• Military End State (Security): Safe and secure environment• Supporting Conditions:

–Factions no longer a threat to security, law and order has been restored to IDS

– Instability has not spread to other countries in Pacifica–Conditions have been set for the return of refugees and IDPs

• Broad Tasks:–Enforce Cessation of Hostilities and Other Arrangements–Conduct offensive operations to control and neutralize factions

–Enable DDR–Conduct border control and boundary security–Disrupt and minimize illegal trade (piracy, human, weapon, drugs, etc.)

–Protect key personnel and facilities; defend the population, government institutions and critical infrastructure

• Military End State (Economic and Infrastructure): – GoIDS and other organizations are able to build economic capacity and

restore critical infrastructure and essential services– Support the GoIDS and humanitarian agencies in the provision of

emergency humanitarian relief

• Supporting Conditions:– Economy developing, essential services provided to majority of the

population– Critical infrastructure repaired, restored, operational / Ports and airport

are operating safely and effectively– Freedom of movement (LOCs) between IDS and mainland by sea/air /

Markets and commercial businesses are operating– Humanitarian efforts are effective, refugees and IDPs returned /

reintegrated

•Mission Statement:

On order, CTF Tempest Express conducts stability operations in Isla del Sol, the Ensenada Strait and in the multinational area of operations IAW UNSCR 1097, in order to create a safe and secure environment to enable the development of stable governance, sustainable economy, infrastructure and rule of law, in preparation for the transition to appropriate governmental and international agencies within 12 months

Operational Design Narrative

• The current situation on Isla del Sol consists of widespread factional violence, weak govt institutions, a declining economy, and an ongoing humanitarian crisis. UN Agencies and Intl. partners are establishing themselves in preparation for follow-on agencies.

• In accordance with our current CTF planning process, the military end states are:1. Provide safe and secure environment2. GoIDS and other organizations are able to build economic capacity

and restore critical infrastructure 3. Support is provided for GoIDS and other organizations to restore

essential services4. Support the GoIDS and humanitarian agencies in the provision of

emergency humanitarian relief5. GoIDS has been supported to restore law and order6. The development of institutions of Gov’t, including judicial reform

necessary for IDS to achieve sustainable society has been supported7. Security and protection for the elements of International Criminal

Court for the investigation of possible violations of international law and other crimes have been protected

8. DDR of Private Security Forces and militias by GoIDS has been supported

• The mission of CTF TE is:

On order, CTF Tempest Express, conducts stability operations in Isla del Sol the Ensenada Strait and the multinational area of operations IAW UNSCR 1097, in order to create a safe and secure environment to enable the development of stable governance, sustainable economy, infrastructure and rule of law, in preparation for the transition to appropriate governmental and international agencies within 12 months.

• This phase establishes CTF TE with essential infrastructure in the AO and begins shaping operations with appropriate agencies along the four lines of operation

Phase 1: Cease hostilities and establish security

• This phase begins by CTF TE conducting security operations to restore public order / enable efforts across the other lines of operation. Interagency de-confliction /execution of CTF supporting functions begin /emergency HA provided

• Starting Conditions: Widespread factional violence continues / govt develops initial capacity / security of ports and capital region halts further economic decline / emergency HA aid functions increase / UN Agencies and Intl. partners capacity increases

• CTF Tasks: Security operations / restore public order / support and de-conflict with stake holders / provide emergency HA / key leader engagements / Set conditions for DDR / lines of communication open / maritime and border security enforced

• Ending Conditions: Public order and critical infrastructure restored / humanitarian crisis averted / increased international cooperation with IDS to improve govt functionality and enable economic development

Phase 2: Stabilize + Capacity Building

• This phase Consolidates the security situation; support efforts to build national capacity; support for restoration of critical infrastructure; and set conditions for IDPs and refugees to return to place of origin

• Starting Conditions: Hostilities have ceased / public order and critical infrastructure restored / increased international cooperation with IDS to improve govt functionality and enable economic development

• CTF Tasks: Maintain security environment / building capacity of security forces and local constabulary / reduce CTF logistics footprint through use of private contractors and / or local solutions

• Ending Conditions: Stable security situation and government services functioning / IDPs and refugees returned / returning to place of origin

Phase 3: Transition CTF Activities

• Starting Conditions: CTF has established a situation where conditions are opportune for transition of authority. GoIDS is functioning

• CTF Tasks: Maintain conditions established in previous phase, continue to build capacity of local constabulary, planning to transition CTF activities to GoIDS and supporting Intl Agencies continues

• Ending Conditions: Functional government and economy / Rule-of-Law and constabulary services restored / authority has been transitioned to GoIDS and supporting agencies
