Transactions which are most- ly settled today either by way of cash or cheque will progressively make way for card based payment transactions as the economy ma- tures and internet penetration increases. An indigenous system like RuPay will not only reduce the dependence on cash and cheque modes of settlement but will also make it easier to offer products based on specific requirements of diverse user sets within the country. Srinagar, May 8 : Com-mercial Taxes Depart-ment at Checkpost Low-ermunda has foiled a major attempt of import of banned Polythene and Polythene carry bags into the valley. Giving details to KNS, Com-mercial Taxes Officer Checkpost Lowermunda, Hamid Ganai said that a vehicle bearing registra-tion number JK03C/3345 was intercepted at the Checkpost at around 5 am in the morning. The driver of the vehicle has produced the Chal-lan of M/S Burak Goods Transport Co. Narwal, Transport Nagar Jammu bearing challan no.1662 Dated 06-05-2014 and consigned to Ali Moham-mad Dar and Habibullah Shah therein disclosing the goods as Feed.However, the vehicle was put under thorough physical check under the supervision of in-spector Akhtarul Islam and assisted by Sub-in-spector Jamsheed, and

it was established that the vehicle was carrying 300 bags of banned Poly-thene weighing about 72 Quantials. He said the vehicle was put under close monitoring and surveillance and today they managed to nab the driver for illegal import of banned Polythene into the valley. Accordingly vehicle along with the goods was seized under various sections of J&K VAT ACT 2005 and pro-ceedings were initiated against the driver of the vehicle /owner of the vehicle / owner of the goods.He said that the credit of this successfully oper-ation goes to the staff of the checkpost and espe-cially senior officers of our department for their tremendous support and strong coordination. Bangkok: In yet another setback, deposed Thai premier Yingluck Shi-nawatra was today in-dicted by an anti- graft body over a controver-sial rice subsidy scheme and will face impeach-ment that could dash her hopes of an electoral comeback, a day after a court dismissed her from office. The National Anti-Cor-ruption Commission vot-ed unanimously to indict 46-year-old Yingluck on charges of dereliction of duty in overseeing the controversial rice subsi-dy programme. Under the rice subsi-dy scheme, for which Yingluck was indicted today, the government bought rice from Thai farmers at a much high-er price than on the glob-al market. However, it resulted in the accumulation of huge stockpiles of rice and hit Thailand's rice exports hard. Yingluck was accused of negligence linked to the rice scheme with her political foes alleging

the scheme drained Thai finances, damaged the country's rice producing industry and fostered massive corruption. "The commission con-siders there is enough evidence to indict (Yin-gluck) and refers (the case) to the Senate," Panthep Klanarongran, chief of the National An-ti-Corruption Commis-sion (NACC) told report-ers. The case will now be vot-ed on at the Senate. If im-peached, Yingluck will be barred from politics for five years. "Yet the defendant did not consider suspending the project as soon as she learned about the coun-try's great losses from running the project," Mahakun said.

But an unfazed Ri Tong-il, North Ko-rea’s deputy UN ambassador, told the council that the Commu-nist regime’s “missile launches and nuclear tests in the interest of self-defense will become annual.”The two Koreas verbally sparred as the council discussed the 10th anniversary of UN Se-curity Council Resolution 1540.Resolution 1540 was unanimously adopted by the council in 2004 against the proliferation of weapons of mass destruction.Yun called North Korea’s nuclear weapons program “the weakest link in nuclear nonproliferation, along with nuclear security and safety” and pointed out that North Korea is the “only country in the world that has conducted nuclear tests in the 21st century.” He went on to say that further nuclear tests by North Korea must be prevented, otherwise it will “critically weaken the credibility of the Security Council.”

SRINAGAR, MAY 8: A high level meeting was held at Raj Bhavan here today under the chairman-ship of Mr. N. N. Vohra, Governor J&K, who is also Chairman, Shri Amarnathji Shrine Board, to re-view all Security related arrange-ments for the Shri Amarnathji Yatra which is scheduled to com-mence on 28th June 2014, simul-taneously from both the Baltal and Chandanwari routes. The discus-sions involved the seniormost of-ficers of the Civil, Police, Central armed Police, Military and Intelli-gence organizations.

The meeting held detailed discussions in regard to issues re-lating to the general security en-vironment in the State, prepared-ness for meeting any unforeseen situation arising in the Yatra area; functioning of the Joint Control Rooms at every Yatra Camp; link-ing up Joint Control Rooms with the MET Department and the Dis-trict Disaster Management Units; deployment of Mountain Rescue Teams (MRTs) of the State Police at identified locations on both the Yatra routes; deployment of well equipped Fire Fighting Force teams at pre determined points; installa-tion of X-Ray Baggage Scanning units at appropriate locations on both the Yatra routes; Access Con-

trol Arrangements at Neelgrat, Panjtarni and Pahalgam helipads; etc.

The meeting also discussed the enforcement of an effective Ac-cess Control System at the Baltal

and Nunwan Base Camps and at the Domel and Chandanwari Ac-cess Control Gates; effective traffic

regulation from Lakhanpur Check Post onwards; ATC arrangements for the heli-services from the Pa-halgam and Baltal to Panjtarni.

The Governor directed DGP and Divisional Administration to effectively enforce regulatory mechanisms and ensure that only those Yatris who possessed valid Yatra Permits were allowed to un-dertake the Yatra on the date and by the route for which they had procured prior registration. The meeting also discussed the specific measures which would be enforced for ensuring rapid and unhindered movement of validly registered Yatris from the point of their en-try into the State, to the Holy Cave, to ensure against their facing any avoidable inconvenience.The Gover-nor emphasized on all the involved agencies and departments to main-tain close co-ordination to ensure an incident free Yatra. He asked the Divisional Commissioner, Kashmir, to undertake regular reviews of the arrangements being made for the Yatra.Maj. General S.T. Upasani, GOC Victor Force, made a detailed presentation on the present status of snow accumulation in the Yatra Camps and along both the Yatra routes, measures being taken for Di-saster Preparedness and Action Plan to secure the entire Yatra area.

The process was personally supervised by Dr. Lone who is also the Deputy Commis-sioner Baramulla.

The Polling material from Gurez was airlifted and also deposited at the said venue.

World Red Cross Day celebrated at AnantnagANANTNAG, MAY 8: The World Red Cross Day was also celebrated at Anantnag dis-

trict and a medical camp was set up at District Hospital, Anantnag which was organized jointly by Chief Medical Officer, Anantnag and Red Cross Society Anantnag.

The Blood Donation Camp was inaugurated by the District Development Commis-sioner, Anantnag, Mr. Swagat Biswas who also donated his blood on the occasion. The college students, local youth, police and para military personnel also donated the blood on the occasion.

Mr. Swagat Biswas, while speaking on the occasion, said such activities are must for the development of society and everyone should participate in these activities volun-tarily so that needy people are helped.

The District Red Cross Society, Anantnag also organised an assessment camp for specially abled children at Khanabal and Bijbehara in which free medical check up of about 90 children was done besides free medicine was distributed among them.

NEW DELHI: Unfazed by BJP’s all-out attack, the Election Commission on Thursday rejected its accusations of bias in denying permission to Naren-dra Modi’s rally in Varanasi and made it clear that it was “not afraid of anyone, any political party or any entity” in do-ing its job.

At a hurriedly-called press confer-ence here, chief election commissioner V S Sampath strongly defended the ac-tion of Varanasi returning officer Pranjal Yadav, saying his decision was based on “professional advice” and ruled out his removal as demanded by the BJP.

Flanked by other two Election Com-missioners, Sampath expressed disap-pointment over BJP’s attack, saying “cer-tain harsh and sweeping statements” were made and political parties to “show greater maturity”.Sampath said the returning office, who is the district

magistrate of Varanasi, had denied per-mission to the rally proposed to be held today on the “basis of professional ad-vice” and there was no need for the EC to “deviate” from it.

“When the security and suitability issues are involved, the Election Com-mission naturally will go by the profes-sional advice taken at the district level,” the CEC said responding to attacks by BJP which staged protests here and in Varanasi.“The competent local author-ity, the DM and his team, took the deci-sion taking into consideration relevant professional advice on security,” he said.

“There is no reason to deviate from the decision taken at the district level, specially when the issue of life and se-curity are concerned,” Sampath said.

Effectively rejecting BJP’s demand for removal of the DM who was accused of being partisan, he said.

nection with World Red Cross Day, an impressive function or-ganized by the District Red Cross Committee (DRCC), Sri-nagar was held at S P Col-lege Srinagar here today.

The Deputy Com-missioner, Srinagar who is also Chairman of District Red Cross Committee, Mr. Farooq Ahmad Shah was the chief guest on the oc-casion, while the Principal S.P. College, Dr. Moham-mad Yaseen, Chief Edu-cation Officer, Srinagar, Munshi Mohammad Ja-vid, District Social Welfare Officer Srinagar, Mr. Riyaz Ahmad, volunteers, stu-dents of various schools participated in the func-tion.

Mr. Shah while de-liberating upon the background of the Society remembered its founder Henry Dunant and his

contribution for the welfare and betterment of the society. He said that the Society was formed long ago which benefited thou-

sands of needy all over the world.

well off section of the society to come forward for the welfare of Red Cross Society so that maxi-mum needy people are covered under relief and rehabilitation process during any natural ca-lamity.

When electricity is not avail-able, they become useless but still we are able to live without them. But no one can even think of living without water for a day.At present the biggest need for the survival of life on the planet is to conserve water. Around the globe World Water Day is being observed on 22nd March since 1993. This day is primarily de-voted to implement United Nations recommen-dations on clean drinking water, sustain safe drinking water facilities, conservation of water, sustaining fresh water bodies and to promote concrete activities within the countries regard-ing the world’s fresh water resources. Interna-tional World Water Day tries to remind people about the significance of fresh water and to pro-mote sustainability for fresh water resources. Organizations all around the world use World Water day to promote awareness about clean water and sustainable aquatic habitats. Also as a day to focus public attention on the critical water issues of the present era.Moving towards Indian scenario, the country receives abundant amount of rain, but factors like increase in population, is among the main reasons of water scarcity to the country. Due to population increase, natural resources are consumed more. A large number of water bod-ies local ponds, lakes, rivers and reservoirs get polluted and depleted. At present a considerable

amount of water of the country’s population lack access to safe drinking water. Also, Indian agriculture is rain fed. The goals and success of agriculture in India are based on availability of water, mostly rain water. Good amount of rain means a good crop harvest. Preserving rain wa-ter is must and ensuring that almost no toxic material present should get mixed with rain water, which can eventually pollute it as well as the water body in which it eventually flows.In the light of the above, it is a general under-standing that, there is a need of water conser-vation in the country and the major issues with regard to water usage in India can be summed up as under:-1. To ensure safe drinking water to rural and urban house holds2. To sustain safe drinking water facilities.3. The restoration/ clean water bodies both in villages and cities.4. Water conservation. Every year, The World Water Day emphasizes on a different aspect of freshwater. This year the theme of the World Water Day is Water and Energy. As water and energy are related to each other and both are necessary for the survival of our planet. To generate energy particularly hydro electric and thermal power we need water resources.In order to keep the water and energy rela-tionship alive, an emphasis needs to be placed on increasing the water conservation and to preserve the natural water bodies for energy production today as well as in future. There is also a need to increase the efficiency of water with regard to energy production. To produce

energy water is required and to provide water you need energy. Due to this inter-connection between water and energy, deficiency of any of the two creates problem for the other. If water resources, meant for the production of electricity get depleted, it will certainly cause a decrease in electricity generation. At pres-ent there is a tremendous need for appliances which are energy efficient, if appliances are able to save electric energy, it in turn means they are saving water.Many of us may think as to what an individu-al can do to conserve water, and this thinking of many of us leads to wastage of water daily. In today’s world we are in a rat race to con-struct big house with lavish bathrooms, but we forget to think that without water they are useless. We go on using water more than what is required to us. We as individuals can at least use water in a proper manner in our homes and places of work.Many a times, water taps on road sides, are seen running and water is wasted, we pass without bothering to close it. We should think on these issues and try to conserve water in whatever way it is possible for us in our daily life. Use of electricity should also be limited to our need and not want; electric appliances should be used only when needed.One bulb will give us enough light, so what is the need to switch on multiple lights. We should make sure to minimize switching on lights and other electric appliances unnecessarily any time. With this we shall not only be able to con-serve electricity but in turn we will also con-serve water.

BoPEE- in dire need of

reform

The decision of Srinagar based hon’ble court to attach the properties of

three involved in 2012 BoPEE paper leakage case, should be an eye opener for those who are responsible for spoiling the future of many bright students. Earlier the J&K High court had directed con-cerned governmental agen-cies to attach the properties of those absconders who were evading arrests in this case. The chairman Mushtaq Ahmad Bakal alias Peer is already in the custody since he was arrested last year for leaking papers against pay-ment and making sure the admission of beneficiaries in MBBS. Though on the direc-tion of Hon’ble High Court, this case was handled in a proper way but the 2013,pa-per leakage case which also spoiled the future of many meritorious candidates is eating dust and no progress seems to have been made in the investigation of this case which was serious than the earlier one. In this case, the delay caused by BoPEE in the re-examination dashed the dreams of several can-didates and their parents. This case also needs to be taken seriously and the in-vestigations be made ac-cording to the observations of the hon’ble high court. The people involved in this case have not been dealt ac-cording to law and brought to justice. The examination system in the BoPEE has also not been reformed and the scope of leakage and copy-ing is very high for those elements who want to earn fast buck by using different corrupt means. The scope of leakage of the papers is also of the same degree which was before these two scams. BoPEE is an organi-zation which deals with the future of thousands of stu-dents. It is imperative that the examination system in this Board should be made transparent and credible. Its credibility can never be restored unless the whole organization is overhauled, examination system re-formed on modern lines and above all the people of integ-rity and known for their hon-esty are placed at the helm of affairs.

Water not a Want but a Need

Evolution of Electoral System

of India fter India attained Independence in Au-gust 1947, there was a need to hold Gener-al Elections to elect a truly representative Government on the basis of universal adult suffrage. Article 324, which provides for the setting up of Election Commission as an independent constitutional authority, was therefore brought into force from November 26th, 1949, whereas, most of the other provisions were made ef-fective from January 26th, 1950 (when the Constitution of India became effec-tive). Election Commission was for-mally constituted on January 25th, 1950, a day before India became as Sov-ereign Democratic Republic. The First Chief Election Commissioner, Shri Su-kumar Sen, was appointed on March 21st, 1950. The Commission functioned as a single member body from 1950 to October 16th, 1989 but was converted into a three member body on October 16th, 1989 to January 1st, 1990. In the year 1990, January 1st, it was reverted to the system of single member body. However, since October 1st, 1993, the Commission is regularly functioning as a three member body. The Chief Election Commis-sioner and two Election Commission-ers are given the same salary and al-lowances as of a Judge of the Supreme Court. All the three Commissioners have equal powers in decision making and in case of any difference of opinion on any issue, the decision is taken by the majority. The term of the office of CEC and ECs is six years or till the age of 65, whichever is earlier. For the purpose of first General Elections to the Lok Sabha and Vidhan Sabhas, the first delimitation order was issued by President, in consulta-tion with Election Commission and with the approval of Parliament on Au-gust 13th, 1951. To provide a legal framework for the conduct of elections, Parliament passed the first Act on May 12th, 1950 (Representation of the People Act, 1950) providing mainly for the prepa-ration of electoral rolls and second Act on July 17th, 1951 (Representation of the People Act, 1951) laying down the procedure for the conduct of elec-tions to both Houses of Parliament and Vidhan Sabhas for each State. Electoral Rolls for constituencies were published in all States by Novem-ber 15th, 1951. The total number of vot-ers (excluding J&K) was 17,32,13,635 as

against the total population of India (excluding J&K), 35,66,91,760 accord-ing to 1951 census,. The first General Elections to the Lok Sabha and Vidhan Sabhas were held between October, 1951 and March, 1952. The first Lok Sabha consisting of 497 members was constituted on April 2nd, 1952. The first Rajya Sabha consisting of 216 members was constituted on April 3rd, 1952. After the constitution of the two Houses of Parliament and the State Legislative Assemblies, the first Pres-idential election was held in May, 1952 and the first duly elected President as-sumed the charge of office on May 13th, 1952. At the time of the first General Election in 1951-52, the Commission had recognized 14 political parties as multi-state parties and 39 parties as the state parties. Presently, there are seven recognized National Party and 40 State Party. For the first and second Gen-eral Elections in 1951-52, and 1957, the Election Commission adopted the ‘Bal-loting System’ of voting. Under this system, every candidate was allotted a separate ballot box at each polling station in a screened compartment and the voter was required only to drop his ballot paper, the centrally pre-printed ballot papers into the ballot box of the candidate of his choice. From the 3rd General Elec-tions in 1962 onwards, the Commission switched over to ‘marking system’ of voting. Under this system, a common ballot paper containing the names and election symbols of all contesting can-didates is printed on which the voter has to put a mark with an arrow cross mark rubber stamp on or near the sym-bol of the candidate of his choice. All the marked ballot papers are put into a common ballot box. The Electronic Voting Machines (EVMs) were used for the first time in part of Parur Assembly Constituency in Kerala in 1982, on experimental ba-sis. Later, the extensive use of EVMs started in 1998. The EVMs were used at all polling stations in the country in the 14th General Elections to the Lok Sabha in 2004 for the first time. Since then all elections to Lok Sabha and Legislative Assemblies have been held using EVMs. Since 1951-52, fifteen General Elec-tions have been held to the Lok Sabha and 348 General Elections to the Vidhan Sabhas and the country is now fully geared for the 16th country wide general elections to Lok Sabha .

Return to the glory – Mubarak Mandi Complex

A grand complex of dilapidated medieval buildings, the Mubarak Mandi complex is a palace situated in the oldest part of the city of Jammu. The palace comprises of multiple elegant and exquisite build-

ings of architectural excellence. The architecture of the palace is borrowed from European Baroque, Mu-ghal and Rajasthani styles, bringing forth a unique blend of different cultures. The oldest structure is believed to be built in the early 1800s. The palace was the royal residence of rulers of the Dogra Dy-nasty. Located strategically, the palace stands tall having a commanding view of the river Tawi. The complex is composed of a group of structures around a courtyard. The buildings grew in num-ber with successive Dogra rulers. The palace is believed to be the main seat of the Dogras until 1925. The galleries might have been used for royal functions and events. With the passage of time, the complex became a full-fledged Royal Secretariat. In recent times the complex was being used as a place for government offices including the High Court, Public Service Commission, among other depart-ments. Now the offices have been relocated and the authorities have started renovation work. Presently, one of its sections known as the Pink Hall houses the Dogra Art Museum where price-less artifacts and scriptures have been displayed including the gold painted bow of Emperor Shah Jahan. Despite the dilapidated state of the whole complex, the grandeur and larger than life image still captivates the onlookers. With the ever increasing demand and the growing voices, efforts are being made to conserve the ar-chaeological and cultural heritage of these monu-ments with special emphasis on preservation of the Mubarak Mandi Heritage complex. The conserva-tion and renovation work has now been started to restore the past glory of the complex and to bring the complex back to its original architectural form. Located within the densely populated part of the city, this fragile complex is faced with problem. Be-sides, pollution too is taking its toll thus further damaging the heritage structure. Return to the glory According to the State Tourism and Culture Minis-try, the 13th Finance Commission has recommend-ed funds for restoration of the Heritage Complex. Accordingly, four buildings have been identi-fied and the project has been submitted to the Government after getting it cleared by the State level Monitoring Committee. The plans if exe-cuted properly would ensure a promising future for this complex as some of the structures could not only be restored but also put to adaptive use thereby providing avenues for raising revenue for sustainable operation and maintenance. Dis-cussions are being made in the interest of estab-lishment of Heritage Hotels to promote tourism along maintenance backed by a strong revenue generation model. The final decision is yet to be taken. In its efforts to bring this complex back to life, the state government has put on anvil a Rs. 40 Crore Ropeway Project between Mubarak Mandi to Bagh-e-Bahu crossing river Tawi. The Mubarak Man-di ropeway on completion, would attract more tour-ists to the city of temples with a prime focus on this forgotten relic of past.
