BACKGROUND.

Over the last two years the Inner Hebridean community of Ulva Ferry has been part of Highlands and Islands Enterprise’s [HIE] Growth at the Edge / Fas aig an Oir scheme to achieve innovative and sustainable community development. The community has identified the top priority for growth in the area is the development of affordable housing. This has led to the acquisition of a plot of land for affordable, sustainable community owned housing to be developed enabling families to stay in or return to the area. The purchase of this land is with a grant from the Scottish Land Fund and a second plot will be donated and sold with a Rural Housing Burden to raise match funds for the capital grant.

The Scottish Land Fund is providing a revenue grant to create the post of Housing Project Manager who will oversee and administer the project to develop the housing scheme.

The Ulva Ferry Housing Partnership (UFHP) comprises representatives of the board of Mull and Iona Community Trust (MICT), Ulva School Community Association (USCA) and a representative of the tenants. UFHP will assist the Project Manager and will provide guidance and direction.

PURPOSE OF THE JOB

1. Under the direction of the Ulva Ferry Housing Partnership, to secure the funding package for the construction of the two housing units.

2. To create policies for the allocation and governance of the housing in line with national standards and local needs.

3. To manage the design work by the architect to develop a solution in line with the expectation of the UFHP and wider community.

4. To manage the placing of construction contracts for the housing units.5. To manage the initial allocation of the housing units on completion in line with the agreed policies.6. To maintain open communications with the project team and the community throughout the

process.

KEY ACTIVITIES & RESPONSIBILITIES1. Management of the acquisition of the land through the appointed solicitor2. Management of the preparation for the sale of the second plot with a Rural Housing Burden,

through the appointed solicitor

3. To identify sources of funding and/or finance for the construction cost of the two housing units and preparation of the necessary funding applications.

4. Preparation of monitoring and evaluation reports as required by the Scottish Land Fund5. Management of the financial budget for the project including provision of cash flow forecasts

through a project specific bank account6. Preparation and submission to the UFHP of financial reports for the capital spend7. Management of the applications for planning consent and building warrant through the appointed

Architect8. Preparation of all necessary policies of UFHP9. Management of the construction contracts through the appointment lead building professional10. Leading the design process, incorporating input from the community consultation process

PERSON SPECIFICATION

General Skills - Essential

Self-motivated and able to work on own initiative Positive and friendly approach to householders, directors and colleagues Effective verbal and written communication Good working knowledge of email, word processing, spreadsheets and powerpoint Good organisational skills Ability to work occasional evenings and weekends Full car driving license with access to a vehicle insured for business use

Experience – Essential

Knowledge of budgetary control systems Knowledge of project management techniques Client facing experience of advice or customer service Delivery of community projects

Qualifications – Desirable (training will be provided)

Project management, monitoring and evaluation Delivery of community projects Event management

TERMS OF EMPLOYMENT

Reporting to: Community Trust General Manager and Steering Group

Salary: £23,000 (pro-rata) per annum paid monthly in arrears by BACs

Hours of Work: 22.5 hours per week.

Length of Contract: Two years

Annual Leave: 4 weeks per year plus public holidays (pro-rata)

Nature of Work: Evening and weekend work may be required therefore time off in lieu is given. This must be taken on a monthly basis, and not stored and taken en bloc unless pre-arranged with the line manager.

Place of Work: Ulva Ferry Local Development Office, Torloisk Crossroads, Isle of Mull

Expenses: Out of pocket expenses are reimbursed by BACS on a monthly basis (or more frequently by cheque if required), on completion of an Expenses Claim Form.

Petrol: If a private vehicle is used, mileage can be reclaimed on the said form at 40p per mile.
