Operational Summary

• No TBM attacks into Kuwait yesterday• Threat still exists

• Coalition forces continue to attack Republican Guard and Regular Army forces and weapons

• Severe weather has slowed all operations in the region

• Coalition efforts against Iraqi para-military forces ongoing who are disrupting rear area security

• Oil firefighting mitigation efforts continue– 4 fires were put out– Several wells continue to leak

Security Situation Update

• Rear Area Threat: Threat Condition High. “Scud” attack still possible.

• NO GO Areas: Iraq, Northern Kuwait Border

• Bypassed Iraqi Units: Not known at this time.

Security Situation Update

• Population instability: CA teams have reported that the local civilians have been cooperative. Iraqi civilians are staying in homes and generally out of the way of the military

• CA assessments continue at a pace commensurate with the local security conditions

Border Procedures• US Embassy representative said that refugees

don’t need visas to reenter Iraq but that for those other than refugees entry depends entirely on the nationality of person attempting to cross border and the country.

• Requirements for NGO’s and individuals desiring to cross border vary by the nation from which one enters. Each NGO needs to contact that country’s embassy for procedures.

• Turkey: entry from Turkey continues to be problematic. Many NGOs complain that they cannot obtain necessary documents permitting them to cross the border. HACC Turkey is engaged in facilitating a solution

Terminology• Dislocated Civilian (DC)

– A broad term that includes a displaced person, an evacuee, an expellee, or a refugee

• Displaced person– A civilian who is involuntarily outside the national

boundaries of his or her country

• Evacuee– A civilian removed from a place of residence by

military direction for reasons of personal security or the requirements of the military situation

– A civilian outside the boundaries of the country of his or her nationality or ethnic origin who is being forcibly repatriated to that country or to a third country for political purposes
