This year, Singapore turns 50. The 50-year mark is a profound milestone for our nation, as it is in the life of any person. 50 marks the coming-of-age for a young state. It is a moment

of celebration – both in remembrance of all that was achieved and in anticipation of all that can be achieved. I myself am a little jealous of Singapore; I too wish I was 50.

Now, you may be wondering how “Engineering Happiness”, as a theme, may be relevant here. Since independence 50 years ago, engineers have played a key role towards the growth, development and ultimately, prosperity of our city. Our engineers have continually been called upon to create innovative design solutions for infrastructural developments in our land-scarce country. We have met many challenges along the way that have at times caused much uncertainty and worry. These challenges cover a wide spectrum – from our usual resource scarcity problems to health epidemics; from economic crises aggravated by globalization to managing strict regulatory regimes. Yet, through it all, engineers have been at the forefront safeguarding the continued happiness for all in Singapore.

If we to look back on how far we have come together, both as an engineer and a nation, we have much to be proud of. But turning 50 is as much about looking forward as it is about looking back. Just as the achievements of our pioneering engineers in the last 50 years fill us with pride, through their boldness and creativity, spearheaded Singapore’s infrastructural development with many renounced landmark projects built in the city. We must now look towards the next 50 years with a confidence that we can continue our important work in engineering Singapore’s continued happiness.

Some new challenges stand in front of us. Firstly, we will need constantly to devise creative and cost-effective solutions to achieve environmental sustainability. We need to work together with our stakeholders to help promote environmental management, and to spearhead campaigns and policies to cultivate eco-mind and engage into business practices, daily activities with Green Engineering Process, Construction sites with green practices and green products.

A second challenge is in productivity. Our economy has performed moderately well in 2014. Growth was at 2.8%, pretty good for a developed state. Real median incomes continue to rise; we have seen a 10% increase over the last five years. Unlike other developed countries, we are not facing mass unemployment or stagnant wages. However, we must do better to improve

President’s Messageour productivity. Otherwise, there may be a detrimental effect in stagnated income levels for engineering consultants - Ang Pao giving during Chinese New Year will become more stressful affairs.

We face many problems here: we see general and technical labour resource shortages coupled with aging Professional Engineers. We see lowered consultancy fees margin coupled with higher operating and insurance costs. So what can we do about these new challenges? Engineers have to continuously upgrade ourselves to stay relevant and be updated on the latest engineering design approaches, technologies, and regulatory frameworks. ACES is in a good position to play such a key developmental role for engineers, and work closely with the various government agencies, and expanding efforts to boost local productivity.

In the impending changes of regulatory frameworks that we are facing including the new requirement imposed on Public Sector Panel Consultants, Design for Safety, Eurocodes, Building Information Modelling (BIM), and Buildability Scores. We have conducted surveys amongst our members, and have numerous dialogues with BCA to discuss our members’ concerns. We need to understand the reasons behind the changes, and managing these. It could impede the ability to improve the engineering consultancy abilities if we failed to understand and adopt all these new changes.

The most common theme that recur in my discussions with our fellow members seeking to drive their business is shortage of competence technical staffs, and low fees. We all know, Singaporean are famous for complaining. However, despite all these complaints, we always have happy ending. Somehow we engineers here are still able to have enough work, and earn a decent living without closing our business. Perhaps we engineers are very good in cost control measures, or playing Tai Chi, and passing our productivity down the line…But for businesses, the bottom-line remains the bottom-line. You have got to make money or you are out of business. If engineers continue to quote low fees, we will not dare make the investments on technology, people, and to build capability needed for raising productivity. Hence, I strongly encourage our members, yes, fees can stay as low as possible to raise competitiveness, but please do not do it at the expense of growth, productivity and of course remuneration of engineers.

You could have read the article on The Straits Times” Where have all the engineers gone? Mr Marcus Chew quoted “ The pay went up by around $50 a year, no matter how hard you worked.

To boost the local skilled supply, I encourage our member to engage BCA on the BCA-Industry Built Environment Undergraduate and Diploma Scholarship and Sponsorship programm. The co-funding arrangements between BCA and the Sponsor.

The Ministry of Education (MOE) has, in an effort to boost local skilled supply, rightly initiated programs like ASPIRE which enhances the ability of ITE and polytechnic engineering students to better progress into the industry. However, such restructuring and training will take some time before these graduates can

ASEAN Secretariat has unofficially warned that all the above ten ASEAN countries must be represented if FACE is to remain an ASEAN CSO (Civil Society Organisation).

fill productive roles within the industry at large. Till then, as a current stop-gap measure, I urge the Government to revise the hiring quotas on foreign engineering technical personnel. This would grant the industry much-needed relief as we await a recalibration of local supply.

With the advancement of technology, the world is getting smaller and smaller. To be more competitive, increase our market share, and globalization, perhaps it is times for us look into possible Merger and Acquisition amongst our fellow member firms.

For the Young engineers, I urge you to strive to be at the forefront of engineering innovations, and seek to upgrade your expertise in your field of specialisation. We can look emulate the pioneers for their invaluable experiences, and knowledge in the development of our city. But, we should not stop there.

I am confident that the engineering profession will rise to the challenge to catalyse change within the profession and play a key role in our construction productivity drive and continued economic growth. As we share our collective memories of the last 50 years, let our celebrations be among our first steps towards a common future for all engineers.

Since today’s Theme is on Engineering Happiness, the question is whether we are achieving more but are less happy: I would therefore like to share with my fellow engineers, and friends, a gem of wisdom found in a Chinese saying in 12 Words on how to be a happier person:

• Professional Engineers Exchange Programme (PEEP) – It is a first step to overcome talent competition. PEEP aims to attach engineers to another ASEAN country to learn from each other. FACE can be a facilitator to the PEEP programme.

• To promote understanding, goodwill and cooperation amongst ASEAN consulting engineers.

• To promote, recommend and adopt common rules and standards strategies, and processes in light of the ASEAN Mutual Recognition Agreement (MRA).

• Provision of engineering services with regards to operational issues arising from the ASEAN MRA.

To move forward, it was decided to hold the AGM on 25 April 2015 (Saturday) in Kuala Lumpur.

In conjunction with the Chinese New Year celebration, ACES Council took the opportunity to host a dinner cum networking session with the Past Presidents’ Panel (PPP) on 10 February 2015. A total of 5 members from PPP (Er. Sim Bee Teck; Er. Lee Keh Sai; Er. Lim Hon Chee; Er. Kok King Min and Er. Lim Peng Hong) had attended the dinner. It was a catching opportunity for Council Members to interact with the Past Presidents, to gather their views on topics related to the industry and gain insights from the experience past presidents.

Annual Reunion with Past Presidents & Signing Ceremony with BST Global – 10 Feb 2015by Er. Ling Shiang Yun

ACES Council members Er. Ling Shiang Yun, Er. Yeow Mei Leng and Er. Adeline Koh met with BCA Director Mr. Tan Chee Kiat and colleagues on 24 February 2015 to discuss the new PSPC listing requirement.

The salient points discussed at the meeting include:

1. Prior to the latest renewal requirements, PSPC Listing for both C&S and M&E Engineers were only based on numbers of Professional Engineers. The latest revision, there is now requirement for inclusion of same numbers of professional with recognised degree qualifications.

2. BCA explained that they have implemented this based on feedback from various government agencies on the quality of work produced, and the need to have more supporting professional on the job.

3. Based on previous year’s declaration from consulting engineers’ applications, there were 3.2 and 2.9 professional

staff for every PE for C&S and M&E disciplines respectively. From the information, BCA has deemed that most consulting engineering firms would have no problems with the number of supporting staff

4. BCA mentioned that should any member firms have difficulty in the renewal, they can review on a case by case basis.

5. On why the need for Consultancy Firms to have a Green Mark Facilities Professional (GMFP) for Panel ME01 by 1 Apr 2017, BCA clarified that the consultants should be aware of future maintenance and accessibility, and having GMFP is to mitigate future issues for facilities management. ACES explained that having a GMFP would not solve the problem as this relates to GFA and space availability. ACES suggested that GM Facilities manager would also have sufficient know how on FM, and this would suffice. BCA will review if GM Facilities Manager is acceptable. BCA may consider to put the criteria as either Green Mark Professional (GMP) or Green Mark Facilities Professional (GMFP) instead.

At the same time, there was a signing ceremony between ACES and our Strategic Partner, BST Global for renewal of partnership agreement between period 1 January 2015 to 31 December 2015. BST Global was represented by Mr. Derrick Cheng, Regional Director, Asia Pacific.

The ACES Design Excellence Awards were announced at the ACES Anniversary Gala Dinner on Wednesday, 18th March. The awards accord recognition to projects in Singapore which have been judged to have demonstrated engineering design excellence.The Design Excellence Awards are awarded for two levels of merit:

Ensemble and Mystifying Imran Magic Show. The night ended with winners of lucky draw walked away with attractive prizes.

This year marked ACES 44th Anniversary, and there was a dinner celebration held at Resort World Sentosa, West Ballroom on 18th March 2015.

We were pleased to have Ms. Indranee Rajah, Senior Minister of State, Ministry of Law and Ministry of Education as our Guest-of-Honour to grace the occasion.

In her speech, SMS Indranee Rajah highlighted on:

CHALLENGES FACED BY THE PROFESSION - the engineering profession today also faces challenges such as in achieving greater productivity, labour resource shortages, difficulty in attracting young people into the field, higher operating costs, downward fee pressure from clients, the need to continually upgrade to stay relevant, the need to innovate, and at the same time, they are expected to produce greater and better results.

ADDRESSING THE CHALLENGES – SMS Indranee quoted a Forbes online article titled “The Dream Employers for Engineering Students”, it referred to an analysis by global research and advisory firm Universum, which asked nearly 10,000 undergraduate engineering students in the US to identify their ideal employer. The results of their selection were: 1) NASA, 2) Google, and 3) Boeing and each organisation’s selling points were highlighted. SMS Indranee suggested that engineers know the best of their industry and profession and should be able to find the solutions on how to address the challenges, it is just how to pull these different strands together.

SKILLSFUTURE - SMS Indranee shared that ASPIRE has now morphed into SkillsFuture, which was mentioned greatly in the recent Budget. SkillsFuture is really a national movement which seeks to speak to the aspiration of Singaporeans in their careers but also to address employer manpower needs. She encouraged the engineers and ACES to adopt SkillsFuture as our strategy in meeting our manpower challenges.

SMS Indranee concluded her speech that the engineers are people who create communities, innovators, problem solvers, transformers and have helped build a nation. ACES will pass this vision of what engineers really do on to a new generation. She encouraged engineers to recruit many more engineers into our ranks, because we have another phase of a nation to build. Although this year marked SG50, but we need to make it to SG100, and we won’t be able to do that without the engineers.

The following are updates on the M&E Practices, which is part of our continual efforts to better our industry:

1. M&E RE/RTO – As of March 2015, there are more than 16/250 RE/RTO registered. ACES is planning a Training Course for the RE/RTO sometime in May/June 2015 and organising a Members Nite around the first half of 2015. Looking forward to continuous support from members to appoint ME RE/RTO on the registry.

2. The 2nd M&E Engineers Gathering was held on 27 Jan 2015 with about 17 in attendance to inform/discuss on the following:

• What ACES is working on with other agencies to ensure our concerns are addressed,

• The challenges we face in the industry,• A presentation on some available software by vendor to

assist members in the course of work (non-obligatory).• The next gathering is likely to be in April/May 2015.

3. NEA is currently looking at introducing Minimum Energy Performance Standards (MEPS) for general purpose 3-phase induction motors. The typical applications of

such motors include pumping and gas compression. In a building, the chilled water pumps, cooling tower fans are examples of such motors that would be covered. There is an existing guideline on the motor efficiency under SS 530, but such requirements are not mandatory. If MEPS was introduced at IE2 levels, where the cost of an IE2 motors is around 50% higher than an IE1 motor, the overall impact to the project cost is expected to be minimal. ACES is generally supportive of the MEPS initiative at IE2 or IE3 level but require NEA to provide sufficient lead time on the proposed initiative.

4. National Productivity and Quality Specifications (NPQS) – Review works for NPQS will commence in April 2015. ACES currently looking for members to join the committee and would encourage members to contact ACES if they are interested.

5. Singapore Civil Defence Force (SCDF) - the on-going discussion to review large pipe penetration through compartment wall will be concluded soon and this will be incorporated into the Fire Code.

ACES look forward to more participation from members.

The working environment for the Civil and Structural industry has been placed under increasingly challenging environment. Particular so with the need to adapt to new Eurocode requirements, BIM implementation, manpower constraints as well as striving to improve productivity in the construction industry. For the first quarter of 2015, ACES has participated in a few events with the basic intention to promote the engineering industry and to provide feedback to Authorities, Agencies and Statutory Boards in relation to the implementation of regulations and its impacts to the consulting industry.

We have conducted a Eurocode readiness survey early part of the year and feedback to BCA in February on the survey results and discussed over measures that may be necessary to improve the transition. In the month of March, we have also had an IES-ACES-BCA dialogue to discuss the challenges faced by the Consulting industry with the overlapping implementation of new requirements as well feedback on BCA’s proposed amendments to Earth-Retaining and Stabilising Structure (ERSS) supervisory related submissions forms and post installed anchorages.

Apart from technical discussions, ACES is also participated in the engineering rebranding activities by BCA whereby we identify, explore and coordinate with various engineering organizations

and institutions on events to promote the engineering industry to answer the challenge of dwindling local engineering talent pool.

ACES is part of the Organising Committee for the upcoming Structural Engineering World Congress (SEWC) scheduled on 19-22 October 2015. We would look forward to members’ participation in this grand event for structural engineers where the innovations and developments all around the globe will be brought to a single event for knowledge sharing and technology transfer for the advancement of our industry.

ACES would also like to highlight to its members that the Inter-Agency Coordination Committee Meeting (IACC) is always running behind the scene. Our members can highlight to the Committee any current regulations that may be conflicting between different regulating bodies and potentially pose issues to the efficiency of the statutory submissions or progress of projects for surfacing in this meeting for potential resolutions. The aim is mainly to have a central body sorting out possible conflicting requirements and finally to achieve a seamless and efficient process of the consulting industry.

Further to our feedback to BCA based on the above surveys, we are pleased to share with members the following updates:

ACES BIM SURVEY

The Chair of the Business Practice and Professional Committee, Er. Andrew Henry, presented the findings of the ACES BIM survey to the BCA BIM Steering Committee on 19 January 2015. The steering committee thanked ACES for the feedback, and noted that the findings were broadly in line with their own information. Issues discussed as a result of the survey included:

• The need for ongoing support for the industry in the transition period

• There is an ongoing need to continue with training and development, with a focus on smaller firms

• It is important that our collaborators in the industry (including clients, project manager and quantity surveyors) are also included in the BIM roadmap program so that the consultants can work effectively in a project team that understands the new delivery environment.

• Recognition that small consultants may be doing small parts of bigger projects, so the BIM submission requirement based on area may include more submissions than intended.

ACES EUROCODE SURVEY

ACES Council members [Er. Koh Boon Liang, Er. Sivakumaran Murugesu and Er. Andrew Henry] met with BCA Group Director, Er. Chew Keat Chuan and colleagues on 13 February 2015 to discuss the impending deadline for mandatory Eurocode based

ST submissions. This was a result of ACES issuing the results of our survey to BCA in the form of a letter informing them of the outcomes of the survey. The salient points discussed at the meeting include:

• There was a correlation between the outcomes of the ACES survey, and the results of a recent survey of PEs conducted by BCA.

• ACES stated its support of the transition to Eurocodes, and explained the extensive training that ACES has been conducting for member firms independent of the training courses run by BCA. ACES stated that it will continue to run the courses through 2015 to support our member firms and the industry through the transition process.

• BCA remains committed to the implementation of the mandatory submission deadline in April 2015.

• It was recognised that there needs to be greater clarity about how projects that are commencing around the deadline period will be treated. ACES highlighted that there would be considerable unreasonable and negative impact on consultants who may get caught with preparing designs on the wrong codes around the submission deadline. This could eventuate where a consultant prepared designs based on BS standards on the understanding that they would be able to get their first ST submission in before the deadline, but were then delayed to beyond the deadline for reasons beyond their control. They may then need to redo the design based on EC codes. This issue was recognised by BCA and clarity will be issued to the industry to provide a clear and reasonable process which will not disadvantage consultants unfairly.

ACES One-day course on Eurocode 7: Geotechnical Design, Investigation & Testing [2nd Run] – 10 Jan 2015A total of 79 participants attended the Eurocode 7: Geotechnical Design, Investigation & Testing course held on 10 January 2015 conducted by Er. Yang Kin Seng. This was a second run organised by ACES to prepare the civil, structural and geotechnical engineering practitioners, ground investigation specialists and testing laboratories for the understanding and adoption of the Eurocode 7 in Singapore. A third run is scheduled on 18 April 2015.

ACES One-Day Workshop on Design using Eurocodes 0 & 1EN 1990: Basic of Structural Design and EN 1991 : Actions on Structures [3rd] - 21 Mar 2015The workshop was conducted by our Trainer, Associate Professor Er. Dr. Tan Teng Hooi on 21 Mar 2015 for a third run with more than 50 participants.

This one day workshop covered two essential codes – EN1990 and EN1991 which are necessary for structural design regardless of types of construction material. The head code EN 1990: Basic of Structural Design establishes the principles and requirements for Safety, Serviceability and Durability of structures. EN 1991 Eurocode 1: Actions on Structures is on the design provisions for dead loads, imposed loads, wind actions, thermal actions, accidental actions etc. Work examples were used to illustrate some of the applications. Significant adjustments and differences between the Eurocodes and the British Standards were also being highlighted.

Basic Air-con for Junior M&E Engineers and Advance Air-con for Experienced M&E Engineers by Trane – 23 & 30 Jan 2015ACES would like to thank the speakers from Trane [Mr. Liew Kwong Chin, Mr. K.Y. Yow, Mr. Lee Eng Lock and Mr. Adrian Tan] for sharing with more than 60 members on the two clinics on HVAC (heating, ventilating, and air conditioning).

In the Basic clinic, the speakers shared the fundamental of HVAC, equipment and the theories used by designers and practitioners in their daily work involving air conditioning of occupied space in buildings. For Advanced clinic, the speakers shared details of equipment features and its applications, what are the systems to consider and apply to enhance reliability, mechanical plant room safety and optimization of energy saving through innovative design.

The organising committee is glad to know that members have gained useful knowledge and technology from this seminar.
