Why specialty credentials?

• Specialty certifications allow counselors to show that they have demonstrated competency for a credential in a specific area

• Many counselors that hold specialty certifications are individuals that work with special populations, or provide special treatment

• Some of these examples would include • CDCR/Prison System • High Schools/or youth centers for at risk • Programs to provide more specialized supervision for counselors • Dual diagnosis • Gender specific

• There are many specialty certifications that are offered in California

Specialty Certifications are credentials are stand alone professional distinctions that may or may not be added to a certification showing that competency has been obtained; an examination is required. These typically are applications that have a combination of required education and documented work experience providing the services for the endorsement’s specific field. Specialty certifications are not required to be attached to a valid state recognized credential and can be applied for separately.

Are these recognized by DHCS?

The short answer – No DHCS recognizes credentials that are on each certifying organizations career paths to offer services in the alcohol and other drug (AOD) profession and have met the education and documented work experience as outlined in Title IX Regulations (approved by ICE).

What are Endorsements?

Endorsements are credentials that have been added to a certification showing that competency has been obtained without an examination. These typically are applications that have a combination of required education and documented work experience providing the services for the endorsement’s specific field. Endorsements are required to be attached to a valid state recognized credential and cannot be applied for separately.

What is the difference?

The difference is a scope of competency versus a scope of practice, experience, and if there is the requirement for an examination. Scope of Competence - defines or limits what the individual within the profession may do and is determined by one's education, training and experience.

Scope of Practice - describes the procedures, actions, and processes that a healthcare practitioner is permitted to undertake in keeping with the terms of their professional license.

Certified Criminal Justice Professional (CCJP)

• Addiction counseling with individuals in the criminal justice system is complex and complicated, and it requires specialized training. Substance abuse or mental health training alone doesn’t really prepare professionals for dealing with the interaction of addictive and criminal thinking. In addition to addiction counseling skills and theoretical understanding, Criminal Justice Addictions Professionals (CCJP) need an understanding of the criminal justice system and criminal thought patterns.

Requirements

Certification Requirements

• 270 hours of addiction-specific education

• 45 Hours in Criminal Justice Systems and 45 hours in Criminal Behavior/Criminal Thinking in addition to 270 AODA education taken at the college level.

• 300 hour supervised practicum • Passing score on the IC&RC Certified

Criminal Justice Professional Exam

Education Requirements

• High School/GED with 6,000 hours experience, or

• AA/AS or Certified AODA Counselor (non IC&RC) with 5,000 hours experience, or

• BA/BS or IC&RC Certified Reciprocal AODA Counselor with 4,000 hours experience, or

• MA/MS or IC&RC Certified Supervisor AODA Counselor with 2000 hours experience, or

• Above Masters Level or IC&RC Certified Advanced Counselor with 1,000 hours experience

California Certified Prevention Specialist (CCPS)

The Substance Abuse and Mental Health Services Administration's (SAMHSA) “8 Strategic Initiatives,” and the 2011 National Drug Control Strategy have placed prevention in the forefront of health care reform efforts across the country. Local, state, and national organizations are struggling to keep up with the tremendous demand for new prevention professionals. California Certified Prevention Specialist (CCPS) Requirements

• One year (2,000 hours) of AOD prevention experience

• 120 hours approved prevention education and/or training (50 hours AOD specific and six hours of prevention specific ethics education)

• 120 hour practicum (specific performance domains )

• One professional letter of reference (letter must attest to applicant’s knowledge, experience and character)

• Signed CCPS Code of Ethics

• Passing score on the IC&RC Certified Prevention Specialist written examination

• Meet all requirements of CADC II • Five (5) years (10,000 hours) of counseling experience as an

AODA Counselor • Two (2) years (4,000 hours) clinical supervisory experience in the

AODA field, • 45 hours of didactic training in clinical supervision • Pass ICRC written examination (only if you are applying for the

reciprocal CCS)

Certified Peer Recovery Specialist (CPRS)

Credentialing provides much-needed standardization to the rapidly growing profession of peer recovery support. Becoming credentialed demonstrates competency, by having professional expertise and qualifications verified by an independent evaluator. It recognizes achievement of a standard of ethics, education, and experience necessary to provide quality recovery support services. The Certified Peer Recovery (PR) credential is designed for individuals with personal, lived experience in their own recovery from addiction, mental illness, or co-occurring substance and mental disorders.

Certified Peer Recovery Specialist (CPRS)

Peer support services - advocating, mentoring, educating, and navigating systems – are becoming an important component in recovery oriented systems of care. Sharing recovery experience is deeply rooted in the addiction field, but it is a newer concept in mental health. Inclusion of peers with practical experience on teams with degreed clinicians is increasingly being emphasized by the U.S. Substance Abuse and Mental Health Services Administration (SAMHSA) - in both addiction and mental health settings.

Women’s Treatment Specialist (WTS)

To treat women, it is important to recognize the role and significance of personal relationships in women’s lives as follows: • Addressing the unique health concerns of women. • Acknowledging the importance and role of socioeconomic issues and differences among women. • Promoting cultural competency that is specific to women. • Attending to the relevance and presence of various caregiver roles that women assume throughout their lives. • Recognizing that culturally-ascribed roles and gender expectations affect society’s attitudes toward women with substance abuse. • Adopting a trauma-informed perspective.

Intervention Specialist (IS)

The interventionist is the individual who helps identify the appropriate people in the life of a person who is experiencing substance use, mental or behavioral health problems that will become an influential part of a recovery team. The team will enable their person and family to accept treatment and recovery. The interventionist supports, educates, provides guidance, direction and training, as well as the facilitation of the intervention and aftercare.

Intervention Specialist (IS) Requirements

• Copy of current Certification (alcohol/drug, CCS, CCJP, CPS, CATC) • Certificate of Completion for each training/course attended OR school

transcripts. (education received must be obtained from a CCAPP Education Institute approved IS provider or school)

• The applicant must provide documentation of at minimum 1 year (2000 hours) of verifiable experience

• Letter from a supervisor, or supervising interventionist or other documentation from the professional or company employed with or volunteering for that provides credence of specialty services offered.

Intervention Specialist Ethics

• CCAPP leadership in ending patient brokering • Legislation to end patient brokering • New Code of Conduct for Intervention Specialists:

• The Intervention Specialist shall not send or receive any commission, rebate, or any other form of remuneration for referral of a client or a person served for professional services.

• The Intervention Specialist shall not accept a private fee or any other gift or gratuity having a cumulative value of twenty-five dollars ($25.00) or more for professional work with a person who is receiving such services with the professional or through the professional's institution or agency.

Medication Assisted Treatment Specialist (MATS)

As part of a comprehensive treatment program, MAT has been shown to: improve survival, increase retention in treatment, decrease illicit opiate use, decrease hepatitis and HIV seroconversion, decrease criminal activities, increase employment, and improve birth outcomes with perinatal addicts. The MATS credential requires professionals to demonstrate competency through experience, education, supervision, and the passing of a rigorous examination.

Medication Assisted Treatment Specialist (MATS)

• A copy of current Certification (CADC I/II, CCS, CCJP, CPS) • 30 hours MAT-specific education/training, with: 16 hours medication

assisted treatment of opioid use disorders, five hours introduction to psychiatric medications, four hours introduction to alcohol pharmacotherapy, five hours motivation and change

• 2,000 hours experience (paid or volunteer) specific to medication assisted treatment

• Letter from agency employer or supervisor attesting to the number of hours of experience and the specialty services (specific to the credential) completed at the facility and a recommendation statement

• Signed Code of Ethics

Purpose:

• Provide encouragement and peer recognition for professional growth and achievement of minimum standards as established for staff/owners that are involved in Sober Living Environments

Where does the SAP fit in?

Is not a credential or an endorsement – It is a qualification The DOT requires a national credential and specified training for addiction counselors. The SAP qualifies to evaluate employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare. A SAP is an advocate for neither the employer nor the employee. Their function is to protect the public interest in safety by professionally evaluating the employee and recommending appropriate education and/or treatment, follow-up tests, and aftercare.

DOT/SAP Requirements

• Required to be a licensed physician, licensed or certified social worker, licensed or certified psychologist, licensed or certified employee assistance professional (EAP), state licensed or certified MFT, or an AOD counselor certified by NAADAC, IC&RC, or NBCC

• Required to take 12-hour qualification training course • Pass the NAADAC, IC&RC, or NBCC appropriate SAP examination • Every three years, take a 12-hour re-qualification course

What is IC&RC?

IC&RC is the International Certification and Reciprocity Consortium

• IC&RC promotes public protection by setting standards and developing exams for credentialing prevention, substance use treatment, and recovery professionals. Organized in 1981, it has a worldwide network of over 50,000 professionals.

• Quality and integrity are the foundation of IC&RC’s work. IC&RC’s products use the latest research on evidence-based practices, and they are updated every five years and subjected to an extensive process of peer review.

Yes - most of the credentials that are offered by CCAPP require an examination The examinations for the specialty credentials can vary on the length and the amount of time a candidate is allowed for the administration of the exam
