In October 2013 , Walker Consultants updated the study and made several recommendations and best practices to consider for the downtown parking management plan . In December 2014, a six month pilot multi-space meter parking program was implemented and at the conclusion of the program, staff was directed by Council to further study parking management options. On June 30, 2015 a parking workshop was held with community members to discuss options to improve parking in the downtown . Topics discussed at the workshop included: Enforcement, Eliminating the Two-Hour Shuffle, Underutilized Spaces, and the T wo-Hour time limit. One of the parking management options discussed was to create a zoned parking system to improve the availability of on-street parking spaces for visitors and discourage habitual long-term parking from parkers engaged in the two-hour shuffle. The current two-hour parking regulation allows parkers to park for two hours and then requires them to move their vehicle from their current parking space to a vacant space which re-sets the two-hour time limit. This daily pattern of parking perpetuates the problem of habitual long-term parking and limits the availability of parking spaces for our visitors. RECOMMENDATION

SUMMARY

In 2000 Walker Parking Consultants were commissioned by the City of Carmel-by-the-Sea to conduct a

The establishment o creating parking zones is meant to deter the re-parking o vehicles by drivers who

park in an area all day and move their vehicles every two hours. This practice limits or in some cases

eliminates the availability of spaces for visitors. The purpose of creating zones is to encourage the

business community to park outside the downtown core to free up parking spaces for visitors.

As

part

of the zoned parking program, business owners and employees will be required to park in a zone

created around the peripheral area

o

the downtown and not

in

the commercial core. Our current

License Plate Recognition (LPR) enforcement system can be used in creating and managing a permit

and/or zoned parking system. Staff is also looking to change our current two-hour Limited Time

Parking ordinance so that vehicles will be required to move a greater distance after the established

time limit has elapsed or move to another zone. Walker will research best practices and recommend

solutions required to manage and enforce a zoned parking policy

in

addition to updating or changing

current ordinances.

A zoned parking program will require staff analysis, hearing process by the Planning Commission and

application for a CDP (Coastal Development Permit). This may require a change in Carmel's LCP

(Local Coastal Plan). CEQA requirements may need to be reviewed and become part

o

the approval

process.

Parking Management Options:

At the July 7 2015 Council meeting, staff received input from Council and community members to

implement parking management options. The following is an update on parking options that are being

implemented

or

considered to improve parking

in

the commercial downtown.

1) Hiring o Staff- Council approved two full time (CSO) Community Services Officer positions to help

improve parking enforcement. The recruitment and testing process has been completed. After

completion

o

the background process, staff anticipates a start date

o

November 1, 2015.

2) Equipment- The FY 2015/16 budget includes the purchase o one parking enforcement vehicle and

one License

Plate Recognition (LPR) system. The vehicle has been ordered and the anticipated arrival

date

is

December. The LPR will

be

installed

in

the new parking enforcement vehicle. This will bring

the total of two parking scooters equipped with the License Plate Recognition system for downtown

enforcement.

3) Staff is working with the cities

o

Pacific Grove and Monterey on developing new ordinances on time

limit parking and the required movement o a vehicle from a space to another block or zone, and a

tiered parking fine ordinance for habitual offenders. These will be considered based on the parking

zoned plan and polices recommended by Walker.

4) Staff is

in

the process o putting together a parking informational flyer for business owners and

employees.

5) The zone parking management plan will also consider a pay by cell option to extend parking time,

and an employee parking permit and rewards program. Staff is currently working with Park Mobile and

Genetec to create an employee parking permit program.

Fiscal Impact:

The fiscal year 2015-2016 budget includes the Parking Management program

as

one of the Capital

Projects

in

the amount

o

$200,000. The proposed services by Walker Parking Consultants to analyze

and recommend a zoned parking policy is not to exceed $20,500.

PRIOR CITY COUNCIL CTION

Parking management has been one o Councils key initiatives since FY 2013/14. The Walker study

was completed October 2013; Council held a public workshop November 2014; Council directed staff to

develop a parking management plan December 2013; Directed staff to implement a paid parking

program May 2014; and provided staff direction to implement parking management options at the July

7, 2015 meeting . Community Workshops were held on October 23, 2014; February 19, 2015, June 24,

and June 30, 2015.

WHEREAS, In 2000 Walker Parking Consultants was commissioned by the City
