On behalf of the Government of the Republic of Moldova, I herewith have the pleasure to introduce to you our brochure Free Economic Zones. In this brochure you will find a lot of useful information on the different aspects of Moldovas Free Economic Zones trade and investment operational environ-ment as well as relevant contact details and descriptions of the different Free Economic Zones (FEZs) operating in our country.

The Republic of Moldova is situated at the crossroads of West-ern and Eastern Europe and aspires to become the economic trade and production hub between both economic geographic areas. The country has an extensive number of business growth assets including a highly-skilled and multilingual labor force, a low-cost manufacturing base and a central geographic po-sition between Western and Eastern Europe. These make Mol-dova very attractive for foreign entrepreneurs seeking to find a

bridge location between East and West.

An effective and customer-friendly location to place your business and production units in the Republic of Moldova could be the so-called Free Economic Zones or FEZs, which were created by the Government of the Republic of Moldova to attract local and foreign productive investment and stimulate (re-)exports from the Republic of Moldova. Till date seven such Free Economic Zones have been created as well as the establishment of spe-cial economic and trade regime zones at the Giurgiulesti International Free Port and the Marculesti Free International Airport. Residents of all these locations benefit from a wide range tax and custom privileges, which are fully enumerated in this brochure.

Moldova has concluded Free Trade Agreements with all countries, member of the Sta-bility Pact for SEE, as well as nearly all of the CIS countries. It also benefits from the Au-tonomous Trade Regime (ATR) with the European Union and has started negotiations on the conclusion of a Deep Free Trade Agreement (DFTA) with the EU. These economic agreements ensure Moldova-based enterprises and entrepreneurs easy access to both EU and CIS markets.

GeneraL oVerViewMany countries that encourage economic development have designated spe-cial geographic areas, where companies are taxed very lightly or not at all. These are known as Free Economic Zones (FEZs). In order to achieve such objectives as attracting local and foreign investments, stimulating exports and creating new jobs in the Republic of Moldova, has been enacted the Law on the Free Eco-nomic Zones N. 440-XV of July 27, 2001. At present the following FEZs are open in Moldova: Expo-Business-Chisinau

By the end of 2009, total investments in the afore-mentioned FEZs amounted up to 125 mil. USD. The largest share of it has been invested in Expo-Business-Chisinau Zone (40 %). The investment in Ungheni-Business FEZ over the last seven years of operation amounted to 35.4 mil. USD. In total there were regis-tered over 146 companies. Two industrial zones for business development were created within the Giurgi-ulesti international Free port (GiFp) and the marculesti intrenational Free airport (miFa) GIFP operates according to the provisions of the Law nr. 8-XV of 17 February, 2005. It consists of a petroleum terminal, a cargo port and a passenger terminal. Due to its location on the Lower Danube with available water depths of up to 7m, GIFP is capable of receiving both inland and sea-going vessels. MIFA was created on 10 July, 2008 (under the Law nr. 178-XVI) and aims at accel-erating the development of air transportation, air services, industrial production (export and foreign trade-related activities).


All Moldovan Free Economic Zones provide preferential conditions to local and foreign investors that can invest in different types of entrepreneurial activities. The range of industrial goods produced in the FEZs has diversified significantly during the last few years. Investors in Moldovan FEZs are guaranteed against, and protected from changes in legislation for a period of up to 10 years, and the legislation provides further incen-tives, guarantees and privileges for Free Economic Zone investors. For the investing over USD 200 million in fixed assets of the enterprise that are situated on the territory of the free economic zone, the state guarantees will be extended over the whole period of the rezidents activity in the zone, but not exceeding 20 years.Created for a period 25-30 years FEZs offer the following customs and tax ben-efits to their residents:- Exemption from VAT;- Exemption from customs duties on goods imported into the FEZ and

subsequently exported;- Exemption from excise duties for goods imported into the FEZ and sub-

sequently exported;- The income tax is 50% from the quota set in Moldova.

The Industrial Parks were established in the Republic of Moldova according to the Law on Industrial Parks N. 164-XVI of July 13, 2007. It is expected that these parks will attract significant investments in the near future and will host various industrial projects.By law Industrial Parks may be created either on the territory of state enterprises or through Greenfield investments. The industrial parks are characterised by: Operationalperiodofnolessthan15yearsandnomorethan50years;

TheinfrastructureensuredbytheGovernment;

Investorspayonly30%ofthenormativerentcost;

Investorscanbuyareasafterexperationoftheparkoperationalperiod.

Placements for industrial parks have been identified following to be opened in Flo-resti (60 ha, located close to the border with Ukraine), in Ungheni (50 ha, located on the border with Romania) and in Cainari (23 ha).

Giurgiulesti International Free Port (GIFP), Moldovas only port accessible to sea-going vessels, is situated at km 133.8 (nautical mile 72.2) of the River Danube in the South of Moldova, sandwiched between Romania (and therefore the European Union) and Ukraine. GIFP benefits from its location on international trade and transportation routes such as the Rhine-Main-Danube waterway corridor which connects the Black Sea, 14 European countries and the North Sea. GIFP is linked to the European and Russian rail-way gauges and provides immediate access to the interna-tional road network. Against this background, GIFP serves its clients as a regional logistical hub, in the midst of the rapidly growing economies of South Eastern Europe.

The (MIFA) offers national and international investors an excel-lent investment environment. The state owned enterprise Mar-culesti International Free Airport is the Airport Operator, Gen-eral Investor and resident of Free Airport. MIFA was founded for a term of 25 years and has as a goal the acceleration of aerial transportation, aerial services, industrial production (export and foreign trade-related activities). The territory of MIFA consists of an aerodrome area (205.6 ha) and the Business Development area (59.6 ha). MIFA operates on the territory of the ex- military aerodrome Marculesti; its staff represents more than 90% of ex-pilots, en-gineers and technicians of air force base,- highly qualified spe-cialists, internationally licensed. MIFA owns Certificates of aerial Operator and Airport Operator. MIFA provides the following services:

Airplanes and helicopters; Run way (2 500m X 40m), that can ensure landing and take-off of different aircrafts, including the big-gest ones. The Free Entrepreneurial Zone "Expo-Business-Chisinau" was created in 1995. Expo-Business-Chisinau is located in Chisinau, only two kilometers from the International Airport of Chisinau, in the immediate vicinity of the international road Chisinau-Odessa and has access to the railway system.At present, the administration of "Expo-Business-Chisinau" plans to extend the zone for new investment projects. It offers FEZ residents 2500 m2 for offices, warehouses and production space.Within the FEZ are registered 57 residents, working in diverse fields of activity, including:

Free eConomiC Zone UnGHeni-BUsiness

The Free Economic Zone (FEZ) Ungheni Business is lo-cated on the western border with Romania in the central region of Moldova. From an organisational point of view, the FEZ consists of a basic area (25.24ha) and three sub-areas (17.1ha). In February, 2009 a new sub-area (309.36 ha) was added to the FEZ Ungheni Business. The District Center of Ungheni represents one of the main cultural and economic centers in the west of Mol-dova and boasts some of the most impressive prospects for development. The railway station of Ungheni allows the transition from the Russian gauge to the European gauge. Due to the favor-able geographic location of the town, Ungheni represents a promising window for initiating and maintaining advanta-geous business relationships between Western and Eastern Europe countries. The Free Entrepreneurial Zone Production Park (FEZ PP) Otaci-Business is located in the north region of Moldova, on the banks of Dnestr river, in close proximity with the Ukrainian border. It was created in 1999 for a period of 25 years. Otaci-Business FEZ PP offers its residents a devel-oped infrastructure, including gas, water, electricity and sewage facilities. The road network ensures permanent access to communi-ties within the district of Ocnita, as well as other commercial centers in Moldova. 10 registered residents carry out various types of business activities, 9 of which produce industrial goods for export:

The Free Entrepreneurial Zone (FEZ) Tvardita is locat-ed in the south region of Moldova, near the Ukrainian border, in the district of Taraklia. The FEZ Tvardita was created in 1995 for a period of 30 years. Its territory is connected to gas, water, electrical networks and sew-age system. The network of roads ensures permanent access to all commercial centers in Moldova. At present 5 residents operate in the FEZ Tvardita produc-ing the following goods:

The Free Economic Zone Balti was created in 2010 for a period of 25 years. FEZ Balti is located in Balti, in the neighbourhood of the international road Cernauti Balti Chisinau Odessa and has access to the railway system. From an organisational point of view, the FEZ Balti consists of two areas (1,5ha and 10,35ha). The Balti represents one of the main cultural and economic centre in the north of Moldova and boasts some of the most impressive prospects for development.

At the moment, the administration of FEZ Balti plans to extend the zone for new investment projects. A number of FEZ residents offer 60.000 m2 for offices, warehouses and production space.Within the FEZ there are registered 5 residents, working in diverse fields of activity.
