    Majority of the projects do not have an approvedConstruction Safety and Health Program (CSHP)although the DPWH has issued a Memorandum Circular

    Many of the projects which submitted CSHP to DOLE

    do not have the DOLE approval of their CSHP.

    Cost for the implementation of CSHP is not reflected asa separate pay item in bid tender documents.

    In most projects, designated safety officers have notcompleted the prescribed 40-hr training on constructionsafety.

    It was also observed that many of safety officers inconstruction sites lack technical background related toconstruction works. Issues on fall hazards, machine

    safety, electrical safety are not appropriately recognizedand addressed with technical recommendations.

    In effect, the written CSHP is not properlyimplemented and submission of monthly reports of
