I have the honour, by the direction of the Lands Purchase and Management Board, and in conformity with the requirements of the Closer Settlement Act 1904, to transmit to vou here·with, to he laid before His Excellency the Governor in Council and hoth H~uses of P:uliament, the followirw document~ and returns in connexion with the Estates resumed bv the Govermllent"'"ror the twelve months ended 30th .June last, viz :- "

(a) Number of Meeting,.; of the Board. (b) Particulars of the attendanee of memhers. (c) Summary of lands offered to the Go\'ernment for Closer Settlement

purposes. (d) Return of lands recommended for purchase by the Board. (e) Statement of lands acquired aud offered for sale under eonditional

purchase lease. (f) Statement of lands acquired, hut not made available. (g) Statement of revenue and expenditure of the Board.

The Board during the year held 50 meetings, 467 properties have been under consideration, of which 84, embracing an area of 49,590 acres, were recommended to be purehased, and the Government approved of offers being made. The vendors of 67 accepted the offers made, and the purchase of 43,226 acres at a cost, exclusive of discount, of £394,204 9s. 4d. was effected.

The total purchase pTice of land acquired, other than Crown land, up to the ::SOth June wa~5 £4,164,435 for 560,081 acres, the average price being £7 Ss. 9d. per acre (country land £7 6s. 10d. per aere and workmen's homes £93 9s. lld. per acre). In addition, 3,473 acres of Crown land ha,·e been utilized (3,131 acres for farm and agricultural labourers' allotments, and 342 acres for workmen's homes) valued at £20,01.3. The expenses prior to disposal of lands and on puhlic works have amounted to £130,8.58. One thousand four hundred and ten applications for advances to Closer Settlement lessees aggregating £222,179, have been approved, and the money has been advanced to effect improvements, or on tlte security of the improvements effected by them. Nine hundred and forty-two advances, amounting to £116,476, have been made to Crown tenants, under section eighty-six of Act No. 2229, and 523 wire netting advances, amounting to £13,692, have been granted in accordance with the provisions of the Wit·e Netting Acts.

The total amount received from the lessees and others was £972,550, of which £45,247 have been used in the purcha~De of Government Stock and Debentures. The amount of the Board's Stock and Debenture liabilitv on the 30th June was £4,341,606 Us. 2d. All interest due thereon, viz., £552.;628, was met, and the amount at the et·edit of the Closer Settlements Fund in the Public Account was £15,089 Is. 8d.

Summarizing transactions to 30th June, 1913, it appears that there were-

It is encouraging· to note that in regard to estates purchased for clerks' and workmen's homes, the demand hns heen exceptional1y active, and t;he Tooronga and Pender's Grove Estat(:S have heen al!!wst wholly di:-;posed of. Township lots in country estates offered at anetiou have nlso brought satisfactory prices.

Table 3c, whi(·lt appem·s for the first time in the Bu:ml's Annual Report, sets out the Jinantial position of lessees on <~neh e:o;tate. The total amount of arrears due on land and advane<'s hv eloser settlement lesseps a11wunts to £1.'l(i.789 15s. 5d. Against this must be .,;et "thE~ value of' the permanent nml substantial il,nprovementR dteeted hy lessees at their own eost, amo11nting to over £50U,000, which is considered in the whole to he ample seturity tor the amotlnt suspended.

lt is noticeable that the tendency to accumulate arrears oceurs during the <~arly years of :-;ettlement, or at the period when ;,;ettlPrs are being called upon for a disbursement of their C<lpital in the erection of buildings, fencing, water stornge, &c.

In regard to the adv~mces made to Crown tenants and closer settlement lessees, it is desired to point ont the considerable increa~e over the amount adv:mced during the past twelve months in the former ease. Cmwn tenant~ in all part of the State have nrniled theJlliit>lves of this provision of the Act, and the Board has used every precaution to insure that tlw security against whieh the advnnce is made is of a permanent and substantinl character.

The value of the wire uetting supplied under the \Virc Netting Act shows an increase of 57 per cent. oYer tiH.' correspondiug amount; for the previous year, the figures heing £~,709 in 1911-12 and £U,69:2 in 1H12-10. The concession nllowed to land-owners whose properties adjoin unoecnpied Crown lanlls accounts in some measure for the increase. The BoarJ lws noted with approval that nn inereasing number of its own lessees have added to the value of their holdings in this direction.

The operations under ;:;ettions o aml 11 dming the past year show that the Board submitted offt•rs fm· tlw pmehase of 11,:-lt\2 :H:rt·s, of which 1 1,6!!8 acres were purchased at a ~ross cost of £72,7:21 ~ls. 5d., anu the n·ndors of 2,6~)4 acres refused the Board's offer. It is desireJ to emphasize the fiu·t that a considerable number of eases submitted under these sections of the Aet do not possess the essentials fol' successful setth·ment.
