Vital StatisticsWhen applying for a marriage or civil union license, please make sure you call the

Registrar well in advance of the ceremony to schedule an appointment to apply for the license. We are located in the Township Clerk’s office and can be reached at 732-657-8121 ext. 3200. State law requires a 72 hour waiting period before the license can be issued. The marriage must take place within six months of the application date. More information can be obtained on our website or by calling our office. You must have the name and address of the officiant and date and location of marriage at time of application.

Copies of Vital Records (Death Certificate, Birth Certificate, Marriage/Civil Union Certificate, Domestic Partnership) Certified copies are $10.00 each. Corrections to vital records are $15.00 each. To get a certified copy of a person’s vital record, you must provide proof of your relationship to the person listed on the record and the proof must establish you are one of the following:

• The subject of the record• The subject’s parent, legal guardian or legal representative• The subject’s spouse/civil union partner; child, grandchild or sibling, if of legal age• A state or federal agency for official purposes• Pursuant to court order

Manchester Township “No Knock” RegistryResidents who no longer wish to receive door-to-door visits from vendors are invited

to sign up for Manchester Township’s “No Knock” Registry. The registry permits all residents to register with the Township Clerk indicating that they do not want hawkers, peddlers, solicitors or canvassers to approach their homes and/or seek contact with the occupants of the registered home. Registration can be completed through a form made available in the Township Clerk’s office or on our website.

Once registered, the Clerk’s office will provide a self-adhering sticker, free of charge, if picked up at the Clerk’s office during normal business hours. Residents may elect to apply by mail and have their sticker delivered for a $1.00 processing and mailing fee (checks can be made payable to “Manchester Township”).

The Clerk’s office will maintain the “No Knock” Registry. Vendors must inspect the list and cannot approach any residence on the list, or face a fine of up to $1,000, 90 days in prison, or 90 days community service. The registry will be provided to any licensee who is issued a license to conduct door-to-door sales pursuant to Manchester Township Code #301-21. It should be noted that registration upon the “No Knock” Registry does not

prohibit door to door solicitation by non-profit, charitable, religious or political organizations, as these types of solicitations are protected by the First Amendment.

Notary ServicesNotary Services are available for all Manchester residents. Valid photo identification is required and we do not notarize

wills. Please make sure to sign the document in the presence of the notary.

Manchester Township - Fire Safety Council and Firewise CommunitiesIn January 2018, Manchester Township formed a Wildfire Safety Council consisting of ten (10)

members. These members include the Emergency Management Coordinator or Deputy Coordinator, Local Fire Chief or designee, members from the local community, residents in fire prone areas, a member of the Township Council and advisors from the New Jersey Forestry Service and New Jersey State Forest Fire Service.

The purpose of the municipal Wildfire Safety Council is to coordinate wildfire prevention efforts within the township. The Wildfire Safety Council may seek grant funding, propose and conduct outreach efforts, and develop education opportunities to inform residents what they can do personally to reduce their wildfire risks.

Along with the Wildfire Safety Council, the township also has communities that have joined the Firewise Communities/USA program in the prevention of wildfires affecting their communities. One of the most active communities in the prevention of wildfires in the Firewise program is the Country Walk community located off of Township Line Road. Over the last several years this community has secured grant funding to improve the JCP&L right-of-way to be utilized as a secondary evacuation route in the event of a wildfire.

In addition to Country Walk, other developments have also joined the Firewise Program. We are currently seeking interested individuals in these communities to promote this program and take charge, while working along with the Township and State officials in making their communities an active Firewise Community. Those communities are: Pine Lake Park, Timber Green, Wynnewood, Fox Hollow, Roosevelt City, Pine Ridge, Pine Ridge South, Summit Park, Cedar Glen Lakes, Crestwood Village 6 and any others interested in becoming a Firewise Community.

When you become a Firewise Community you will gain a better understanding of wildfires and the impact they can have on your home and community. By creating one hundred (100) feet of defensible space around your community you could prevent a forest fire from damaging your home and property. This program will provide you with the knowledge to protect your home and keep your family safe in the event of a wildfire.

Tip for getting raccoons and squirrels out of your attic:Place a light and a radio in the attic for a couple of days.

If they have babies they will move them out. You also need to find how they got in and repair it.

For ground hogs, you can keep filling in the hole and add some brick in the hole. Put dirt back in the hole. This will cause them to move. Mothballs are not to be used on the ground. You could be fined from EPA. Lowes, Home Depot and local hardware/garden centers sell deterrent for all kinds of wildlife.

For birds, if the mother and father bird are calling out to the baby bird, LEAVE IT. They are still feeding it. By the third day it will have learned to fly.

For deer hit by a car, whether still alive or deceased, police should be called. They will contact the responsible agency to handle removal.

Manchester Township Annual Thanksgiving Food Basket ProgramThe Manchester Township Senior and Social Services Department accepts donations for our annual “Thanksgiving Food

Basket” program each November.Thanks to your generous donations, Manchester Senior Services, along with several organization and resident volunteers,

packaged and delivered Thanksgiving baskets to nearly 200 families/senior residents. Donations of non-perishable food are accepted each November, Monday to Friday between 10 a.m. and 2 p.m. at the

Police Department Drone UnitThe Manchester Township Police Department is proud to announce the launching of its new Drone Unit, which will

help officers to save lives by giving them a better view of emergency situations from the sky. This technology will allow the department to better serve the community while enhancing community and officer safety in a wide range of situations.

During harsh weather conditions or frigid temperatures, quickly locating a missing elderly person or a child is crucial to their survival. By using this drone, a DJI Matrice 210 with thermal camera capable of detecting body heat, police personnel can search several acres of wooded areas within a matter of minutes, without having to spend critical moments requesting aerial support from an outside agency. Taking into account the vast and expansive wooded areas throughout the township, many of which are not easily accessible by officers or vehicles, this drone will prove to be an effective rescue tool.

In addition to search and rescue operations, the drone will be used for traffic accident reconstruction, storm damage assessment, scene documentation, tactical oversight and to provide support to officers on the ground. The drone is capable of relaying real-time information to first responders on the ground during critical incidents at a fraction of the cost of traditional police air support. Additionally, this unit can fly in poor weather conditions that would typically ground a police airplane or helicopter.

Residents can rest assured that only qualified, trained personnel will serve as drone pilots. The Manchester Township Police Department obtained a Certificate of Authorization from the Federal Aviation Administration (FAA) in March of 2018, which allows only specially trained officers to deploy the drone throughout the township, and only as needed. After the police department trained these select officers as drone pilots, the program was fully deployed in the Fall of 2018.

In accordance with the Manchester Township Police Department’s goal of sustained fiscal responsibility to our taxpayers, the purchase of this drone was fully funded by money seized as a result of narcotic distribution investigations. We are certain that this drone purchase, and the numerous critical police functions it brings, will prove to be money well spent.

Manchester Senior and Social ServicesManchester Senior Services can provide residents 60 years of age or older, or if you are receiving SSI, with Information

and Assistance on Local, County, State and Federal programs, such as Home Delivered Meals, Homemaker Services, Hunger Relief, Rebates (Property Tax Relief/Homestead/Senior/Veteran/Disabled Veterans), SHIP (State Health Insurance Program), PAAD (Pharmaceutical Assistance to the Aged and Disabled) and Home Energy Assistance.

APC Option Counseling: A screening is completed according to income and assets to determine what programs a resident may be entitled to. Contact Manchester Senior Services to schedule an appointment.

Medical Transportation is provided to doctors and/or medical facilities located in Whiting, Manchester, Brick, Lakehurst, Lakewood, and Toms River. Appointment time with doctor must be between 10 and 10:30 a.m. or 1 and 1:30 p.m. We provide transportation to residents who are ambulatory/semi-ambulatory/wheelchair-bound. This service is available on a first-come, first-serve basis, and is for residents 60 years of age or older.

Move-Over-Law CampaignEvery year, the men and women of the Manchester Township Police

Department partake in numerous grant-funded enforcement details aimed at combating a host of motor vehicle related issues to include drunk driving, distracted driving, and seatbelt offenses. The aim of these campaigns is to make our community’s roadways safer for all who travel on them. In the summer of 2018, under the direction and guidance of Chief Lisa Parker, many of our officers engaged in a much needed and long overdue campaign to educate drivers on New Jersey’s little known Move-Over-Law.

This initiative began as a result of a recent incident wherein four Manchester officers were injured when an intoxicated driver, who failed to move over away from a marked patrol vehicle conducting a motor vehicle stop, struck the stopped vehicle on the shoulder of Route 37.

Luckily, none of the officers were seriously injured, however, because of this incident as well as numerous other reported near misses involving our officers, Chief Parker decided it was time to take action. It was quickly determined that this most recent crash along with the other near misses could have easily been prevented if the parameters of New Jersey’s Move-Over-Law were followed. In an effort to spread the word and educate motorists, a county-wide campaign was organized by Chief Parker. During Labor Day Weekend, officers from the Manchester Township Police Department, along with officers from numerous other departments throughout Ocean County, engaged in a high profile education and enforcement detail. The goal of this detail was not solely to punish motorists with traffic tickets but rather to educate them through an awareness campaign on a law that all 50 states have enacted, but few drivers seem to be aware even exists.

Here in New Jersey, the legislature enacted our Move-Over-Law in 2009 as a means of reducing deaths and injuries to roadside emergency workers such as police officers, firefighters, ambulance drivers, road crews and tow truck operators. This law requires that the operator of a motor vehicle, upon approaching a stationary emergency vehicle with flashing, blinking or alternating red or blue lights do the following:

• Approach with caution;• Make a lane change into a lane not adjacent to the emergency vehicle, if possible based on the existing safety and traffic

conditions;• Reduce their speed below the posted speed limit and be prepared to stop if a lane change is impossible, is prohibited

by law or is unsafe. • New Jersey is one of 30 states that also requires drivers to use caution, change lanes or reduce speed for parked tow

trucks with flashing amber lights and highway maintenance or emergency service vehicles with flashing yellow, amber or red lights.

Like many motor vehicle laws, New Jersey’s Move-Over-Law is designed to save lives and prevent injuries. The life you save or injury you prevent might be your own.

The Labor Day Weekend campaign was an enormous success as our officers were able to educate well over 100 motorists on this law. Chief Parker would like to thank the Ocean County Chiefs of Police for their assistance in spreading the word and involving their officers in this education and enforcement detail.

Need Permits?Please be advised that pursuant to the adoption in the March 5, 2018 New Jersey Register, the requirements for minor

work and ordinary maintenance have changed under the Uniform Construction Code. Did you know that a construction permit is no longer required for the repair or replacement of existing roof coverings and siding on detached one and two family dwellings? Although the list is extensive on the items that no longer require a permit within the various technical disciplines, the rule changes that were adopted re-designated some work that was formerly categorized as minor work as ordinary maintenance, and some work that formerly required a full permit as minor work.

For your use and information, below is a segment from the Construction Code Communicator published quarterly by the Department of Community Affairs in reference to Building Projects of Ordinary Maintenance and Minor work:

Building Projects of Ordinary Maintenance and Minor WorkOrdinary building maintenance projects, at

N.J.A.C. 5:23-2.7(c)1, do not require a permit application to be filed with the local enforcing agency and therefore, no inspection is required. Even though there is no permit issued, it is expected that the following projects will still meet minimum requirements of the Uniform Construction Code. Building projects not listed below would require, at a minimum, a minor work permit or full permit:

• Painting (interior and exterior) ANY building;

• Interior finishes (installation, repair, or replacement) of less than 25 percent of the total wall area or ceiling of ONE- or TWO-FAMILY DWELLINGS. This includes plastering and drywall installation. It also includes vinyl wall or ceiling covering of any amount. This does NOT include paneling;

• Wall papering at ANY location; • Glass (replacement) in ANY window or door, being of a type and quality that complies with code;• ANY window or door (replacement), including storm windows and garage doors, in the same opening without altering

the dimensions or framing of the original opening. More specifically, means of egress doors and emergency escape openings may be made in the same opening without altering the dimensions or framing of the original opening, as long as there is no reduction in the required height, width, or net clear opening of the previous window or door assembly;

• ANY non-structural component (repair or replacement), such as a partition railing in one- and two-family dwellings; • ANY non-structural elements, such as cabinets; • ANY interior or exterior trim, decoration, or moldings; • ANY flooring material with a new material; • Roof covering (repair or replacement) on DETACHED ONE- and TWO-FAMILY DWELLINGS; • Siding (repair or replacement) of like material on ONE- and TWO-FAMILY DWELLINGS. Siding (repair or

replacement) of like material on all OTHER buildings is limited to 25% of the total building area. In ALL cases, the repair or replacement of polypropylene siding shall not be ordinary maintenance;

• ANY PART of a deck, porch, or stoop (repair or replacement) that does not provide structural support for any roof or portion of a building (see minor work, on page 11, for TOTAL replacement);

To All Homeowners, Residents, Buyers, Sellers, Realtors and Builders:As our township still continues to experience an influx of re-sales, especially within our adult communities and villages,

please be reminded that no dwelling unit may be occupied until a Certificate of Re-occupancy approval has been issued. Prior to the Re-occupancy inspection, there must be an effort made on your part to make certain that the previous owner did not be neglectful from obtaining the required permits or fail to close out an open permit.

Although you may not have known that a permit was needed, were misled by contractors or inherited illegal home improvements, we sympathize with you. However, one thing is clear – once you know that unpermitted construction was done on your home, you must, by law, disclose these issues to all potential buyers. You’ll most likely do this on your disclosure statement, as the seller, to report any known legal issues or unpermitted construction on the property. When you purchase a property, you unfortunately also purchase the open permits and complications that go along with it.

We have to be somewhat over-zealous about making sure that unpermitted work is disclosed and any open permits have been successfully closed-out. Homebuyers want to move into a safe home. A lack of permits may imply several problems to potential buyers, including safety and quality issues. Our permit process is intended to verify that any improvements to the home were done properly and to code regulations as it pertains to the Uniform Construction Code Act.

In Manchester Township, as in so many other townships across the state, unauthorized work often comes to light with a reassessment, property sale or a most unfortunate and worst-case scenario, an accident or fire. Furthermore, insurance companies will often, if not always, deny a claim after finding out that no permits had been taken out for the improvements.

Not only should you check the permit history on a home before you buy, but as a seller, you will be wise to check the history on your home as well before listing it on the market. As a result, any permit issues that arise can be corrected before the listing goes public. This can avoid incurring unquantifiable charges as well as unpleasant consequences. Should a property have outstanding open permits involved, the accelerated fee inspection schedule is not an option and cannot be utilized until the associated permits have been closed-out.

• Screens on ANY building; • ANY insulation, except foam plastic insulation, when installed adjacent to or not more than one and a half inches

from an interior finish; • ANY exterior gutters and leaders; and • ANY storable spa or hot tub that is provided with a lockable safety cover that complies with ASTM F1346. Building

projects that fall between ordinary maintenance and full-blown projects would be described as “minor work” at N.J.A.C. 5:23-2.17A(c). These types of projects include:

• ANY porch or stoop (construction or TOTAL replacement) that does not provide structural support for any roof or portion of a building;

• Renovation or alteration work in an existing ONE- or TWO-FAMILY DWELLING, provided that no primary structural members are altered in any way, and further provided that the work does not constitute reconstruction; and

• Non-structural components (repair or replacement with no reconfiguration of space) such as a partition in structures OTHER THAN ONE- and TWO-FAMILY DWELLINGS;

• Installation of a radon mitigation system provided no new electrical work is required; and • Repair and/or renovation work in a Group B, Group F, Group M, or Group S occupancy.

SUMMIT PARK

The Summit Park Recreation Facility is back and better than ever, ready to entertain Manchester Township’s families with a new and improved playground!

Mayor Kenneth Palmer, members of the Township Council, Public Works Director Al Yodakis and Township Administrators were proud to officially open the Summit Park Recreation Facility during a ribbon cutting ceremony on Saturday, September 29, 2018.

The rehabilitation of the Summit Park Recreation Facility is the capstone to the revitalization of the neighborhood as a whole, following a resurgence of community involvement over the past few years after drug-related shooting incidents in 2015. A community group was formed and a neighborhood watch was created to assist the Manchester Township Police Department in monitoring the area, leading to increased arrests. Both efforts were greatly supported by the township and have been effective in rallying the community to ensure the neighborhood remains a safe place.

Mayor Palmer set a goal to rehabilitate township parks on an ongoing basis, beginning with the award-winning Sixth Avenue Park project in 2016. The Summit Park Recreation Facility was next in the plan due to the poor condition of the park and the vandalism issues over the years. The playground had fallen into disrepair and was not utilized by families from the neighborhood. Only minimal improvements were completed since the park’s construction in the 1960s, the only upgrade being a new playground installed in the 1990s.

“Our vision was to create a theme for the park to help connect it to the rest of the neighborhood,” said Public Works Director Yodakis. “This was accomplished by working with our playground supplier to create a ‘Summit’ mountain themed playground at the top of the small hill at the park.”

Additional improvements include the construction of a matching pavilion between the playground and courts where families may congregate; the reconstruction of basketball and tennis courts that are painted in the Manchester Township High School colors to help foster township pride; and the finishing of the playground with a rubber safety surface that is an aesthetic improvement, provides handicap accessibility, and is a long term financial benefit when compared to the previously used wood chips.

“The grand re-opening of the Summit Park playground is a proud moment for Manchester Township. It showcases the impressive results of what is possible when a community comes together, takes a stand, and leads an effort to improve their neighborhood,” said Mayor Palmer.

The engineering division worked with the police department to create a video monitoring system which is connected directly to the police’s 24 hour communications center. So far, there have been no instances of vandalism at the park. Paid for through the Open Space Fund, the project was completed significantly under budget as the majority of the work was completed in-house by Department of Public Works employees. This family-friendly project has met or exceeded all of the township’s goals and we invite all families to have some fun at Summit Park!

Township Reassessment After several months of preparation, the reassessment of Manchester

Township is under way. A letter by Tax Assessor Martin Lynch was mailed on April 30, 2018 to each property owner informing them of the start of the reassessment process.

In December of 2017, the Ocean County Board of Taxation ordered the township to conduct a revaluation to be completed by tax year 2020. The difference between a revaluation and a reassessment is that a reassessment is completed by the municipal Tax Assessor and a revaluation is completed by an outside firm, usually at a much higher cost. Reassessment is the process of appraising all real estate in a municipality according to its full and fair value, to ensure that each property owner pays their fair share of taxes. The process is revenue neutral, meaning the purpose is not to raise property taxes. The purpose is to ensure that the property tax assessments are fair and equitable. The last reassessment in the township was in 2013. According to New Jersey Division of Taxation records, the average township property is assessed at only 85% of its market value.

Mr. Lynch has already held many informational meetings throughout the township for residents to obtain additional information concerning the reassessment process and to answer any related questions. Additional information can be obtained on the Township website at www.ManchesterTwp.com.

An inspection of every township home will be completed. The property inspector will be taking a front and rear photograph of each house, physically inspecting the interior and measuring the exterior of each property. For your protection, each property inspector will have photograph identification. Please be sure to confirm that they are a township representative and do not permit anyone who is unable to properly identify themselves to enter your property. If a resident is not home on the inspector’s visit, a notice will be left asking the resident to call the office to arrange an appointment. Some of the data that the inspector will be collecting is the design, style, overall condition, plumbing, heat source, air conditioning and basement. The data collected and anything else believed to have an influence on property values will be utilized to determine each property’s full and fair value. The inspection of the township’s 16,500 homes will be conducted in 2018 and 2019 per the schedule to the right.

Recent sales of comparable homes are analyzed and used to value all of the homes in the township. The notice of the new assessed values for each property will be mailed in approximately December of 2019. Residents will be given the opportunity to arrange for an informal review of the new assessments if they have any questions or concerns after they receive the notice. The impact of the new assessments will not affect the property owner’s tax bill until the 2020 tax year.

A reassessment does not necessarily mean an increase in taxes for every homeowner. The tax rate will go down to compensate for the increase in the assessed values. Since not all properties have appreciated in value at the same rate, some tax bills will go up, some will stay the same and others will go down.

MOTORIZED VEHICLES such as dirt bikes, jet skis, scooters, boat motors and boats of any type will not be picked up and will not be accepted at the Whiting Recycling Center.

PROPANE TANKS will not be picked up and are not accepted at the Whiting Recycling Center.

Residents of Manchester Township are permitted to bring HOUSEHOLD WASTE to the Ocean County Landfill on Route 70. HOUSEHOLD WASTE, RECYCLABLES, and BULK can be brought to the Whiting Recycling Center, provided you have a Township issued STICKER on your vehicle. Stickers are issued ONLY to people who reside in the Township. Landfill permits are not issued to landlords or property owners who do not reside in Manchester Township. Landfill permits will not be issued for commercial vehicles. Upon entry to the recycling center in Whiting, a valid Manchester driver’s license must be presented to the booth attendant.

cardboard and newspaper. Do not use plastic bags.

Acceptable Recyclable Materials:• Newspaper, mixed paper and

brown corrugated cardboard; junk mail, magazines, used writing paper, white envelopes, computer paper and catalogs.

• Commingled bottles, cans and plastics; plastic bottles, steel and aluminum cans, glass bottles (empty with caps off).

• *Note - only recyclable plastic materials with the recycling “1” or “2” symbol on the bottom of container.

Non-Acceptable Recyclable Materials:• Plastic bags (shopping bags, food

storage bags, etc.), Aluminum foil, plastic bowls, plant containers, food containers, packaging material, medical waste, dishes, glasses, household batteries, pots and pans.

• Telephone books will not be picked up with your recycling. You may dispose of them at the whiting recycling center located off Route 70 at Sam Pitts Road.

• Poly-board/gable top milk and juice cartons, including children’s juice boxes.

• Household batteries are no longer recyclable - tape the terminals of the batteries and dispose of in the regular trash.
