Section 3 Program: How to Gain an Advantage over the Competition

As part of our mission, the San Antonio Housing Authority (SAHA) seeks to provide economic opportunities for low-income residents. This is consistent with Section 3 of the U.S. Department of Housing and Urban Development (HUD) Act of 1968 as amended (24 CFR Part 135.)

Purpose:

The purpose for the Section 3 Program is to ensure that employment, training and contracting opportunities generated by certain HUD financial assistance shall, to the greatest extent feasible, and consistent with existing Federal, State and local laws and regulations, be directed to low- and very low- income individuals, particularly those who are recipients of government assistance for housing, and to Business Concerns who provide employment, training and contracting opportunities to low- and very low-income persons.

SAHA invites you to certify your business as a Section 3 Business Concern for the opportunity to receive a bidding preference. Section 3 Preference:

Preferences are available to bidders who qualify as Section 3 Business Concerns. Section 3 Business Concerns who respond to a bid are eligible to receive additional points on their evaluation score. How to qualify as a Section 3 Business Concern: (Your business must meet one of the following)

1. 51% of the company is owned by a public housing resident, or an individual who is at or below 80% of the federal low income household limit 2. 30% of its regular full time employees are at or below 80% of the federal low income household limit, or three years within the first date of employment with the business the employee was a public housing resident or at or below 80% of the federal low income household limit 3. Subcontracts 25% or more of the contract value to a Section 3 qualified Business Concern Businesses seeking this certification must complete and submit the attached Section 3 Business Concern application along with the required documentation.
