    DUTY AND FUNCTIONS OF PERSONNEL OFFICERS OF WESTERN RAILWAY

    Sr.No. Designation Brief Duties

    1. CPO Chief Personnel Officer is the Head of Personnel Deptt.and ensures implementation of all policies onestablishment matters over entire Western Railway.

    He is responsible for proper Manpower Planning, StaffWelfare, Industrial Relations, Staff Grievance Handling,

    Court Cases and all other establishment matters pertainingto staff and officers on Western Railway.

    He is the co-ordinator of establishment matters betweenRailway Board and Head of Deptts. on Western Railway.

    He is the ex-officio President of all Railway Schools onWestern Railway.

    2. CPO(Adm.) Chief Personnel Officer (Administration) assists CPO onestablishment matters.

    As per Schedule of Powers, he deals with the casesrelating to Manpower Planning, Staff Welfare, IndustrialRelations, Staff Grievance Handling, Court Cases and all

    other establishment matters pertaining to staff and officerson Western Railway.

    He is the Training Manager of Personnel Deptt. andmaintains liaison with the Branch officers of PersonnelDeptts. on various units of Western Railway.

    3. CPO(IR) Chief Personnel Officer (IR) looks after the work ofDy.CPO(W), SPO(M&E), SPO(RP) & SPO(IR).

    4. CPO(Const.) Deals with establishment matters of ConstructionOrganisation.

    Also deals with Court cases pending before LabourOfficers/Labour Commissioners on similar issues related tocasual labours of closed project.

    Deals with issues relating to employee-employerrelationship which are likely to arise in execution ofprojects.

    5. Dy.CPO(Gaz.) Deputy Chief Personnel Officer (Gaz.) deals with careerprogression upto JAG (adhoc) as well as variousestablishment matters of all Gazetted officers of WesternRailway.

    Also responsible for all selections from Gr. C to B, except

    Security Deptt. and conducts exams. Also also deals with deputation and nomination of officers

    for training. All Court & DAR cases pertaining to GazettedOfficers are dealt with by Dy.CPO(G).

    6. Dy.CPO(HRD) Dy.CPO(HRD) is responsible for submission of monthlyPCDO from CPO to MS, submission of manpowerstatements to GM for preparation of his MCDO to CRB,preparation of brochure for MS/AMS during their visit toWR, creation & surrender of posts, maintenance of HQsurplus staff, monitoring of redeployment of surplus staff,submission of monthly statement on benchmarking to

    Board, submission of Book of Sanction to Board.

    Deals with interpretation of rules and issue of policycirculars, Dealing with parliamentary questions,Committees, etc., Issue of NOC and medical cards toworking & retired staff including officers, All otherMisc.work of Personnel department including procure mentof stationery & other items, Inspection notes ofGM/CPO/Board etc.

    Also deals with Establishment Policy, Allotment of

    Quarters, organizing & follow up of Sr.DPOsConferences.

    7. Dy.CPO(HQ) Dy.CPO(HQ) deals with establishment matters of Law.

    Deals with court cases and DAR cases of NG staff of HQOffice, including appeal cases of divisions / units in HC /SC. Dealing with DAR cases of divns./units whereinPHODs/GM is the appellate /revisionary authority.

    Deals with audit cases/Audit and accounts objections,Inspections notes, Work related to issue of variouspasses/PTOs and issue of policy circulars thereon.

    Also deals with RTI cases of Personnel Deptt..

    Dealing with all work pertaining to Rajbhasha.

    8. Dy.CPO(Rectt..) Dy.CPO(Rectt.) is responsible for recruitment of Gr. Dstaff for Western Zonal Railway.

    9 Dy.CPO(Wel.) The incumbent deals with establishment mattersinspectorial staff of Personnel Department, teaching staff ofschools and staff of staff canteens. He also deals with thepolicy matters pertaining thereto. All welfare activities arealso co-ordinated by him through Central Staff BenefitFund Committee of which CPo is the Chairman. He is alsothe Secretary of GMs Welfare and Relief Fund. Policymatters pertaining to all the disputes arising out of all legallabour legalizations including dealing with RLC & ALC isalso done by him. Implementation of Hours of EmploymentRegulation and all proposals for change of classification asalso joint job analysis is also being monitered and done byhim. Policy matters pertaining to co-op. societies andperiodical returns pertaining to thereto is also being dealtby him.

    Processing of Annual Railway week awards both atRailway Board level and GMs level.

    10. Dy.CPO(S&C) The workload has considerably increased in case of Gaz.Organisation as frequent postings and transfers arerequired. Further panels are required to be preparedurgently to meet the requirement of additional poss. Thereare large number of court cases required to be monitoredregularly. In addition to this, there are large number ofassociates issues, which are resulting in to PNM items andstaff grievances.

    11. Secy. to CPO Assists CPO in day to day working. Co-ordinates variousmeetings to be attended by CPO, Personnel officers ofdivns./units and HQ Office.

    Manages the administration of Stenographers & Group Dstaff of Personnel Deptt..

    12. SPO(Engg.) SPO(Engg.) deals with creations/surrender/abolition of

    N.G. posts of Engg. Deptt., conducting selections /suitability tests & trade tests for filling up vacancies ofTrack Machine Organisation, Bridge organization, clerical& drawing cadre of HQ Engg. & S&C deptt and Work StudyOrganisation.

    Deals with Railway transfers, deputations, maintenance ofservice sheets, leave accounts of clerical, drawing &inspectorial staff of Engg. Deptt. working in HQ Office andwork study organization.

    Also deals with PRT of Stores & Signal Deptts..

    13. SPO(RP) SPO(RP) deals with reservation policy of SC/ST/OBC,

    conducting informal meetings with SC/ST/OBCAssociations, monitoring shortfall of SC/ST, both inrecruitment & promotion and OBC in recruitment,inspection of communal rosters of all divns./units, disposalof references received from National Commission forSC/ST & Railway Board, co-ordination with ParliamentaryCommittee for welfare of SC/ST as and when visits &submissions of various statistical information to Board.

    14. SPO(IR) Conducting meetings with both the recognized unions atdifferent levels.

    Issuing agenda / index / minutes of these meetings.

    Dealing with all correspondence, including policy andmemoranda received from both recognized unions.

    Arranging separate joint meetings with both the unions.Issuing notifications for special casual leave / passes tooffice bearers of recognized trade unions.

    Issuing notification for office bearers of recognized TradeUnions, General Body, Working Committee, BranchEducation classes conducted by Trade Unions as well asCentral Board of Workers Education etc. Dealing withcourt cases of recognized / un-recognised trade unions.

    15. SPO(M&E) SPO(M&E) deals with selections / suitability tests /screening, notifications of seniority lists, maintenance ofleave records, service records of Mechanical & Electricaldeptts..

    Deals with subjects like finalization of Union items,SC/ST/OBC Association references, staff representations,division/unit references etc., disposal of Railway Board /VIP references and Inter Railway Transfer applications,creation/abolition of posts, court cases pertaining toMechanical & Electrical deptts., including workshops.

    Deals with cadre of Motorman & AC/DC projects as well aslitigation matters of Motormen.

    Deals with monitoring & maintenance of NG confidential

    reports of HQ staff.

    16. SPO(Gaz.) SPO(Gaz.) deals with court cases & DAR cases ofGazetted officers of Western Railway.

    Assists Dy.CPO(G) in conducting Gr. B selections,forwarding of leave files of officers, creation & extensionsof workcharged posts, nomination of officers for training,deputations etc.

    Deals with nomination of Doctors for seminars /workshops.

    Various work assigned by Dy.CPO(Gaz.).

    17. APO(B&A) Subjects like preparation of bills, PF withdrawals,circulation of policy of pay & allowances, fixation of pay,payment of travelling / packing allowance, honorarium,awards, dual charge allowance, conducting pensionadalats, arranging settlement dues, payment of interest ondelayed settlement dues, checking of TA/DA/CA bills etc.,VIP references, CA-iii references.

    18. APO(T&C) Deals with creation/surrender/abolition of other ministerialposts of Commercial & Traffic deptts. of HQ staff, including

    conducting selections, maintenance of leave / records ofthese staff.

    Deals with subjects like Inter Railway transfer, deputationsto IRCTC/RCT, disposal of diary references, union items.

    Deals with Promotion, Reversion & Transfers of Medicalstaff, EDP centre staff & Statistical staff.

    19. APO(HQ) Deals with creation/abolition of N.G. posts of ministerialstaff, conducting selections / suitability tests / trade testsfor filling up vacancies in ministerial category ofEstablishment, Mechanical, Operating, General Admn.,Commercial, Medical, Electrical, S&T, Budget Br. Of HQstaff. Selections of Stenographers, typists of all deptts.,Hindi organization and Gr. D staff of all deptts. of HQOffice.

    Subjects like Promotion, Reversion & Transfers of all thesecategories, maintenance of service records, leaveaccounts, disposal of Railway Boards reference, diaryreference, unions items .

    20. APO(Plg.) Dealing of Plan Head 51 & 52 of Pink Book, Law Book andMini Law Book of IRPSM.

    Dealing with Medical related issues on W.Railway,

    Contract with Super Speciality Hospitals, Honorary VisitingSpecialists, Medical Practitioners (CMPs), Non-Rly.Hospital- On going & new contract, contract with Dentalsurgeons & Para Medical staff

    Deals with SMS based E-Helpline setting it up- receivinggrievances.

    Also deal with day to day work given by CPO(IR) & CPO.

    21. APO(Rectt.) Deals with Gr. D recruitment & recruitment of EX-Servicemen from open market as per recruitment drive.
