• Starting from the children rights as they are mentioned in the CRC, the indicators used by the UNO Committee as well as the problems Romania is confronting today with, we have tried to identify the indicators which were not collected untill now in any of the central institutions. Those indicators lies at the very base of the new instrument of data collection – The MONITORING FICHE
• This instrument is transmitted to the DGASPC that, in their turn collect the data at the local level, and after that transmit it to the NAPCR.

CMTIS = informatic system for keeping the evidence of the children existing within the child special protection system, coordinated through a server existing at the NAPCR level.
Each DGASPC has 4 computers offered by the NAPCR where the data concerning the children within the special protection system is introduced by the users who have received a prior agreement (user name and access password) from the NAPCR.
It consists of three modules:
Child – has all the data concerning the active cases found within the evidence of DGASPC – temporarily separated from their parents.
Personal – keeps the information concerning the hired personnel within the child special protection system.
Financial – keeps all the financial data, such as expenses related to the child rights, personnel expenses, utilities, the units themselves, etc. This module is under implementation.
