Highway Service Vehicles Listed below are the Questions (“Q”) Metra has received and Responses (“R”) of our agency: Q1: In the bid “General Requirements” section on several vehicles it calls for a 4 WD truck, but then

in the “Detailed Specification” section the drive train calls for Rear wheel drive which would contradict the specification. So am I to follow the General Requirements and the Specification List or the Detailed Specification?

R1: Refer to Addendum No. 1 Replacement Specifications. Q2: On Specification FM-15-002, 1 ½ Ton 4 Door 4WD Truck with Dump Body and Plow, calls for

the dump to be powder coated red. Is that accurate? R2: Yes, 100% powder coated RED inside and out. Q3: The rail gear also asks for powder coated red material. Is this accurate? R3: Specification No. FM-15-002, 1 ½ ton 4 Door 4WD Truck with Dump Body and Plow, does not

specify a rail gear. This specification requires a Storage Pack to be 100% powder coated RED inside and out.

Q4: On Specification, FM-15-006, 2 Ton 4 Door 2WD Truck with Crane and Rail Gear, Section 2.1.7

calls for mid ship fuel tank which is not available on the requested WB and cab configuration. Can the standard 40-gallon fuel tank be acceptable?

R4: Yes. The standard fuel tank is acceptable if it works with the other equipment in the specification. Attachments

1.0 GENERAL REQUIREMENTS

This specification describes a 1-ton rated extended cab; gasoline equipped; four wheel drive heavy duty truck equipped with rail gear equipment and a service body. Only new vehicles of the current year model available at the time of the submittal of bid shall be acceptable (An example of the vehicles that meet the minimum requirements of these detailed specifications are the Ford F-350XL and the Chevrolet K3500).

• Vehicle shall include all the manufacturer’s standard equipment without omissions plus optional or additional equipment as required by this specification.

• Vehicle equipment shall be new and installed by the manufacturer unless otherwise specified at time of bid submittal. Fabrication of any additional equipment requires written verification of proven reliability and document/drawing submittal and approval from Metra’s Manager, Fleet Maintenance.

• Where a subcontracted upfitter is used by the contractor for the installation of the additional equipment, prior to award of a contract the contractor shall be required to provide enough documentation indicating that the subcontracted upfitter has been in business, installing the equipment for a minimum five (5) years.

• A detailed specification sheet describing the vehicle with all equipment that is to be provided shall be submitted with the bid. Any deviation to this specification must be documented as part of the submittal. Metra reserves the right to accept deviations if no other bid meets the specification.

• Where brand, manufacturer or product names are indicated in this specification, they are included only for establishing identification and general description of the item. Unless indicated otherwise, wherever such names appear, the term “similar or equal to” shall apply.

• All part numbers and requirements listed in this specification shall be confirmed by the contractor or subcontracted upfitter to ensure vehicle is complete when delivered. Any unintentional omission of a subcomponent required to make the vehicle and its equipment complete and operational shall be the responsibility of the contractor or subcontracted upfitter.

• Capacities and dimensions listed in this specification shall be considered as minimum. Variations from the values listed will be reviewed by the Manager, Fleet Maintenance, or the duly authorized representative, as to the effect on the ability to perform.

• It shall be the responsibility of the contractor and equipment manufacturers to ensure that all vehicle parts and components fit and function as intended. Awarded contractor and equipment manufacturers will be held fully responsible for the safety and liability concerns if any, for the installation and materials used.

• Vehicle shall comply with all local, state and federal requirements and regulations for safety and environmental/emission controls in place at time of award of purchase order.

• The Manager, Fleet Maintenance or the duly authorized representative shall be the final authority for deciding whether a competitive item conforms to these requirements and complies with the intention of this specification.

• All correspondence, communications and/or contact regarding any aspect of this IFB shall be with the Contracting Officer identified in the IFB documents, or the designated representative. Unless directed otherwise by the Contracting Officer, proposers and their representatives shall not contact or communicate with any members of Metra, its employees, or consultants, other than the Contracting Officer, regarding any aspect of this IFB.

2.0 DETAILED SPECIFICATION

2.1 MECHANICAL 2.1.1 Alternator – Heavy duty, minimum 150 amps, suitable for the additional equipment provided by this

specification. 2.1.2 Battery – Heavy duty battery, minimum 650 CCA. 2.1.3 Brakes – Power brakes, four (4) wheel anti-lock brake system (ABS) 2.1.4 Cooling – Heavy duty engine and transmission cooling. 2.1.5 Drivetrain – Electronic shift on the fly four wheel drive with 3.73 axle ratios and electronic locking

differential 2.1.6 Engine – Engine shall be V-8 gasoline, suitable for all equipment provided by this specification. Vehicle

shall meet all local, state and federal requirements/regulations for emissions. 2.1.7 Fuel Tank – Minimum 28 gallon fuel tank (mid-mount option to accommodate rail gear gear) shall be

provided. Filled at time of delivery. 2.1.8 GVWR – Minimum GVWR rating shall be 10,001lbs as suitable for all equipment provided by this

specification. 2.1.9 Steering – Power steering. 2.1.10 Suspension –Extra heavy duty suspension with electronic stability controls 2.1.11 Transmission – Minimum six (6) speed automatic overdrive transmission

2.2 EXTERIOR

2.2.1 Back Up Alarm – Factory installed exterior back up alarm 2.2.2 Clearance Lights – Factory installed, roof mounted 2.2.3 Glass – All glass shall be solar tinted. 2.2.9 Wheelbase – Minimum wheel base shall be 158” (56”CA) or as suitable for the additional equipment provided by this specification.

2.2.10 Windshield Wipers – Vehicle shall be equipped with speed sensitive intermittent windshield wipers

2.3 INTERIOR 2.3.1 Air Conditioning/Heating - Vehicle shall come equipped with the manufacturer installed standard air

conditioning and heating systems. 2.3.2 Auxiliary Switches – Minimum four (4) factory installed upfitter switches on instrument panel 2.3.3 Color – Interior color shall be Medium Flint or other similar color approved by Metra’s Manager, Fleet

Maintenance. 2.3.4 Dome Lights – Vehicle shall be equipped with front dome lights. 2.3.5 Flooring – Flooring shall be heavy duty vinyl, with matching heavy duty front vinyl floor mats. 2.3.6 Keys – Three sets of keys shall be provided two w/fobs 2.3.7 Mirror – Vehicle shall be equipped with an interior day/night rearview mirror. 2.3.8 Factory installed AM/FM radio with clock and Bluetooth for hands free cellular use. 2.3.9 Seats – Seating shall be heavy duty 40/20/40 vinyl split bench, with center armrest, dual cup holders and

storage. 3-point lap/shoulder safety belts for all seating positions. Delete rear seat option. 2.3.10 Sun Visors – Vehicle to be equipped with factory installed driver and passenger side sun visors. 2.3.11 Power door locks and power windows.

3.0 ADDITIONAL EQUIPMENT REQUIREMENTS All additional equipment and materials provided by the vendor are to be new. Fabrication of any equipment requires

written verification of proven reliability and document/drawing submitted and approved by Metra’s Manager, Fleet Maintenance. No used or refurbished equipment or materials will be accepted. All additional equipment installations must comply with equipment and manufacturer’s modification and installation instructions and follow applicable local, state and federal regulations in place at time of award.

3.1 SERVICE BODY 3.1.1 An example of an item meeting this requirement is the Duramag Model: SB-S-56F-STD-SRW aluminum

service body 3.1.2 Service Body with compartmental lighting. 3.1.3 Aluminum chock holders and chocks 2 each side 3.1.4 Full width rear step bumper with non-skid surface 3.1.5 Master slide bar locking system for all side cabinets 3.1.6 Lighting to be LED (i.e. stop, turn, brake, and reverse) 3.1.7 Aluminum screened cab guard 3.1.8 Sliding locking top. 3.1.9 1000 pound capacity sliding bed insert 3.1.10 Spray in bed liner

3.2 RAIL GEAR EQUIPMENT

3.2.1 Hy-rail equipment as appropriate for chassis provided; all manufacturers’ standard equipment shall be included without omissions including front rail sweeps and hydraulic activation. Components to include a 12 volt electrically driven hydraulic power unit, led rear driving lights, valves, hydraulic cylinders, hoses and fittings; In cab controls including shunting; FRA annual rail equipment inspection shall be current at time of delivery. Copy of inspection document shall be provided with deliverable documents. Turning radius must not exceed 65 feet with rail equipment installed. An example of an item that meets the minimum requirements of this section is the Rafna R-290 or Diversified Metal Fabricators Model RW 1015.

Note: Original front bumper may be modified but must remain as part of vehicle

3.3 MISELLANEOUS EQUIPMENT 3.3.1 One (1) amber LED strobe light mounted to the rear cab guard with 360 degree visibility, light to be

controlled by a single upfitter switch in cab (layout of lights on vehicle to be reviewed with Metra prior to application). 3.3.2 Two (2) multi position, swivel work lights with remote control, one mounted on each side of the vehicle on

rear cab guard (layout of lights on vehicle to be reviewed with Metra prior to application). 3.3.3 Bumper mounted traffic cone holder and (2 each) 18” orange cones with reflective striping, mounted right

side of vehicle (layout of cone holder on vehicle to be reviewed and approved by Metra prior to application).

3.3.4 Ignition override switch, (similar to types found in police cars) dash integrated rocker/toggle switch with plastic, etched nameplate (layout of switch and nameplate on vehicle to be reviewed and approved by Metra prior to application).

3.3.5 Heavy duty vinyl floor mats for front positions. 3.3.6 Three sets of keys shall be provided. 3.3.7 3000 watt inverter mounted inside cab with 35 cord real (layout of inverter and cord real to be reviewed

and approved by Metra prior to application).

4.0 DECAL PACKAGE Supply and install 5 digit vehicle numbers to left and right fenders and rear of vehicle, decals to be 2 inch

Arial bold with adhesive backing, 5 digits long each in black or white, 2 inch wide conspicuity tape, alternating red and white to be applied to rear of vehicle complete width. 2 inch wide conspicuity tape white in color full length front to rear applied to right and left side of all vehicles equipped with rail gear. Install three (3) Metra supplied logos, all vehicle number(s) logo(s), color and exact location will be determined prior to installation by Metra’s Manager of Fleet Maintenance or duly authorized representative.

5.0 DELIVERABLES: 5.1 Electronic and hard copies of the all technical data, operating, parts and service manuals for all additional

equipment/materials applied to the vehicle as part of this specification shall be provided at time of delivery to Metra.

5.2 All vehicles with a GVWR greater than 8,000 pounds will be delivered with State of IL safety sticker Include required equipment as needed, example fire extinguisher and triangle reflector kit.

5.3 Vehicle delivery and acceptance shall be at 2067 West 123rd Street Blue Island IL (48 hours notice required).

5.4 A Copy of Vehicle Certificate of Origin shall be delivered with vehicle. Municipal license plates to be installed at time of delivery.

5.5 Title and Registration to be as follows (where applicable): NE Illinois Regional Commuter RR Corp Fleet Management Division 547 West Jackson Blvd; Suite 1100 Chicago, Illinois 60661

To monitor the quality process, members of Metra’s Fleet Maintenance Departments and the end user department

will be allowed full access to upfitter location during installation of additional equipment. All safety related inspections as required by local, state and federal agencies shall be current to within ten (10) days

of delivery and acceptance by Metra. Copy of all documents to be placed in glove box and a copy to be provided with deliverables documents.

Prior to delivery, members of Metra’s Fleet Maintenance Departments and end user department may require a final performance inspection of the additional equipment to be conducted at the upfitters location. Forty-eight (48) hours notice will be required.

This specification describes a ¾ ton rated 2 door extended cab; gasoline equipped; four wheel drive heavy duty truck equipped with a service body and ladder rack suitable for railroad environment signal equipment maintenance work. Only new vehicles of the current year model available at the time of the submittal of bid shall be acceptable (An example of the vehicles that meet the minimum requirements of these detailed specifications are the Ford F-250XL and the Chevrolet K2500).

1.0 GENERAL REQUIREMENTS

This specification describes a 3/4-ton rated 4 door cab; gasoline equipped; four wheel drive heavy duty truck equipped with rail gear. Only new vehicles of the current year model available at the time of the submittal of bid shall be acceptable (An example of the vehicles that meet the minimum requirements of these detailed specifications are the Ford F-250XL and the Chevrolet K2500).

• Vehicle shall include all the manufacturer’s standard equipment without omissions plus optional or additional equipment as required by this specification.

• Vehicle equipment shall be new and installed by the manufacturer unless otherwise specified at time of bid submittal. Fabrication of any additional equipment requires written verification of proven reliability and document/drawing submittal and approval from Metra’s Manager, Fleet Maintenance.

• Where a subcontracted upfitter is used by the contractor for the installation of the additional equipment, prior to award of a contract the contractor shall be required to provide enough documentation indicating that the subcontracted upfitter has been in business, installing the equipment for a minimum five (5) years.

• A detailed specification sheet describing the vehicle with all equipment that is to be provided shall be submitted with the bid. Any deviation to this specification must be documented as part of the submittal. Metra reserves the right to accept deviations if no other bid meets the specification.

• Where brand, manufacturer or product names are indicated in this specification, they are included only for establishing identification and general description of the item. Unless indicated otherwise, wherever such names appear, the term “similar or equal to” shall apply.

• All part numbers and requirements listed in this specification shall be confirmed by the contractor or subcontracted upfitter to ensure vehicle is complete when delivered. Any unintentional omission of a subcomponent required to make the vehicle and its equipment complete and operational shall be the responsibility of the contractor or subcontracted upfitter.

• Capacities and dimensions listed in this specification shall be considered as minimum. Variations from the values listed will be reviewed by the Manager, Fleet Maintenance, or the duly authorized representative, as to the effect on the ability to perform.

• It shall be the responsibility of the contractor and equipment manufacturers to ensure that all vehicle parts and components fit and function as intended. Awarded contractor and equipment manufacturers will be held fully responsible for the safety and liability concerns if any, for the installation and materials used.

• Vehicle shall comply with all local, state and federal requirements and regulations for safety and environmental/emission controls in place at time of award of purchase order.

• The Manager, Fleet Maintenance or the duly authorized representative shall be the final authority for deciding whether a competitive item conforms to these requirements and complies with the intention of this specification.

• All correspondence, communications and/or contact regarding any aspect of this IFB shall be with the Contracting Officer identified in the IFB documents, or the designated representative. • It shall be the responsibility of the contractor and equipment manufacturers to ensure that all vehicle parts and components fit and function as intended. Awarded contractor and equipment manufacturers will be held fully responsible for the safety and liability concerns if any, for the installation and materials used.

• Vehicle shall comply with all local, state and federal requirements and regulations for safety and environmental/emission controls in place at time of award of purchase order.

• The Manager, Fleet Maintenance or the duly authorized representative shall be the final authority for deciding whether a competitive item conforms to these requirements and complies with the intention of this specification.

• All correspondence, communications and/or contact regarding any aspect of this IFB shall be with the Contracting Officer identified in the IFB documents, or the designated representative. Unless directed otherwise by the Contracting Officer, proposers and their representatives shall not contact or communicate with any members of Metra, its employees, or consultants, other than the Contracting Officer, regarding any aspect of this IFB.

specification. 2.1.2 Battery – Heavy duty battery, minimum 650 CCA. 2.1.3 Brakes – Power brakes, four (4) wheel anti-lock brake system (ABS) 2.1.4 Cooling – Heavy duty engine and transmission cooling. 2.1.5 Drivetrain – Electronic shift on the fly four wheel drive with 3.73 axle ratios and electronic locking

differential 2.1.6 Engine – Engine shall be the largest gasoline engine available suitable for all equipment provided by this

specification. Vehicle shall meet all local, state and federal requirements/regulations for emissions. 2.1.7 Fuel Tank – Minimum 28 gallon fuel tank shall be provided. Filled at time of delivery 2.1.8 GVWR – Minimum GVWR rating shall be 9,500 lbs as suitable for all equipment provided by this

2.2 EXTERIOR

conditioning and heating systems. 2.3.2 Auxiliary Switches – Minimum four (4) factory installed upfitter switches on instrument panel 2.3.3 Color – Interior color shall be Medium Flint or other similar color approved by Metra’s Manager, Fleet

Maintenance. 2.3.4 Dome Lights – Vehicle shall be equipped with front dome lights. 2.3.5 Flooring – Flooring shall be heavy duty vinyl, with matching heavy duty vinyl floor mats. 2.3.6 Keys – Three (3) sets of keys shall be provided (two with FOB/remotes) 2.3.7 Mirror – Vehicle shall be equipped with an interior day/night rearview mirror. 2.3.8 Radio – Factory installed AM/FM radio with clock and Bluetooth for hands free cellular use. 2.3.9 Seats – Seating shall be heavy duty 40/20/40 vinyl split bench, with center armrest, dual cup holders and

3.0 ADDITIONAL EQUIPMENT REQUIREMENTS All additional equipment and materials provided by the vendor are to be new. Fabrication of any equipment requires

written verification of proven reliability and document/drawing submitted and approved by Metra’s Manager, Fleet Maintenance. No used or refurbished equipment or materials will be accepted. All additional equipment installations must comply with equipment and manufacturer’s modification and installation instructions and be in compliance with applicable local, state and federal regulations in place at time of award.

3.1 SERVICE BODY 3.1.1 An example of an item meeting this requirement is the Duramag Model: SB-S-56F-STD-SRW aluminum

3.2 MISELLANEOUS EQUIPMENT 3.2.1 One (1) amber LED strobe light mounted to the rear cab guard with 360 degree visibility, light to be

controlled by a single upfitter switch in cab (layout of lights on vehicle to be reviewed with Metra prior to application). 3.2.2 Two (2) multi position, swivel work lights with remote control, one mounted on each side of the vehicle on

rear cab guard (layout of lights on vehicle to be reviewed with Metra prior to application).

4.0 DECAL PACKAGE Supply and install 5 digit vehicle numbers to left and right fenders and rear of vehicle, decals to be 2 inch

Arial bold with adhesive backing, 5 digits long each in black or white, 2 inch wide conspicuity tape, alternating red and white to be applied to rear of vehicle complete width. 2 inch wide conspicuity tape white in color full length front to rear applied to right and left side of all vehicles equipped with rail gear. Install three (3) Metra supplied logos, all vehicle number(s) logo(s), color and exact location will be determined prior to installation by Metra’s Manager of Fleet Maintenance or duly authorized representative.

5.0 DELIVERABLES:

5.1 Electronic and hard copies of the all technical data, operating, parts and service manuals for all additional equipment/materials applied to the vehicle as part of this specification shall be provided at time of delivery to Metra.

5.2 All vehicles with a GVWR greater than 8,000 pounds will be delivered with State of IL safety sticker Include required equipment as needed, example fire extinguisher and triangle reflector kit.

5.3 Vehicle delivery and acceptance shall be at 2067 West 123rd Street Blue Island IL (48 hours advance notice required).

5.4 A Copy of Vehicle Certificate of Origin shall be delivered with vehicle. Municipal license plates to be installed at time of delivery.

5.5 Title and Registration to be as follows (where applicable): NE Illinois Regional Commuter RR Corp Fleet Management Division 547 West Jackson Blvd; Suite 1100 Chicago, Illinois 60661

In order to monitor the quality process, members of Metra’s Fleet Maintenance Departments and the end user

department will be allowed full access to upfitter location during installation of additional equipment. All safety related inspections as required by local, state and federal agencies shall be current to within ten (10) days

of delivery and acceptance by Metra. Copy of all documents to be placed in glove box and a copy to be provided with deliverables documents.

Prior to delivery, members of Metra’s Fleet Maintenance Departments and end user department may require a final performance inspection of the additional equipment to be conducted at the upfitters location. Forty-eight (48) hours advance notice will be required.
