Swachh Bharat Mission Hon’ble Prime Minister launched Swachh Bharat Mission on 2nd October2014. As a

tribute to Mahatma Gandhi on his 150th birth anniversary to be celebrated in the year 2019, the Mission aims to make the country open defecation free and fully clean by 2nd October 2019.

To achieve this objective, ambitious targets for construction of 1.04 crore individual household toilets, 5.08 lakh Community and Public Toilets; and scientific solid waste management in all 4041 towns for 30.6 crore persons has been set.

In last 6 months, over 2.7 lakh individual household toilets, and over 1000 units of community and public toilets have been constructed and door to door collection of solid waste management has been achieved in 329 towns.

An amount of Rs.860.00 Crores has been released to 28 States for the implementation of the Mission.

Four Regional Consultative Workshops at Hyderabad, New Delhi, Mumbai and Kolkata, and two State level Consultative Workshops at Bengaluru and Vijaywada have been held under the chairmanship of the Urban Development Minster to sensitise state/urban local body officials and public representatives for taking up targets for Swachh Bharat Mission in a time bound manner. Near 2000 officials/representatives participated in the consultations/sensitization.

Ministry has launched the SBM portal – swachhbharaturban.gov.in to facilitate states/cities for speedier implementation of the programme and assist in cross learning.

UD Minister has got Chief Ministers, Governors, political party leaders, religious and spiritual leaders, icon from films, sports and business and various other social, cultural and public personalities associated with Swachh Bharat Mission which is slowly taking shape and getting converted into peoples’ movement.

National Heritage City Development and Augmentation Yojana (HRIDAY)

The National Heritage City Development and Augmentation Yojana (HRIDAY) Scheme was launched on January 21, 2015 with the aim of bringing together urban planning, economic growth and heritage conservation in an inclusive manner with the objective of preserving the character and soul of each Heritage City. With a duration of 27 months and a total outlay of Rs. 500 Crores, the Scheme is set to be implemented in the following 12 identified Cities viz. Ajmer, Amaravati, Amritsar, Badami, Dwarka, Gaya, Kanchipuram, Mathura, Puri, Varanasi, Velankanni and Warangal).

The Scheme aims at restoring, reviving and strengthening the soul and heritage of the city. For this purpose, the Scheme shall support development of core heritage infrastructure projects which shall include revitalization of tangible assets such as monuments, ghats, temples etc. along with reviving intangible assets such as local art and craft, dance forms, literature etc. In addition, the Scheme shall also develop linked city infrastructure which shall link heritage facilities with trunk infrastructure of the city.

Smart City and Urban Rejuvenation

A concept note on Smart City was uploaded on Ministry’s website in July, 2014. The concept has been widely deliberated in different forums with national, international companies, stakeholders and consulted with the States in two workshops organized in September, 2014 and January, 2015.

Now, this Scheme has been nearly conceptualized and is likely to be launched in April, 2015. The Scheme will assist selected cities to take up activities for improving livability through up-gradation of infrastructure and application of smart solutions.

Ministry is preparing a scheme for rejuvenation of major urban infrastructure including drinking water, liquid waste, drainage, urban transport and e-governance. The scheme will also address four gaps in urban governance-accountability, delivery, resources and empowerment- through incentives.

Wide consultation with the States on the scheme has been held in two workshops in Septembers, 2014 and January, 2015 and the scheme is likely to be launched in April, 2015. This will cover 500 cities across the country, mostly with population above one lakh and few other important hill/coastal/island cities.

Urban Transport

Under National Urban Transport, the focus is on moving ‘people’ and ‘not vehicles’ Around 236 kms of metro rail have bee made operational in the country. Further,

about 550 kms are under construction and 600 kms under consideration for different cities across the country.

The Mumbai Metro Line One from Versova to Ghatkopar (11.4 kms) which is in the PPP mode was opened for public in June 2014.

Central Secretariat to Mandi House section of Delhi Metro Rail was opened for public in June 2014.

Metro Rail Projects in Nagpur and Ahmedabad were approved by the Cabinet in August 2014 and October 2014 respectively.

In November 2014, “In principle” approval has been given for taking up the Monorail Project on Public Private Partnership (PPP) from Poonamallee to Kathipara with a link from Porur to Vadaplani in Tamil Nadu.

“In principle” approval given for DPR preperation for metros in New capital region of AndhraPradesh (Vijayawada-Guntur) and Vishakapatnam.

Ministry has provided more than 22000 buses to various cities in India. In the year 2014-15, Ministry has released Central Assistance of Rs 884.21 crore for purchase of 7509 buses.

A report on “Decongesting Delhi” has been prepared by the Ministry.

Ministry has trained more than 700 state/urban local body officials in sustainable urban transport.

International Cooperation

As a follow up of Hon’ble Prime Minister visit to USA, Ministry signed MoU for cooperation in the areas of water and sanitation with US AID and Bill and Melinda Gates Foundation (BMGF) which has commenced implementation. The foundation has committed an amount of US $ 2 million annually.

Further, an MoU has been signed with US Trade Development Agency (USTDA) for partnering and handholding cities of Vishakhapatnam, Ajmer & Allahabad under the Smart Cities Scheme.

Mr. Michael Bloomberg former Mayor of New York met Urban Development Minister and extended cooperation and support in smart city scheme.

Based on the MoU signed between Varanasi city and Kyoto city (Japan), Ministry has finalized the areas of mutual cooperation.

Ministerial delegates from France, Germany, Japan, Canada, Belgium, Sweden and Singapore met Urban Development Minister and offered to cooperate in smart city and urban rejuvenation schemes.

Urban Development

A new Urban and Regional Development Plan Formulation and Implementation

Guidelines (URDPFI) was released by Hon’ble Urban Development Minister on

18.02.2015. This will replace the 1996 guidelines and would be guiding the State

Governments for formulating Master Plans to promote planned urban

development in all cities of the country.

For enhancing ‘Ease of Doing Business’ for issuance of construction permits by

Competent authorities/ local bodies, Ministry has taken up with Central

Ministries/ Organisations like Ministry of Civil Aviation, Ministry of

Environment and Forest, Archaeological Survey of India, etc., to streamline

process for granting NoCs within 30 days.

Further, Municipal Corporation of Greater Mumbai, Maharashtra (MCGM) and

South Municipal Corporation of Delhi (South MCD) have been directed to pilot

streamlining building permission systems online.

Model Building By-laws are under the process of revision for enhancing Ease of

Doing Business as well as to promote concepts of solar roof tops for power

generation and promoting ground water recharge through rain water harvesting.

13 new projects and release of Rs. 188 core was done under the ADB assisted

North Eastern Regional Development programme for five States of North Eastern

Rs. 150 crore released for North Eastern Region under 10% Lump-sum Provision

Scheme for NER; twelve new projects were sanctioned and 9 projects have been

completed.

Rs. 90 crore released for 11 ongoing projects under Urban Infrastructure

Development in Satellite towns around seven mega cities (UIDSST).

A data base of all officials and elected representatives of ULBs across the country

has been compiled to integrate them into the sphere of social network and

facilitate electronic communication via e-mail.

Matters of NCT of Delhi

The National Capital Territory of Delhi Laws (Special Provisions) Second Act, 2011, which would have ceased to operate after 31.12.2014, provided protection to certain forms of unauthorised constructions. The Act was amended to be in operation till 31st December, 2017 so that orderly arrangements can be made regarding such constructions. The cut-off date for protection to unauthorised.

Construction in unauthorised colonies, village abadi area (including urban villages) and their extensions has been extended to 1st June, 2014 in place of the earlier 8th February, 2007.

Notification has been issued to extend the cut-off date for existence of unauthorised colonies to be considered for regularisation from 31.03.2002 to 01.06.2014. This is likely to benefit around 700 additional colonies over and above 895 colonies identified to be eligible earlier under the existing guidelines. Hence, around 60 lakh population in the unauthorised colonies will be benefitted.

Decision has been taken to grant freehold rights to villagers in 5 chulla tax villages viz. Nangli Razapur, Todapur, Dasghara, Jhilmil Tahirpur and Arakpur Bagh Mochi, on the existing occupation on “as is where is” basis. This decision will benefit original chulla tax payers & their descendants, purchasers from original allottees & their descendants, and people of Valmiki category & their descendants.

Central Government has approved the scheme to renew the expired term leases and convert them into freehold in 23 Nazul Estates such as Paharganj, Karol Bagh & Daryaganj etc. This scheme for conversion will be in operation till 31.12.2015.

Floor Area Ratio (FAR) has been increased from 120 to 200 for plots size of 750 sq. m. and above and ground coverage has been increased from 40% to 50% for plot sizes of 1000 sq. m. and above. This will create more housing stock in Delhi.

In 2014, DDA allotted 25,034 flats (24,000 one-bedroom + 800 EWS) under its largest housing scheme so far.

Urban Development Minister inaugurated Sarita Vihar underpass which was under construction since 2008 costing about Rs. 242 crores.

Lands

Following land have been allotted for various public purposes:-

o Land measuring 8.18 acres at Bada Lal Pura, Banaras for setting up of Trade Facilitation Centre and Crafts Museum to the Ministry of Textiles.

o Land measuring 6.5 acres for construction of National Museum of

Natural History behind Purana Quila at Bhairon Mandir Road, opposite Pragati Maidan to Ministry of Environment & Forest.

o Two adjoining parcels of (i) land measuring 2314 sq. mtrs for parking

facilities for the visitors to Humayun Tomb Heritage site and Sunder Nursery Complex and (ii) land measuring 1798 sq. mtrs to provide entry to Humayun Tomb and Sunder Nursery Complex to Ministry of Culture.

o Plot No. 25 B, Akbar Road measuring about 7066 sq. mtrs for

construction of second Guest House by the Govt. of Gujarat.

e-Dharti system is being set up for Automated solution for inspection of properties, generation and dispatch of Breach Notices as well as the calculation of government dues in respect of L&DO property.

Estates

Booking of Type VIII bungalow No.5, Ashoka Road, New Delhi made Online for marriage/social functions and allotments have been made through Automatic System of Allotment

o Introduction of Single Window System at Information Facilitation Centre of the Directorate of Estates at Nirman Bhavan for acceptance of all types of accommodation on allotment and linking of Aadhar number for all allottees and applicants of GPRA in e-Awas.

o Introduction of Automated System of Allotment [ASA] for allotment of Garages

o Full computerization of Licence Fee realization Added over 1000 houses in Type-V, VI and VIII accommodation in

Commonwealth Games Village Complex, Deen Dayal Upadhayaya Marg Dev Nagar in GPRA.

Directorate of Estates started e-payment facility for on-line booking of its Holiday Homes/ Transit Accommodation.

Urban Development Minister inaugurated new residential complex (Rs. 75 crores) for Loksabha secratariat in RK puram.

Urban Development Minister inaugurated new residential colony for with 400 houses for central government employees in Karolbagh

NBCC

National Buildings Construction Corporation Limited (NBCC) has been declared a “Navratna” Company in June, 2014. In order to make its processes transparent and accountable, all the tenders above Rs. 50 lakhs is now compulsorily done through e-tendering and information regarding e-payment to the vendors is supported by the facility of SMS. Further, Annual Confidential Reports / Performance Appraisal System in respect of all the employees is now made on-line.

Rajghat Samadhi Samiti

A two days International Seminar on “Clean and Capable India of Gandhi’s

Dream”, organized on 12-13 March, 2015 by the Rajghat Samadhi Committee, was inaugurated by the President of India. Nearly 1200 Gandhian Thinkers/ Philosophers/ Scholars from across the country and international arena participated in the deliberations.

Central Public Works Department

Keeping up with the technological advancements, many initiatives have been undertaken by CPWD in the field of energy efficiency and digitization of processes for effectiveness in operations. With the advent of the new Government, emphasis has been laid on the following pillars of reforms in CPWD.

i. Transparency

ii. Accountability

iii. Zero Tolerance to corruption

iv. Timely completion of projects.

In light of the above, all works being executed by CPWD are now accessible in the public domain through its website: www.cpwd.gov.in. The website has been made interactive wherein the public can post grievances / comments regarding works of CPWD. A separate space for vigilance corner has also been created in the CPWD website to facilitate online registration of vigilance complaints.

In the FY 2014-15, CPWD has completed a total number of 1976 works worth Rs. 4895 Crores.

Energy efficiency measures have been taken up by CPWD, wherein LED lights are being utilized in all new works. In addition, existing unserviceable CFL and incandescent lights are also being replaced with LED lights. Further, CPWD has initiated provisioning of solar roof top units in all government buildings towards its initiative for green energy.

CPWD has entered with an agreement with Bureau of Energy Efficiency (BEE) for power saving and LED lighting.

The newly introduced AADHAR based biometric attendance has been implemented in all CPWD offices in Delhi. Implementation in offices outside of Delhi is currently in process.
