The percentage of fraud from 1 October 2009 (when recording began) to 31 March 2015 was 0.9% of all PEOPLE whose qualifications were submitted for pre-appointment verification and for which a definitive “Yes” or “No” response could be found, and 0.6% of all RECORDS submitted for pre-appointment verification and for which a definitive “Yes” or “No” response could be found.

A record is defined as one qualification for one person. Thus, if five qualifications must be verified for one person, then the number of people is one and the number of records is five.
