ZOCALO PARK & CIVIC CENTER PLAZA TO PROVIDE BEAUTIFUL NEW COMMUNITY GATHERING SPACE, INCREASING WALKABILITY AND CONTRIBUTING TO THE REVITALIZATION OF DOWNTOWN BALDWIN PARKThe City of Baldwin Park is excited to add a new green space in the heart of Baldwin Park with the Zocalo Park & Civic Center Plaza. In March 2022, the City held a press conference to launch the park project and celebrate the efforts of Baldwin Park’s State Senator, Susan Rubio, who secured $6 million in state funds to build this beautiful and walkable community gathering space.

Located in the area northwest of Baldwin Park City Hall, at the intersection of Pacific and Maine Avenues to Sterling Way, the Zocalo Park & Civic Center Plaza will include a serene walkable plaza and passive park with public art, veterans memorial, decorative lighting, pavilion, retail building, city monument signage, water conservation features, and ADA compliant access.

As part of the development, Maine Avenue from Pacific Avenue to Sterling Way is proposed to be permanently closed. The closure of this stretch of road will allow for additional open green space and will have minimal impact to area traffic. A traffic impact study is currently underway and early indications show that overall traffic safety would be greatly improved with only small traffic improvements on the surrounding streets. As an alternate route, a one-way alley running the length of the park will provide parking and business access. Alley entry will be on Maine Avenue – in front of City Hall – and vehicles will exit onto Sterling Way.

Upon completion in summer 2023, the Zocalo Park & Civic Center Plaza will provide the community with a public space that embodies the City’s long-term vision to revitalize Downtown Baldwin Park. In March 2022, the City unveiled several beautification

improvements to the Downtown Baldwin Park, improving the aesthetic and usability of the area through added connectivity to the Baldwin Park Transit Center, new light poles, wayfinding signs, ramp upgrades, entry monument signs, benches, bicycle racks and more.

The City is committed to continuing to provide a welcoming, vibrant and connected downtown area for its residents by creating thriving and inviting public spaces for the entire Baldwin Park community to enjoy.

STATE OF THE CITY ADDRESSThe COVID-19 pandemic tested the resilience of families and communities around the world. Entering the third year of a declared pandemic, the City of Baldwin Park continues to respond to the extraordinary circumstances created by COVID-19. Baldwin Park continues to meet the needs of the community by offering superior services and resources for our residents and local businesses.

The City is in a strong financial position and ended FY 2020-2021 with a surplus. Over the last 10 years, the city’s general fund reserve has steadily increased from $5.9 million to $9.8 million. Increasing city reserves not only demonstrates fiscal responsibility, reserves also help the city mitigate risks and provides a back-up for revenue shortfalls during an economic downturn.

When the pandemic first started, the City took a proactive planning approach to minimize fiscal impact by reducing costs and restructuring the 2020-2021 budget to ensure financial stability. In addition, the American Rescue Plan Act of 2021 (also known as ARPA) provided the City with additional resources. Last year, the City received its first allocation in July 2021, the second installment is expected in July 2022. Once all ARPA funds are disbursed later this year, the City will have received a cumulative total of $22.9 million dollars.

When the COVID-19 pandemic was first declared, the City looked to its community healthcare partners to establish COVID-19 testing sites throughout the entire City. In 2021, the City worked with CORE testing to provide weekly testing services at Morgan Park. Between October 2021 and February 2022, the City tested over 5,800 individuals. When a vaccination became available to the public, the Esther Snyder Community Center was transformed into a local Point of Distribution center where 94,000 vaccines were administered to the community between April 5 to July 6, 2021. Later in the year, right before the Omicron variant emerged, the City partnered with El Proyecto del Barrio to administer another 1,800 vaccinations and boosters on Fridays at Morgan Park between October 2021 and March 2022.

Baldwin Park’s senior citizens were greatly impacted by the pandemic. The City Council allocated over $947,000 dollars to fight senior citizen food insecurity. To ensure our seniors had daily access to fresh fruits, vegetables and proteins, the City mobilized its front-line response efforts. Over an 18-month period, the City delivered over 230,000 meals to senior

citizens. This monumental effort was made possible by partnering with local non-profits, grocery stores, community groups, and faith-based organizations. The City also wishes to recognize Los Angeles County Supervisor Hilda L. Solis for her partnership with Los Angeles Food Bank. Through this collaboration, the City was able to assist 849 households.

The City Baldwin Park has been at the forefront of addressing homelessness in the eastern San Gabriel Valley. Last Fall, the City celebrated the opening of the Esperanza Villa Tiny Home Village. This twenty-five unit tiny home village is the first emergency bridge housing shelter of its kind in the San Gabriel Valley and serves as a model to expand emergency non-congregate shelter services at the city level.

In 2021, Esperanza Villa was selected by the California Parks and Recreation Society District 13 Award-Winner for “Best of the Best” in the Facility Planning and Design Category. District 13 recognized this innovative and unique partnership with the San Gabriel Valley Council of Governments and the San Gabriel Valley Regional Housing Trust to bring this project to fruition in just six months. In the short time Esperanza Villa has been open, twenty-five individuals have already had their lives transformed by this project. Esperanza Villa will set precedence for other communities in the San Gabriel Valley to follow.

The City of Baldwin Park continues to be an active member of the Mid-Valley Collaborative on Homelessness in partnership with the Cities of El Monte and South El Monte. Using Los Angeles County’s Measure H funds, the collaborative has utilized over one million dollars to promote housing solutions for homeless populations. As a collective, the group has developed a localized continuum of care for services as well as explored policy changes such as Accessory Dwelling Units (ADU) ordinances, conversion of local hotels or motels, land for affordable housing, and financial analysis of an inclusionary housing ordinance.

In 2021, the Baldwin Park Police Department made several important upgrades. To continue the Department’s efforts to modernize the police personnel, the Department acquired body-worn cameras and upgraded tasers for all officers and started procurement of 30 license plate reader cameras to aid the City crime fighting and investigative efforts. The Department is also in the process of securing twenty new hybrid vehicles with in-car video systems, that reduce emissions and will become part of the police department fleet.

Last year, the Police Department hired eight new employees Police Chief Robert A. Lopez, reorganized the rank structure for the entire Department. The Department amended promotional specifications for the ranks of Sergeant, Lieutenant, and Captain to reflect current industry standards. In addition, the Department adopted new Department of Justice reporting standards and implemented a new Internal Affairs tracking and organization software.

The City’s Public Works Department stayed busy in 2021 with multiple beautification improvements. Driving around the City, residents may notice 36 new LED-powered streetlights with a custom unique design. At street-level, residents may notice custom decorative crosswalks which feature the City seal. Lastly, major improvements were made in the Downtown area with the installation of six solar-powered, digital information signs placed at various bus stops. These colorful displays provide schedule times for transit buses and helpful information such as city event schedules, community calendar, and social media feeds.

In early 2022, the City received notification the City had been allocated $6 million dollars for the new Zocalo Park & Civic Center Plaza Project. Made possible through the efforts of State Senator Susan Rubio and passage of Senate Bill (SB) 129, Baldwin Park will receive State General Funds to complete project. The new project will be built in the northwest area of Baldwin Park City Hall at the intersection of Pacific and Maine Avenues to Sterling Way. The project includes a walkable plaza and new passive park with public art, veteran’s memorial, decorative lighting, pavilion, retail building, city monument sign, water conservation features and ADA compliant access. Baldwin Park City Hall will also receive exterior improvements to complement the design of Zocalo Park & Civic Center Plaza.

La Ciudad de Baldwin Park continúa siendo un miembro activo de Mid-Valley Collaborative on Homelessness en asociación con las ciudades de El Monte y South El Monte. Estas coloridas pantallas brindan los horarios de los autobuses de tránsito e información útil, como los horarios de los eventos de la Ciudad, el calendario de la comunidad y las redes sociales.

A principios de 2022, la Ciudad recibió una notificación de que se le habían asignado $6 millones de dólares para el nuevo Proyecto del Parque Zócalo y Plaza del Centro Civico. CONSTRUCTION PROJECT ON ARROW HWY./LIVE OAK AVE. IN IRWINDALEMany of you may have noticed construction activity taking place at the property parcel located at the junction fork between Arrow Highway and Live Oak Ave., in the City of Irwindale. This property borders the northern boundary of the City of Baldwin Park (BP). The project is for the construction of a Material Recovery Facility (MRF) where recyclable material is separated from the solid waste stream, sorted, and categorized according to its intended beneficial reuse. This may include the traditional bottles, cans, paper, and cardboard, as well as organic materials like green waste.

This project was first proposed in early 2018 by the project owners Athens Services Inc. and the City of Irwindale. BP took a firm position of opposition given the inadequacy of the Environmental Impact Review (EIR) in identifying the impacts associated with the truck traffic and the process activity. BP filed legal action to stop the project precisely citing the deficiencies in the EIR. The case was tried in court and the judge ruled in favor of BP, halting the development of the project until the deficiencies were addressed. This kind of set back would generally cause the project to essentially stop for good. Athens proceeded to address the deficiencies and made significant alterations to the design of the facility, including adding sustainability features such as

solar power generation, and impact mitigation measure such as negative air pressure filtration to prevent foul air from escaping from the facility. State of the art robotics technology will be used to assist employees in the process work.

Upon a subsequent review by the Court following Athens corrective action to address the deficiencies in the EIR and in spite the continued objections from the City of Baldwin Park, the judge ruled in favor of Athens in late summer 2021, thus clearing the way for them to proceed with the project. Given the compelling clarity of the judge’s ruling, the City of Baldwin Park entered into a settlement agreement with Athens to ensure that they act as good neighbors during the construction and the operation of the facility.

Official groundbreaking for the project took place on March 24, 2022, and expected to be completed in late 2023. The facility cost is estimated at $100 million, with a building square footage of 250,000 square feet. Roughly 300 employees are anticipated to work permanently at the facility, not including the construction related jobs. City staff will be holding regular coordination meetings with Athens and the City of Irwindale to coordinate permitting activities, and most importantly to address any issues impacting our BP residents.
