ISSUES - Appraisal of AWP&B 2015-16

Lowest coverage in Primary - Shravasti (60% non coverage) and in Upper

Primary - Bulandshahar (69%) & Muzzaffarnagar (67%) non coverage).

Shravasti, Pilibhit, Barabanki and Mau are poor performing districts since last

four years This year 9 districts in Primary and 14 districts in upper primary

stage are poor performing.

In 8195 Govt. Aided Schools, State has not provided Kitchen cum stores

Out of 75 districts, Honorarium to CCHs through e-transfer is being paid only

in 6 districts viz. Aligarh,Amethi, Balrampur, Bulandshahar,Deoria, Saharnpur.

Less payment to FCI- only 49 % payment upto Feb 15

Low utilization of MME funds (28%)

Less Utilization of Transport assistance (18%) to lifting agencies

ISSUES Cont…

In 7 districts very less Utilization of Funds for payment of

Honorarium to CCH upto 30% only till December 2014. In Ghaziabad

0% , 10% payment in Mathura, 25% in Bhadoi, 28% in Mainpuri , 29%

in Bulandshahar, G.B.Nagar& Hapur

Less days covered in 7 districts viz. Mathura(142), Hapur (148),

G.B.Nagar (154), Hathras (151), Lucknow (158), Deorai (155), and

Baharich (159), against 176.

AWP&B Plan not yet submitted by the State through MIS-MDM

web portal. MDM-MIS with IVRS is not open for Stakeholders.

Annual & monthly data entries not completed for 2014-15.

Issues highlighted by Monitoring Institutions

Cooking cost not reaching on time in 17 schools in Hathras , 26 schools -Etah , 25 percent schools - Hapur,40 schools -Auraiya,29 schools - Ramabai Nagar. The delay ranges upto 3 months.

Delayed payment of Honorarium to cook-cum-helpers in Hapur, Bulandshahar Etah , Hathras and Ramabai Nagar. In Auraiya the remuneration paid to cooks/helpers has found to be irregular in all the 40 schools . It was informed that they are receiving their honorarium after a delay of 2-3 months.

Food grain is not delivered regularly by the lifting agency in Bulandshahar - 4 schools, Hathras - 4 schools, 8 schools - Etah , 40 schools in Auraiya and 11 schools of Kanpur nagar,

In Bulandsahar kachcha kitchen sheds were available in 12 schools. Inadequate eating plates found in Hathra in 31 schools , 17 schools in

Auraiya , 34 schools in Etah , 28 schools in kanpur Nagar.

Best Practices

Real Time Monitoring through Interactive Voice Response System (IVRS) to supervise M.D.M.

program implementation at school level on day to day basis.

System of online budget allocation and e-payment : State Govt. has opened Madhyan Bhojan Nidhi

for all the schools in the nearest CBS branches..

Web based system for monitoring Payment to FCI

Web based system developed for monitoring of timely payment of Transportation of Food grain

to Lifting Agencies.

Web Based Management Information System : through which reporting is done by the each and

every district on monthly basis on the given prescribed formats of QPRs. All reports are automatically

compiled and generated

A new Mid Day meal register have been developed with the help of UNICEF and supplied to all

schools of the state

Stakeholder Training and Capacity Building is being regularly done.

As per FCI’s Statement Outstanding position against issue of foodgrains under MDM Scheme upto 31.1.2015 is Rs. 7392.19 lakh (59%). FCI has intimated the GOI that there is last year outstanding pendency for the year 2010-11 to 2013-14 Rs. 521.14 lakhs and for the year 2014-15 is Rs. 7392.19 lakhs.
