Общата цел на проекта е подобряване на капацитета за съвместно планиране,
разрешаване на текущи проблеми и развитие между местните администрации и структурите на
гражданското общество в трансграничните региони на България и Сърбия чрез обмен на опит и популяризиране на добри практики в
областта на партньорството и доброто управление.

очертаване на добрите практики за подобряване на взаимодействието между гражданския сектор и местните власти;
популяризиране на институционалните и граждански връзки и партньорства;
активиране на институционалния капацитет за съвместно планиране и действие в двата региона;
установяване на модели за сътрудничество на основата на добрите практики и очертаване на добрите практики за осъществяване на ефективни и ефикасни политики на управление, качествени услуги и методи за отчитане, използвани от местните администрации в тяхната работа със сръбските граждани.

Реководен принцип –гледната точка на потребителя
При вземане на решение дали даден подкрепящ документ да бъде приет като достатъчно доказателство, за да бъдат присъдени точки за съответния критерий, ръководещият принцип е гледната точка на потребителя. Когато във въпрос от формуляра има изискване за публичен достъп до даден документ (например регистър), не е достатъчно само да се покаже този документ, тъй като това не дава представа как той става достъпен за гражданите. Необходимо е също да се илюстрира възможността за достъп до документа – например чрез снимка от табло или копие от уебсайта, където е публикуван документът и пр. Целта на конкурса е да помогне на кандидатстващите администрации да погледнат дейността си през очите на потребителите на публични услуги.
