    1.0 References:

    1.1 Design codes

    The following codes in their latest edition shall form basis for design,manufacture, testing and acceptance of equipment

    A) ASME Boiler & pressure vessel code Sec. VIII Div. 1B) ASME Boiler & pressure vessel code Sec.IXC) Indian boiler regulations - IBR wherever applicable

    1.2 Material codes

    Material supplied by the fabricator shall be inspected and accepted inaccordance with relevant provisions of ASME boiler & pressure vessel codesection II or as specified in their latest edition or IBR as per applicability.

    2.0 Rolling and dishing of plates

    A) Rolling: Rolling of plates shall be in the longitudinal direction of plates.This direction shall be clearly marked on the plates. Rerolling of platesafter welding is not allowed.

    B) Dishing: Head shall be formed / pressed as a single piece. Headprofiles shall be exactly as per dimensions of drawing. All C S headsshall be heat treated after forming as per requirement of code. However,in case, hot forming is carried out inside the normalizing range, no stressrelieving is necessary. Deep dished ends shall be torispherical as per IS-

    4049 Table 1 or 2:1 Ellipsoidal type.

    3.0 Staggering of Weld Seams

    Longitudinal weld seams shall be staggered with a minimum circumferentialdistance between the centre of welds of 5 times of thickness of thicker plate.Weld seams shall be so located as to avoid fouling with connections andexternal attachments.

    4.0 Inspection & testing:

    4.1 All vessels shall be offered for inspection to Purchaser or hisauthorized inspector.

    4.2 Inspector shall have free access to all Workshops of contractor or sub-contractors.

    4.3 Inspection shall be carried out both during Fabrication and before delivery andalso for sub-ordered materials. Inspection shall be at all stages of fabricationincluding but not limited to following:

    5.0 Post weld heat treatment:

    Post weld heat treatment of the vessel shall be as per relevant code.

    6.0 Radiography:

    The extent of radiography shall be as specified on specification sheet.

    A) When spot radiography is specified, the following requirement shallsupplement the requirements specified in ASME SEC -VIII Div. 1.

    The extent of radiography shall be limited to 10% of total weld length inclusiveof all "T" joints, weld start points and longitudinal and circumferential weld seams.Length of each radiograph shall be 250mm, all "T joints must be radiographedand at least one shot must be taken on each longitudinal & circumferentialseam.

    For welds subjected to either full or spot radiography, imperfections permitted inASME code SEC - VIII clauses UW-51 & UW- 52 will not be acceptable.

    B) All A.S. surfaces shall be 100% radiographed.

    7.0 Hydrostatic & other tests:

    These tests shall be witnessed by Owners Representative/ Third PartyInspection (TPI) agency.

    Test pressure shall be maintained for at least 60 minutes. The vessel shall be

    dried by hot compressed air after hydrotest.

    8.0 Shop painting

    AS/ CS surfaces other than flange faces & other machined surfaces shall begiven two coats of heat resistant primer of 50 microns DFT after surfacepreparation. Total DFT shall be 100 microns.

    9.0 Knuckle and crown radius of torispherical-dished ends shall be 15% (min) and80% respectively of outside of dished heads.

    10.0 Materials

    Materials shall meet code requirements. In addition the following requirementsshall also be complied with.

    A) Pipes

    All nozzle piping shall be seamless conforming to API 5L Gr A or B /ASTM A 106 Gr B.

    All C.S pipes shall be in "hot finished" condition. Dimensions &tolerances shall be in accordance with ANSI B 36-10.

    Carbon content of C.S pipes shall be limited to 0.25% (max).

    B) Plates

    All plates of A 516 Gr 60 shall be in normalized condition. One productanalysis of each heat shall be carried out as a supplementaryrequirement & reported. The Carbon content of C.S BQ plates shall in nocase exceed 0.25%. All plates shall be examined ultrasonically after heattreatment as per applicability of thickness as per ASTM A-435 & A-578.

    However in case Gr 60 quality plate is not available Gr 70 is acceptable

    with the following Conditions:

    i) Carbon Equivalent (C.E) = 0.45% max

    C.E = C + Mn + Cr+Mo+V +Cu+Ni---- ------------ ---------

    6 5 15ii) U.T.S = 85000 PSI

    iii) The calculation of shell & dished end thickness shall be donewith allowable stress value of 15000 PSI only.

    No benefit shall be given to the vendor if they use Gr 70 Plate.

    C) Forgings

    All flanges shall be forged type & Material of Construction shall be ASTMA 105. All C.S. Forgings shall be in normalized condition.

    Carbon content of C.S. forgings shall be limited to 0.25percentage (max).Nozzle flanges shall be weld neck type only.

    11.0 Materials in vendor's shop shall be inspected by Owners Representative/ ThirdParty Inspection (TPI) agency Mill test certificates only are not acceptable

    12.0 Vendor shall submit the design calculation for the complete vessel along withoffer without which offer is liable to be rejected.

    13.0 Detailed fabrication Engineering drawings shall be prepared by the vendor andshall be submitted to the Owners Representative/ Third Party Inspection (TPI)agency. For approval and then to IOCL for final approval prior to anyprefabrication work. However, IOCL approval will not absolve the party from thedesign responsibilities.

    14.0: The Inspection shall be carried out by Owners Representative/ Third PartyInspection (TPI) agencyas per ASME & other applicable Codes.

    15.0 Lifting lugs, pipe support cleats, platform cleats etc. shall be provided as per therequirements.

    16.0 Documentation folder

    Vendor shall supply six (6) bound copies of data folder containing the followinginformation:A) Vessel data sheets

    B) Vessel as built drawings duly certified & stamped by OwnersRepresentative/ Third Party Inspection (TPI) agency.

    C) Certified material test reports, heat nos., chemical analysis, physicalproperties of all materials used in the fabrication of vessels.

    D) Welding procedure qualification reports.

    E) Welder qualification reports.

    F) Radiography results.

    G) Ultrasonic / MP / DP test reports.

    H) Hardness test (if applicable).

    I) Record charts duly certified by Owners Representative/ Third Party

    J) Inspection (TPI) agency showing complete heat treatment Cycle.
