Perth's traditions stretch back to 1816 when Upperand Lower Canada were English colonies. The townand ils river were named after tbe citv of Perth andthe Tay River in Scotland.

During the previous fifty years, England had beenfully occupied with war; Napoleon had been defeatedat the battle of Waterloo; there had been theAmerican and French revoiutions and the War of 1812between British North America and the United Stateshad been fought. English sLatesmen had turned theirattention to colonization and the establishment.ofstrategic oulposts which would form defence linesback from the St. Lawrence River boundary with theUnited States.

Perth was the chief military settlement of theseearlv schemes and later. communities wereestablished at Richmond and Lanark and the RideauCanal was built. Perth was called a miliLary set-tlement because after the war of 1812-14, the officersand soldiers were given grants of land, according torank, by the government, to live in this area. Theywere in effect, a trained reserve force. Farm im-plements and rations were free so that soldiers couldexist through their first few years on the land.

Free passage from BriLain, more free land and a 10pound loan were offered, the latter to be repaid beforethe settler gained title to his land. Each family wasgiven blankets, a saw, hammer, chisels, nails, agrindstone, auger, pot and kettle, and a cross-cut sawfor every four men.

The first group to act on the offer and who settledhere in Perth were chiefly Lowlanders who left Glasgowin May, 1815, aboard four transports. They wintered inBrockville, then thirty families travelled overland onfoot to the area now known as Perth.

The town plot was laid out by June 1816, the TayRiver rvas bridged and the clearing of the town sitewas begun. The early Scottish pioneer settlers weresoon joined by more settlers from both Ireland andScotland u'ho settled in Elmsley, Burgess, Drummondand Lanark.

In those early years of settlement the route fromBrockvi l le to Perth was via a rough trai l to Port land,dorvn the Rideau Lake by scow to ihe mouth of the TavRiver and thence by f iat bottomed boats to Perth.Later, the present road via Toledo to Ol iver 's Ferryand then to Perth b1' road was used.

1823, i t contained a jai l and courthouse, four churches,seven merchants' stores, five taverns and over fiftywooden homes. The first store was established byWilliam lUorris *'ho u'as instrumenLal in promotingand construcl ing the f i rst Tay Canal. The f i rst stone house was bui l t by a merchant in1821 and from then on rnanY houses and bui ldingswere constructed of stone in the stvle which hasremained charac ter is t i c o f Per th to th i i day .

The Court of King's Bench sat twice a year at Perthand all law business of B1'town (now Otlawa) wastransacted here until 185-1. Among the dischargedsoldiers, the privates setded upon their land but mostof their officers built houses in the village, creating aeore of 'pol i te society ' .

By 1830 the farm land in the front ton'nships ofLanark County was rapidly being settied and therewere three major villages which had originated asmilitary settlements - Perth founded in 1816, Rich-mond in 1818 and l,anark in 1820.

The completion of the Rideau Canal in 1832 openedup for Peith a direct iine of communication andmeans of conveyance with the Ottawa River. The TayRiver rvas dredged, made navigable to the RideauRiver, and locks were constructed. Trade was briskand for a time a large amount of traffic was carriedon using flat-bottomed boats. Goods from lt{ontrealwere brought in barges up the Rideau Canal v ia Ot-ta* 'a and then up the Ta_v River to Perth. Steamerswere commonl l ' used af ter the 1830's.

Perth was l inked to the rai lway s) 'stem in the 1850's.The Brockvil.le and Otlarva Raiiway rvas opened totraff ic on Februarl ' ?, I859, when the f i rst t rainarr ived in Perth from Brockvi l ie. The journey in thistrain, a wood-burning iocomotive and trvo coaches,took nine hours ani forty nine minules to cover lessthan fortv mi les.
