The 2012 edition identifies 100 such projects with a total price tag of $1 billion in federal funds. Of the 100 projects, 10 are related to transportation generally.

• $38.8 million to support the Alaska Railroad;

• $35.6 million to help build a trolley in St. Louis;

• $1.3 million for a business park to make a road for a factory;

• $1.1 million for sidewalks in Michigan and Florida;

• $520,000 to rehabilitate a covered bridge not used by cars or tied to any walking or bike trails;

• $450,000 to keep open an airport used for just one landing per month;

• $388,000 for five bus shelters in Grants Pass, Ore.;

• $145,000 in transportation enhancement dollars to build a sculpture garden;

These so-called wasteful projects represent roughly one tenth of one percent of federal transportation investment. Nonetheless, the questionable use of federal transportation funds by state and federal officials on some of these projects further reinforces why ARTBA fought, successfully,

to establish an empirically-based performance management process in MAP-21. Directing scarce available resources toward national objectives and setting new transparency requirements will help restore the public’s faith in the execution of the federal transportation programs. Along with a budget and trade deficit, America is suffering from a leadership deficit just at a time when we can least afford it.”

Longtime Connecticut Industry Advocate Passes AwayMarvin Morganbesser, a longtime construction industry advocate in Connecticut, passed away on October 11 at the age of 79. A lawyer, Morganbesser served as president of the Connecticut Construction Industries Association (CCIA) from 1977 until his retirement in 2008. CCIA includes ARTBA’s long-time affiliated chapter, the Connecticut Road Builders Association. Read the full obituary. ARTBA sends its condolences to the family.

FHWA Launches Website to Help Local Transportation Agencies Manage Federal-aid ProjectsThe Federal Highway Administration (FHWA) has launched a new information-sharing initiative designed to help local public agencies (LPA)and state departments of transportation more easily understand and manage their federal-aid highway program projects. The initiative, called Federal-Aid Essentials for Local Public Agencies, provides an online central library of information about key aspects of the federal-aid program, including short videos which explain topics such as civil rights, environment, finance, right of way, product development, and project construction and contract administration.

The home page also offers a “state resources” button that directs users to an interactive map on the U.S. which provides easy access to contact for information for state and local FHWA offices, LPA coordinator contacts, state LPA manuals, local technical assistance program (LTAP) centers, and other helpful resources.

Obama Administration Finalizes New Fuel Economy Standards

The U.S. EPA and the National Highway Traffic Safety Administration (NHTSA) October 15 released new rules to increase the average fuel efficiency of cars and light duty trucks to 54.5 miles per gallon (mpg) by 2025. The EPA/NHTSA regulations build on prior fuel economy standards issued by the Obama Administration in November 2011. ARTBA has consistently urged the agencies to augment their regulations to compensate the Highway Trust Fund (HTF) for any projected dilution of motor fuel tax revenues resulting from decreased gasoline and diesel purchases. ARTBA’s analysis of the new standards indicates they could contribute to the loss of more than $71 billion in HTF revenues by 2025 due to declining motor fuel purchases.

Senate Introduces Bipartisan Coal Ash Legislation

Both the House and Senate adjourned last week for a recess that will carry through both parties’ political conventions (August 27-30 in Tampa, Fla., for the GOP and September 3-6 in Charlotte, N.C., for Democrats) and last until September 10. As such, both parties are developing their political message for the last few months of campaigning before November and are
