Youth Candidate Guide – Election 2012
Using this guide Whether you are 18 and a registered voter, a student under 18 who is planning to vote in the mock election, a 10th grader in civics class, or simply interested in the people who are running for office, this guide is for you. Who created this guide? Arjun Gupta, a senior at Providence High School, was looking for public information about the candidates for Mecklenburg County offices. He found little. In partnership with GenerationNation, a K‐12 civic education organization in Charlotte, Arjun contacted the candidates and created this guide as a service to students and the community. Where does the information come from? In October 2012, all candidates were asked to fill out surveys so that the students of Mecklenburg County as well as the community could get a better understanding of candidates’ stances on major issues. Why are there profiles for some candidates and not others? If candidates did not respond after multiple attempts to reach them, we simply listed their name with the phrase “Candidate did not provide requested information. On some of the profiles, information is noted with a *and italics. What does that mean? To maximize student understanding, definitions for acronyms and terminology have been added to candidate profiles. For example, if a candidate mentioned STEM education, a definition of STEM (*STEM=science, technology, engineering and math) is included. Information provided by the candidates is unchanged. Where can I learn more? For more information, information on candidates that did not provide information for this voter guide, and links to other good voting resources, see the end of this document. UNITED STATES HOUSE OF REPRESENTATIVES The US House of Representatives is part of Congress. Duties include:
• Working with the Senate to create and approve legislation.
• Initiating revenue bills, including taxes.
• Impeaching officials.
• Electing the President in the event of an Electoral College deadlock.
House members serve 2‐year terms and are elected by citizens in their districts. Representation is determined by the population in a given area. More representation often means more political power.

I have a plan to create jobs for North Carolina families that includes improving workforce training by increasing apprenticeships, making clean energy a priority and expanding North Carolina exports.

(30‐50 words) I will reach across the aisle and work with both Republicans and Democrats to find common ground for cutting the federal budget. If elected, how will you impact youth and citizen engagement? (30‐50 words) I have always worked to be an open and accessible representative, listening to all viewpoints. I enjoy being out in the community and will continue to reach out and engage all groups, young and old. Is there anything we did not ask that you want to add? (30‐50 words) One of the most important issues facing Congress today is a lack of cooperation and a failure to work together on behalf of people. I will continue to put ideology aside and work with all groups to make tomorrow better than today.

Union Co.) The Board of County Commissioners (BOCC) is the governing body for Mecklenburg County. Responsibilities of the BOCC include: • Adopt the annual county budget • Set the property tax rate • Define county priorities and policies • Hire the county manager, a professional who manages the daily operations of the county What does county government do? • Community health and safety – courts, social services, health • Education and economic development – CMS and CPCC funding, job training, libraries • Growth and environment – parks and greenways, historic preservation • County government operations – staffing, budgets, tax collection, code enforcement,
elections, public information, property and more How are commissioners elected? • Mecklenburg County Commissioners members serve 2‐year terms. • Elections are held in November of even‐numbered years, and Commissioners elect a

Students at Providence know more about the school than someone sitting uptown. Budget needs to be "lean but not mean." We must focus on quality of life for everyone.
If elected, how will you impact youth and citizen engagement? (30‐50 words) I have always supported Teen Democrats, College Democrats and young democrats. My daughter a Providence Grad is the youngest woman in the NC House. Youth voices are important to the political conversation. If I win invite me to speak! Political experience: None of the Mecklenburg County Commission at Large candidates has ever served in office before. I believe this is an asset and helps to keep our leaders in touch with our community and not a typical politician mentality. If elected, how will you impact education? (30‐50 words) The history of the commission and CMS has been strained over the last few years with contention from budgeting. I will make sure communications with CMS and Superintendent Morrison occurs on a regular basis and not just at budget time. We can find commonalities in our objectives and create a more transparent environment for the public. If elected, how will you impact the economy? (30‐50 words) My focus is on jobs. Charlotte/Mecklenburg continues to experience a flight of people and business across the county and state lines for the purpose of lower taxes. We, the county and state need to stop this loss of employers. We need to reduce the overhead* local companies pay so that they can remain competitive and stay in our county. Fifteen years ago Charlotte/Mecklenburg did not have to pay companies to move here. We attracted them with our resources, our people, our location, and simply our business friendly environment. We need to get that back. *Overhead‐The general, fixed costs of running a business If elected, how will you impact the local, state or federal budget? (30‐50 words) I will broaden our tax base* by reducing taxes and increasing the number of people employed. Mecklenburg county currently has an unemployment rate of approx 10% and approx 20% for minorities. That is simply not acceptable for our great city/county. *Tax base‐All the citizens who pay taxes. I believe we should have sessions available with our local leaders where citizens can actually get feed back on their concerns. Not just a 3 min address to the commission with no response. Is there anything we did not ask that you want to add? (30‐50 words) Our County commission has fallen off track with many issues. DSS*, CMS**, and the property revaluations*** are just the top three. I will make sure these responsibilities are addressed with my leadership. County Commissioners are not just there to collect a check and get favoritism from their districts. They are there to do a job. I will do that job with a passion because I know that the decisions I will make not only directly impact my family but it also directly impacts your family. Without income tax and corporate taxes (which just get passed to consumers anyway) we will be able to rebuild manufacturing in North Carolina, and have plenty of good career jobs for all our upcoming graduates. *Fairtax‐A tax reform proposal that would replace all types of federal income taxes with a single, broad national sales tax on retail sales. (30‐50 words) I plan to recover over $3 billion in fraud so we can hire 20,000 new teachers, build roads we need, cut college costs in half, and provide services society truly needs without raising taxes. The Legislative Branch The legislative arm of the state is the North Carolina General Assembly. They enact general and local laws that promote the best interests of the state, and establish rules and regulations governing the conduct of the people. The Legislative Branch consists of the NC State Senate and the NC State House of Representatives. These offices are elected every 2 years. The legislature meets annually; the so‐called "Long Session" occurs in odd numbered years, while the "Short Session" occurs in even numbered years. Occasionally, in the case of a special need, the Governor may call a Special Session of the General Assembly after they have adjourned for the year. SenateThe Senate has 50 members. Elections for all 50 seats are held every two years. The Lieutenant Governor is the President of the Senate; however, his/her main duty is to cast a deciding vote in the case of a tie. The Judicial Branch The Judicial Branch has three parts, District Courts, Superior Courts, and an Appellate Division. The Appellate Division consists of the Supreme Court and the Court of Appeals. Judges are elected, but these positions are non‐partisan. Non‐partisan means that judges have no formal associations with political parties such as Democrats and Republicans. The District Courts handle the vast majority of the trial level cases. They have exclusive jurisdiction over civil cases involving less than $10,000, almost all misdemeanors, probable cause hearings in felony cases, juvenile proceedings, mental health hospital commitments, and domestic relations cases.
