1. Introduction
Abbottabad, one of the most beautiful cities of Pakistan, is named after its
founder Maj. James Abbott, who gifted with wordsworthian love of nature, picked
this site for the headquarters of the district Hazara in 1853. Besides its scenic beauty
and healthy environment, the city is currently known for its numerous highly
reputed educational institutions, as ‘the city of schools and colleges'. The city now
extends from Salhad, in the south, to Abbottabad Public School in the north, over a
distance of about 12 kilometers. The old city is in close proximity to the southern
outskirts, i.e. Salhad.
Mandian, which was once an ordinary peripheral area of Abbottabad, has quickly
developed into the hub of the city with its rapid expansion northward. It is now an
educational complex of more than a dozen reputed educational institutions. The
sprawling, spacious and splendid campus of the Govt. Postgraduate College Mandian
Abbottabad is situated in almost Centre of the complex.
The college was started in 1990 in a rented building at Kakul road to provide
educational facilities to the students of district Abbottabad. Next year in 1991 it was
shifted and housed in its present campus. Since then it is progressing by leaps and
bounds. In 1999 it achieved covetable status of the Postgraduate College with
establishment of a postgraduate department of Computer Science and is playing its
effective and proactive role as a prestigious and modern seat of learning for the
development of the nation. The college has the honour of being the first college of
the province where M.Sc. Computer Science was started in the year 2000, followed
by the commencement of BCS (4 Years) semester system of co-education in the year
2002. To promote and facilitate computer Science education the college has three
state of the art Computer laboratories.
The latest achievement of the college is to provide education in modern science and learning opportunities to students of district Abbottabad in particular and

students of the province in general by establishment of four years BS programs of modern Computational Sciences and Life Science. The college has a unique honour of being the first college of the country to start BS Bio-Informatics and first college of the province which offers BS Information Technology in addition to the BS Computer Science. To promote knowledge of the life sciences, the college enjoys the privilege of being the first college of the district in which the BS Zoology has been started in 2011. Efforts to establish state of the art laboratories for bioinformatics and Zoology with the help of the Provincial Government are at the advance stage. The Government is providing unprecedented funds and equipment to realize this end. It is hoped that the college will uphold its tradition of introducing modern disciplines in future.
The college has offered BS Microbiology and Sociology in 2013 for the first time at the college level. The college administration is making every effort to make the college a seat of learning in the field of modern computational and life sciences.
To achieve this goal, strict vigilance is exercised to ensure peaceful and
uninterrupted educational and personality grooming environment in the college campus. The college provides facilities for indoor and outdoor games and regularly participates in sports and culture event organized by the Board of Intermediate and Secondary Education (B.I.S.E) Abbottabad and Hazara University Mansehra.
2. Progress and Achievements
Since last couple of years this college is a focus for its academic activities. 1. Offering some of the modern and demanding disciplines in its BS Program. 2. In the process to equip the lab in these disciplines, like Microbiology and
Biotechnology, while digital computer lab has already started functioning in Bioinformatics department.
3. Seminar library has some modern books while installation of digital/e-library is in progress and will be available from the current session.
4. Computers labs are already equipped with modern systems. 5. Higher Education Commission of Pakistan (H.E.C) placed this college in “W”
Category with second position in the province after quality evaluation inspection by its team in 2013.
6. Twenty nine BS students of the college won laptops on merit basis.

3. VISSSION, MISSION AND OBJECTIVES
Mandate
When it comes to mandate, this college has a very limited authority to act as reformer. However remaining within its limits to get maximum use of its resources both financial, non-financial and other developmental plans, Government postgraduate College Mandian, Abbottabad is currently doing its best under the given charter policy, (Federal, Provincial, Local Laws) norms and demands.
Vision
The basic purpose of this and many other educational institutions is to impart education to the budding youth. Under the new set up, it is planned to depart gradually from the conventional educational program more common approach and move towards more realistic and market oriented one. Instead of confusing ourselves by following a socio political/classical concept of “Haves and have-nots", we prefer education for all.
Mission
Keeping in view this spirit, we provide ample opportunity especially to the less privileged class to acquire education in the field of modern educational programs. It is being thought, considered and realized to run the programs that say: Modern Education is a need of the day at the door steps of those who desire and deserve it".
Objectives
A variety of new subjects with wide range of applications related to modern needs, human resource development and their usefulness in the country's development and economy have been introduced. These subjects were previously available mostly in the private sector institutions and some in public sector universities with high fee structure, making them available for the privileged class, hence beyond the reach of the poor but deserving students mainly due to fee structure/financial constraints. Presently disciplines in Bioinformatics, Computer Science, Information Technology, International Relations and Zoology and Microbiology are being run successfully; while some others we hope to start like Sociology etc. The demand regarding this has already been placed with an objective to make college a center of modern sciences.

6. Administration
To manage the college efficiently, various administrative bodies have been constituted. The overall administrative setup of the college is reflected in figure 1 (Page# 10). The administrative bodies of the college are described as under;
I) The College Council:
This is the supreme administrative body of the college. It is constituted of senior faculty members and other office, department heads and some private members including parents of student under chairmanship of the Principal. It meets as and when required for deliberations on the wide variety of issues including all administrative, disciplinary and academic matters. Its decisions are final and binding. The secretary of the council is responsible for its proceedings.
II) Review Committee: Self-assessment plays a vital role in the development of any organization. It steers
the organization to accomplish its objectives efficiently. Review committee constituted for this purpose meets twice during the session to review progress of the college and suggest improvements to keep the college on right track to achieve its prime objectives of imparting education and grooming personalities of students. Reports of the committee are submitted to all stake holders regularly.
III) Proctorial Board:
The Proctorial board is responsible for overall discipline of the college. All faculty members of the college are members of the Proctorial Board in general but to cater especial day today requirements a few faculty members have been designated as staff proctors under supervision of the chief proctor, who is also from senior faculty members. Proctorial board has to perform all duties regarding enforcement of discipline in the college. Few are mentioned here as under;
1. Ensure academic and social decorum to maintain sanctity of the class rooms and the college.
2. Enforce observance of uniform among the students. 3. Ensure homogeneity of students by checking and preventing outsiders to
enter into college. 4. Discourage students to get involved in unwanted political and irrelevant
social activities. 5. Ensure moral and social grooming of students on sound footing.

IV) Admission Committees
Admission to the college in various disciplines is a regular and time bound feature, having prime importance for all the stake holders. To address this feature a group of committees is constituted, each for every discipline of Intermediate, B.S and Master Degree Programs. These include the following committees.
1. Admission Committee (Science)

3. Admission Committee (BS Programs)
4. Admission Committee (M.Sc)
The committees are fully independent and responsible for their mandates. The committees are responsible for the whole process of admission from advertisement, application submission, scrutiny, preparation and displaying of the merit lists. The committee grants provisional admission. Decision of the committee is final.
V) Scholarships/Fee Concession Committee
This committee headed by a senior faculty member is constituted to extend financial help to the needy and deserving students. It decides and recommends cases regarding financial help regarding Student Welfare Funds, Brother Fee Concession, and Teacher Son’s Fee Concession, Govt. Employee’s Son Fee Concession and other financial help and various scholarships. A general rule regarding financial help and scholarships is that no student is entitled to claim more than one financial facility.
7. Tutorial Groups
To groom personalities of students and help then carry out day to day requirements in the college the organization of tutorial groups is created. The senior most faculty member designated as Chief Tutor heads the tutorial groups. He allocates the students to different faculty members designated as tutors. Tutors are responsible for all students in his group. Every tutorial group meets once in a week as per convenience of the group for discussion on any topic ranging from intellectual to social and political matters. All sorts of applications of the student must route to the administration through the tutor and Chief Tutor. Chief tutor can consider leave application and grant leave up to three days. For longer leaves application duly supported with required documents is forwarded to the Principal for consideration.

8. Examination Office
To help carry out timely, promptly and well organized all internal and external evaluations; an office of the Controller of Examinations is established in the college. The office is responsible for conduct of all home examinations (Internal Assessments & Evaluations) and all examinations by the BISE Abbottabad and the Hazara University (External Assessments & Evaluations). The office processes applications of regular college students, from registration in the examination body to the delivery of DMCs, Provisional Certificates and Degrees. The office is also responsible for creation and maintenance of all required data.
9. Sports
It is a well known proverb that only healthy body has a healthy mind. To keep students healthy and physically fit a sports committee under leadership of the lecturer of Physical Education is established in the college. The committee is responsible for provision of all facilities for smooth conduct of daily indoor and outdoor sport activities and holding of annual sports events in the college. It also ensures that college will participate in all sports events organized by the BISE Abbottabad and the Hazara University so that competent sportsman could get chance to perform on national and international level and bring honors for the nation. To encourage students to participate in the sports, financial help in form of financial aid and sports scholarships are extended to competent players.
10. Identity Cards
It is obligatory for every student to obtain and keep college I.D card. Every student is required to display ID card on his person during his stay in the college campus. The refund of college security to the outgoing students is subject to the surrender of college I.D cards to the college administration.
11. Migration:
The facility of migration from and to the college is allowed in deserving cases subject to the following conditions:
i. Transfer of parents to Abbottabad, during the session which shall be certified by a competent authority in the organization or by the production of transfer letter on the part of parents.

ii. Availability of seats.
iii. Approval of the Director of Higher Education to the student's migration.
iv. The fulfillment of other requirements of eligibility by the student.
v. No Migration is allowed in BS disciplines.
12. Social Work:
Completion of social work is one of the requirements of the Hazara University to qualify for the degree if successful. The program involves manual work, usually on the college campus which must be accomplished before completion of the final semester.
13. Students Societies/Welfare Bodies:
To spark and polish the creative attributes in the potentialities of students different societies in the college are established. The societies organize and coordinate all related activities periodically. These bodies have their own structure headed by a staff member. Some of them are:

14. Uniform:
All students, including students of FA/F.Sc, B.S and M.Sc will strictly observe
student uniform during the regular classes, home and external examinations and college
functions. The detail of uniform is as follows:

15. Hostel
Presently no Hostel accommodation is available.
16. College Central Library/Seminar Library
The college central library is located in the Academic Block, with a reading hall for the students and a reading room for the staff. The library is equipped with an adequate collection of useful books on variety of the titles. The Intermediate/ Degree students can borrow two books each for a fortnight. This duration can be extended by getting the books re-issued, if not already requisitioned by some other student in the meantime. Additional facility of seminar library is provided in the BS Block for BS/MS students which is equipped with some text books.
The library also provides a good number of newspapers both English and Urdu, to the staff and students for use in their respective reading rooms.
17. College Magazine
To provide an opportunity to cultivate and express creativity in students, faculty and staff a magazine titled “SAD BERG” is annually published by the college since 2000-2001. Students are encouraged to write and their written manuscripts are approved after refinement by the faculty to create and groom the young writers.
18. Rules of Admission:
As per the Government policy opportunity of the college/higher education is provided to highly deserving candidates, who have previously established evidences that he/she has keen interest in the acquisition of knowledge. The rules of admission to the various levels in the college are in conformity with the requirements laid down by the B.I.S.E. Abbottabad for Intermediate level and by the Hazara University for the students of degree and postgraduate levels. These rules, given below, are strictly observed while deciding admissions: i. Candidates must apply for admission to various faculties by filling in the prescribed
admission forms attached at the end of the prospectus. The application forms, complete in all respects, must be submitted in the college office within the specified time limit which, is given on the notice board by the college. The forms are properly entered and a receipt containing the entry number is issued to the applicant.
ii. Admissions are allowed on merit, i.e., marks obtained in the examination on the basis of which admission is sought.

iii. Candidates from the surrounding areas of Abbottabad are given preference. However, in case of availability of seats, candidates from other areas of with grade "A" shall also be considered for admission to Inter part-I and Degree classes.
iv. Candidates with grade “E" or third divisions are NOT ELIGIBLE for admission and
those from other than this institution with grade "D" are not considered. Students of this college with grade "D" are considered for admission, if seats are available.
v. Candidates from other areas are considered for admission in case of the posting of
their parents in Abbottabad, in government/ semi- government service. Such cases are required to be supported by transfer orders/ service certificates from authorized officers in the organization concerned and will be treated as day scholar.
vi. Candidates must apply separately for each faculty they desire to seek admission to.
One application form shall be considered valid for admission to only one faculty.
vii. 5% of the total seats at Intermediate level are allocated for admission on the basis of sports. Merit in sports shall be determined by the previous record and the level of performance at trials on the part of the candidates. The trials will be held by the sports admission committee. Such candidates are required to apply separately for sports quota.
viii. 5% of total seats may be kept for a period of two weeks for such meritorious
candidates who, for one or the other reason, could not apply for admission on time, but have now decided to join in.
ix. Those employed or on rolls of another institution or having already passed examination of the level to which admission is sought, are not eligible for admission.
x. Upper age limits is 19 years, 25 years and 30 years for admission to Inter. part-I, Degree part-I and M.Sc. (Computer science) previous class, respectively.
xi. Minimum educational qualification for admission to postgraduate level is 2nd
division in degree examination and also 2nd Division in the subject in which admission is sought.
xii. An affidavit mandated by the Supreme Court of Pakistan (specimen attached with the prospectus) duly attested by the Notary Public must be submitted by the candidate at the time of payment of dues.

xiii. Attested copies of all relevant documents listed at the back of the application form must be attached.
xiv. Students of F.A/F.Sc (Part-I) of this institution having failed in the annual
examination of the relevant year shall be able to apply for admission to Part-Il class in case they have passed papers carrying 300 marks in the said exam.
xv. Students having been declared successful in supplementary examinations are not
eligible to apply for admission for the running academic session. xvi. Re-admission to the same class for which a student has once been registered with
the Board University in a previous academic session, whatever the case, is not permissible.
xvii. In the instance of withdrawal of admission from the college roll, only the college
security is refundable. However, the college private funds shall be refunded to those students only, who have not attended even a single class during the session. Admission is liable to be cancelled on account of misstatement and or suppression of information in the application forms.
Admission will be cancelled under the following circumstances/conditions.
a) If any of the information given by the student in his admission form is found to be incorrect at any stage.
b) If a student continues to remain absent for more than six consecutive days. c) If a student is found to be professional agitator, or has been struck off from any
Educational Institution on disciplinary or moral grounds. d) If a student is involved in any unwanted political or religious or social activities. e) A student whose admission is cancelled or he/she is struck off from the college
rolls on account of his/her absence from the class/classes for more than six consecutive days can apply for re-admission within 15 days of the date of cancellation of his/her admission/struck off from the college rolls. If he/she applies later than 15 days from the date of cancellation of admission/struck off from the College rolls he/she will not be allowed readmission. Further, readmitted student who was struck off on account of his/her long absence shall not be allowed readmission for the second time if he/she is again struck off the college rolls on account of his/her long absence.

19. Rules For BS (Four Years) Program:
Govt. Postgraduate College Mandian Abbottabad has started BS (4 Years) Program on directions of the Higher Education Archives and Libraries Department Govt. of Khyber Pakhtunkhwa.
The BS Program is being implemented under semester system of education. It is an international level degree Program of 16 Years of education, recognized by the Higher Education Commission of Pakistan (HEC). It is being implemented as per academic calendar of the Hazara University. The admission, examination and promotion in the BS Program are made under the relevant rules of the Hazara University. The BS (4 Years) Programs are being offered in the following disciplines

21. Attendance
The main objective of admission in an educational institution is to impart knowledge and groom personality, which is possible by maximizing attendance/participation in instructional activity. Special care is taken about attendance on the part of students in their classes. The following are minimum required attendance percentage to enable a student to appear in the external examination.

22. Admission to Next Higher Class
Student of Intermediate Part- I and Degree Part- I (both Science and Humanities) after the termination of their respective annual examinations shall be required to get themselves admitted to the next higher classes of their relevant faculties according to the schedule notified by the college administration. They shall submit fresh admission forms and deposit the fee and the College Pupils Funds according to the prevailed tariff.
23. Conduct and Discipline
Students are expected to display immaculate standards of turnout, behavior and discipline. The college lays strict emphasis on norms of general decent conduct. The principal has full authority to take appropriate action against any misconduct by any student. The Principal's decision will be final and binding.
The following offences will render a student liable to withdrawal/ expulsion from the college with or without any warning, depending on the nature and severity of the offence:
A. Indiscipline, cheating, stealing or immoral conduct.

B. Breaking the college bounds.
C. Rudeness towards the staff.
D. Keeping firearms and lethal weapons.
E. Willfully damaging the college property.
F. Wrangling and quarreling.
G. Using abusive or foul language.
H. Any other offence deemed serious enough by the College Council
24. Penalties for Offences Any act of indiscipline through omission or commission implying a violation of
college rules shall attract penalties ranging from routine fine through special fine / suspension from classes I removal from college rolls to expulsion from hostel/college depending on the nature and gravity of the offence. Major penalties however, constitute exclusive jurisdiction of the college council whose decisions are final and binding.

d. Absence from Tutorial/Guidance/Seminar /Examination.
e. Delay in returning library book per day.

26. Refund of College Security Money
The refund of the amount received and kept under the head "College security" shall be refunded immediately after the termination of the annual examinations of Inter. Part- II, Degree Part- II, M.Sc (Final), and BS (Final Semester) or immediately after leaving the college due to any reason whichever the case may be. The students will be required to obtain a clearance certificate to effect that nothing lies outstanding on account from all stake holders and will submit his ID card to the college authorities. Failing to submit his ID card, specified fine amounting to double of amount due in ID card lost case, has to be deducted from his security. Every effort should be made to ensure immediate return of security to the student. No refund is allowed after three months of the respective examination/college leaving.
27. Issuance of ID card in Duplicate In case a student loses his/ her college I.D. card, a duplicate card shall be issued to him/her charging double of normal fee.
28. Annual Vacation: (winter/summer/spring) The schedule of annual vacations is according to Academic calendar of Govt. of
Khyber Pakhtunkhwa Higher Education Department. However, that could be altered according to local conditions like semester/course completion, examinations etc.
