    PEF Priority AreasIn 2003, the PEF conducted a poverty scanning exercise to identify the priority areas of its poverty reduction program. The scanning identified 28 priority provinces based on official secondary data on income, health, education, and other socio-economic indicators, as well as the results of its consultation with its partners. The poverty map is further delineated at the provincial level to sharpen the geographic as well as thematic focus of the Foundation. In some cases, provinces like Cebu contain highly populated urban areas or chartered cities whose poverty conditions are by themselves unique and therefore deserve a more focused assessment. Thus, poverty mapping is also being undertaken in selected cities.

    The identified municipalities or barangays with conditions of poverty provide a focus and a starting point in developing partnerships and poverty reduction programs. However, PEF may still provide development assistance in the other non-priority areas in the province.

    The PEF remains dedicated to its vision of empowered communities that: have basic needs of life such as food, health, education shelter and water; are engaged in socio-cultural and economic activities and; participate meaningfully in local governancein an atmosphere of social harmony, cooperation and sharing.

    PEF addresses the needs of the urban and rural poor by providing civil society organizations with development financing and technical assistance, and promoting appropriate technology and networking with all relevant stakeholders. The Foundation maintains operational flexibility to remain responsive to the evolving needs of its stakeholders.

    COLOR CODES

    The Peace and Equity Foundation (PEF) seeks to popularize the use of development and poverty indicators with simple color-coded charts and maps based on statistical data for easy reference and understanding. The simple color-coded ranking is meant to help development institutions and individuals appreciate patterns of statistical observations on development and poverty situations in the country. Municipalities are ranked to identify those areas that require more development attention. Municipalities coded as red for a particular indicator, for example, means that the area is a priority for development intervention based on that indicator, e.g. access to water.

    The PEF Development Index is PEFs sequential ranking of municipalities based on chosen indicators. It is simply the average of index values chosen by PEF based on its developmental thrust and mandate. Performance of each indicator is expressed as a value between 0 and 1 by applying the following general formula:
