Recognizing this, India aims to pursue its development goals by following a low carbon and climate resilient pathway while meeting its obligations under key multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC). India is actively addressing climate change through a variety of domestic initiatives including the launch of the National Action Plan on Climate Change (NAPCC), in 2008. NAPCC outlines multi-pronged, long-term and integrated strategies that address climate change through eight national missions. However, it is critical that national policy imperatives are adapted to state-level actions. About the project The project is contributing to the broader UNDP programme to support the Government of India in adopting a low carbon, climate resilient development pathway. Its main objectives are to: assist the government in addressing its national developmental and environmental priorities while meeting its obligations under key multilateral environmental agreements, including the United Nations Framework Convention on Climate Change;

Strengthening Climate Sensitive Planning and Implementation Background

The potential impact of climate change in India could be severe, especially given that two-thirds of the population depends on climate-sensitive sectors and natural resources for their livelihoods. Recognizing this, India aims to pursue its development goals by following a low carbon and climate resilient pathway while meeting its obligations under key multilateral environmental agreements, including the United Nations Framework Convention on Climate Change (UNFCCC).

About the project

• strengthen the information base and institutional capacities to incorporate climate change considerations within the planning and implementation processes at various levels in the country;

• support sub-national climate change planning and implementation processes; and

• contribute to developing relevant knowledge products and undertaking capacity building programmes..

Developments so far

• Developed a common framework for the preparation of a State Action Plan on Climate Change (SAPCC).

• Supported nine states and union territories in the preparation of their respective SAPCC.

• Strengthened the Madhya Pradesh State Climate Change Knowledge Management Centre (SCCKMC) for knowledge creation and capacity development on climate change issues in the state through: a) a technical cell to provide expertise to the state government on issues related to climate change; b) the Climate Change Knowledge Portal, which is a repository of information related to climate change; and c) the setting up of community-based Climate Change Pulse Centres (CCPCs) in four agro-climatic zones (ACZ).

• Developed a practical guide to mainstream gender in climate actions in agriculture and allied activities, disaster management and the energy sector.

• Developed information booklets on sectoral impacts of climate change for state government departments to help them analyse issues related to the changes taking place in their work domain.

• Fostered a new partnership with Kerala Institute for Local Administration (KILA) for capacity building of elected representatives on climate change, which will eventually help communities develop coping mechanisms to deal with climate change impacts.

• Conducted vulnerability assessment studies to map sector-wise vulnerabilities in Jharkhand and Chhattisgarh at the district level, which will help development agencies design targeted policies for vulnerable sectors.

• Strengthened capacities of government officers and institutions on climate change issues through the establishment of a Centre for Climate Change and Environment within the NIAR/ LBSNAA.

• Developed compendia/manuals and a policy brief on India’s energy security, water management, sustainable agriculture and urban issues with case studies and best practices, and incorporated them in LBSNAA trainings.

• Developed training modules and training materials on climate change and environmental issues for training of state civil service officers at various state Administrative Training Institutes.

• Set up channels for academic exchanges on climate change issues between international and national research institutions and NIAR.

Looking to the future

• Fast-tracking the implementation of the planning frameworks that address climate change, including support for effective implementation of priority SAPCC strategies.

• Technical assistance to MOEF and state governments on climate sensitive planning and implementation.

• Strengthen knowledge base and institutional capacities and facilitate policy coordination on issues related to climate change at the national and international levels.
