Purpose of the Readiness Assessment

To provide Teachers and Parents with

information to address the readiness needs of each student, especially by identifying Language and Literacy needs, so teachers can plan for small groups and to individualize as well as to involve the parents in meeting each child’s needs.

Additionally, decisions can be made as to whether further diagnostic assessment is needed.

Readiness AssessmentReadiness Assessment in Read to Succeed Legislation S.516, Section 59-155-150• For every student entering a publically funded 4K and

every student entering a publically funded 5K– Public school and Private Child Care Centers with

CDEP programs which are overseen by First Steps• Will be funded by SCDE with designated EIA funds• 2014- 2015 Assessment - Language and Literacy

– Administered by the 45th day of school• We recognize the Challenge of the timing - to administer

the assessment within first 45 days of enrollment5

Readiness Assessment Timeline• EC Stakeholders provided input for the assessment

characteristics for the Request for Proposal (RFP) • The Request for Proposal (RFP) – approved by State

Board of Education on July 9, 2014• “Off the Shelf” Assessment – to be procured by Budget

and Control Board procurement process• The RFP has been posted and there is a meeting next week• A Review Panel will score the assessments from those

submitted• Estimated date of knowing the assessment tool selected is

early September???

Read to Succeed Legislative Intent which Impacts Early Childhood

• Pre-K is to be included as part of the Comprehensive State Literacy Plan, as well as District, and School Literacy Plan

• State Literacy Plan - Opportunity for Input

• To go to State Board of Education for approval – November

• Districts / Schools to start work on Literacy Plans for 2014-15.

Read to Succeed Intervention Requirements

• 4K and 5K Students with Language and or Literacy learning needs identified

• Schools submit applications to SCDE • Must be Licensed by DSS with at least

The CDEP program priority is to serve economic at-risk

children first. DOCUMENTATION FOR PROOF OF:

Enrollment

3.1 Enrollment Maintain a Waiting List

If by October 1st, there are any openings and it is verified that 75% of income eligible children in district are enrolled, schools may enroll pay-lunch students who meet the at-risk requirements on the DIAL-3 or DIAL-4.

Attendance

3.3 Requirement to provide 6.5 hours a day for 180 days per year. Children are expected to attend regularly for the full instructional day. Attendance requirements need to be explained to parents.

Written absence excuses required

Children are allowed a maximum of 10 unexcused absences per year.
