1.0 O UR PRO FILE

The PVAO ’s m andate is der ived from Sec. 7, A rtic le XV I of the 1987 Philippine Co nstitutio n, which en unciates

that:

“The S tate sha ll provid e im m e diate an d ad equ ate care, ben efits, and other form s of

assistance to war vetera ns a nd v eterans of m ilitary cam paigns , the ir surviv ing spo uses

and orp hans. Funds sh all b e provided therefore an d due co nsid eratio n shall be giv en

them in the d ispos ition of a gricu ltural lan ds of the pub lic d om ain an d, in ap propr iate

cases, in the utiliz ation of n atural res ources.”

The PVAO ’s fu nctions are d efine d in P resid entia l D ecree N o. 1 and Exec utive O rd er 292 wh ic h institutes the

Adm inistrativ e Cod e of 198 7. Sec. 32 of EO 292 states that PVAO shall:

1. Form ulate a nd prom u lgate, su bject to the ap prova l of the Secretar y of N ation al D efense, p olic ie s, rules an d

regulations g overn ing th e adjudic ation a nd adm inistration of veterans claim s a nd be nefit;

2. Adjud icate a nd a dm in ister b enefits, pe nsio ns, and other pr iv ileges grante d to veterans, their heirs, an d

benefic iaries;

3. P rovide m e dica l care an d treatm ent to veterans p ursua nt to existing la w;

4. Adm inister, dev elo p, and m aintain m ilitary shr ines;

5. Form ulate p olic ies co ncern in g the affairs, p lacem ent an d train ing of ex -servic em e n, and assist their w ido ws

and de pen dents, an d other retire d m ilitary p erson nel, an d;

6. Perform such other functio ns as m ay be provid ed by la w.

M eanw hile, veterans pens ions a nd be nefits are adm inistere d p ursu ant to Re pub lic Act No. 6948 oth erw is e

known as ―An Act S tand ardiz ing and Up grad ing the B enefits f or M ilitary V eterans an d the ir De p ende nts‖ as am en ded

by Rep ublic Act No. 7 696 whic h is kn own as ―An Act Am en ding C ertain S ections of Rep ublic Ac t No. 6948‖ and other

pertine nt laws.

A VETERAN is any person w ho:

Rend ered h onorable m ilitary service in the lan d sea or air force of the Philip pin es;

W as a m em ber of the Philip pin e Ex ped ition ary Forces to K orea (PEFTO K) and the P hilipp ine C ivic Action

G roup (PHILCAG );

Rend ered m ilitary s ervice in the A rm e d Forces of the Ph ilippines (AFP) and has b een hon orab ly discharged

or separate d after at least 20 years total cum ulative active serv ice, or soon er separated du e to death or

disab ility aris ing from a w oun d or in ju ry rece ive d or s ickness or dise ase inc urred in line of duty while in the

active service (am end ed purs ua nt to Repub lic Act 9396)

3.0 VETERANS BENEF ITS

3.1 PENSIO NS

3.1.1 O LD AG E PENSIO N (O AP)

G ranted to a vetera n w ho is at least 6 5 ye ars o ld or to the s urviv ing s pous e of a d eceas ed

veteran reg ardless of age u ntil he/sh e rem arries or dies. As m and ated un der RA 76 96, effectiv e

1 January 2 002, the am ount of pens ion sh all b e P5,000/m o nth.

3.1.2. D ISABILITY PENSIO N

P ro-rated m o nthly p ension gra nted to a W orld W ar II veteran wh o is dis ab led or injured in

line of duty an d AFP veteran w ith a dis ability disch arge rating. The am ount of m onthly p ensio n

ranges from P 1,000 to P1,70 0 de pen din g on the d isab ility d ischarge rating as determ ine d by

D isab ility R atin g Board. Spo uses a nd unm arr ied m inor childre n of veterans w ith a 100 % d isab ility

rating are a lso entitled to an a dditiona l m onthly p ension of P500.0 0 eac h.

Disab ility p ension are autom atic ally app lie d for whe n the AFP veteran und ergo es com p lete

disab ility disch arge proc eed ings at the AFP M ed ical Ce nter (AFPM C). Acc ordingly, th e a pplica nt

does not n ee d to go to PVAO as all a pplicatio ns w ill be proc essed w ithin 10 days up on rece ipt of

the pertine nt docum e nts from the AFPM C, AFP Pension G ratuity M anagem ent Ce nter a nd DN D .

Re-ratin gs of servic e-con nected dis abilities are d one on disa bility pe nsio ners wh ose

disab ility ratings h ave ex pire d. Req uests for m ed ical evaluatio n of the serv ice -co nn ecte d

disab ilities for re -rating purposes are g iven to the disa bility pens ion ers wh o are re quired to

undergo sa id ex am in ations from any g overnm ent hos pital th en su bm it to the C laim s D ivis io n,

PVAO w ithin four (4) m onths from the date the re -rating ex pires.

The m ed ical exam ination results are either rece ived throu gh m ail at the PVAO M essa ge

Center or subm itted p erson ally to the C laim s D iv is io n wh ich process es the c laim s. Th ere are

then subm itted to the D is ab ility Rating Board for re -rating w hich the n gives b ack to the C laim s

D ivis ion for com pletion of proc essin g.

Exem ptions from re-rating inc lud e the follow ing:

a) W hen the disa bility is consid ere d static such as deform ities due to in juries;

3.1.3. DEATH PENSIO N

in line of duty or of a v eteran receiv in g a d isab ility p ension w ho die d du e to a serv ice -co nn ecte d

disab ility or s ick ness. If the d eceas ed v etera n is s in gle, th e p ension is grante d to his/her p aren ts

w ith rights of accretio n. A ll qua lified be nefic iaries w ill e ach rece ive P1,00 0 per m onth.
