe driver’s accelerator input bypreventing nervous ‘surging,’”Reed and Hudson said.

The Edmunds editors also foundthat driving less aggressivelycould lead to substantial savings.

“Our test showed that the mostsignificant way to save gas isyou,” Reed and Hudson advised.“Don’t mash the gas when youstart up. Take the long view of theroad and brake easy.

“If you slowed your 0-to-60-mph acceleration time down fromyour current 10 seconds to a morenormal city pace of 15 seconds,you’ll feel the savings immediate-ly.”

Hudson and Reed said turningoff the A/C did not have any sig-nificant gas savings and advisedmaking yourself comfortablewhen you drive.

Worsham said his merchantclients come from all walks of lifeand have established a communityof sorts at the once a month fair.

“For a lot of people, it’s ahobby,” Worsham said. “For oth-ers, it’s a main income.

“A lot of retired folks are mer-chants here. It gives them a chanceto meet people and make newfriends and acquaintances.

“It’s like a family to them.”Merchants sell everything from

livestock to lillies, antiques toengines and sculpture to jewelry.

“We had a guy selling a para-chute once,” Worsham said. “Wehave had a chain saw artist carvingbears out of trees.”

One of the more popular attrac-tions is the Animal Alley.

The lane can feature almostevery type of farm animal, includ-ing cows, horses and poultry, aswell as dogs, cats and other pets.

Bonnie and Clyde Trade Daysevent planner Ejay Colvin said themost unusual pet she’s ever seen atthe fair was a South American pos-sum.

“It’s an itty bitty, tiny possum,”Colvin said. “They make pets outof them.”

Kelly Gamble and Casey Doolyof Minden are exotic poultry farm-ers and bring a colorful array of

chickens, ducks, quail and turkeysevery month to the Trade Days.

Their booth is a large canopiedtent stacked with poultry cratesfull of crowing roosters, cluckinghens and gobbling turkeys.

“The bantams are our biggestsellers,” Gamble said.

Gamble’s male pheasants arealso very picturesque and popularwith customers.

“Most of the people like to buythe male pheasant and put them inthe backyard because they like tolook at them,” Gamble said.

Gamble is a livestock farmer andalso raises cows and goats at hisMinden farm.

Though he’s a third generationfarmer, Gamble doesn’t make hisliving from his livestock.

“Backyard poultry hobbyists areour main customers here at theTrade Days,” Gamble said. “We’rehere every month. We do prettygood.”

Worsham said Gamble andDooley and the other livestocktraders take great pride in offeringtop notch animals to the public.

“All the animal vendors practicegood biosecurity,” Worsham said.“LDAF personnel make periodicchecks to ensure that all animalregulations are followed.”

Local produce growers are alsofeatured at the Trade Days.

“Last month we had growers

with squash, watermelons andtomatoes,” Worsham said. “We’rehoping to expand the produce sec-tion and set a regular farmers mar-ket in Arcadia.”

René Simon, LouisianaDepartment of Agriculture andForestry Assistant Commissionerof Marketing, said the Bonnie andClyde Trade Days Animal Alleyreflects the kind of grass rootsmarketing necessary to keep agri-culture alive and well in Louisiana.

“Louisiana was built by thesmall farmer,” Simon said. “We’rereally glad the Bonnie and ClydeTrade Days offers another venuefor producers and growers.”

Worsham said the market is alsoan entertainment destination withstaged Western-style shootouts andskits, pop bands and other acts.

“We had a group of hot air bal-loonists last month,” he said. “InJune we’re going to have chuckwagon races. We’re trying to makeit an entertaining day.”

In addition to the vendors, theBonnie and Clyde Trade Daysmarket features three restaurants,75 RV hookups, cabin rentals andthree fully-stocked fishing ponds.

CountyCounty fairs used to be the high

point of the month for rural fami-lies. It was a place to sell the milk,

buy supplies, treat the kids to pennycandies and find a bolt of calico for

the Missus.The Bonnie and Clyde Trade Daysfair in Arcadia is a 133-acre showattracting vendors and buyers from

the entire north half of the state.You can buy an exotic rooster, yard

art or even a parachute.You can camp overnight and tap

your toe to a country hoedown onSaturday night.

It’s just good old-fashioned fun.

Ray Worsham bought the Bonnie and Clyde Trade Days in 2001.The strangest thing he ever heard of anyone selling at the festwas a parachute. Dogs, horses and exotic poultry can be found atthe Trade Days’ Animal Alley.

Ray Worsham knows entertainment. The 57-year-old got his start putting on large scale

rodeos and convention productions in Dallas, Atlanta,Houston and other large markets.

He’s done everything from setting up a replica of asurgery for a convention of surgical nurses to arrang-ing hay for herds of cattle at livestock shows.

Worsham knows how to attract a crowd. But after 30 years in the trade show business he

decided to slow things down. That’s why he boughtthe 133-acre Bonnie and Clyde Trade Days open airmarket in Arcadia on Hwy. 9.

Managing the 600-stall market doesn’t exactlyseem like a cake walk on the way to retirement, how-ever. The Bonnie and Clyde Trade Days market drawsthousands of shoppers and more than 200 vendorseach month.

“I rent dirt,” Worsham said from the porch of hisoffice, a wooden cabin built above a man-made lakeat the site. “My merchants are able to rent any sizethey need for their business.”

“We’re almost a complete city out here. We haveour own water supply and sewer. The park is verywell designed.

The Bonnie and Clyde Trade Days derives itscatchy name from the notorious Depression-era out-laws Clyde Barrow and Bonnie Parker. Barrow andParker were gunned down by a posse of lawmen bare-ly ten miles from the fair in nearby Gibsland. A smallstone monument on the side of Hwy. 154 marks thespot and is a tourist attraction in itself.

The Trade Days are held on the Friday, Saturdayand Sunday before the third Monday of every month.See County Fair, page 10
