On behalf of the local CIGRE conference organising committee,I would like to welcome you to the Joint 9th CIGRE Southern Africa Regional Conference and CIGRE B4 International Colloquium.

The papers that will be presented at this event cover several topics such as battery storage,

microgrids, HVDC and FACTS, impacts on markets and regulations. We have made sure there

is something for everyone in the power industry at this conference, with other sessions

covering topics such as power transformers and overhead lines.

We received up to 140 abstracts for this joint session. Our technical review team narrowed

those down to the 78 peer reviewed papers that will be presented at this conference. We

would like to thank the members of the review panel for their efforts in reviewing the

abstracts and full papers thoroughly and timeously.

We are particularly pleased with the speaker line up at this conference, with addresses from

Dr Rob Stephen the President of CIGRE, Dr Mohamed Rashwan, Chair of CIGRE Study

Committee B4, and Dr Yusheng Xue, Honorary President of State Grid Electric Power

Research Institute, as opening and keynote addresses. We are also privileged to host the

inaugural event for the Women in Engineering for CIGRE Southern Africa.

This joint session would not be possible without the support from sponsors. We would

like to thank Revive Electrical Transformers, Nynas, Mace Technologies ABB, Terratech and

Amplitude Consultants for their generous financial support.

There is an exhibition and several technical tours, where delegates are sure to find

something of interest. You will also enjoy the social events that have been organized to

today’s electricity industry.

CIGRE SA 2019 Review Process

Authors were invited to submit abstracts. Each abstract was peer reviewed by at least

two reviewers. Authors were not aware of who reviewed their papers. Once the abstract

was accepted, authors were asked to submit full papers for consideration for presentation

at the conference.

The full papers were reviewed again by at least two reviewers to determine the value of the

submission for presentation at the conference. Paper acceptance, reviewer comments

and/or paper rejections were then communicated to the authors.

A summary of the papers is as follows:

140 abstracts were submitted for initial consideration.

A review process was completed by 15 reviewers.

78 papers were accepted as peer-reviewed papers for presentation at the conference.

Message from the CIGRE SA Chairman

The National Committee of CIGRE Southern Africa is honoured to host its 9th Regional conference at the picturesque Misty Hills venue outside Johannesburg.

This event will be hosted together with the SC B4 International Colloquium on HVDC and FACTS

for Regional Interconnections and Renewable Energy Integration. This year’s theme is "Sustain-

able Integration of Distributed Energy Resources for Power System Development". The program

includes one day of tutorials and two days of discussions, paper presentation and an exhibition.

There is also a day of technical tours following the conference.

This event presents an opportunity to showcase new research, present new experiences with

emerging technologies, highlight regional challenges (and solutions to those challenges) and

network with industry peers. We welcome delegates and exhibitors from the region and from

around the globe to attend this prestigious event.

I encourage delegates to join in discussions, debates and the sharing of ideas and to ask as many

questions as possible – during presentations or over lunch or tea. There will also be many oppor-

tunities to network during various other events such as the cocktail function and conference

dinner.

Message from the CIGRE President

It gives me great pleasure to welcome you to the 2019 CIGRE conference in Johannesburg, South

Africa. This conference was first held in Swaziland in the early 1990’s. It was initially held every

4 years and later every 2 years. This is the ninth CIGRE conference in South Africa.

This conference is enhanced by the support and visit of Study Committee B4 dealing with power

electronics and DC systems at all voltages. This is very pertinent today with the advent of solar

and wind generation requiring inverters to link to the grid at all voltages. The cost of HVDC

systems has also been reducing in recent times with voltage sourced converters now capable of

transferring 2000MW. This conference, with the theme “Sustainable integration of distributed

energy resources for power system development”, covers the essence of issues facing the indus-

try at present. In addition, it highlights the fact that CIGRE is indeed an “end to end” association

covering all voltage levels from Low to Ultra High Voltage.

One of the main benefits of this symposium is that it with links to SC B4 and associated working

groups. This provides an excellent opportunity to meet with international experts and discuss

issues that are pertinent to you.

As you no doubt realize, a CIGRE conference such as this offers far more for delegates than the

average conference presenting papers. With the CIGRE experts attending the conference, be

assured that there is someone that has solved the problems you have, is working on the problem,

or is aware of others working on the problem. I would urge you as delegates to engage with fellow

CIGRE colleagues and obtain the maximum benefit from the Symposium.

Message from the CIGRE SC B4 Chair

The global electric power system is changing rapidly. We still need the technologies for long

distance UHV transmission, but we also need the innovative solutions to integrate renewable

energy sources such as wind on shore and off shore as well as solar. These changes in the power

system are increasing the demand for dc transmission projects and power electronic equipment.

Not only traditional solutions are necessary, but more innovative solutions in both dc and power

electronics are necessary. For instance, the retirement of traditional fossil based generation

located near load centers and opting for renewable energy resources that are transmitted to the

load centers utilizing dc certainly is an issue that creates new challenges that need to be under-

stood.

Within CIGRE, Study Committee B4 is responsible for DC and Power Electronics. The South African

National Committee kindly invited study committee B4 to hold the annual study committee meet-

ing, and working group meetings in South Africa. The study committee meeting will be held on

September 30th. Nine working groups are also meeting between September 28 and 29.

Study committee B4 is honored to share a two day colloquium with CIGRE South African Regional

conference.

On behalf of Study Committee B4, I would like to thank the South Africa National Committee for

the kind invitation and I would encourage our colleagues from Africa to attend and participate in

CIGRE and certainly in study committee B4 activities. Having the meetings in South Africa is a

great opportunity for the SC B4 members to learn about the needs and the challenges in the

African electricity sector as well as exchange their valuable experience and knowledge with the

engineering community in Africa.
