Welcome to the Chartered Institute of Payroll Professionals (CIPP) payroll qualifications prospectus.

As this 2011/2012 prospectus is being produced I am in the process of completing my CIPP Foundation Degree in Payroll Management. I’m not going to lie, studying for this qualification has not been easy, it has been a challenge to study whilst in full time employment, but it has been incredibly interesting and extremely rewarding. I am sure that a number of you are concerned about finding the time to study while you are in full time employment, and some of you (like me) who have been out of education for a while, may find the prospect of enrolling on a professional qualification quite daunting. If this is the case, don’t worry! The CIPP offers a support programme for all students which will help you get back into the mindset required for studying, and the timetable is structured to be realistic whilst in full time employment. There is more information on the support you will receive on page 18.

Whether you are new to payroll, or have been in the industry for a number of years, there will be a qualification suitable for you, see pages 6 & 7 for a quick reference to where you sit at the moment and the next step in your professional development. MODULE 1 – OBjECTIvES OF THE PAyrOLL DEPArTMENTThis module introduces various aspects of employment that affect payroll administration, including issues relating to the employer and employee, the main functions for which payroll is responsible and the interaction with other departments.

Students will also be introduced to the financial requirements of input and output from the payroll function.

The analysis and understanding of the obligations of the payroll function when considering areas such as data processing and employment status.

Following a timetable, each module should take approximately eight weeks. Students will have a Module review Day and tutorial per module.

The final two years of the Foundation Degree in Payroll Management should be completed as a two year programme. This has been specifically designed to cover business and organisational needs, as well as advanced payroll technologies – allowing students and graduates to be able to contribute to business decisions.

The Advanced Practitioner Certificate in Payroll and the Diploma in Payroll Management are designed for practitioners and managers with a basic payroll knowledge, who have previously completed the CIPP’s Practitioner Certificate in Payroll (or have either an equivalent level qualification or at least two years payroll experience.)

Managers are recognised as your ‘on site tutor’ answering your day to day questions.

This qualification is run over a nine month period and is aimed at professionals looking to move into, or who have recently moved into, a team leader or management position. Students will develop their management skills, such as time and project management and communication skills.

Please note that this course will encourage strategic thinking. Not all modules concentrate fully on specifics of payroll operations.

The scope of the course explores the wider context. An example of the applied wider context is the global and International Module, as it aims to ‘educate’ you in the important aspects of a globalised business environment.

Payroll is an operation that is central to any multinational and it is important to consider the impact on global aspects when considering interaction with accounting, auditing, tax and legal services.

Even a small domestic-oriented company must be aware of its clients’ international nature, particular competencies and strategic behaviour in the domestic market.

The Advanced Diploma in Applied Payroll Management is a one year payroll qualification being run by University of Derby Business School and in conjunction with the CIPP. It is aimed at people that have completed the CIPP Diploma in Payroll Management, or the Foundation Degree in Payroll Management who wish to further their development.

On completion it is then possible to follow an eight month study programme which, if successful, will lead to achieving a BA (Hons) award. This is not a compulsory extension to the Advanced Diploma but is recommended.

wHAT quAlIfICATIon wIll I oBTAIn?Students who successfully complete the first year will obtain the Advanced Diploma in Applied Payroll Management, accredited by the University of Derby as a level six qualification. By completing a further eight months study, which includes undertaking two modules and a dissertation, they will obtain a BA (Hons) award. This is accredited by the University of Derby at level six.

Blended leArnIngThis structure enables candidates to study whilst they are in full time employment, allowing the individual to set his or her own pace from the comfort of home while still feeling confident of expert tuition.

As well as module tutor support, the students have access to a course moderator who acts as liaison and advisor on course matters. There is a contact for both CIPP and for the University of Derby.

The course is structured to allow continual assessment and the qualification is gained by passing a series of assignments.

Please note there are two rates, one for CIPP members, and a second level for non members. The additional sum reflects the use of membership benefits such as CIPP Advisory Service. Attendance at the University of Derby is required for five individual days during the course of year one, and two days during the eight months if studying for the BA (Hons). There is also a specific day offered where pre-review of a student proposed dissertation topic is discussed and mentor support offered.

All core material is released and available online.Additional books and sources of information will need to be used as part of the study programme, but it is not a requirement to purchase such additional reading material.

SPeCIAl noTe for ConSIderATIon Pre-regISTrATIonThe Advanced Diploma in Applied Payroll Management is currently under a period of research and development. The CIPP, in collaboration with the University of Derby, is currently working to ensure that the resulting qualification is fit for purpose and is a best fit for UK business. Any changes will enhance your qualification and may also mean that you complete your course in a shorter timescale. For example:

CURRENTLY The Advanced Diploma in Applied Payroll Management course duration is one academic year, you can then convert your Advanced Diploma in Applied Payroll Management to a BA (Hons) in the subsequent academic year. FUTURE The CIPP is aiming for students to complete a BA (Hons) in Applied Payroll Management in no more than 18 months. The affect on you as a student will be positive as, should we reach this stage of development whilst you are studying, you will automatically complete your studies with a BA (Hons). This means that you will not need to enrol on a separate course in year two, as you would have to currently.

The MSc explores the integration between payroll and other key business functions, such as finance, and examines the impact the economy can have on the payroll operation. It is also focused on strategic issues which are beneficial not only to the payroll function, but the organisation as a whole.

The MSc is obtained through distance learning and the successful completion of Tutor Marked Assignments and a final thesis. The qualification is obtained after three years of study and equates to 13 hours of study per week, 45 weeks a year.

There is an option to cash in credits before you complete the three years, if you choose to do so, you will receive the following accreditations:Year 1 – Postgraduate Certificate in Business and Payroll ManagementYear 2 – Postgraduate Diploma in Business and Payroll ManagementYear 3 – MSc in Business and Payroll Management

Once enrolment to the course is completed all course material is made available online. Additional books and sources of information will need to be used as part of the study programme.

How IS THe CourSe STruCTured?The MSc programme is distance learning and each module has a tutorial day at the University of Derby. All study material is accessed on line.

The three-year course is structured to allow continual assessment and the qualification is gained by passing Tutor Marked Assignments (TMA’s) and a final Thesis.

The MSc in Business and Payroll Management provides you with a strategic understanding of advanced payroll issues.

The course allows you to apply the theory to practical issues in the workplace. The intention is to develop your skills and awareness of the role of the payroll function as part of the total business structure.

The MSc in Business and Payroll Management provides for those in business, government, not for profit and related organisations, the concepts, knowledge and skills to develop, implement and manage payroll programs in a local context. It provides you with those subjects relevant to strategic decision making and therefore the content emphasises the development of analytical and strategic skills, the harnessing of IT as an aid to business analysis and strategy development and implementation, and the development of cognitive, professional and transferable skills.

Completed over a three year period, the MSc in Business and Payroll Management is the highest level payroll qualification in the UK, run by the University of Derby Business School in conjunction with the CIPP. It is designed for graduates of the Foundation Degree in Payroll Management (formerly Diploma in Payroll Management), the Advanced Diploma in Applied Payroll Management and the BA (Hons) in Payroll Management who understand the impact of payroll on other business functions and aim to move into high level strategic payroll roles.

Access to the course may also be permitted if you hold an equivalent NvQ level 6 qualification for example a BA Degree. Access may also be granted depending upon length of service and management experience gained within the payroll profession.
