Regular meeting Mrs. Richey called the March 9, 2015 regular monthly meeting of the Zionsville Community Schools Board of Trustees to order at 6:09 pm. There was a quorum with all five board members present: Shari Alexander Richey, President; Jane Burgess, Vice President; Jim Longest, Member: Joe Stein, Member and Debbie Ungar, Member. Also in attendance: Scott Robison, Superintendent; Bob Bostwick, COO; Mike Shafer, CFO; members of the ZCS student body and faculty, members of the Zionsville community, and Jane Johnson, Recording Secretary. Mrs. Burgess moved to approve the consent agenda as presented, including claims of $3,108,593.49 and payroll of $2,490,446.92. Mrs. Ungar seconded. Passed 5 - 0. Mrs. Burgess read the donations aloud. Superintendent’s reports Dr. Robison announced that ZCHS student, Kyle DeCoursey, won two state titles and set the state record in swimming. Kyle was in attendance at the meeting. Community events were held at Boone Meadow Elementary and Zionsville West Middle School. These events promoted the importance of a healthy breakfast and reading and included celebrities from the Colts and Pacers organizations. More than 100 community members attended an informative suicide prevention program on February 17. Mrs. Lynn Kissel, Community Relations Coordinator, provided Spanning the District Report. She introduced Mr. Matt Mulholland, a high school science teacher, who announced that Ted Sanders, the author of The Keepers: The Box and the Dragonfly will visit with the ZCHS Book and Writers’ Club, middle school classes and host a book signing at Black Dog Books on March 26. Mr. Mulholland and his physics students are mentioned in the book acknowledgments. Mrs. Kissel introduced ZCHS Senior, Logan Winters, who shared with the board his passion for the study of

weather. Logan became interested in weather as a toddler and has gained a reputation for his ability to accurately predict inclement weather. He plans to attend the University of Nebraska where he will study meteorology and broadcasting. He chose Nebraska for its weather patterns. Mrs. Kissel introduced Mrs. Bing, a ZCHS science teacher who along with the following students; Julia Kowala, Connor Drake, Anna Baker-Olson, Sabria Abufares, Michael Parker and Erin Paul spoke about an AP Biology project they have been working on during this semester. There are currently three sections with sixty-five students enrolled in AP Biology at the high school. This is a college freshman level course and student learning is inquiry based with the emphasis of learning on the use of scientific method and critical thinking skills. Over time there has been a shift to increase emphasis on genetics and biotechnology. The students described a community project they have been working by altering the DNA of a corn plant by adding a bacteria the controls pests. This allows farmers to use fewer chemicals. This method is common and is the basis for the production of human insulin. The students were asked to write positon papers on the use genetically modified organisms. The students spoke about the research process and the importance of finding credible resources. They shared a story about a local paper’s reporting of a GMO story and questionable study practices. The students wrote editorials to further educate the public about a scientific topic that causes emotional tensions. The students received many responses both locally and from the larger community congratulating the students for their public discussion of the questionable research behind the study. Jeff Zurawski, ZWMS art teacher, and Erin Goodman, ZMS art teacher, announced that March 2015 marks the fifth anniversary of the ZCS Youth Art Month celebration. Art is being displayed around the greater Zionsville business district and at the Indiana Statehouse. The presentation highlighted several art education opportunities offered to students outside of the classroom. Symphony in Color offers a unique blending of visual and musical arts and is hosted by the Indianapolis Symphony Orchestra. ZCS elementary students participated in the event. The IMA has hosted several events and exhibits. Zionsville Community High School students are participating in events around the greater Indianapolis and nationally. Dr. Robison thanked Mr. Zurawski and Mrs. Goodman and encouraged the community to visit the local businesses who are participating in Youth Art Month. Dr. Robison stated that current student enrollment is at 6263 and the attendance rate is 96.71%. Dr. Robison updated the board on the current work of the Fix-It Coalition. The Indiana House Subcommittee on Ways and Means will be meeting on the school funding formula on March 10. Dr. Robison and Mr. Shafer will attend with community and board members to testify on behalf of underfunded schools. Nearly 180,000 Indiana students are in the lowest funded school districts. Currently, ZCS is underfunded by $832.00 per student when compared to the state average. Dr. Robison asked that all members of the community write to Indiana Senators expressing their desire for adequate school funding. The coalition will continue to press forward for funding formula

change. The current referendum will expire at the end of 2015. The ZCS Leadership Team has implemented numerous self-help measures and has applied every penny of referendum proceeds to teacher, counselor and other direct student services. The district is as fiscally lean as possible. Even though we will be receiving approximately $200.00 in additional money per student, if the House bill passes as is, it is still not enough to sustain our current level of operation and we will be the lowest funded district in the state by 2017. Dr. Robison confirmed for the board that if the legislature does not move dramatically further in funding formula change, the board will need to seek another referendum in November 2015. It will take approximately $6,000.00 per student to sustain our current programming. The state average for non-charter public schools will be $5982.00 by 2017. Mrs Patti Bostwick, Chief Technology Officer, announced that the school district has an app. The app allows a user to focus on specific activities happening in the district and informational pages for parents to use for student information pages. Audience Comments There were no audience comments. Old Business 5a Policy – Second Reading There were no changes from the first reading nor any discussion regarding the revisions being recommended. Mr. Stein moved to adopt Bylaws 0144.1 (COMPENSATION), 0144.3 (CONFLICT OF INTEREST) and Policy 5200 (ATTENDANCE) as revised. Mrs. Burgess seconded. Passed 5 – 0. New Business Items 6a Renewal of Investment Authorization Mr. Shafer explained that the school district has a successful investment strategy using the H.J. Umbaugh Firm for cash management services and coordination of the investment strategy with the Town of Zionsville. This has resulted in increasing interest earnings. State statute authorizes, by resolution every two years, the investments in certain certificates of deposit with financial institutions located within the State of Indiana but not necessarily within the geographic boundaries. By passing this resolution, the Corporation can continue to maximize the interest earned on funds for the next two years. Mr. Longest moved to approve the resolution authorizing our investment strategy compliant with Indiana law as presented. Mr. Stein seconded. Passed 5 – 0. 6b Student Handbooks – First Reading – No action Ms. Cavolick, Administrator, explained that various members of the administrative team along with teachers, parents and students meet as a committee to review and make changes to the

student/parent handbooks. She handed the board one additional revision to the boilerplate section regarding immunizations. Mr. Longest asked each committee lead report on the changes being recommended for their grade level. Mrs. Coffman, UE Principal, stated that the only change at the elementary level was additional wording about background checks for volunteers and parents. Mr. McDaniel, ZCHS Assistant Principal, explained that the only significant change to the high school handbook is a senior privileges policy. This will give seniors more flexibility. Mrs. Macaluso, ZMS Assistant Principal, stated that at the middle level, language pertaining to background checks was altered just as at the elementary level and made language more consistent. Ms. Cavolick stated that in the boilerplate section, changes were made to be consistent with current board policies such as pesticide use, immunization and the educational requirements for partially enrolled students Mrs. Richey thanked the committees for their work and added that the board has not forgotten the ongoing discussion regarding random drug testing. She asked that this topic be placed on the agenda for April. Mr. Stein concurred. 6c School Calendar (2016 – 2018) Discussion Dr. Robison shared four school calendar versions with the board. He reviewed eight challenges faced when adopting a school calendar (start date, end date, no full week - first week, end semester one by winter break, full week- fall break, Friday before spring break, relative balance of days in the two semesters and three weekends at holiday break). This is the first year that the school district has practiced a week long fall break. The board agreed that a week-long fall break should be the norm. With that being confirmed, there will be three calendar versions included in a public survey. Mr. Longest asked if we could get feedback from districts who have implemented a balanced calendar. Mrs. Devereaux taught in a district with a balanced calendar and is the parent of students on a balanced calendar. It is her experience that her children suffer from less burn-out by having longer breaks built in. She added that the balanced calendar has not been an issue for participation in athletics; regardless of the sports season. The summer break on a balanced calendar is slightly shorter by one or two weeks. Mrs. Burgess added that research she has read suggests that students perform better academically on a balanced calendar. A balance calendar affords students more opportunity for internships. Senior Conner Drake spoke as a member of the student body. He stated that he enjoyed having a week long fall break but had some reservations about going to a balanced calendar without adequate notice for both students and staff to prepare but thought overall it is the calendar that makes most sense. In conclusion, Dr. Robison will create a timeline for surveying stakeholders on three calendar versions; including a balanced calendar and two traditional versions with a week-long fall break, followed by recommendations for the board in the next three months. Hearing no further discussion, Mrs. Richey adjourned the meeting at 7:38 pm.

Objective POSITIVES related to this item or approach: This field trip serves as a course-culminating enrichment experience that provides students with an opportunity to investigate real-world application of a year’s worth of math and physics concepts. ZIONSVILLE COMMUNITY SCHOOLS

MEMORANDUM To: All Members, Board of School Trustees; Dr. Scott Robison, Superintendent From: Michael A. Shafer, C.P.A., Chief Financial Officer RE: Financial Update for the Board of School Trustees Date: March 27, 2015 MESSAGE: Attached please find the monthly financial reports for February 2015. Overall the financial results are materially within the normal ranges of fluctuations we consistently experience with only a few variances that warranted comment as shown in the notes which accompany the reports. As Board members may already be aware, our business office staff and I periodically examine our banking relationships with our local banks. As the treasurer of the school corporation, I occasionally find reason, either for service reasons, or for rates of return or fee levels, to make changes in our line-up of the financial institutions with which we are doing business. Currently, we have two such changes underway. First, we are now in the process of transferring one each of our savings and checking accounts to Old National Bank. This change will save us a net of $2,000 to $2,500 per year in fees as compared to the costs we have incurred at the financial institution we currently use for these accounts. This change is expected to be complete and implemented on or about April 1, 2015. We are also in the beginning stages of shifting our corporation-issued credit card account to a different bank. BMO Harris is a strategic partner with the Indiana Association of School Business Officials, and now has a statewide procurement card (credit card) program which would be advantageous for ZCS. By joining this program, we will increase the rebate amount which we currently receive on credit card usage by over 300 basis points. The BMO rebate program is also more expansive than our current provider’s, and includes various usages in earning credit towards rebates that the current provider does not count. Along with certain other changes we are making in our deployment and usage, we expect to see this equal to at least $30,000 to $40,000 more per year in increased rebates earned for the school corporation as a whole. This essentially will be yet another addition to our ongoing earned income efforts as we continue to attempt to help ourselves to fulfill our educational mission rather than just passively waiting on the legislature or others to do so. Given certain customer service issues we have experienced with our current credit card provider, our staff members believe that we will see significantly enhanced customer service from this change to the BMO Harris card as well. Finally, as another factor in our decision, we note that BMO Harris bank now has a branch located within our school district, while the current card provider does not. To effect this change in credit card providers, we will present the Board with a resolution to adopt the new program at the April meeting of the Board of School Trustees.

Facts of this Matter: ZCS exited the special education cooperative agreement with the West Central Joint Services Cooperative effective July 1, 2014. Throughout the transition process, Mrs. Fuelling has made collaborative arrangements with nearby districts for low-incidence, high cost services required of us in offering a free and appropriate public education to select special needs students. As shown attached in the form of a Memorandum of Understanding, Mrs. Fuelling has once again arranged a successful, cost-saving partnership with our neighbors to the east, Westfield Washington Schools, for the low-incidence population of moderately mentally handicapped students (approximately 2-3 per year) who are very near the age of exit from the program (age 22), and need these special exit services/supports. Objective POSITIVES: Cost savings. Objective NEGATIVES: Transporting these students to nearby districts is usually a downside of such arrangements, but given that we were driving these students all the way to Wayne Township in Marion County and now they’ll be going next door to Westfield, this is an upgrade and a cost savings on staff AND transportation costs. Financial Implications related to this item or approach: We will save about 50% of the cost of employing a teacher for these services. If an experienced persion, the total savings is about $50,000 annually. Suggested Wording for a Motion, if any: No specific motion because it is co-mingled with the Consent Agenda personnel items.

MEMORANDUM OF UNDERSTANDING BETWEEN ZIONSVILLE COMMUNITY SCHOOLS

AND WESTFIELD-WASHINGTON SCHOOLS

Zionsville Community Schools (ZCS) and Westfield-Washington Schools (WWS) agree as follows:

1. Salary, benefits and other actual expenses (example: mileage, etc.) for a Project Search Teacher will be split 50/50 between WWS and ZCS.

2. WWS employs the teacher, and will invoice ZCS twice a year. The first invoice will be sent on January 15, 2016, and the second invoice will be distributed by July 15, 2016.

3. Evaluations will be completed by WWS’s with the input of ZCS.

4. Either party can notify the other by each April 15 that they wish to discontinue this MOU for the upcoming school year.

5. Any future contract cancellation or reduction in force will be handled by WWS.

This Memorandum of Understanding created on the ___ day of _______, 2015.

Facts of this Matter: Each year the Board receives the proposed student handbooks for all levels. It is through this review and approval process that matters of parent and student notice about many school procedures, rules, expectations, and other notices are approved for conveyance to our students and their families. This is a second reading and request for approval. Last month the administrative team briefly shared their process for preparing this year’s version of the books— including feedback from a set of stakeholders, review and revision of sections pursuant to Indiana laws and rules, etc. Background: A committee of parents, teachers, student and administrators meet to review the school handbooks at each level and offer feedback and suggestions for each school handbook. This information has been compiled for your review and approval. We have separated the information by levels: district, elementary, middle and high school. We have included a summary page of changes for each categorical and a sample of each handbook. District Boilerplate Section Necessary changes to the district policy section included in all handbook were referred to Jenny Froehle for revisions. The district policies section was also reviewed by the Zionsville School Health Supervisor, Elissa Atkins, RN, BSN for recommended changes to all health information. Patti Bostwick reviewed the district technology policies for any necessary revisions. Additionally, we consult with ISBA for any recommended updates to their Sample Student Discipline Rules. A revision was made to this section (page 16 – IMMUNIZATIONS) during first reading on March 9, 2015: A blue copy has been provided for your reference. Elementary Handbook The Elementary School Student/Parent Handbook Committee met on January 29, February 12 and 19 at the ZCS Educational Services Center to review, discuss and make recommended updates in the handbook. Middle School Handbook The Zionsville Middle Schools handbook review committee met on Thursday, February 19 to review the 2015-2016 handbook and suggest changes for clarity. Before the meeting all members received a digital copy for review. Before the initial meeting the committee agreed that Mrs. Macaluso would

compile suggestions from the group into one document that would then be reviewed digitally by the group. Final changes will still remain after Board approval, but only in those areas that include staffing and calendar information that is unavailable or unconfirmed at the present time for formatting for publication in the school planner template. The final document will be added to the student planner and posted on each school’s website. High School Handbook The ZCHS handbook committee met on Thursday, February 19 and 26 to discuss potential changes. All committee members received digital or hard copies of the handbook prior to convening. Mr. McDaniel and Mrs. Kay presented suggested changes in practices and changes to provide clarity. The committee provided quality input and made further suggestions. The attached summary represents these final recommended changes. Objective POSITIVES: This is a lot of content. Facts of this Matter: Construction Manager, Skillman Corporation, will provide additional information and updates on projects and expenditures previously presented to the Board. The information will include necessary change orders to the original construction specifications and scope. In addition, updates and a request for approval to move forward on expenditures for projects previously presented to the Board will be included in the presentation.

Objective POSITIVES related to this item or approach: The change orders indicated are required to properly complete the projects underway. Timely approval of the current and anticipated change orders, as well as approval of the loose equipment and other major equipment purchases, will facilitate completion of the projects on schedule. This in turn will expedite the proper equipping and preparation of these project areas, particularly at PVE and ZCHS, for use in the next school year. This set of actions will also ensure that procurement of all needed goods, materials, furnishings, and equipment will not only be done on time, but can be done as efficiently with the best pricing possible obtained. Further, this will ensure that all procurement will be done in accordance with all applicable state and federal statutes and rules.

Financial Implications The costs for the recommended change orders, sub-projects, and equipment purchases will be

paid from the 2005 bond funds and are within the allocated budget established during the bond refinancing last summer for these purposes.

All expenditures for change orders, as well as certain of the sub-project items, conform to the original construction budget and fall within the applicable construction contingency allowances.

The prudent use of remaining bond funds provides a unique opportunity to improve infrastructure, facilities, and educational opportunities without raising taxes.

Recommendation It is recommended that the Board authorize the change orders, expenditures, and purchases as presented by Skillman Corporation.

Facts of this Matter: Each spring an analysis of staffing needs for the upcoming school year is completed and followed by a recommendation to the Board. The analysis consists of rolling up each grade of students in each school and comparing the result to existing staffing at each level. We also review the IBRC demographic predictions of student enrollment growth and compare the projected numbers to the results of our analysis. As a final step, meetings are conducted with principals and the Director of Student Services to receive their input and recommendations. To the extent possible, we request staffing in the spring recommendation to accommodate existing student enrollments with a very conservative growth factor. We then closely monitor new enrollments as they occur throughout the intervening months, recommending additional staff only when warranted by actual enrollment changes. Other significant factors that influence the staffing recommendation are class size targets, special education needs, and available funding to hire additional staff. Upon the conclusion of the staffing analysis and the meetings with building and program leaders, the resulting cost of the initial staffing recommendation is reviewed to ensure adequate funds will be available to support proposed new staffing. Regarding class size targets and metrics, it is important to note that class sizes are impacted by numerous variables leading to differences from the average. Accordingly, whether due to such factors as limited sections, a special program or offering, classroom or lab space limitations, or limited scheduling flexibility, the result may be a class size that is more than a few students under or over the desired metric. The metric is a desired ratio of students to teachers. A reasonable variance of approximately five (5) students either direction from the theoretical metric is the common target for class sizes that we normally deem acceptable. In some cases, the additional support and assistance of a classified instructional assistant is employed to mitigate the impact of classes that exceed the acceptable variance.

Also included in the staffing process but not apparent on the recommendation is the transfer and sharing of staff between buildings. Suffice it to report that transfers and sharing of staff between schools are essential components of the annual staffing process. This year is no exception. In this recommendation we have taken a contingency recommendation approach at the elementary level for grade level teachers. We are requesting permission to employ up to three new teachers as enrollment dictates to maintain or moderately improve upon class size ratios. By way of background, the difference in total students (as of ADM count day) between the 2013-2014 school year and the 2014-2015 school year was an increase of 145 students, district wide. The certified staffing recommendation in April 2014 was an increase of 11.75 FTE for the start of the 2014-2015 school year. Objective POSITIVES and Financial Implications related to this item or approach:

The recommendation from principals and the Director of Student Services is incorporated in this staffing recommendation to the Board.

The recommendation reflects student growth thus far realized and includes flexibility to

add staff at the elementary level when and where actual student enrollments are experienced.

The total approximate annualized cost of the increase in staff resulting from this recommendation is estimated as being between $423,218 and $607,442 depending on the exact number of new teachers ultimately added within the requested 7.23 to 10.23 FTE authorization range.

o This cost was anticipated in the 2015 budget for the portion of the 2015-2016

school year that falls within the 2015 calendar year and will be included in the 2016 budget as well.

o Most of the staffing needs being requested as partial FTE generally can be met by increasing the FTE of current employees, which is the most cost effective solution. This effect was factored into the cost calculations used to determine the estimated costs noted above.

o The accompanying recommendation for the offering of an early retirement incentive, if authorized by the Board, should result in an anticipated modest number of early retirements, which in turn would reduce the overall increase in personnel costs resulting from this recommendation.

Objective NEGATIVES related to this item or approach: The additional personnel cost is always a serious concern; however, maintaining reasonable student-teacher ratios is critical to continuing and improving upon the high level of student outcomes both desired and expected by our constituents.

Opinion/Recommendation: It is recommended that the Board authorize the posting of positions and hiring of additional staff as presented with the understanding that student enrollment will be closely monitored throughout the remainder of the school year and summer months such that additional staffing may be requested should actual enrollment increases dictate such need. Public Law 73-2011 altered state and local textbook adoption procedures. Under the new law, Indiana no longer follows a strict six-year cycle for materials adoption. Other than the requirement to adopt a core reading program in elementary schools, adoption of new materials is optional, and districts have discretion to continue to use current materials beyond the six year cycle without needing a waiver from the state. With the exception of elementary reading, the State Board of Education will no longer produce a list of approved textbooks from which districts must choose. Thus, local school districts determine their own materials review process, purchasing cycles, and criteria for selection of new materials (both print and digital). The former Indiana annual cycle for instructional materials adoption is shown below (school years added to show our current point in this cycle):

**Chinese adopted last year (2013-14), but Spanish and French were postponed until this year (2014-2015) due to teachers and administrators continued collaboration to merge instructional resources with pedagogy in the new scope and sequence that was designed.

ZCS, like most Indiana school districts, has chosen to continue this schedule for considering each content area in rotation—including curriculum/standards alignment and review/selection of instructional materials necessary to effectively deliver instruction and accomplish course goals. NOTE: This rotation is currently aligned to the state’s cycle for reviewing/revising most content area standards. Thus, social studies standards were reviewed/revised at the state level in the

2013-14 school year in preparation for districts aligning to those standards and examining materials in 2014-15 for adoption in spring, 2015. In accordance with the rotation shown, Kris Devereaux led the social studies/humanities and world language curriculum review/alignment and instructional materials review/selection decisions process. (NOTE: Elementary language arts materials were part of the core reading/literacy adoption process in 2012-13. Grades 5 and 6 language arts materials review and selection was combined with social studies as these courses are currently organized as Humanities classes with a social studies content core. World Language was postponed last year in order to finalize decision for this year.) A summary of the process and recommendation follows. ZCS Process:

Kris Devereaux worked with all K-12 social studies/humanities and world language (Spanish and French) teachers and administrators over the course of the last seven months to review Indiana Academic Standards, evaluate our current instructional materials, develop grade level/course outlines, evaluate new materials from publishers, and determine final recommendations to the ZCS Board of Trustees. Below is a monthly overview of the work completed by ZCS educators. September – Teachers reviewed their grade level/course Indiana Standards and filled out a materials needs assessment which evaluated current instructional materials used. October – Kris Devereaux compiled the material needs assessment from every level and began previewing with publishers what will be available (print and digital). This information was distributed to all K-12 teachers and administrators. November and December– Teachers updated their course outlines which included essential questions, standards, and assessments. January – Two Elementary Lit Coaches, Middle School Social Studies Dept Chairs and High School Social Studies Dept Chair accompanied Kris Devereaux to the CIESC Textbook Caravan. February – All materials (print and digital) that met our needs were available in buildings for teachers, parents and administrators to review and evaluate. March – Kris Devereaux reviewed all evaluation forms and worked with publishers to determine pricing. April – Recommendation is made to the ZCS Board of Trustees. Overview of Recommendation:

As is common practice, cost of materials will be recouped as part of annual textbook rental fees. Textbook rental remains capped at 25% of the purchase price per year for a period of six years and 15% per year after six years for non-consumable materials and 100% per year for one year for consumable items such as student annual license fee for digital tools, etc. These fees will come to the Board in May for review/adoption. Facts of this Matter: Currently we have only three teachers who are scheduled to retire at the end of the present school year. Generally, retirements of veteran teachers who are at the top of the salary schedule do generate cost savings for us. When we faced school years in the past in which very small numbers of teachers were scheduled to retire, we provided an early retirement incentive offer, essentially a buy-out, to encourage those who were close to retirement to go ahead and retire if they so chose. We offered such programs with some variations in the details, in 2009, 2010, 2011, 2012 and 2014. In 2014, the response to the early retirement incentive was less than we had hoped to see. However, for 2015 we have received some indications that a few teachers are interested in such an option being extended to them. Accordingly, we have formulated a four-tier incentive plan that, with some slight increases in the amounts offered, we believe certified employees, within two to four years of retirement, will find attractive. While we understand that contemplating losing some of our most veteran teachers from our faculty is a serious matter, we also believe that it is in everyone’s best interest to facilitate the retirement of those who would wish to do so now given the potential financial savings to the school corporation and the wishes of the teachers involved. A copy of the sample letter that would be sent to eligible employees, delineating the terms and conditions of the incentive plan, is attached. Objective POSITIVES related to this item or approach: This action is being undertaken as a cost-savings measure. Twenty-five to thirty individuals have been tentatively identified as eligible. All of these

individuals are at or near the top of the salary scale and represent an average annual cost to the corporation for salary and benefits of approximately $98,661 each.

Any who would have to be replaced would generally be replaced by new teachers at beginning teacher pay. This would provide positive cost differentials averaging

approximately $4,000 to $28,000 per buy-out to the General Fund in each of the next four school years.

If all eligible teachers were to accept the offer, which frankly is very unlikely to happen, the potential total costs savings through the 2018-2019 school year would total over $1.3 million.

The amounts to be paid to teachers under the offer, if the teachers stayed on our payroll in the absence of such an offer, would be expenditures from the General Fund over the next four years anyway and so do not represent additional expenses over the long term.

Objective NEGATIVES related to this item or approach: As noted above, we do have some reservations about actions that give our most experienced teachers incentive to take early retirement. As someone stated in Board meeting while discussing this topic several years ago “We don’t want our high quality veteran teachers to leave us early.” This is certainly a valid point. However we believe that this action is prudent at this time given the overall quality of our teaching staff and our very robust pool of teaching applicants. Financial Implications, if any: As noted above, this action could provide a significant long term cost savings. The amount saved would depend upon the number of individuals who choose to retire under this incentive and the cost to replace those we must replace in the coming school year. . All eligible teachers will likely not take such an offer, but this is a linear function, so any fraction of the total number eligible who did accept would be positive in a pro-rata fashion. Opinion/Recommendation: It is recommended that the Board of School Trustees authorize the early retirement incentive for certified employees as described above and delineated in the accompany sample offering letter. Suggested Wording for a Motion, if any: I move that the Board of Trustees authorize the offer of an early retirement incentive for certified employees as described and outlined in the sample letter provided.

April 8, 2015 Dear Colleague: The Zionsville Community Schools has recently announced that it will offer a one-time accelerated retirement opportunity. This opportunity is being offered to all teachers who are currently eligible for “normal retirement,” as defined by the rules of the Indiana State Teachers’ Retirement Fund (which require a minimum of 10 years of creditable service at age 65, a minimum of 15 years of creditable service at age 60, or a total of age and creditable service of 85 at age 55), in or after the 2015-2016 school year and who are currently receiving or are currently eligible to elect to receive the “Career Index Increment” as described in Section 9.10 of the Bargaining Agreement (which requires a minimum of ten years service in Zionsville Community Schools). Each eligible teacher who is currently scheduled to retire after June 30, 2015 but on or before June 30, 2016 and who makes a voluntary election to retire at the end of the 2014-2015 school year instead, under this retirement incentive, shall receive a contribution to the voluntary employees beneficiary association trust (VEBA), paid by the school corporation in the amount of $30,000.00. Each eligible teacher whose scheduled retirement date is after June 30, 2016 and no later than June 30, 2017 who makes a voluntary election to retire at the end of the 2014-2015 school year, under this retirement incentive, shall receive a contribution to the VEBA paid by the school corporation in the amount of $37,500.00. Each eligible teacher whose scheduled retirement date is after June 30, 2017 and no later than June 30, 2018 who makes a voluntary election to retire at the end of the 2014-2015 school year, under this retirement incentive, shall receive a contribution to the VEBA paid by the school corporation in the amount of $42,250.00. Each eligible teacher whose scheduled retirement date is after June 30, 2018 who makes a voluntary election to retire at the end of the 2014-2015 school year, under this retirement incentive, shall receive a contribution to the VEBA paid by the school corporation in the amount of $50,000.00. However, any teacher who elects to accept this offer and qualifies for a contribution per the above, but who is employed by the school corporation less than full-time for the 2014-2015 school year, shall receive a pro-rated share of the applicable amount in proportion to the employee’s current full-time equivalence (FTE) status. All VEBA contributions made under the terms of this offer shall be made by the school corporation effective on or about July 15, 2015 to the account of each respective early retiree. Any teacher who meets the eligibility criteria described above, who wishes to accept this offer, must notify the Superintendent in writing by no later than Wednesday, May 20, 2015, that he or she chooses to retire at the end of the 2014-2015 school year instead of continuing employment. Such written notice to the Superintendent will constitute an irrevocable notice of intent to retire as of the end of the 2014-2015 school year.

Resolution for Procurement Card Program

Facts of this Matter: Our business office periodically examines our banking relationships. Occasionally this results in finding reasons, either for service reasons, or for rates of return or fee levels, to make changes in our line-up of the financial institutions with which we are doing business. Currently, we have determined that it would be advantageous to shift our corporation-issued credit card account to a different bank. BMO Harris is a strategic partner with the Indiana Association of School Business Officials, and now has a statewide procurement card (credit card) program which would be advantageous for ZCS. By joining this program, we will increase the rebate rate we receive on credit card usage by over 300 basis points. The BMO rebate program is also more expansive than our current provider’s, and includes various usages in earning credit towards rebates that the current provider does not count as being eligible for rebates. Along with certain other changes we will be able to make in our deployment and usage, we expect to see the equivalent of $30,000 to $40,000 or more per year in increased rebates earned for the school corporation as a whole. This essentially will be yet another addition to our ongoing earned income efforts as we continue to attempt to help ourselves to fulfill our educational mission rather than just passively waiting on the legislature or others to do so. Given certain customer service issues we have experienced with our current credit card provider, our staff members believe that we will see significantly enhanced customer service from this change to the BMO Harris card as well. Finally, as another factor in our recommendation, we note that BMO Harris bank now has a branch located within our school district, while the current card provider does not. To effect this change in credit card providers, Board members are asked to approve a resolution to adopt the new credit card (procurement card) program. All existing regulations, rules, and policies regarding credit card authorization and usage, as currently embodied in and governed by Board Policy 6423 and Board Policy 6470, would remain unchanged and continue to apply for all corporation card use. Objective POSITIVES: We expect to increase our rebate earned through the use of these cards significantly. Our initial projections, based on the new higher rebate rate offered under this new program, indicate we could see annual earnings increase by at least $30,000, with $40,000 or more possible. We should also gain enhanced customer service from this new card service vendor.

RESOLUTION AUTHORIZING PROCUREMENT CARD PROGRAM PARTICIPATION

This resolution is adopted by the Board of School Trustees of Zionsville Community Schools of Boone County, Indiana. WHEREAS, the Board of School Trustees of the Zionsville Community Schools has the authority to enter into an agreement with the Bank of Montreal (commonly known as “BMO Harris”) for purchasing cards. NOW, THEREFORE, BE IT RESOLVED by the Board of School Trustees of the Zionsville Community Schools that the governing Board is authorized to enter into an Agreement with the Bank of Montreal to secure Procurement Cards for each authorized user of the school district under such terms and conditions as approved by the Board. BE IT FURTHER RESOLVED that The Board of School Trustees authorizes the School Corporation’s Treasurer to execute a purchasing card program agreement and all other related necessary documents on its behalf to enter into and join the Bank of Montreal’s purchasing card program.
