DATED 06.10.2012 NOTORIOUS SNATCHERS NABBED The staff of Police Station Janak Puri has nabbed a gang of snatchers who used to commit snatchings especially in the morning hours. With the arrest of these two persons one motorcycle No. DL8SAP5807 TVS Apache, which was stolen from Nihal Vihar area on the intervening night of 4/5-10-12 has been recovered. PROFILES OF THE ACCUSED PERSONS 1. Amit @ Ajay S/o Mukhtyar Singh R/o H. No. 77, Ext. 2B, Nangloi Delhi was born on 18.07.1992 in Delhi. He studied up to Secondry School from DSM Public School, Nangloi Delhi. Thereafter he joined a polytechnic in Sonipat Haryana. He came in to contact with one Rahul @ Neeraj and Naveen @ Bhola. They made planning to snatch some valuable items, for this they had stolen one m/cycle TVS Apache. In the morning of 5.10.12 he along with his other associates attempted to snatch a gold chain from a person, who was walking on the pavement. In the meanwhile they were intercepted and caught by the police on the spot. 2. Naveen @ Bhola S/o Baljeet Singh R/o D-211, Rajendra Park, Nangloi Delhi was born on 7.04.1991 in village Juhamara Sonipat, Haryana. Later he came in Delhi with his parents and started residing at D-211 Rajendra Park, Nangloi Delhi. He studied up to 12 th class from Nangloi and there after he completed the graduation from the Delhi University through correspondence course. He is doing the mobile repairing at Hi- Tech comp. Peera Garhi, Delhi. 3. Rahul @ Punjabi S/o Late Sh. Tilakraj R/o H. No. B-100, Gali No. 5, Kamruddin Nagar, Nangloi Delhi. The accused was born at his native place Jammu City, J & K in 1991. His family came in search of work to Delhi. He got education from Govt. School Multan Nagar. He studied up to B.A. 2 nd year from Multan Nagar and came into contact with bad elements and started committing crime. On 9.05.11 he was arrested in case FIR No. 137/11 U/S 25/27 Arms Act PS Aman Vihar, Delhi. RECOVERY MADE 1- One Motor Cycle No. DL8SAP5807, TVS Apache (Yellow Colour) stolen from PS Nihal Vihar area. INCIDENT On 05/10/12 at about 6:30 AM while Ct. Harish Chander PS Uttam Nagar was coming after delivering the Dak from Rajouri Garden Police Station. When he reached near Distt Center Janak Puri, he heard the commotion. He saw that three persons on a bike attempted to snatch the chain of a person who was walking on the pavement. He along with that person (Ramesh Nakhwal) chased the snatchers and ultimately the bike collided to a Honda City car No. DL7CF2658 near C-2 Block, Janak Puri. INCIDENT

On 05/10/12 at about 6:30 AM while Ct. Harish Chander PS Uttam Nagar was coming after delivering the Dak from Rajouri Garden Police Station. When he reached near Distt Center Janak Puri, he heard the commotion. He saw that three persons on a bike attempted to snatch the chain of a person who was walking on the pavement. He along with that person (Ramesh Nakhwal) chased the snatchers and ultimately the bike collided to a Honda City car No. DL7CF2658 near C-2 Block, Janak Puri. All the three accused fell down and they tried to flee from the spot. Two persons were caught with the help of public but one manged to flee from the spot. 1. Amit @ Ajay S/o Mukhtyar Singh R/o H. No. 77, Ext. 2B, Nangloi Delhi, 2. Naveen @ Bhola S/o Baljeet Singh R/o D-211, Rajendra Park, Nangloi Delhi were arrested and a case FIR No. 255/12, U/S 379/356/511/34 IPC , PS Janak Puri was registered.

TEAM

A team was constituted under under the leader ship of Inspr. H. S. P. Singh (SHO/Janak Puri) along with SI Ghanshyam Kishore, HC Kamal 976/W, and HC Bijender No. 1653/W and over all supervision of ACP/Vikas Puri Shri Parkash Chander Mann and investigation of the case was taken up. During investigation the 3rd accused Rahul was also arrested.

INVESTIGATION :-

During the course of investigation they revealed that they had stolen the Motor Cycle from PS Nihal Vihar area on the intervening night of 4/05.10.2012 and a case FIR No. 213/12 U/S 379 IPC, has been registered. A case vide FIR No.

137/2011 Dt. 10.05.11 U/S 25/27 Arms Act PS Aman Vihar, was earlier registered against accused Rahul.

INCIDENT

Keeping in view the increasing incidents of snatching in the area and forth coming festival season, ACP Tilak Nagar Sh. Vineet Kumar had issued directions to monitor criminal record of active criminals in Delhi. He had specifically directed the SHOs to ensure safety in market areas and especially in the weekly markets. In compliance of the directions, SHO Hari Nagar Sh. Jagjit Singh constituted a team of SI Ugesh Kumar, I/C PP Hari Nagar, ASI Virender Kumar, HC Kalam Singh, Ct. Ajeet Kumar, Ct. Manohar Lal and Ct. Devender to work out the strategy and develop information regarding the active

criminals who are operating in the area. The Police Team started a drive of verification of active criminals as well as the timings of crime. The Police Team observed that Snatchers and active criminals generally target ladies in the late night hours in weekly markets. On 04.10.2012 at about 10.30 PM the police team was present in Thursday market at Ghanta Ghar, Hari Nagar. They noticed a black color motorcycle on which two persons were sitting in suspicious condition. When the police team got glance of it, they noticed that number plate of the motor cycle was tilted. It raised sufficient suspicion about them. Snatchers generally commit crime on motorcycle with defective number plates. The Police Team tried to stop the motorcyclists. They tried to escape. In this scuffle, their motor cycle fell down. One of them was overpowered, whose name was identified as Mukhtiyar Singh @ Babu s/o B-7, Gali No.3, Shushil Garden Mandoli, PS Harsh Vihar. On his search a loaded Pistol with live Cartridge was recovered from his possession. Had the Police Team not been vigilant, they would have harmed the police officials. Because in the past he was involved in many cases of attempt to murder. A case vide FIR No. 361/12 u/s 25.54.59 Arms Act has been registered against him. On his sustained interrogation, he revealed that he has been active in crime since the year 2000 and a number of cases are registered against him. The Police Team was stunned when it checked his record. He was involved in more than 26 heinous cases registered all over Delhi.

The person who managed to escape has been identified as Sonu of Mandoli Khadda Village. Accused was produced in the court and his 2 days Police Remand has been obtained from the court. Investigation of the case is in progress. Police is investigating to find out the source of supply of illegal Fire Arm.

GANG OF NOTORIOUS ROAD ROBBERS CUM SNATCHER CUM AUTOLIFTER BUSTED

Staff of Police Station Moti Nagar busted a gang of notorious Road cum Robbers cum snatchers cum auto lifters. The gang is headed by one dreaded criminal Rajesh @ Raju. The kingpin Rajesh @ Raju has gone jail many times in heinous cases (i.e Two murders and many robberies etc.) The gang was very much active in the area of West District and was planning to commit a big robbery. One gold chain, one discover motorcycle, One loaded country made pistol, one button activated knife, two mobile phones were recovered. More than one dozen incidents of Road Robberies snatchings and MV Thefts have been solved.

INFORMATION AND OPERATION

Keeping in view the incidents of road robberies and snatchings on the knife point in West District., Inspector Rajkumar/SHO Moti Nagar was assigned the task to collect intelligence about the gang indulged in these types of crimes. Team of Police Station Moti Nagar visited various scenes of crime. An information was received by SHO Moti Nagar, about a gang of notorious road robbers cum autolifters which was very active in the area of West District and committing robberies and snatchings on stolen motorcycle. This gang is headed by one dreaded criminal namely Rajesh @ Raju who has gone to jail many times in heinous cases. It also came in notice that the gang had committed a robbery and a snatching in the area of PS- Moti Nagar. The sensitive incidents have raised sense of insecurity among the general public. SHO/Moti Nagar with his perfection in developing criminal intelligence alongwith his team zeroed down the involvement of the accused persons. On this information, sources were deployed to collect information about their latest activities. Information was collected and their probable hideouts were checked but they were found absent. On 05.10.2012, specific information was received to SHO/Moti Nagar that two gang members will come near Shadipur fly over on a stolen motorcycle at about 02.50 PM. On this information, a raiding party   under the supervision of Shri Eish Singhal ,ACP/ Rajouri Garden consisting of Inspector Raj kumar/SHO Moti Nagar, ASI Ishwer Dayal, HC Sunil, HC Rishal, HC Narendra, HC Mehtab, HC Randhir and Ct Joginder, Ct Junaid & Ct Harikesh was constituted  and a trap was laid near Shadipur Fly Over. At about 2.50 PM, two boys came on a discover motorcycle , on the instance of secret informer they were apprehended by police party. They disclosed their names as (1) Rajesh @ Raju s/o Baldev Raj and Ajay Kumar @ Vijay @ Kandi. They

were asked to show the documents of above said motorcycle but they could not show any document . On enquiry the above said motorcycle was found to be stolen from the jurisdiction of PS- Prashant Vihar. On interrogation, they disclosed the robbery of the cash on Zakhira Fly Over in the area of PS Moti Nagar and more than one dozen incidents of road robberies, snatchings and autoliftings. On their instance robbed jewellery and mobile phones were recovered. With their arrest, other cases of West District have been solved

INTERROGATION AND MODUS OPERANDI

During interrogation Rajesh @ Raju disclosed that he belongs to poor economical background and is illiterate. He came in contact with bad company of society. later, he started working as a labourer for his livelihood. He had to work hard to earn. Even after working very hard he could not create a balance between their earnings and expenditure. This pressure and lust of money attracted him towards crime and he started to commit road robberies and snatchings. With this act he started earning good amount of money without working hard and thus took this as a profession. Ajay Kumar @ Vijay Kumar @ Kandi belongs to poor economical back ground. He studied up to 7 th standard and came in contact of the bad elements of the society. He was not satisfied from his income. He started committing petty offences in the beginning. He came in contact with Rajesh @ Raju and was very impressed with his lifestyle and joined his gang. They used the stolen motorcycle to commit crime.

COPS GET TRAINING ON ROAD SIDE TRAUMA SAFETY MANAGEMENT

A workshop on ‘ROAD SIDE TRAUMA SAFETY MANAGEMENT’, a

collaborative approach by Apollo Hospital and Delhi Police (South-East District), was organized in the Auditorium of Apollo Hospital, Delhi on 6.10.12 at 13.30 Hrs. Shri Ajay Chaudhary, Addl. Commissioner of Police, South-East District, Shri Jai Deep Gupta, Managing Director, Apollo Hospital, Dr. Sudheer Tyagi, Senior Consultant (Neurosurgery), Apollo Hospital, Dr. Mohammed Husnain Reza, Apollo Hospital along with other doctors and paramedics were present in the workshop. Inspectors (10), Sub-Inspectors (18) and other police personnel (70) from the 17 police stations of South-East District attended the training/workshop.

The workshop was oriented to ‘First Attention’ to be paid to a victim/injured of road side accident. Since the police is usually the first point of contact in case of a Road Accident, Doctor Husnain Reza explained them how to attend a victim at the spot. The general perception amongst many people is that taking a victim to the hospital immediately is of vital significance. However, how a victim is lifted and transported from the spot to the hospital is also equally important. This he explained with the help of dummies. Mishandling of a victim may aggravate the injuries, particularly those of spine and neck etc.

Shri Ajay Chaudhary, Addl. CP/SED thanked the doctors and management of the Apollo Hospital for organizing this workshop.
