Dear participants,

Finland is honoured to host the 11th European Forum on Eco-Innovation.

Environmental degradation and resource depletion, coupled with the desire for continued economic growth, is a challenge to Europe and to the whole world.

It is clear that growth can no longer be based on the intensive use of natural resources if it wishes to ensure citizens’ welfare and protect the environment. Clean water and air, the means of food and feed production, access to resources, raw materials and land, tolerable temperatures and biodiversity are vital to sustainable global development.

We need a new way of seeing growth which is in line with our environmental constraints.

Innovation has a crucial role to play in enabling new, environmentally sustainable growth. We need innovation to confront the present status quo and to highlight opportunities for making green choices.

We need policy actions to catalyse green investments. We need a broad understanding of the challenges and opportunities for green economies and active co-operation at local and global levels.

And we need to implement the commitments we have already made.

Enabling green growth is also a central theme for the Rio +20 Conference on Sustainable Development next June. The European Union has a key role in supporting this ambitious political process. As a part of this process, we need to understand the other parties involved, their economies and the opportunities available to them.

Greening the economy and creating new opportunities for green business is a key priority in Finland. Our government places a strong emphasis on sustainable growth, eco-innovation and cleantech industries.

The European Commission has also launched several initiatives under the Europe 2020 strategy to boost the green economy. A key aspect of this strategy is the Roadmap for a resource-efficient Europe, which sets out a strategic framework for the efficient use of natural resources in Europe. Additionally, the OECD has launched its horizontal strategy for Green Growth, while the UNEP recently introduced its Green Economy Initiative.

Green growth is much more than a policy question. It will be put into action through diverse eco-competence networks. These networks encourage and provide the platform for eco-innovations. Enterprises and other actors strategically oriented towards green business hold the key to greening the economy.

This Forum will gather together key players from the worlds of business, academia, finance and policymaking, in addition to green groups. It will address opportunities for green growth, encourage innovation through cross-fertilization between disciplines and sectors, and identify and prioritise the key issues that need to be addressed by businesses, civil society, governments and EU actions.

We are proud to host the 11th edition of the Forum on this important theme. The discussions here have the opportunity to guide us towards green economies, and take us from policies to action.

Dear eco-innovators of Europe, The Finnish Cleantech Cluster and Lahti Science and Business Park extend to you a most cordial welcome to the city of Lahti for the second day of the 11th European Forum on Eco-Innovation on 12 October 2011.

The theme of the Forum is most crucial in today’s world: the need to work with emerging economies for green growth. We all know that with the current pace of development, especially that of the emerging countries, the Earth simply does not have the capacity to satisfy the growing needs of humankind. Old ways of thinking cannot solve these problems, nor can we simply put the brakes on the world’s development. What we need is new thinking and new solutions. Eco-innovation and clean technologies are the only way to achieve green growth. These issues, and especially the question of how to overcome the barriers to green growth in emerging economies, will be at the heart of the discussions taking place in Lahti on 12 October. Lahti provides an excellent backdrop for this event, as it is known as the cleantech centre of Finland. LahtiSBP, among others, co-ordinates several EU-funded projects aiming to accelerate the implementation of eco-innovation policies across Europe, including the EcoPol project funded by DG Environment. LahtiSBP is also a founding and a board member of the Global Cleantech Cluster association, where over 30 cleantech clusters from all over the world exchange best practice on accelerating green growth. There will also be a very interesting series of other eco-innovation related events in Lahti in October 2011, including the International Cleantech Expo on 12 and 13 October, gathering together international companies and cleantech experts. We sincerely hope that the participants of the ETAP Forum will have the opportunity to pay a visit to this event to learn more about cutting-edge eco-innovations and clean technologies presented by the leading European companies in this field. Dear participants,

Welcome to the 11th European Forum on Eco-Innovation. In 2008, in Vienna, during the 3rd ETAP Forum we looked at the opportunities for unlocking global market opportunities for eco-innovation. During the next two days we will revisit this theme, fully aware that at stake is much more than just opening trade opportunities for a vibrant and emerging sector of the global economy.

Despite global efforts today we still face two major interlinked challenges: meeting the demand for better lives for a global population and addressing environmental pressures that if not tackled, will undermine the world’s ability to meet those demands. To achieve this we must do more than just open up global markets to eco-innovation and develop capacities for its diffusion. We must support a green growth transition, which will both reverse negative environmental trends, but also drive future growth and jobs. The green economy offers opportunities to all countries, irrespective of their level of development and the structure of their economies. Eco-innovation will be a fundamental element of that transition.

This Forum comes at a timely moment. In June 2012 our attention will turn to Rio de Janeiro where the Rio+20 Summit will take place. This is a unique opportunity to secure renewed political commitment for sustainable development. The Forum is an important step on the road towards Rio+20. Your commitment, ideas and discussions will provide important input to the preparatory work ahead of the Summit. We need fresh ideas and viable models for a more focused, needs based approach to developing eco-innovation capabilities. Expectations are high. I invite all participants to live up to the challenges put to them, to be bold and innovative in their recommendations. I wish you fruitful discussion!

Novel treatment of agricultural fibres for sustainable packaging. C-Tech, in collaboration with Indian partners, has developed a dielectric energy technology solution to produce sustainable food packaging. The UK collaboration team is developing multiple new processes for sustainable packaging, with subsequent pilot trials to be carried out at an Indian manu-facturing site operating at full capacity.

How can eco-innovation practices be implemented in Asia on a large scale? Eco-innovation pilot projects have been successfully executed in many sectors in numerous countries, but how can these successes be replicated on a much larger scale? The EU-funded SWITCH-Asia programme on Sustainable Consumption and Production has supported projects in Asia – the manufacturing hub of the world and also an up-and-coming consumer market – since 2008. The programme, which will run until 2018, also aims to identify mechanisms for large-scale replication and the conditions under which they are most effective.

Finnish Environmental Cluster for China – A route into the Chinese cleantech market for SMEs.The Finnish Ministry of Employment and the Economy established the Finnish Environmental Cluster for China (FECC) programme in 2006. FECC is making a concrete contribution to the implementation of the agreement on environmental matters between China and Finland by helping Finnish SMEs enter the Chinese cleantech market in ‘company clusters.’ FECC is an umbrella organisation for over 200 Finnish companies and research institutions that are or aim to be actively operating in China. The public financing granted to FECC has been multiplied over 100-fold in the form of commercial contracts awarded to the companies it represents. FECC’s next step will be to expand the company clusters from national level to Nordic level.

ECOPOL Project: Public policies and best practices to help eco-innovative SMEs internationalise.The promotion of eco-innovation policies and the diffusion of environmental technologies worldwide require improved public policies and best practices in support of internationalisation processes of eco-innovative SMEs. Birmingham forum highlights role for eco-innovation in a resource-efficient economy.The 10th European Forum on Eco-Innovation in Birmingham, England focused on the role of eco-innovation and eco-innovative business in driving a resource-efficient European economy.

A joint initiative of Defra and the European Commission, the Forum attracted 240 stakeholders from business, academia, policymaking and green groups. The event contributed to the public consultation on improving resource efficiency in Europe launched by the European Commission. A roadmap to establishing a resource-efficient economy is expected later in 2011.

“We are consuming resources at twice the rate that the planet can support,” said Lord Henley, minister at the UK Department for Environment, Food and Rural Affairs (Defra), opening the conference. “Doing more with less has to become a way of life. But incremental change is not enough, we need to achieve radical change,” said European Commissioner for Environment Janez Potočnik.

Speakers made the business case for resource efficiency, reviewed actions already taken and assessed the need to stimulate global demand for resource-efficient products and services. Participants advocated radical solutions to the resource challenge. There was strong support for a switch from taxing labour to taxing consumption and for a scaling up of the successful UK National Industrial Symbiosis Programme.

The forum reviewed the need for materials security and sustainable materials management. Emphasis was placed on stimulating demand for resource-efficient and sustainable products through public procurement – as demonstrated by the UK Small Business Research Initiative and the Dutch Programme for Sustainable Public Procurement – and supply chain collaboration shown in the SWITCH Asia Network. Consideration was also given to influencing consumer behaviour – from government and retail campaigns to actions by non-governmental organisations.

A series of key issues were identified, including:• How can we set clear and

binding targets to mobilise actors at EU and Member State level?

• What standardised metrics can be developed to measure progress equitably across Europe?

• How can eco-innovation speed up this progress?

• How much leadership should come from business and can we stimulate this?

“While eco-innovation on its own will not be enough, the good news is that it makes economic sense to protect the globe – offering commercial opportunities and employment,” concluded Timo Makela, Director at the European Commission. “The case studies during the forum demonstrated the practical actions that we need to multiply in both the private and public sectors.”
