A senior police official told GNS that Pakistani troops targeted about 20 BSF posts and several villages in the Arnia and RS Pura sectors using long range mortar shells and heavy to medium machine guns. Srinagar, August 23: Mil- itants on Friday night managed to give slip to the army after they broke the cordon at Gugerpati in Zaloora area in north Kashmir’s Kupwara dis- trict. Official sources told GNS that army’s 47 RR had launched a search oper- ation at Gugerpati area of Zaloora in Sopore last evening. As the patrolling party reached near the Gugerpati forests, the militants hiding in the area had a face-off with the army at around 7:50 pm. A brief exchange of fire took place; however, in the firing incident, no one has been injured, they said. Later in the night, the militants opened indis- criminate fire and man- aged to break the cordon laid by the forces, they said, adding that the forc- es recovered an AK-47 ri- fle, left by militants, from the spot. “Massive search oper- ation in the area is still going on with the help of reinforcement to track down the militant group hiding in the forest area,” sources said. Omar....State Government Power Department.Omar Abdullah said that quality and affordable pow-er to the consumers in the State has remained his gov-ernment’s priority in the last about six years. He said while sufficient measures were taken to upgrade the infrastructure and improve power distribution and transmission system, the focus remained on indige-nous power generation. He said power sector is the key sector to bring turn around in the economic de-velopment in the State besides making adequate ener-gy available to the people and exporting the surplus. “This is the sector which can transform the State from the deficit to the surplus one”, he said and added that projects of the capacity of 1500 MWs have been launched during the last about six years while proj-ects of the capacity of over 9000 MWs are in different stages of execution.The Chief Minister said that old infrastructure has been upgraded or replaced to improve the transmis-sion and distribution system. He said two Data Cen-tres have been established one each in Srinagar and Jammu to benefit the consumers and digitalize the system of transaction and other aspects. He said un-der flagship programmes like R-APDRP and RGGVY, the system is being further improvised. He said R-AP-DRP will be rolled out fully in the towns and the two cities in coming months.While welcoming the Union Minister and thanking him for the interest he is showing in the fast track development of power projects in Jammu and Kash-mir, the Chief Minister expressed the hope that the various power projects under execution in the State would be completed in the fixed time frame with the support of the Centre Government. The period for completion of the Mission has been extended for 6 years during which an amount of Rs 400.11 crore will be spent on revival of saffron in Jammu and Kashmir under Nation-al Saffron Mission.

Addressing the gathering, the Union Agriculture Minister said that Kashmir has the proud privi-lege of producing the finest quality saffron which is famous for its co-lour and flavour all over the world. He said that the union government is determined to provide all assis-tance to the saffron growers in pro-ducing the worlds No: 1 saffron from Kashmir, adding that strengthening farming community is necessary for the development of the nation.

Terming the Kashmir as the crown of India, the Union Minister said that the union Government will make all out efforts and provide as-sistance to develop the State.

Mr. Radha Mohan said that aim and objective of the Saffron Mission is to double the average production of Saffron from 2. 5 kgs per ha to over 5 kgs per ha by adopting appropriate technology, improving soil health and providing irrigation facility for

the crop and to develop appropriate systems for organized marketing, quality-based pricing of Saffron and for formulating direct transactions between growers, traders, exporters and industrial agencies.

The Union Minister said that Soil Health Cards will be provided to the farmers of the country in next 3 years so that they should not face any problem in producing qual-ity productions from the cultivable land.The Union Minister said that during the implementation of the Mission a large number of local youth will get employment opportu-nities which will surely change their socio- economic conditions.

Referring to setting up of Horti-culture University in Jammu and Kashmir State, the Union Minister asked the State government to sub-mit a detailed proposal to the con-cerned Union Ministry for appropri-ate action.

JAMMU, AUGUST 23: The District administra-tion, Jammu has placed Superintendent ITI RS Pura, Ms Ruchika under suspension for not unlocking the college complex for providing shelter to residents of adjoining Border areas in view of ‘continuous firing across the Border, pending further enquiry into the matter.

As per an order issued in this regard by Deputy Commissioner, Jammu, SDM RS Pura had telephoni-cally informed the Superintendent, ITI RS Pura to im-mediately unlock the building and provide the safe shelter to the people

“Whereas, the Superintendent ITI didn’t comply with the order and indulged in non-compliance and as the District administration faced hardship to tack-le the issue of providing safe shelter to the affected people due to negligent attitude/non-compliance by Superintendent ITI RS Pura, Ms. Ruchika Superin-tendent ITI RS Pura, is hereby placed under suspen-sion with immediate effect and attached with SDM RS Pura” the order reads.

Meanwhile, Assistant Commissioner (G) Jammu Mr. Shehnaz Choudhary has been appointed as In-quiry Officer for conducting an in-depth enquiry into the matter.

R S PURA, AUGUST 23: Minister of state for Home, Sajjad Ahmed Kichloo to-day visited the border hamlets where two persons were killed and five others were injured in overnight firing by Pakistani troops.

The Minister met the families of the deceased persons and expressed heartfelt condolence. He told the bereaved families that the people of the entire state share their grief adding that the government would take every measure to ensure safe-ty and security of the life and property of the people of border areas. He directed the administration to ensure providing all basic amenities to the affected people.

The Minister also handed over ex-gra-tia relief of Rs one lakh cheque to each to the next of the kin of the deceased persons and Rs ten thousand to those injured in the firing. Inspector General of Police (IGP), Rajesh Kumar, Deputy Commis-sioner, Jammu Ajeet Kumar Sahu, senior officers of BSF and local administration accompanied the Minister.

Later, Minister for Industries and Commerce Sajjad Ahmed Kichloo today inspected ongoing works of JK Cement Limited Plant at Samba and took stock of progress of work. He instructed JKCL Management to accomplish all the re-maining works and make it commission at the earliest.While inspection, it has been noticed that 2.5 MVA transformer has not been received from the PDD which is main hurdle in commissioning the plant. In response of this Chief Engi-neer PDD Shenaz Goni has assured that the transformer has been commissioned by 15th of September.He also instructed MD JKCL R. K. Sharma to commission the plant immediately after receiving the transformer i.e 15th of September.The Minister also instructed for completion of proceeding of land acquisition for Indus-trial Growth Centre (IGC).Among others, Deputy Commissioner Samba Mubarak Singh, SSP Samba Anil Mangotra, Chief Engineer PDD Shenaz Goni, Director In-dustries and Commerce.

NEW DELHI, AUGUST 23: National Conference of the State Ministers for Indus-tries and MSME for the De-velopment of Micro, Small & Medium Enterprises was or-ganized by the Union Minis-try for Micro, Small and Me-dium Enterprises (MSME) at Vigyan Bhawan, here today.

The Conference was held under the Chairmanship of Minister for MSME, Gov-ernment of India, Mr. Kalraj Mishra. The Financial Com-missioner Industries and Commerce, Government of Jammu and Kashmir, Mr. Khurshid Ahmed Ganai pre-sented the views of the State Government at the confer-ence on the issues identified by the Ministry of MSME.

Speaking on the confer-ence, Mr. Ganai said the proposal of the Ministry to simplify the MSME registra-tion by single form registra-tion mechanism is a wel-come step. The mechanism if put in place will replace the cumbersome process of filling up of multiple forms, he said. The Financial Com-missioner suggested that

a mechanism of across the table clearances in the single Window Clearance meeting may be evolved to reduce the period of registration and al-lotment of land.

On the allotment of land Mr. Ganai said that the en-tire process is transparent, the Financial Commissioner stressed that updated in-formation about allotments and vacant plots needs to be uploaded on the official web-sites.

Appreciating the idea of Vertical expansion Mr. Ga-nai said that it would require timely and adequate funding and requested the Ministry of MSME to issue guidelines on the same to help in the identification of the units that can be provided space in such a manner.

The proposal of the Minis-try regarding EM-I and EM-II forms all MSMEs is likely to facilitate proper planning and implementation of the schemes of the State and Central Governments, he said. However, making it mandatory will need further discussions, he added. Re-

garding online registration Mr. Ganai said that the State will be eagerly waiting for the software package from the Ministry to put in place the process of online regis-tration.

Highlighting the State Government’s priority to the proposal of setting up of the Technology Centre in the State the Financial Commis-sioner said that the Govern-ment has already identified land for the purpose at Ghat-ti, District Kathua in Jammu Division and the memoran-dum is under submission to the State Cabinet for formal allotment. He reiterated the demand of the State Gov-ernment for approval to the setting up of an Extension Technology Centre at Sanat Nagar, Srinagar.

Under the Scheme MSE-Cluster Development Pro-gramme (CDP), Mr. Ganai requested the Ministry to consider liberal funding for J&K keeping in view the ab-sence of adequate industrial infrastructure in the State and stressed that the cost of developing an Industrial Es-

tate has increased over time and therefore, the ceiling of Rs 10.00 crore under the scheme also needs to be re-visited. He suggested that the Ministry earmark an annual allocation of about Rs 100 Crore for the State of J&K for the development of industri-al infrastructure and estates. Mr. Ganai further suggested that funding be provided on 100% or 90%-10% basis in-stead of the existing 80%-20% basis.

Urging the MSME Ministry the Financial Commissioner said the detailed guidelines are requested to be issued by the Ministry for the units un-der the Services Sector to en-able these units to take benefit under the various schemes of the Ministry. He also said that awareness of the provi-sions and implementation of MSMED Act needs to be cre-ated on a bigger scale.

Speaking on the Cred-it Guarantee Trust Fund Scheme (CGTFS) Mr. Ganai said that this scheme needs to be emphasized and popular-ized, and suggested holding of a workshop on this scheme

in J&K. He said the Minis-try has agreed to hold a one day workshop of officers and bankers on the scheme on 30th August at Srinagar. Un-der the scheme, the borrowers will not be required to give collateral security for loans upto Rs. 50 lakh. If the State Government contributes to the Trust Fund then the banks will be required to sanction 20 times that amount as credit to the MSME borrowers without any collaterals.

The Financial Commis-sioner said that in order to provide Marketing Support to the local MSMEs, the GoI may consider issuing instruc-tions to the Central Govern-ment Departments located in the States to make 25 to 30% purchases from the local MSMEs.Mr. Ganai said that J&K has already proposed in-clusion of Transport activity under PMEGP which needs to be considered favourably.

The fruit industry has suffered most this year because of unfriendly weather and the

production of fruit will be much lesser than the usu-al. Whatever the produc-tion that too is not of high standard and quality be-cause it has been spoiled by many diseases includ-ing scab which is rampant this year. There are various reasons for the extensive damage caused to fruit pro-duction this year besides bad weather including hail storm many a times. The Departments of Horticul-ture and Agriculture are in fact the main culprits as far as supply of spurious pesti-cides, chemicals and fertil-izers are concerned. As per media reports, these two departments in connivance with vested interests have worked as villains and from seeds to pesticides, every-thing has been spurious and adulterated. The fruit indus-try has reached at the brink of collapse and the cultiva-tors and the fruit growers are seemingly empty hands despite putting hard labour for the full year. Their toil and resources have been wasted by the callous atti-tude of the concerned de-partments and inclement weather. It is because of this whole situation that the fruit growers and agricul-turists are passing through a critical phase of their lives. The govt. is not show-ing any concern towards the fruit industry which is col-lapsing with every passing day. Now as the growers are facing enormous difficul-ties, the govt. should come to their rescue and provide financial relief as per their losses. In addition to this the concerned departments should be streamlined and their monitoring made ef-fective so that the supply of spurious pesticides, chemi-cal and fertilizers is halted.

Cricket has become a very pop-ular game across the world and this game offers name,

fame and a lot of money not only to the players but to various boards, ad-vertising agencies and hundreds of stake holders connected directly or indirectly with this game. Once con-sidered a gentleman’s game, cricket is now engulfed with lot of contro-versies including betting, fixing and other negative things. It is not a sin to like or dislike a player or a team but it is the way that one expresses his sen-timents connected with his likings. Once chief election commissioner of India M.S.Gill who later became a cabinet minister and held sports portfolio was interviewed on a TV channel were he openly said that he is a big fan of Pakistani cricket team. It does not attracted any ill will against the country and cannot be treated as treason or a hate act against the coun-try, but if you celebrate the victory of Pakistani cricket team over India and raise slogans it definitely can be treated as a hate act and will amount a punishment. The J&K chief Minis-ter Omer Abdullah has said that the act of Kashmiri students is not a kind of treason but has justified their pun-ishment by the university authorities. The question arises as to why should these students instead of putting their abilities to study and achieve new heights indulge in such acts. Definite-ly they are in Meerut where the uni-versity has provided them an oppor-tunity to study different courses and where most of the students belong to other parts of India who will neces-sarily get hurt when somebody raises slogans against their team or country. The Kashmiri students should have known that they are availing all the facilities provided by Govt. of India and the government of the country where they live and make their car-rier. It is unfortunate that they are swayed by emotions without caring for the emotions of others and are in-dulging in such acts which could fur-ther complicate their future and cre-ate many more problems. By doing so they have also put their parents in lot of inconvenience as everybody is not affluent and does not have enough money to spend on the education of their wards. There are people who barrow the money or sell the proper-ty for the education of their children. It is the duty of the children to respect the hard work and toil of their parents who do everything for their educa-tion. They should refrain from doing such acts. As they are young hence the university authorities should take a passionate view and should now give them one more chance and should not spoil their career. The UP govt. should also keep their young age in view and withdraw the cases against them, particularly the case of treason. As they are young, the govt. of Utter Pradesh and the University instead of coming heavily on them and proving harsh, should instead be polite and lenient on them.

Drinking Water Facility for Villages

Five crore people living in over one lakh habitations in villages in our country do not have access to safe drinking water even today.

According to official figures twenty two per cent rural families have to walk for at least half a kilometer or more to fetch water (mostly it is the women who have to bear the burden). The percentage of such families is the maximum in Mani-pur, Tripura, Odisha, Meghalaya, Jharkhand and Madhya Pradesh. Fifteen per cent of households in villages depend on uncovered wells and other unimproved sources like rivers, springs, ponds for drinking water. Also eighty five per cent of all drinking water resources in villages are based on underground sources of water and in many of these areas water is contaminat-ed. Only 30.80 percent of the rural population has access to tap water. In fact there are only four states which have been able to bring fifty per cent or more of the rural areas under piped water supply. Many of the states are yet to fully comply with the Supreme Court order on supply of potable water in government schools. The latest available data shows that less than the 44 per cent government schools in villages have drinking water fa-cility.During the national consultation in Delhi held recently on the prog-ress of national rural drinking water programmers and related issues , it was revealed that in spite of this unsatisfactory sce-nario with regard potable water availability in villages many of the states have failed to fully utilize the funds allocated by the centre under the various heads of NRD-WP.To achieve the objective of provid-ing drinking water facilities to all the villages, the Government is bringing about a major paradigm shift in the National Rural Drink-ing Water Programme in the XIIth

Five Year plan period. In the back-drop of over extraction of ground water in most parts of the country, the emphasis is to shift away from ground water to surface water. The focus would be on piped water sup-ply and minimizing the use of hand pumps. The target is to ensure indi-vidual household connections to at least 35 per cent of the population in villages by 2017 against only 13 per cent today.In order to encourage the villagers to take water connections, the Gov-ernment is roping in Accredited Social Health Activists (ASHA). A recent order said the ASHAs will get an incentive of 75 rupees for motivating each of the fami-lies in villages to take individual household tap connection. The states can use the money from the support funds allocated to states under the NRDWP.The norm of 40 litres of water per capita per day( LPCD) in villages was set way back in 1972 but now under the 12th five year plan , it is being increased from 40 to 55 li-tres .In the 12th plan the target is to cover at least half of the popu-lation to get 55 LPCD water with-in in their house hold premises or within 100 meter radius. Once the states are able to increase the per capita availability of drinking water, it will help in bridging the gap to some extent between urban areas and rural areas. Under NRD-WP, States have the flexibility to fix their own supply norms. The Drinking Water and Sanitation Minister Bharatsinh Solanki has urged the states to aim at 55 LPCD , this he says will enable higher level of household connections and reduce the burden on women and girls in fetching water from hand pumps and public taps as well as reducing risk of contamination.Quality of drinking water avail-ability is a major concern in villag-es many parts of the country are af-fected by contamination of arsenic and fluoride, which are considered

the most hazardous in terms of their effect on health. In the budget proposals for 2013-14 Rs 1,400 crore will be provided for the setting-up water purification plants as there are still 2,000 arsenic and 12,000 fluoride affected rural habitations in the country. Then there are contaminants like iron, salinity uranium and pesticides. The cen-tre is assisting States affected with Chemical contamination of drink-ing water, and those States which have cases of Japanese and Acute Encephalitis Syndrome through a provision under the NRDWP by allocating 5% of the NRDWP funds for Improving the quality of drink-ing waterGiven the growing importance of water quality issues, under the 12th plan dedicated funding will be provided to States with quality af-fected habitations, over and above the normal NRDWP allocation to the State. Highest priority will be given to arsenic and fluoride affected habitations. Part of the funding would also be made avail-able to tackle bacteriological con-tamination in the priority districts with high incidence of Japanese and Acute Encephalitis Syndrome as identified by the Ministry of Health and Family WelfareUnfortunately many of the states like Chhattisgarh, Gujarat, Haryana, Jammu & Kashmir, Jharkhand, Kerala, and Uttara-khand & Tripura are yet to submit proposals to get the benefit from 5% Water Quality earmarked fund.World over lack of drinking water and sanitation facilities account for over nine per cent of the dis-eases and more than six per cent of deaths. In our country where more than half the population resorts to open defecation, the situation is worse. It is in this scenario that ma-jor emphasis in the 12th plan is strengthening convergence be-tween rural drinking water supply and rural sanitation by taking up

villages covered with piped water supply to get Open Defecation Free status priority and vice versa.The 12th plan draft document says that all government schools and anganwadis in government or community buildings will be pro-vided with water supply for drink-ing and for toilets as per relevant quality norms by convergence of NRDWP for existing schools and Sarva Shiksha Abhiyan and for new schools set up under SSA. For private schools this will be en-forced the right to education provi-sions. All community toilets built with public funds and maintained for public use will be provided with running water supply under NRD-WP. Care will be taken to ensure that minimum distance is main-tained between the toilet systems and water sources, to alleviate the problem of nitrate contamination.A part of NRDWP outlay will be set aside for integrated Habitat Improvement Projects to provide housing, water and sanitation fa-cilities in rural areas at par with urban areas.Participation of the beneficiaries especially women in drink water supply schemes is also proposed.In another initiative Solar pow-ered pumps will be provided for implementation in remote, small habitations and those with irreg-ular power supply by converging subsidy available under Ministry of New and Renewable Energy.Waste water treatment and recy-cling will also be an integral part of every water supply plan or project.India is fast becoming a water stressed country and over and above everything else there is need to generate awareness about pro-tecting drinking water sources from contamination, regular testing of drinking water sources, conserving rainwater in tanks and ponds, water recharge and water saving devices so that everyone in the country is able to get the basic facility of drink-ing water.

Measures to Check Cheating of investors by Unscrupulous Companies

heating of investors by unscrupulous compa-nies takes many forms, such as: ‘vanishing’ after raising money through public offers; il-legal collection of deposits in violation of Sec-tion 58A of the Companies Act, 1956; floating sham ‘Collective Investment Schemes (CIS)’ in violation of SEBI Act; collecting money from public by posing as ‘Non-Banking Fi-nancial Companies (NBFCs) in violation of RBI Act; and resorting to ‘Ponzy’ or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978. The Ministry of Corporate Affairs has tak-en action against ‘vanishing companies’ which have raised funds through initial public offer but thereafter are not trace-able. The Ministry has also taken action against certain companies which have failed to repay deposits to public violat-ing Section 58A of the Companies Act, 1956. Complaints of cheating by companies - which promised high rates of interests to investors, have been received against 87 companies. In these cases Inspection under Section 209A/ Investigation un-der Section 234 of the Companies Act, 1956 has been ordered. Securities and Exchange Board of India (SEBI) also looked into the affairs of 669 companies whose operations were in violation of SEBI (Collective Investment Schemes) Regulations, 1999. The amount collected by these companies was about Rs 7,435 crore. Out of these companies, 75 have been wound up and the money refunded to the investors. A total of 552 compa-nies were prosecuted; convictions have been secured in 124 cases. RBI also regulates deposits / investments of the public with Non- banking Finance Companies (NBFC) that are registered with RBI. Complaints received against companies posing as NBFC’s and Unin-corporated bodies indulging in cheating

/ fraud are forwarded by RBI to the Eco-nomic Offenses Wing of the State Police for investigation and further action. There are certain companies which have floated fraudulent investment deposits mobilizing schemes (also called ponzi schemes) under various guises and are liable for action under the Prize Chits and Money Circulation Schemes (Ban-ning) Act, 1978. This Act is administered by Ministry of Finance (Department of Financial Services) through the State Governments.The Ministry of Corporate Affairs has constituted a Steering Committee to de-velop a “Fraud Prediction Model” aimed at generating alerts for prevention of fraud and malfeasance. It is also pro-posed to revamp the existing Market Research & Analysis Unit (MRAU) in the Serious Fraud Investigation Office (SFIO) to enable it to function as an intel-ligence unit. Giving a fillip to the early establishment of a state-of-art Forensic Lab within the premises of SFIO in the national capital; and the development of a Comprehensive Early Warning System (EWS) for detection of corporate fraud and malfeasance at the earliest, three important MoUs have been signed by the Ministry of Corporate Affairs. These MoUs are: Between Director, SFIO ( which func-tions under the Ministry of Corporate Affairs) and Director, National Institute of Electronics and Information Technol-ogy (NIELIT), a scientific organization under the Ministry of Communications and Information Technology; Between Joint Secretary, Ministry of Corporate Affairs and Director, Finan-cial Intelligence Unit (FIU-IND), an agen-cy under the Ministry of Finance; andDirector, SFIO and Director, FIU-IND. As per the Memorandum, NIELIT will set up a state-of-art Forensic Lab within

the premises of SFIO - with a total outlay of Rs. 3.80 Crore on a turnkey basis, to be completed in two phases. The MoUs signed with FIU-IND will lead to better and faster exchange of information be-tween the three Government entities. FIU has been playing a pivotal role in the collection and dissemination of informa-tion on suspicious banking transactions under the Prevention of Money Launder-ing Act, 2002. FIU-IND has been helping both the Ministry and SFIO from time to time by supplying information on sus-picious banking transactions. Having access to banking information as well as expertise of FIU, the MoU will help SFIO in conducting its investigation in a more effective manner. These initiatives will facilitate development of a comprehen-sive EWS for detection of fraud and mal-feasance at the earliest. The concerned regulatory agencies of the Central Government have adopted different measures aimed at sensitiz-ing the public of the need to be cautious while making investments into schemes, etc. The Ministry of Corporate Affairs conducts Investor Awareness Programs (IAP’s) for making the public aware of the various instruments of investments available to them. Similarly, RBI is-sues notice in newspapers regularly to caution the public against the design of entities in collection of deposits illegal-ly. Editors of Newspapers are also sen-sitized to exercise caution for accepting advertisements pertaining to acceptance of deposits by un-incorporated bodies. Presently, RBI is in the process of under-taking a comprehensive campaign aimed at alerting the public against falling prey to the Ponzy schemes and other monetary mal-prac-tices. SEBI also conducts Investor Awareness Programs in cities / towns across the country and has recently launched publicity cam-paigns through electronic and print media.
