The NASA of-rned Santa Susana Facility referenced in your letter consists
primarily of a section in the middle of the Santa Susana Field Laboratory(SSFL) kn wn A Io as rea I Thea ilud f. arencesour major test sites and agroup of office buildings and shops
. At one of these test sites, theCoca area is test stand A3hih iE,- wc s used for SSM testing .
Should you decide to shutdown the SS .E A-3 test stand as e l har y as t e endof FY82, the development engine test effort for the remainder of the FPLr
development program and the future life growth program planned to be
conducted atA-3 would have to be made up by additional developmenttesting at NSTL
. A total of 17 months of double shift test effort wouldhave to be added at NSTL if A-3 were shutdown as of the end of FY82 withan additional program cost of approximately .DACT I The resulting delayin the life growth program would reduce the lead time of the test program
over the factor of 2 margin on the flight program to approximately oneyear
. Shutdown of the A-3 facility at the end of CY 1983 would impactthe life growth program by 2 months
. Alternate plans for engine upratingwould be significantly impacted, since A-3 was planned on being used
through FY85, and jeopardize timely availability of an uprated SSME shouldthat Option be pursued .
The effect of shifting the work from SSFL to NSTL would reduce SSME over-head costs by approximately DACTif the work were moved as of the end ofFY82, however, this is more than offset by the cost of extending the NSTLtest program
. Overhead cost to other government programs would of coursebe severely impacted without the SSME base .
Closure of other test sites or buildingswithin the NASA owned Area I Iwould have a severe impact on other programs because alternate
