Sealed tenders are invited from reputed and professional service providers/ contractors who have proven experience in relevant field for undertaking (i) house keeping and maintenance of SDSC SHAR Guest Houses Complex and Aryabhatta Guest House and (ii) providing catering services in the Guest Houses Complex and also at the Arayabatta Guest house canteen located in the Satish Dhawan Space Centre SHAR (SDSC SHAR) at Sriharikota, for a period of 2 years. 02. 03. The scope of work under the contract shall be in the following parts: PART- A House keeping / general maintenance of Guest House Complex (Kalpana GH and Rohini GH and Bhaskara GH). PART- B House–keeping of GH dining and kitchen of GH Complex. PART- C Providing catering services from the base kitchen in the Guest House complex including cooking, serving and maintenance. PART-D House Keeping/general maintenance of Aryabhatta Guest House Complex. PART-E Providing catering service at the Aryabhatta Canteen including cooking, serving and maintenance. 04. (Annexure-C & Annexure-D) 08. All parts of the work together are treated as single composite quotation contract and should be quoted in full. SATISH DHAWAN SPACE CENTRE, SHAR, Sriharikota, has a Guest House Complex consists of VVIP Suit, VIP Suits, two-bedded rooms, Kitchens with dining hall, VVIP Dining hall, Lounges, VVIP Conference Halls and recreation rooms.

01. Sealed tenders are invited from reputed and professional service providers/

contractors who have proven experience in relevant field for undertaking (i) house keeping and maintenance of SDSC SHAR Guest Houses Complex and Aryabhatta Guest House and (ii) providing catering services in the Guest Houses Complex and also at the Arayabatta Guest house canteen located in the Satish Dhawan Space Centre SHAR (SDSC SHAR) at Sriharikota, for a period of 2 years.

02. 03. The scope of work under the contract shall be in the following parts:

PART- A House keeping / general maintenance of Guest House Complex

(Kalpana GH and Rohini GH and Bhaskara GH). PART- B House–keeping of GH dining and kitchen of GH Complex. PART- C Providing catering services from the base kitchen in the Guest House

complex including cooking, serving and maintenance. PART-D House Keeping/general maintenance of Aryabhatta Guest House

Complex. PART-E Providing catering service at the Aryabhatta Canteen including

cooking, serving and maintenance.

04. This Centre (SDSC SHAR) reserves the right to extend the contract for one more year, after expiry of the initial period of the contract, in terms of the provisions of the agreed contract. Similarly, the Centre reserves the right to terminate the contract, at any time, if the services provided by the contractor is found grossly inadequate or in stark violation of the contract and it shall not be subject to any litigation.

05. Rates for providing the above services may be quoted in the prescribed table indicated at

item No. 7 of the General conditions mentioned below along with the detailed work plan, indicating the staff deployment, qualification of personnel etc.

06. As far as operating the kitchen and catering requirement in the Guest House (Part-C) is

concerned, contractor shall submit operational plan (including staff deployment plan, qualifications etc.) in the format enclosed and also the intended selling rates for the menu requested. (Annexure-A & Annexure-B)

07. As far as operating the kitchen and catering requirement of running the Aryabhatta canteen

(PART-E) is concerned, contractor shall submit operational plan (Including staff deployment plan, qualifications etc.) in the format enclosed and also the intended selling rates for the menu requested. (Annexure-C & Annexure-D)

08. All parts of the work together are treated as single composite quotation contract and should

be quoted in full. The quotation should clearly indicate the quoted amount per month separately for the following works as per the table at item No. 7 under General conditions.

a) Charges of house keeping of the Guest House complex (KGH, RGH & BGH) b) Charges of house keeping of the Guest house complex dining and kitchen. c) Charges of house keeping of the Aryabhatta Guest House Complex (AGH)

09. The contractor should provide catering and related services at the Aryabhatta canteen and also in the main kitchen in the Guest House complex as per mutually agreed terms and rates. For this, he may submit his staff deployment plans and other requirements. All basic essential items including the kitchen vessels, crockery, cutleries etc., shall be provided by SDSC SHAR for use by the contractor. However, he shall be fully responsible for proper use and the safety of the items.

10. The quotations should be submitted in a sealed cover supercribed “Offer for service

contract for the maintenance of Guest House Complex and Arybabhatta Guest House Complex and catering services”.

11. The envelope should be addressed to “Head, Purchase and Stores, Satish Dhawan Space

Centre, SHAR, Sriharikota Range PO-524 124, AP. The same may either be sent by registered post or personally dropped in the tender box placed at the Public Relations Section, P&GA-II Division in this Centre. Quotations received after the specified date and time will not be opened or entertained.

II About Satish Dhawan Space Centre (SDSC SHAR)

01. SDSC SHAR is India’s prestigious and world-renowned Satellite Launching Centre located at Sriharikota, Nellore Dist. Andhra Pradesh. Sriharikota is situated at 100 KM equidistance from Chennai, Nellore and Tirupati. Nearest Railway Station is Sullurupeta on Chennai-Vijayawada rail route, which is about 17 KM from Sriharikota by road.

02. During launch campaign periods and such other special occasions, the Guest

Houses shall be full to its capacity and the dining requirements shall be for about 400 to 500 persons per day.

Campaign period last for two months launch considering 4 to 5 launches with average occupancies as follows:

50 - 60% occupancy : 5 months per year 100% occupancy : 4 months per year 20 – 30% occupancy : 3 months per year ( Non-campaign period ) There may be fluctuation in this. 03. Dining requirement will be inline with occupancy in addition GH will have to cater for snacks and working lunch for meetings conducted during the campaign period.

III SCOPE OF WORK

PART- A : HOUSE KEEPING/GENERAL MAINTENANCE OF BHASKARA GUEST HOUSE, KALPANA GUEST HOUSE AND ROHINI GH

SDSC SHAR Guest House complex includes Kalpana Guest House (38 rooms & 5 suits), Rohini Guest House (96 rooms) and two kitchen attached with dining hall, VIP Dining hall, 02 lounges, Conference Hall (100 member capacity) etc. Central/ State ministers, VVIPs, Senior Scientists both from the Country and abroad visit the Centre and are lodged in the Guest House quite often. Large teams of eminent foreign Scientists/visitors also stay in the Guest House frequently. Therefore, the minimum standard of service demanded shall be as given in the Annexure. 2. CLEANING a) DAILY (INCLUDING SUNDAY AND ALL HOLIDAYS):

All common areas viz Staircases, Corridors, Lounges, Store Rooms, Office Rooms, Conference Halls, Dining Halls, Kitchen, Toilets.

- All occupied rooms including the attached bath/Toilets. - Setting/Re-setting of the linen in all the occupied rooms. - Cleaning of dustbin in all the occupied rooms, common areas. - The floors of all the rooms, corridors and passages shall be cleaned with disinfectants and

regular mopping. - Cleaning of toilets in the occupied rooms, common toilets and bathrooms is to be done with

disinfectants. b) ONCE IN THREE DAYS: - Cleaning of the unoccupied rooms inclusive of Toilets/Bath rooms with disinfectants. - Removing/cleaning of wastes around the Guest house Complexes - Removing of micro dust formed in the beds and either side of the cots. c) ONCE IN A WEEK:

- Removal of roof cobwebs in all the areas. - Washing of common areas and passages. d) Cleaning Materials: Procurement and dispensing of all the requisite cleaning materials like

liquid soap, Phenol, acids, Harpic etc., cleaning tools like broomsticks, mopping sticks, floor wiper and disinfectants like Odonil, Naphthalene balls, room fresheners, tissue papers etc., shall be procured and provided by the Contractor. Bills of the items purchased shall be submitted to the concerned Officer-Incharge for verification and confirmation of the items having been procured and actually used. The items in stock and use by the Contractor shall be subjected to constant check by Administrative Officer, In-Charge, Guest House of SDSC SHAR. Naphthalene balls, Odonil cakes etc., shall be placed in the toilets and replenished regularly by the contracting agency under proper record.

i. Sample soap, shampoo shall be provided for each occupant in the GH rooms.

NOTE: List of items to be used with the quantity shall be submitted in an annexure while submitting the techno commercial bid.

e) Furniture and fixtures: All the items of furniture, fans air-conditioners and light fittings,

water coolers etc., located in the Guest House complex shall be cleaned regularly and kept clean all times.

f) Inventory: A proper Inventory of all the equipments, fittings and furniture, linen etc., which

are placed at the direct charge and custody of the contractor for use and care shall be maintained by the contractor. For any short falls noticed during the period of the contract, replacement value of the item shall be recovered from the amount payable to the contractor by SDSC SHAR

g) Proper care for electrical ad other fittings, fixtures and furniture shall be ensured. h) The contractor has to specify along with their quotation the number of work force

intended to deploy per month of the year. i) Complaints registration and follow up for fault rectification with the concerned Divisions of the Centre listed below: Civil, Elecl. & A/C - Civil Engineering & Mtc. Divn.(CMD) Public Health/sanitation - Medical & Public Health divn. External bush clearance - E F & H Division 3. RECEPTION : a) Reception assistance on a two shift basis (0600-2200hrs) (One Receptionist and one

Attendant boy each per shift) separately for Bhaskara GH, Kalpana GH, Rohini GH and Aryabhatta GH for extending all support to the guests on all days in a year.

b) On demand by SDSC SHAR, reception assistance shall be provided during third shift (2200

hours to 0600 hours) also for which additional charge proportionally will be paid. This shall be on need basis, when called for by SDSC SHAR.

c) Room rents shall be collected by the contracting agency in the prescribed bill books provided

by SDSC SHAR. Rent colleted shall be remitted to SHAR Accounts at the commencement of the next working day, after scrutiny and checks by SDSC Officers/Supervisor. Bills/cash receipts must be promptly issued to the guest.

4. NIGHT SERVICE: The contractor shall provide night services between 2200 hrs – 0600 hrs. on all days in a year.

Services shall include (i) prevention of unauthorized entry (ii) any assistance to the inmate’s o f the Guest House in the complex.

a) Night service staff shall be available in Kalpana Reception Desk for assisting guests in BGH/KGH/RGH.

b) Periodical surveillance of guest house complex will be carried out by this staff during his duty hour’s minimum one surveillance round per hour during his shift time.

5. LINEN & TOWELS : a) All linen items viz bed sheets; pillow covers, towels etc will be provided departmentally,

separately for the Guest House Complex and Aryabhatta Guest House Complex. The items allotted for the Guest Houses are not inter-changeable and should not be mixed up. Therefore, these should be properly marked by use of indelible ink.

b) Holding and accounting of linen items is the responsibility of the Contractor. The

Contractor’s personnel and the SDSC SHAR representative shall carry out jointly physical verification of the stock items in the custody of the Contractor monthly and submit a report to Head, PGA-II.

c) Changing of Linen and Towels in the room shall be as follows: - As and when a new Guest arrives and occupies a bed - Once in three days for a guest who is continuously lodged for long period. 6. To enable the contractor to submit his quotation for the scope of work defined above

rudimentary details like number of rooms, common areas, occupancy details during a year are provided below:

Campaign period last for 4 months in all considering 4 to 5 launches per year in all, it is expected that there will be 50 - 60% occupancy for 5 months per year 100% occupancy for 4 months per year During Non-campaign (regular) period 3 months occupancy will be 20 to 30% in BGH, KGH and RGH.

d) To undertake and execute the above work, contractor shall submit the work plan with staffing

details.

NOTE: The contractor shall take into account point No. 6(c) of PART A while submitting quotation.

PART B – HOUSE KEEPING OF DINING HALLS AND KITCHENS OF GUEST HOUSE COMPLEX. 1. A well-equipped kitchen with fully furnished dinning hall is also available in the Bhaskara

Guest House building. This shall be the centralized dining hall for the entire Guest House complex. In addition to the catering requirement of the guests staying in the Guest House, the contractor will be required to attend to the refreshment/catering requirements for the various conferences, seminars and emergency meeting etc. During non-launch periods, the average occupancy of the Guest Houses in all will be around 25%. In addition to this, there will be official meetings, Conferences etc. almost every day for which also, the Contractor shall be required to meet the catering requirements.

2. The Scope of work is the same as items mentioned at (2) (3) (4) & (5) of Part-A. The

quotation should contain the Contractor’s staffing plans and such other details separately.

PART C: KITCHEN/CATERING SERVICES IN THE GUEST HOUSE 1. The minimum standard of upkeep of the kitchen/dining/ catering should be similar to that of

THREE STAR RATING as accredited by ITDC, Ministry of Tourism, Govt. of India. 2. The new kitchen and the dining hall envisages centralized dining facility for all the guests

lodged in the three blocks of the Guest House viz Bhaskara GH, Kalpana GH and Rohini GH. In this respect, SDSC SHAR proposes to run the catering on contract basis. The Contractor shall run the catering with high degree of standard, hygiene and cleanliness as mentioned above. He shall prepare and serve food as per mutually agreed menu and tariff. All infra- structure facilities like fully equipped kitchen with all modern facilities , furnished dining hall, lounge and recreation rooms, utensils, water coolers, wet grinders, cold rooms, refrigerators, fly catchers, crockeries, cutleries, electricity for illumination purposes, door mattress etc shall be provided by SDSC SHAR. Electricity used for kitchen purposes shall be separately metered and charged from the contractor. All provisions , groceries, vegetables etc. shall be procured and arranged by the contractor himself. Manpower like cooks, service boys, receptionists, housekeepers etc. shall be engaged and arranged by the contractor himself. The Contractor’s employees should be in decent uniforms supplied by the Contractor. They should be free from all contagious diseases and should be medically declared fit to undertake food handling. Their medical report should be submitted to the AO/PR, P&GA-II, SDSC SHAR every six months. Only those who are medically declared fit shall be allowed to work in the catering department.

a) During non-launch periods The average number of lunches and dinners served are approximately 50 to 100 during non-

launch period. In addition to this, the caterer has to undertake special requirement such as seminars and meetings which shall be almost daily and the requirements shall be for tea with snacks, high-tea, lunch, dinner etc., the number of which may vary between 100 to 150 per day. In few days, such requirement may go up to 300 also. The contract or shall be required to meet these requirements also.

b) During launch periods (approximately eight-ten months, four to five launches in a year) During launch periods, the average number of breakfast, lunch and dinner may be

approximately 500 per day. In addition to this, depending on the contractor’s performance and capabilities, he may be required to extend catering services to the various launch operational staff for 3-4 days before the launch day and special catering for VVIPs etc on the launch day, as per pre-approved menu and tariff. The number of such special catering shall be approximately as under.

c) Responsibilities: - Providing Morning bed tea, break fast, lunch, evening, snacks and dinner matching the

demand from the Guests staying in the Guest House complex. - Generally South Indian food shall be prepared and served. However, on demand, the

Contractor should be able to prepare and serve non-vegetarian, continental and asian dishes etc., also.

- Normally room services are not contemplated; but on demand from SDSC SHAR, room

service may also have to be undertaken by the Contractor, selectively. - Upkeep of the kitchen premises including the surroundings, keeping hygiene and cleanliness

all the time, timely disposal of kitchen waste in a well regulated manner, keeping the dining hall and other areas clean, tidy, and up to date condition, removing of cob webs etc.

- Serving of the food items at the approved rates. The contractor has to quote his rates for

various food items listed in Annexure-B taking into account all the prevailing cost elements plus his profit margin. The rates offered by the Contractor shall be reviewed, negotiated for revision, if necessary, and approved by the SDSC SHAR for implementation. After approval, any revision sought by the contractor during the currency of the contract need to follow the same approval procedure as followed at the commencement of the contract.

PART D – HOUSE KEEPING ACTIVITIES IN THE ARYABHATA GUEST HOUSE

1. SDSC SHAR Aryabhatta Guest House is housed in three permanent buildings and located

inside Sriharikota. Total number of rooms in the Aryabhatta Guest House Complex is 121 (87 rooms in one block and 34 rooms in another block and 4 dormitory rooms 14 beds capacity). 4 dormitories. All rooms are attached and air-conditioned.

2. The Aryabhatta Guest House principally provides accommodation for ISRO Officers and

Scientist, while the dormitory provides accommodation for ISRO Operational personnel. If spare capacity is available, accommodation is provided for non-ISRO personnel based on the need. The accommodation requests are processed by authorized personnel of SDSC SHAR. Average occupancy of the Aryabhatta Guest House and dormitory during non-peak period is about 150 persons. Peak period occupancy of the Aryabhatta Guest House and dormitory is approximately 90%.

3. To meet the catering needs of the hostel inmates and the colony residents, a well-furnished

canteen exists in the Aryabhatta Guest House complex. Overall layout of the Aryabhatta Guest House complex is enclosed for the ready reference of the tenderer.

PART E – CATERING SERVICE AT THE ARYABHATTA CANTEEN 1. Aryabhatta Canteen (A/C) is housed in an exclusive building in the Aryabhatta Guest House

complex at Sriharikota. The Aryabhatta Canteen has a fully furnished dining hall and attached kitchen. Dining hall can accommodate 100 persons at a time. Tables and chairs in the dining hall, stainless steel plates, glasses, serving/cooking vessels etc., needed for cooking and serving are provided by SDSC SHAR.

2. The canteen shall meet the breakfast, lunch and dinner requirements of the Aryabhatta Guest

House inmates and also cater to the other colony residents’ requirements. Sriharikota houses a large residential complex with 1500 quarters inside the campus. ISRO employees and CISF employees reside in these quarters with their families.

3. Average number of lunches and dinners sold are approximately 150 during non-launch

period. Few days in a month the demand for lunches and dinners will go up to 300. During peak periods, the average number of lunches and dinners may be approx. 400. Break fast requirement is also around 400.

4. Based on the competence of the service provider, official lunches/dinners and breakfasts

during launch campaigns may be ordered by the Centre on official account. 5. SDSC SHAR will provide the canteen building for the contractor to organize canteen. All

necessary kitchen item like utensils, grinders, rice cookers, dining hall requirements like SS plates, tables, chairs, illuminations, fans, pesto flashes, water coolers, treated water for cooking, drinking and cleaning, etc shall be provided by SDSC SHAR. The dining hall capacity is around for 100 persons at a time. Maintenance for all the furnishings provided by the department.

6. The responsibilities of the contractor shall generally be as under: - Providing Morning tea, break fast, lunch , evening snacks and dinner matching the demand

from the hostel inmates and the other colony residents. - Upkeep of the kitchen premises including the surroundings, keeping hygiene and cleanliness

all the time, timely disposal of kitchen waste into the earmarked dustbins, keeping the dining hall and other areas in clean, tidy, and up to date conditions, removing of cob webs etc shall be the responsibility of the contractor.

- Serving of food items at the departmental approved rates. The contractor has to quote his

rates for various food items listed in Annexure-D, taking into account all the prevailing cost elements. The rates offered by the Contractor shall be reviewed, negotiated for revision, if necessary and approved by the SDSC SHAR for implementation. After approval, any revision sought by the contractor during the tenure of the contract need to follow the same approval procedure as followed at the commencement of the contract.

IV GENERAL

01. The Contractor shall deploy adequate number of staff members to complete the work during

non-launch and launch campaign periods. The staff deployed by the contractor should fulfill the requisite educational qualifications and experience as indicated in Annexure A & C. He should indicate his staff deployment plans for carrying out the job, separately for non launch and launch periods.

02. Accommodation and transportation for the staff employed by the contractor shall be the sole

responsibility of the contracting agency. However, single room quarters (type A) may be provided on payment basis subject to availability by the SDSC SHAR

03. Entry permit for the staff deployment by the contractor shall be issued by SDSC SHAR. For

this, contractor shall submit a certificate of verification of antecedents by the police Department in respect of personnel engaged by him in performance of the contract.

04. Periodical and surprise inspection of the registers, inventory, bill books etc will be made by

SDSC SHAR Centre’s authorized personnel besides inspecting quality of the Servicing Agency. Inventory shall be maintained by them properly and the items issued to one area is not transferable to other areas (viz. from AGH to Other Guest houses etc) and vice- versa.

05. The Contractor will be solely responsible for adherence to all the security provisions of

SDSC SHAR complex as far as his employees are concerned. Any violation of these provisions and indiscipline/agitation by his employees when they are inside the Centre complex will be the sole responsibility of the Contractor and resultant liabilities/damages will be borne by the Contractor. SDSC SHAR will have the right to advise the Contractor to terminate the services of any employee for any violation of security provisions and or for in disciplined / violent behavior, agitation, instigating other peaceful workers etc., and the same will be complied with by the Contractor.

06. The Contractor shall submit periodical reports regarding the functioning to Head PGA-II in

the formats prescribed and in such frequency as may be required. 07. QUOTATION:

The quotation should be submitted as per the format given in Annexure-F.

It may be noted that amount shall be the average monthly sum inclusive of peak and non-peak periods in a year. The overall total price will be taken as the basis for identifying the lowest tender.

If the tenderer desires to mention any points with regard to the scope of work under PART-C

and PART-E, the same may be done separately with all relevant details.

08. PAYMENT TERMS: a) Payment will be on monthly basis at fixed rate for the house keeping services and catering

services during the month. Certification by the authorized Administrative Officer, Public Relations, P&GA-II is needed for the reimbursement of the bill. Pro-rata recovery in respect of services not rendered will be effected from the monthly payments due to the Contractor.

b) The Persons engaged will be paid monthly by the Contractor strictly in accordance with

statutory Rules. All statutory requirements under the Contract Labour Act provisions, and any other such acts as applicable to these labourers including documentation, maintenance of records etc., will be complied with and will be the sole responsibility of the Contractor to the entire satisfaction of the Labor Commissioner. Any liability/compensation disputes, arising out of employment by the Contractor, under any act/ statutory provisions will be the sole responsibility of the Contractor and SDSC SHAR will not in any way be liable or responsible by any means whatsoever.

c) Contractor should pay the minimum wages statutorily applicable, from time to time to the

staff engaged by him on monthly basis in the presence of a representative of the SDSC SHAR latest by the seventh of the following month, positively. In addition contractor should ensure statutory payments like EPF, Leave salary, ESI gratuity, bonus etc., as applicable as per the Government Rules /Acts for the employees.

d) The acquaintance of the previous month shall accompany the bill for release of the payment

for the following month. e) There will be no increase in the contractual amount payable to the Contractor even if the

Government revises the rates of minimum wages for unskilled workers during the currency of the Contract.

f) All the statutory payments according to the State/Central laws/Acts in respect of the staff

engaged by the contractor will be the sole responsibility of the Contractor and he shall maintain all such records, and up date for verification by SDSC SHAR authorities and the State/ Central regulatory agencies.

g) The Contractor shall be liable to provide a bank guarantee for a specified amount, which will

be finalized at the time of signing of the Contract. h) If the party likes to visit SDSC SHAR before giving quotation, he/she may visit SDSC-

SHAR Guest Houses with prior intimation to the Head, P&GA-II and Admn.Officer, Public Relations, P&GA-II (Ph.086 23 225071, 08623 225033)

TERMS AND CONDITIONS:

1. DEFINITIONS: 1.1 The term “Department” shall mean the President of India or his successors or

assigns in this case represented by the Head, purchase & Stores, SDSCSHAR, Government of India, Department of Space, Sriharikota Po 524124,Nellore Dist (A.P).

1.2 The terms “Contractor” shall be deemed to include the contractor’s successors,

representative, heirs, executors and administrators unless excluded by the contract. 2. SCOPE OF WORK :

Service contract for House Keeping, Cooking service, Reception Assistance and miscellaneous works for Range Guest House and Guest House Annexe as per details given in Annexure “A” . The contractor have to specify along with their quotation the number of work force intended to deploy per month of the year.

3. SERVICE CHARGES:

The charges for the scope of work detailed at Clause 2 above is as follows: Sl.No.

4. TERMS OF PAYMENT:

4.1 The charges for the scope of work as indicated at Clause 3.1 will be paid on monthly basis, based on Certificate by Admn.Officer, Public Relations to HEAD, P&GA-II.

4.2 The Contractor shall submit his monthly bill for items listed above at Sl.No.3 to Head, P&GA-II, duly certified by AO/PR/SAO/PR. The bills will be forwarded to Accounts Officer, Bills and settled within 5 working days from the date of receipt in Accounts Section.

4.3 The Department reserves its right to withhold payment if the services are not satisfactory during the period.

4.4 Income Tax as admissible with surcharge thereof will be recovered on the bill value and TDS Certificate will be issued by the Accounts Officer to the Contractor.

5. SECURITY DEPOSIT: The contractor shall deposit an amount of Rs. 5,00,000/-(Rupees Five lakhs only) towards Security Deposit for faithful execution of the contract in the form of demand Draft drawn in favour of Accounts Officer, SDSC SHAR on State Bank of India payable at Sriharikota. SDSC SHAR shall hold the Security Deposit till satisfactory execution of the contract and it shall refund the deposit amount to the Contractor within one month after completion of the contract subject to recovery of dues/damages, if any.

6. The persons deployed by the Contractor for execution of this contract shall work in two

shifts of normal operation i.e, 0600 hours to 1400 hours and 1400 hours to 2200 hours with two persons for Night Service from 2200 hours to 0600 hours.

7. The Centrer reserves the right to increase/ decrease the requirements of service based on

the exigencies of work. The Contractor should provide additional services at mutually agreeable rates in case of necessity during launch Campaign, VIP/VVIP visits etc.

8. The services of contractor are required on all days irrespective of holidays. In case of

supply of cooking assistance, reception assistance, Contractor shall ensure strict attendance of the accepted deployment. In the event of any unforeseen absence, the contractor shall provide replacements immediately.

9. The workers engaged by the Contractor shall maintain personal hygiene such as cutting

of nails, daily shave, short hair etc. as per norms. The personnel should be well disciplined and polite with good behavior. The personnel deployed for night service should be most reliable, trust worthy, alert and efficient.

10. The Contractor shall ensure that the personnel engaged should wear proper uniform and

shoes while on duty, which will be supplied by the Contractor at his cost. 11.The Contractor shall ensure that the personnel engaged shall undergo medical

examination to ensure that they are free from any communicable disease or any other ailments. The Contractor, if called for, shall produce necessary medical certificates. The Department reserves the right to get medical examination done for the Contractor’s personnel, if necessary.

12. Food/Beverages will not be provided to the Contractor’s personnel at guest House and

the Contractor shall make his own arrangements for the same. 13. Limited accommodation shall be made available to the personnel of the Contractor

subject to availability at SDSC SHAR on chargeable basis. The Contractor shall inform the Department the list of persons with details for this purpose.

14. The standards of services of the Contractor under the scope of this contract shall be of top

quality and not less than those available in a Three Star Hotel.

15. The Contractor shall ensure that the character and antecedents of its personnel are

verified prior to engagement and particulars/bio-data of the personnel along with verification report from a local police shall be forwarded to the department if called for.

16. The Contractor shall not allow or permit his personnel to participate in any trade union

activities or organize agitation within the premises of SDSC-SHAR. 17. RESPONSIBILITIES OF THE DEPARTMENT TO THE CONTRACTOR

UNDER THIS CONTRACT:

All Linen items are made available to the Contractor free of cost for proper maintenance, usage and accountable.

18. The Contractor shall have account for all damaged items and hand over back to the in-

charge of guest House. The contractor shall be held responsible for all damages occurring while handling the furniture, fixtures, Equipments, linen, crockery cutlery etc. except for those resulting out of normal wear and tear.

19. EXECUTING AUTHORITY: 19.1 Head, Personnel and General Administration of SDSC-SHAR will be overall in-charge

for the operation of this Contract. However, Admn.Officer, Public Relations, is authorized for allotment of rooms, occupancy and related maintenance. All the personnel of the Contractor shall report to the authorized Official for the above purpose and they shall work under his control and directing the executing authority of the Contractor. He shall approve appointment of any worker/supervisor/receptionist under the contract.

19.2 The Contractor shall nominate Executing Authority from his side for operation of this

Contract and inform the details of such person to the Department immediately.

20. The fittings, furniture, fixtures linen, crockery etc shall be handed over by the Department to the Contractor. The Department shall prepare the inventory by giving the details of each item and quantity and the Contractor shall take over the same under proper acknowledgement. All items handed over under the acknowledgement by the Department shall rest with the contractor at his risk at sole charge other than accepted risk. Failure of making good of the losses shall be viewed very seriously and the replacement cost will be recovered from the bill of the Contractor. The decision of Department in this regard shall be final and binding on the Contractor.

20 The Contractor shall keep a complaint book for the visitors to record any complaints

On the performance of services and shall produce to the Executing Authority of the Department for perusal and prompt action on such complaints and measures shall be taken to avoid recurrence. It shall be the duty of the Contractor to rectify the shortcomings noted and pointed out. Filing to carry out the rectification will be treated as breach of contract and necessary action taken by the Department as per the terms of the contract.

22. VALIDITY OF THE CONTRACT:

This contract shall come into force with effect from the date of issue of Purchase Order and shall be valid for a period of TWO YEARS. The period of the contract can be extended further for a period of ONE YEAR at the sole discretion of the Department however with the consent of the Contractor at the same price and terms and conditions.

23. CANCELLATION OF THE CONTRACT: The Department reserves its rights to cancel the contract either wholly or in part

during its currency by giving a notice of ONE MONTH in case the service of the Contractor are not satisfactory. From the time of receipt of the written notice, the Contractor shall undertake to observe the instruction of the Department as to the winding up of the contract.

24. The personnel engaged by the Contractor for providing the services as per this contract

shall not be paid wages lower than minimum wages as fixed by the government of India or the Government of Andhra Pradesh as may be applicable to these employees. Documentation, maintenance of records etc and complying with such provision to the entire satisfaction of relevant statutory authority shall be the sole responsibility of the Contractor. Any employment liability, compensation, disputes; benefits etc., of the personnel of the Contractor, Centre shall not be responsible in any manner whatsoever. The contractor shall be responsible for the observance of the various provisions of the Labour Contract Act in respect of local factor/regulations or otherwise he is required to pay the wages in excess of minimum wages during the execution of the work.

25. SECURITY PROVISION: The Contractor and his personnel shall adhere to the security provision of SDSC-SHAR

and it shall be the responsibility of the Contractor to ensure compliance of the provision. The Department reserves its right to demand the withdrawal of any or all personnel of the contractor for reasons of security violence, indiscipline etc., while they are within SDSC SHAR and the contractor shall be bound to implement such demand from the Department.

26. SAFETY OF GOVERNMENT PROPERTY: The personnel of the Contractor shall not involve in any act or behavior that may cause

damage to any of the Government involvement of the Contractor’s personnel. The extent of such damages, losses shall be assessed and the Contractor shall make payment for the loss.

27. The Department shall issue the identity cards for the personnel of the Contractor. The

Contractor shall submit list of personnel giving the name, age etc to the Executing Authority of this Contract. The cards shall be surrendered when no longer required or after completion of the Contract or as and when the period of validity lapses.

28. The Contractor’s personnel shall not involve in any act detrimental to the socio economic

conditions of SDSC SHAR and they should maintain utmost discipline. The probable misleads like alcoholism, drugs and other anti-social activities shall be viewed very seriously and action will be taken as per law.

29 SETTLEMENT OF DISPUTES: All disputes arising out of this contract shall to the extent possible be settled amicably. If

amicable settlement cannot be reached then all disputes shall be settled by Arbitration in accordance with Clause 30 of this contract.

30 ARBITARATION: If any disputes, disagreement, questions arising out of or relating to or in consequence of

the contract or to its fulfillment or the validity of the enforcement therefore could not be settled manually or the settlement of which is not herein specifically provided for, shall refer such disputes to DIRECTOR, SDSC SHAR, SRIHARIKOTA whose decision shall be final binding on both the parties.

31 APPLICABLE LAW AND JURISDICTION: The laws of India shall govern this contract for the time being in force. The courts of

Andhra Pradesh only shall have jurisdiction to deal with and decide any legal matters or disputes whatsoever arising out of contract.
