NEW DELHI,FEB 18 Days after Bharatiya Janata Party (BJP) MP Sakshi Maharaj made con- troversial remarks asking Hindu mothers to produce at least four kids, Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat has reportedly said, “our mothers are not baby factories”. “Hamaari maatayen fac- tory nahin hain, bachcha paida karna vyaktigat nir- nay hai (Our mothers are not factories to produce babies, it's a personal deci- sion to give birth to a child),” the RSS chief said. The remarks were made by the RSS chief in Kanpur on Monday during talks with delegates related to the Sangh Parivar, according to news reports. In an apparent reference to BJP MP Sakshi Maharaj, Bhagwat said that one should think care- fully before making such statements. The Unnao MP had trig- gered a controversy last month after he said that every Hindu woman should give birth to at least four children to protect Hindu religion. The AAP had made power tariffs in the national capital a key poll issue and promised 50% cut in electricity bills in its manifesto. As per reports, AAP plans to tie-up with a private com- pany to set up an ultra mega power plant to ensure ade- quate power to the city at cheap rates. The decision came days after the Delhi government directed finance and power departments to immediately send their proposals for implementation of the elec- tion promises to slash the electricity tariffs by 50 per cent till the audit by the Comptroller and Auditor General of the private power companies (discoms) is com- pleted. The Kejriwal-led govern- ment has also directed the Delhi Jal Board to prepare a proposal on providing free water up to 20,000 litres to every household per month. During its previous 49-day stint, the AAP-led govern- ment had announced a 50 per cent subsidy on power con- sumption up to 400 units in the national capital due to which power bills of the con- sumers were cut by half. The then AAP government had also ordered a CAG audit into the finances of three private power distribution companies in the national capital. Commission onWednesday sought dis-missal of a plea seekingcancellation of Aam AadmiParty's registration, sayingthere is "no lapse or anyundue haste" in grantingrecognition to the party.

The EC informed abench of Chief Justice GRohini and Justice R SEndlaw in response to thePIL seeking quashing ofthe registration of theArvind Kejriwal-led AAPon the ground that it hadallegedly used forged doc-uments to register itself.

"Registration to AAPwas granted after complet-ing all requisite formalitiesand requirements. There isno lapse or any unduehaste on the part of theCommission's office in thisregard, as alleged or at all,"the EC said in its affidavit.

The poll panel also saidthat though petitioner HansRaj Jain made the allega-

tions against AAP, he "hasnot impleaded the party asa respondent".

It also urged the highcourt to dismiss the pleasaying "there is no contra-vention of any provision ofthe law."

Taking note of EC's sub-mission, the court said thatit will consider the argu-

ments made by both theparties and pass an appro-priate order.

"Will consider the mat-ter. Judgement reserved,"the court said.

The court had asked theEC to give completedetails of registration ofAAP with it.

the plea of Jain, who hadalleged that provisions ofState Emblem of India(Prohibition of ImproperUse) Act has been violatedby AAP as its registrationapplication contained the'chakra' logo as depicted inthe national flag.

Jain had alleged that"registration of AAP wasallowed (by the EC) in ahurried manner on thebasis of false and fabricat-ed documents withoutmaking any properenquiries".

He had claimed thatthere were discrepancies inresidential addresses givenby some AAP members intheir affidavits when com-pared to the addressesgiven in their voter identitycards or income taxreturns.

Jain had sought initiationof disciplinary actionagainst EC officials forallegedly failing to verifydocuments submitted byAAP members.

in the Delhi assembly polls, thePolitical Affairs Committee(PAC) will meet this week to takea call on the party's future courseof action.

Although Delhi chief ministerand AAP's National ConvenorArvind Kejriwal has made hisstand clear that his party wouldfocus on the national capital,many leaders feel that the partyshould expand in other states,using Delhi's success as thelaunch pad.

The PAC, the top decision-making body in the party, willmeet in next two days, partysources said.

"There have been differentviews in the party on what shouldbe our strategy. This requires a lotof debating," said a senior partyleader.

Wednesday refused to enter-tain a PIL seeking directionsto the government to keepcases of live-in relation-ships out of the purview ofrape under the Indian PenalCode.

The PIL also sought direc-tion with regard to the issueof police arresting a persononly on the basis of an alle-gation levelled by thewoman, prior to conductinga preliminary enquiry andobtaining a medical report.

Before arrest, sufficientcause should be recorded by

the officer to avoid falseimplication.

A division bench of ChiefJustice G. Rohini andJustice R. S. Endlaw refusedto entertain the plea sayingthat it is not in the discretionof the court to direct policewhom to arrest.

"How can court directpolice officer not to arrestanybody? Its not in the dis-cretion of court. We are notentertaining this plea," thebench said.

Seeking to control thepossible misuse of the rapelaw in the city, the plea filedby one Anil Dutt Sharma

said the complaint lodgedby the live-in partneragainst the other should beregistered under section 420(cheating), not section 376(rape).

The lawyer, who appearedfor Sharma, argued that asper records it has been seenthat in many instancescourts acquit men accusedof rape as women file falsecases.

"In more than 70 percentcases, the accused is foundnot guilty and the familymembers of the the accusedface humiliation in the soci-ety," he argued.

New Delhi: After it came to noticethat pathology labs and private hospi-tals were taking irrationally highcharges for Swine Flu tests of patientsshowing symptoms of the fast-spread-ing disease in the national capital,Delhi government on Wednesday helda meeting with private laboratories tofix a rate cap for the tests.

Delhi government, in the meeting,set the rate for the tests at maximum Rs4500, which the labs were earliercharging upto Rs 10,000.

State Health Minister SK Jain con-firmed that the Delhi government hasissued order to all testing labs in Delhifreezing test charges of swine flu at Rs4500 maximum, while also adding thatmedicine stock has been doubled toaddress swine flu situation and ropedin 25 hospitals including private ones.

private laboratories.Dismissing reports of shortage of

drugs for the virus, the Health Ministersaid, "There were some reports aboutthe lack of medicines and we checked,no dearth of medicines found."

Nadda on Tuesday had reviewed the

Cheap electricity...reduce power bills, Prime Minister Narendra

Modi wondered how such promises could bemade by political parties in states which aredependent on electricity supply from outside.

“During every election, political parties promisefree power… People need to think about thesepromises,” said Modi at a renewable energy con-ference in Delhi on Feb 15.

“The parties make these promises in suchstates who rely on electricity supply from otherstates, he added.

“Water accounts for a major chunk of the inputcost of farmers. The cost of water is basically dueto cost of power. We have to understand the prob-lems farmers are facing,” said Modi.

Reacting to Modi’s apparent dig at AAP, seniorparty leader and AAP’s Delhi Convenor Ashutoshurged the Prime Minister to help the state govern-ment to make power affordable.

“I don’t want to make any adverse comment onthe Prime Minister. I just want to make a requestto him on behalf of the party that he should helpus to make electricity affordable and cheaperbecause that will do a lot of good to the people ofDelhi and I hope that he also wants goodness ofpeople of state,” he said.

ICIJ said that its "Swiss Leaks project is basedon a trove of almost 60,000 leaked files that pro-vide details on over 100,000 HSBC clients andtheir bank accounts.

The data of these accounts were "secretedaway by Herve Falciani, a former HSBC employ-ee-turned-whistleblower".

He turned the data over to the French govern-ment in 2008 and its tax authority launched aninvestigation.

French newspaper Le Monde obtained a ver-sion of the tax authority data and shared it withICIJ with the agreement that it would assemble aglobal team of journalists to explore the data andproduce this reporting project.

"The data comes from three types of internalbank files from different time periods. One reflectsclients and their associated private accounts atthe Swiss branch of the bank mostly from 1988 to2007.

The leaked files also include a snapshot of themaximum amounts in the client accounts during2006 and 2007, as also "notes on clients and con-versations with them made by bank employeesduring 2005".

About its findings, ICIJ said that the Swissbranch of HSBC "continued to offer services toclients who had been unfavourably named by theUnited Nations, in court documents and in themedia as connected to arms trafficking, blood dia-monds and bribery".

"HSBC served those close to discreditedregimes such as that of former Egyptian presidentHosni Mubarak, former Tunisian president Ben Aliand current Syrian ruler Bashar al-Assad.

"India is ranked 16th among the countries withthe largest dollar amounts in the leaked Swissfiles," ICIJ said, while adding that the maximumamount of money associated with a client con-nected to India was USD 876.3 million.

There are 2,699 accounts linked to 1,688Indians on the list. Out of these, 1,403 clientaccounts were opened between 1969 and 2006.

Out of the total 1,668 clients associated withIndia, 51 per cent have an Indian passport ornationality, ICIJ said. The remaining accountswere liked to offshore companies, or were 'num-bered' accounts.

"The bank repeatedly reassured clients that itwould not disclose details of accounts to nationalauthorities, even if evidence suggested that theaccounts were undeclared to tax authorities in theclient's home country.

"Bank employees also discussed with clients arange of measures that would ultimately allowclients to avoid paying taxes in their home coun-tries," ICIJ said, while adding this included holdingaccounts in the name of offshore companies toavoid regulatory glare," it added.

The Swiss prosecutors are probing HSBCPrivate Bank as well as unknown persons for"suspected aggravated money laundering" activi-ties.

"Following the recent revelations related to theHSBC Private Bank (Switzerland), the public pros-ecutor announces the opening of a criminal proce-dure against the bank... For aggravated moneylaundering," the Swiss Prosecutors Office said ina statement.

The investigation comes against the backdropof allegations that the bank might have helpedwealthy customers to evade tax.

The list has 1,668 Indians, while the number ofactionable cases stands at 1,195 after taking intoaccount duplication and some other factors.Collectively, these accounts had a balance ofUSD 4.1 billion (Rs 25,420 crore) till 2007.However, all of those accounts may not necessar-ily have had illicit funds.

Koda, Basu, Gupta, public servants Bipin BihariSingh and Basant Kumar Bhattacharya, Kolkata-based Vini Iron and Steel Udyog Ltd (VISUL)'sDirector Vaibhav Tulsyan, Chartered AccountantNavin Kumar Tulsyan and Koda's alleged closeaide Vijay Joshi appeared in the court followingthe summons issued against them.

The case pertains to alleged irregularities inallocation of Jharkhand's Rajhara North coal block

to VISUL.These eight accused appeared before the court

and their advocates moved separate bail pleas ontheir behalf.

Seeking bail, Koda's counsel told the court thatthe screening committee had already recom-mended allocation of coal block to VISUL and hehad nothing to do with it.

His counsel contended that Koda had co-oper-ated during the investigation and CBI had notarrested him, so there was no requirement tosend him to judicial custody now.

Similarly counsel appearing for the other sevenaccused contended that their clients had cooper-ated in the probe and there was no allegation thatthey would tamper with evidence or influence anywitnesses.

The court after hearing the arguments on thebail pleas reserved its order for 3 pm today. Thecourt had on January 20 summoned as accusedKoda and seven others.

The court had said that prima facie it was clearthat there was a concerted effort by way of a crim-inal conspiracy on the part of Gupta, Koda, Basu,Bhattacharya, Singh along with Joshi, VaibhavTulsyan, Navin Kumar Tulsyan and VISUL to facil-itate misappropriation of the important nation-alised natural resource of the country.

The court had taken cognisance of the offencesunder sections 120-B (criminal conspiracy) readwith 420 (cheating) and 409 (criminal breach oftrust by public servants) of the IPC and under theprovisions of the Prevention of Corruption Act.

Out of the eight accused persons, CBI did notcharge sheet Navin Kumar Tulsyan saying noprosecutable evidence could come on record dur-ing the course of investigation.

However, the court had summoned him as anaccused saying that being the chartered account-ant, Navin allegedly gave a false certificate tofacilitate VISUL to misrepresent about its net-worth and turn-over to acquire the coal block.

It had said there was no need for sanction undersection 19 of the Prevention of Corruption Act toprosecute Gupta and Basu as they have sinceretired.

"We have permitted investments up to 24 per-cent by Foreign Institutional Investments. And,there is no longer a need to have a single Indianinvestor with at least a 51 percent stake. Industriallicensing requirements have been eliminated for anumber of items. Where it is needed, the processhas been simplified," he said.

"We have to equip ourselves for the needs ofthe future, where technology will play a major role.As a nation of one billion people, we also havehuge requirements for managing internal securi-ty," he said.

The Prime Minister said that effort is on toexpand the role of private sector, even for majorplatforms.

"Our goal is to provide a level playing field forall. We speak in terms of national capacity, notpublic sector or private sector," he said.

The petition was filed by victim's wife and twochildren claiming a compensation of Rs 30 lakhfor the untimely death of Murgesh.

During the proceedings, the driver and theowner of the car filed a joint written statementdenying the allegations and claimed they werefalsely implicated by the petitioners.

The insurance company, however, offered Rs14 lakh to the family members of the victim for set-tlement of issue, which was not accepted by thepetitioners.

Libya’s “Islamic State” paraded21 Egyptian workers along theMediterranean. The IS fight-

ers, dressed in black, then killed theEgyptians, dressed in orange jump-suits. One of the IS men speaks, inEnglish, of the beheadings in Syriabefore he says, “… we are on thesouth of Rome, on the land of Islam,Libya, sending another message.” Itis a direct provocation to both theEgyptians and to the West. “The seayou’ve hidden Sheikh Osama binLaden’s body in, we swear to Allahwe will mix it with your blood.” Thebraggadocio is familiar, as are theacts.

Within 24 hours, Egypt and theWest responded as IS hoped. ThreeEgyptian jet fighters bombed eighttargets in the eastern Libyan city ofDerna, the hub of the “Islamic State.”Italy and France are eager to join inthe intervention. Sources in the citysay that some civilians (includingfour children) died in the Egyptianbombing, which also hit sites associ-ated with the entrenched Islamistmovement. Derna has been in theledger of political Islam since the1990s. That it is now in the claw ofthe IS should not be a surprise.Fighters from Derna have long goneto fight in the battlefields of modernjihad — Chechnya, Afghanistan,Iraq, and Syria. Foreign fighters,such as the speaker in the video, havealso been known to take refuge there.A pipeline drew fighters from Dernato northern Syria via Turkey, andthen back home. This pipeline waswell known to western, Gulf Araband Turkish intelligence. They hadallowed it to flourish. It is preciselythe social consequences of thatpipeline that worries the Europeans.

Kuwait on the Mediterranean

In 2008, Saif al-Islam Qadhafi tolda friend that he wanted to turn Libyainto “Kuwait on the Mediterranean.”Oil-rich Libya had not been able toconvert its wealth into a paradise forits people. Over the course of the ruleof his father, Muammar Qadhafi,Libya had turned the social wealthinto social goods — high social indi-cators demonstrate this fact amply.

By the 1980s, however, it hadbecome clear that the Qadhafi regimehad neither the imagination nor thewill to diversify Libya out of itsreliance upon oil exports and to drawthese newly educated people into thepolitical system. Qadhafi tasked Saifal-Islam to “modernize” Libya. They

drew on expatriate Libyans to“reform” the system — which meant,all too often, steady plans for givingaway national assets to private hands.Domestic unhappiness — even fromamong those who had no desire toremove the Qadhafi system — wascrushed. The most powerful chal-lenge to the state came from theIslamists — the Libyan IslamicFighting Group, whose memberswere thrown into prison, executed orexiled. Those in exile joined theinternational jihadi networks.

In 2011, discontent against theQadhafi regime drew people onto thestreets. The mélange of groups thatdesired something else was startling— there were the highly-educatedliberals who had benefited from theoil revenue, the diasporic businesselites who had been collaboratingwith Saif al-Islam, the old jihadiswho saw an immense opportunity,

ordinary Libyans who had stayed inthe shadows but now saw a place forthemselves. Rebellions are often pro-duced out of such diversity, andLibya in 2011 did not disappoint.Sections of the military hastilydefected to the rebellion, the city ofBenghazi was lost to the Qadhafis

and then the armed phase opened up.It would likely have taken a long timefor the rebels to succeed, but in thatinterim they would have had to createsome form of political agreement. Asit turned out, geopolitical enmityagainst Qadhafi from the Gulf Arabsand the West resulted in a NATObombardment that destroyed Libya’sinfrastructure. It produced the condi-tions for a free-for-all.

Libyan politics fragmented, withthe archipelago of cities being heldby their various militias, with foreignbackers finding their own friendshere and there, and with conflict overTripoli’s resources at the centre of theemerging civil war. Early signs ofdanger were callously ignored by thenew leadership — worker unrest inthe oilfields over wages and protestsby former fighters who wanted morefrom their new country. Neither theworkers nor the thuwar (revolution-

aries) saw the new government astheirs. The cult of the thuwar was allthat was permitted — the rebelscould hold onto their guns and betreated as saviours, but they were notintegrated into either a new militaryor into the new institutions.

Complex alliances

Absent political agreement, chaosbecame the mode in Libya from 2012onwards. The execution of Qadhafiin broad daylight had the same kindof effect as the execution of SaddamHussein in Iraq — in both cases,opportunities to allow these men andtheir supporters to surrender weresquandered. It was as if the new dis-pensation in both Iraq and Libyacould be created from scratch, withthe older regimes consigned to thedust heap. But these older currentsdid not disappear. They would reap-pear in ways unforeseen in westernand Gulf Arab capitals. In Iraq, manyBa’athists and cashiered army mencreated an alliance with the IslamicState. Much the same seems to havehappened in Libya. It is the onlyexplanation for the Islamic State’sability to take and hold Sirte, thebirthplace of Qadhafi and the epicen-

tre of his influence.

After NATO’s intervention in 2011,radical Islamists in Benghazi whohad fought on NATO’s side formedAnsar al-Sharia. It then turned on theWest and was party to the 2012 attackon the U.S. Consulate in Benghazi,during which the U.S. AmbassadorChris Stevens was killed. Recently, arogue Libyan general, Khalifa Haftar,has conducted Operation Karama(Dignity) against Ansar al-Shariawith mixed success. Many Ansar al-Sharia fighters have decamped toSirte and to Derna to join IS.

The Islamic State in Libya is notmerely a Libyan problem but aregional one. The chaos in the coun-try has allowed radical Islamists fromacross North Africa to take refugehere. As well, older connections withradical Islamists across the Saharadesert, in Mali for instance, are partof their world. Al Qaeda of theMaghreb, centred in Mali, had madealliances with disgruntled Tuaregnationalists, kidnappers of tourists,and trans-Saharan smugglers (of peo-ple, drugs and weapons). It operatedas much as a criminal gang as a fran-chise of al-Qaeda. IS has links tothese networks, including the traf-ficking of goods and people. Theseare moneymaking enterprises thathave supplanted older trades asnorthern Africa suffers from acutedesiccation caused by climatechange. Absent of alternatives, agrowing Sahara grows criminality.

Regional solutions

A source in the Pentagon suggeststhat Washington has no appetite for aserious engagement in Libya. Hespoke of the need to rearm and refi-nance the Egyptian military.Washington, it appears, would likeEgypt to take charge of this waragainst IS. But bombing runs byEgypt have reopened political fis-sures in Libya. The Muslim

Brotherhood-dominated governmentin Tripoli considers the Egyptianbombings a violation of Libyan sov-ereignty. Khalifa Haftar has, so far,supported them as he did the August2014 air strikes by Egypt and theUnited Arab Emirates around Tripoli.Egypt’s entry into the conflict is pre-cisely what the Islamic State wants.Egypt’s harsh crackdown on allIslamists will likely afford theIslamic State recruits inside Egypt.Pressure needs to be brought on theEgyptian government to cease itsharsh repression of its critics. Ratherthan maintain peace, this only createsthe most dangerous extremism.

It is naive to believe that aerialbombardment here or there will sortout the problems with the IslamicState. We have entered a new periodin the history of the region. Longer-term strategies need to be workedout. Last August, the foreign minis-ters of North Africa met in Cairo todiscuss the security challenge posedby Libya. They zeroed in on twoimmediate steps that need to betaken. First, that a unified govern-ment be formed in Tripoli. The onlyway to allow for this to happen is forthe “cold war” between regional par-ties to be ended. Tensions betweenthe Qatar-Turkey backed Tripoli gov-ernment and the Saudi-UAE-Egypt-West backed Tobruk governmentremain. The UN cannot facilitate adialogue unless the regional enmityis lessened and unless pressure isbrought to bear on all sides to join apolitical process. Second, that thecountries “organize a commoneffort” to deal with the issue ofporous borders and trafficking.Included in this should be the traf-ficking of jihadis from Libya toSyria, and from the world into Libya.Nothing has been done on this front.If a regional solution is not incubat-ed, Libya is in danger of becoming aSomalia on the Mediterranean.

The Renewable Energy(RE) Global Investor’sMeet inaugurated by

Prime Minister Narendra Modion February 15 invited partici-pation in funding India’s REgrowth ambitions, whichinclude almost 1,00,000 MW ofgrowth in solar power in justseven years (about 40 per cent oftoday’s total installed capacity)and some 50,000 MW of windpower. This is bold and ambi-tious to say the least. The eventwas a success, finding invest-ment commitments for some 2,60,000 MW of RE!

But a serious question facingIndians is whether at a timewhen most people are strugglingto keep the lights on at home,because of the shortage ofpower, do citizens really careabout carbon emissions and cli-mate change, which havebecome the primary rationale forpushing green energy? Also ifIndians are as notoriously price-sensitive as pundits claim, howmuch of a premium will they bewilling to pay for RE?

Let’s not beat around the bush— RE, attractive as it mightsound and improving in priceperformance every year, doesrequire support. Support isn’tinappropriate, especially giventhe benefits of RE, but there arealso externalities of another kindincluding implications for therest of the grid. This needs deep-er analysis.

In the West, utilities arealready worrying about theUtility Death Spiral, where REand storage and smart gridsmean some consumers reduce, ifnot cut off, their utility purchas-es. This raises costs for the restof the grid, which must still keepthe system in balance and stable,and also serve the least prof-itable consumers. This promptsothers to exit the system, and soon. While India isn’t quite thereyet, we must first understand

that an end consumer opting forRE and finding it worthwhile isbased on his/her comparingretail tariff with generationcosts, which aren’t comparable.First, distribution has its owncosts, even after accounting forsavings in distribution losses.Second, retail tariffs for so-

called paying customers (espe-cially commercial and industri-al) are artificially high, sincethey cross-subsidise other users.

Contextualising RE

Renewables in India are dif-ferent from renewablesdeployed in the U.S. andEurope, and understanding thedifferences is the key to viablepolicies. The triad of “usual”challenges of renewablesremains in India, such as: inter-mittency/variability; location-specific potential (concentratedin areas sometimes away fromconsumers or the grid); andhigher costs. However, there arespecific differences and needsthat demand deeper analysis forthe long-term viability of renew-able energy.

In India, our peak demand ismostly in the evening, and the

sun surely isn’t very bright at 7p.m. Storage technologies areniche and expensive today, sosolar power helps with energy(kilowatt-hour) needs, but notwith our capacity needs. Wind isnot much better, given its sea-sonality.

One of the typical calculationsthat power systems operators dois estimate how much RE thegrid can handle. Typical figuresfrom elsewhere are in the rangeof 20-30 per cent, with morerequiring significant invest-ments in transmission or peakerplants. India is different becauseits grid is very weak and unsta-ble, and instead of having a rea-sonable reserve margin (whichis typically 15-20 per cent in theWest), there is a shortfall in thegrid, officially in the range of 5per cent or so, but actually muchhigher. The grid is kept afloatthrough massive “load-shed-ding” (feeder-level cut outs ofsupply).

There are other technical rea-sons why the Indian grid isweak, including lack of ancillaryservices (systems designed tokeep the grid stable, instead ofjust pricing kilowatt-hours), andeven a lack of time-of-day pric-ing for bulk procurement of

power. There are few peakerplants (which would operateonly some 5-10 per cent of hoursin a year), since there isn’t suffi-cient incentive for these.Without incentives for plantsthat can ramp up quickly butmay not get used much, howwill the grid handle 20 per centrenewables?

Even worse, the types ofplants capable of fast rampingare limited in near-term growthin India — hydropower (due toland and social/environmentalchallenges) and natural gas (dueto supply constraints).Hydropower has an additionalconstraint when consideringpeaking or storage — its addi-tional duty for water manage-ment (irrigation) limits whenwater can be stored versusreleased. Also, natural gas hasoverwhelmingly been built forbaseload needs (with combined

cycle plants), which cannot meetpeaking requirements.

Making RE sustainable

Renewables can and shouldplay a greater role in our sustain-able energy future, but we needproper accounting and spe-cialised effort to understandtheir grid implications and scal-ability. As part of a recent bookon Making Renewable PowerSustainable in India, launchedby Piyush Goyal, Minister forPower, Renewables, and Coal,we at Brookings India identifieda number of policy imperativesfor making RE sustainable.While the technical details needworking out, especially in termsof regulations, support andincentive mechanisms, gridmanagement, etc., we also iden-tified a need to ramp up skillsand innovation. All solar cellsare imported today — thisshouldn’t remain so. The firststep towards making RE sustain-able is a nuanced examination ofthe issues and trade-offs, anddialogue among all the stake-holders, especially state utilities,which ultimately deliver elec-tricity to consumers.

Renewables have a brightfuture, and must play a leadingrole in India’s power securityand growth. They aren’t a silverbullet, but a vital tool in thebroader spectrum of India’senergy future. Most importantly,renewables should not beviewed in isolation, as a drop-insupply-side solution, but ratheras part of a transition if nottransformation of the grid,which includes variable anddynamic pricing, distributedgeneration, storage technologiesand smart grids. Brightening the future with the sun and wind

Relations between India and Sri Lanka have not justbeen reinforced during the visit of PresidentMaithripala Sirisena but have also gained new

direction and momentum. As Sri Lanka’s closest neigh-bour that has ethnic links to its most significant minority,India is a huge influence in the island nation’s political,economic, social and cultural consciousness, and itsworld view. President Sirisena was hewing to a long andunbroken tradition of newly elected leaders making NewDelhi the first port of call for foreign visits. But in adeparture from the routine nature of such visits, both sidessigned four substantive agreements. Of these, the agree-ment on Co-operation in the Peaceful Uses of NuclearEnergy was the most significant as it imparts a new strate-gic element to bilateral relations. Since 2010, Sri Lankahas wanted to utilise nuclear energy in industrial applica-tions as well as in fields such as medicine and agriculture.Two years ago, Colombo had indicated it was exploringsuch an agreement with Islamabad, with which too it hasa warm bilateral relationship. Its decision to move aheadon this front with India shows the maturity of the new SriLankan leadership and the importance it attaches to itsrelations with New Delhi. The agreement envisages“exchange of knowledge and expertise, sharing ofresources, capacity building and training of personnel inpeaceful uses of nuclear energy”. Two years ago, SriLanka had also expressed safety concerns arising from thegeographical proximity of the Kudankulam nuclear reac-tors. That the signatory to the agreement on the SriLankan side was Power and Energy Minister ChampikaRanawaka who had voiced the concerns, shows thatColombo is now sufficiently reassured. The two sideshave also agreed to enhance their defence and securitycooperation in the existing trilateral format with theMaldives. New Delhi should press any security concern itmay have, such as that which arose with the docking of aChinese submarine in the Colombo harbour, without dic-tating Sri Lanka’s choice of friends and allies. The travailsof fishermen on both sides of the Palk Bay received atten-tion with Prime Minister Narendra Modi and PresidentSirisena pledging to resolve them in a “constructive andhumanitarian” way. Sensibly, fishermen’s associations onboth sides are to continue talks begun two years ago tofind their own solution. There were no public statementson the Tamil question during the President’s visit.Nevertheless, this remains top of the agenda in bilateralrelations. New Delhi must encourage Sri Lanka’s newleadership to be determined in addressing the issues ofethnic reconciliation and power-sharing with Tamils.

The Islamic State in Libya is not merely a Libyan prob-lem but a regional one. The chaos in the country hasallowed radical Islamists from across North Africa to

weapons). It operated as much as a criminal gang as afranchise of al-Qaeda. IS has links to these networks,including the trafficking of goods and people. Theseare moneymaking enterprises that have supplanted

older trades as northern Africa suffers from acute des-iccation caused by climate change. Absent of alterna-

tives, a growing Sahara grows criminality.

Renewables in India are different fromrenewables deployed in the U.S. and

Europe, and understanding the differencesis the key to viable policies. The triad of

“usual” challenges of renewables remainsin India, such as: intermittency/variability;location-specific potential (concentrated inareas sometimes away from consumers orthe grid); and higher costs. However, there

are specific differences and needs thatdemand deeper analysis for the long-term

viability of renewable energy.

BJP leader in Assam quits party, brings Modi in line of fire

Tarun Gogoi onWednesday accused thecentral government of notreleasing funds allocated tothe state for variousschemes.

The reaction came a dayafter BJP Lok Sabha MPBijoya Chakrabortyaccused the state govern-ment of misappropriatingfunds released by centralgovernment for variousdevelopmental works.

"In 2014-15, Rs.2,591.62crore was received by thestate so far against the totalcentral fund allocation ofRs.7,161.57 crore," Gogoisaid.

He said the state govern-ment had already submit-ted to the centre utilizationcertificates against various

schemes under 2013-14financial year.

"We have submitted uti-

lization certificates to thetune of Rs.5,236.98 crorefor 2013-14. Sometimes it

takes time but we havesubmitted utilization cer-tificates against most of the

amount," he said, addingthey did not receive fundseven for those schemes for

which the state governmentsubmitted the utilizationcertificates for the previous

year.Gogoi said that while the

centre allocated

Rs.1,258.86 crore againstIndira Awas Yojana (IAY)in 2014-15, the state has sofar received onlyRs.730.99. "Similarly, thecentre had allocatedRs.1,405.16 crore againstSarva Siksha Abhiyan(SSA) in 2014-15, but wehave so far received onlyRs.829.74 crore. Anamount of Rs.1,269 crorewas allocated under differ-ent water resourcesschemes including theflood management pro-gramme. However, wehave so far received onlyRs.22.83 crore," Gogoisaid. He said that there areother schemes such asMahatma Gandhi NationalRural EmploymentGurantee Act (MNREGA),National Rural HealthMission (NRHM) and

other central schemes forwhich substantial amountis yet to be released.

He took a dig at theBharatiya Janata Party andsaid the popularity of theBJP-led NDA governmentat the Centre is decreasingin Assam and other parts ofthe country. "The numberof central ministers visitingAssam and other northeast-ern states has increased butstill their popularity isgoing down," he said.

"The prime minister talksof Make In India pro-gramme. However, theyhave suspended the bene-fits under the North EastIndustrial and InvestmentPromotion Policy (NEI-IPP). So who will come toAssam or Nagaland or toother states in the region toinvest?" Gogoi asked.

PATNA, FEB 18The Patna High Court on

Wednesday modified its previousorder and gave freedom to the JitanRam Manjhi government to takedecisions but directed that theirimplementation should be only afterFebruary 21.

The order was passed by a bench ofChief Justice L Narsimha Reddy andJustice Vikash Jain on a PIL filed byJD(U) legislator Niraj Kumar.

"Take decision but implementationshould be deferred till February 21,"the bench said.

The Manjhi government will seek aconfidence vote on February 20.

The state government had sought amodification on the court's earlierorder and the case was taken uptoday. The new counsel of the stategovernment Varun Sinha argued thatthe PIL was not maintainable.

On Monday, a direction was givenby a division bench comprisingJustices Iqbal Ahmad Ansari andSamrendra Pratap Singh on the samePIL that respondents should not takeany decision having financial impli-cations, except for routine matters.

Besides Manjhi, there were three

other respondents--the chief secre-tary, the principal secretary to thegovernor and the principal secretaryto the chief minister.

The petitioner's counsel PK Shahi,an ex-advocate general of the state,had then drawn the court's attentionto policy decisions taken by Manjhi,who, he said, did not have therequired strength to run the govern-ment.

He had highlighted decisions like

reserving work for SC/ST contractsup to Rs 70 lakh, lowering attendancefor school students from 75 percentto 60 percent for general categoryand 55 percent for SC/ST for availingbenefit schemes like free cycle anduniform, besides free electricity tofarmers having up to five acres.

Shahi had also referred to a similardecision by the Supreme Court in thecase of government of JagdambikaPal in Uttar Pradesh.

Patna: Unable to decidewhether JD(U) or BJP would sitin the opposition gallery duringBihar confidence vote onFebruary 20, an all-party meet onWednesday left the decision onSpeaker Uday NarayanChaudhary amid walkout by BJP.

JD(U) Legislature party leaderin the Assembly Vijay Chaudharymade a fervent appeal to theSpeaker to accord his party thestatus of opposition party andrecognise him as the Leader ofOpposition during the confidencevote.

Chaudhary told reporters thatsince his party has decided tovote against the confidencemotion by Chief Minister JitanRam Manjhi who has beenexpelled from the party and

declared an unattached member,it should be allowed to sit in theopposition gallery.

Former chief minister NitishKumar also backed Chaudhary'splea.

"We have claimed the opposi-tion seat on the basis of our num-ber and argument that since wehave to oppose the trust vote weshould be given opposition statuson the day," Kumar told reportersemerging from the LegislativeCouncil of which he is a member.

He said a similar plea has beensubmitted in Legislative Counciltoo to accord status of oppositionparty to JD(U).

Current Leader of Oppositionand BJP leader Nand KishoreYadav countered Chaudhary'sargument by saying that confi-

dence vote is for the Cabinet andexcept for Manjhi other ministersdespite being suspended remain amember of JD(U).

"How can JD(U) sit in bothtreasury and opposition sides?"Yadav told reporters.

Before walking out of the meet-ing, the BJP leader accused theSpeaker of adopting a "partisan"approach and "running Assemblysecretariat as JD(U) party office."

Manjhi who was invited to themeeting in the capacity as leaderof the House did not attend it.Legislature party leaders of RJD,Congress and CPI werepresent.

"We waited for Manjhi for good15-20 minutes but he did not turnup for the all-party meeting,"Speaker Uday Narayan

Chaudhary told reporters during ameeting of Press AdvisoryCommittee meeting of theAssembly.

Five Naxals, three ofthem carrying cashreward, on Wednesdaysurrendered in insur-gency-hit Bijapur districtof Chhattisgarh citingdisappointment overexploitation of lowerrank cadres and womenby senior leaders.

The cadres, working atdifferent capacities of theoutlawed CPI (Maoist) inthe jungles of Bijapur,turned themselves inbefore senior police offi-cials this afternoon,Bijapur Superintendentof Police (SP) KL Dhruvtold a news agency.

Of the surrendered out-laws, Somdu Ram Poyam(30), a divisional com-mander rank cadre, was a

prominent Naxal leaderhandling the 'communi-cation wing' in WesternBastar division ofMaoists, the SP said.

Poyam was tasked withrepair and maintenanceof electronic gadgetsused in communicationpurposes and lookingafter the communicationsystem within the outfit,he said, adding that hewas carrying a reward ofRs 8 lakh on his head.

Lacchuram Bhaskar(27) and SomaruPodiyami (22), who werecarrying rewards of Rs 3lakh and Rs 1 lakhrespectively, are twoother important rebelsamong the surrendered,he said.

While Bhaskar was a

deputy commander ofplatoon number 2 of mil-itary company of Maoist,Podyami was a localoperation squad member(LOS), the SP said.

Rest of the surrendered- Lachhu Hemla (18) andSukhram Podiyami (19) -were lower rung cadresand active in the region,he added.

In their statement, sur-rendered ultras said thatsenior leaders wereallegedly exploitinglower rank cadres in theregion and extortingmoney from poor vil-lagers, the SP said.

As per the policy ofChhattisgarh govern-ment, necessary assis-tance will be provided tothem, he added.

will need over 10,000 hospital man-agement professionals in the comingfive years, according to health caremanagement and research instituteIIHMR Bangalore.

"There are an estimated 5,000 pri-vate hospitals in the country, barringsmall and medium clinics and aboutseven per cent of these are located inAP and Telangana," Indian Instituteof Health Management Research(IIHMR) Bangalore, Director,Biranchi N Jena, told reporters heretoday. "There is a current require-ment of 1,500-2,000 hospital man-agement professionals in these twostates, but due to non-availability ofqualified professionals, they find itdifficult to manage," he said.

He said the paucity of qualityhealth care professionals will deep-en further in the coming years asmany new hospitals will come upand over 10,000 hospital manage-

ment professionals will be requiredby 2020 to meet this growing gap.

Quoting a report of draft NationalHealth Policy, Jena said the Indianprivate health care industry isexpected to grow from currentaround USD 40 billion to USD 280billion by 2020, adding, there is ahuge shortage, running into a fewlakhs, of health care staff across alllevels in various states of India inthe public and private space.

Total healthcare expenditure inIndia was only 3.9 percent of GDP,compared to 8.9 percent for Brazil,6.2 percent for Russia and 5.2 per-cent for China. IIHMR offers a two-year full-time Postgraduate Programwith specialisation in Hospital man-agement, Health Management andHealth Information Technology, hesaid. To a query, Jena said IIHMRhas four campuses across the coun-try and expansion plans are thereand based on demand they will opennew campuses.

on Wednesday alleged that theJanata Dal (United) is misusing theoffice of Bihar Assembly SpeakerUday Narain Choudhary, addingthat Sharad Yadav-led party wantsto stay in power and also play therole of opposition.

"The JD(U) is accusing the BJPof misusing the office of theGovernor. But the JD(U) is misus-ing the office of the Speaker. TheSpeaker's post has its dignity. Butthe way the Speaker is behaving inthe Assembly by addressing theLeader of Opposition Nand KishoreYadav in a letter as BJP leader inthe House. We oppose this as whenwas it decided that Nand KishoreYadav is not the Leader ofOpposition," BJP spokespersonShahnawaz Hussain said.

He also questioned the role of theSpeaker for giving the JD (U) the

right to power as well as opposi-tion.

"Does the Speaker has the right togive one party the power as well asopposition? The BJP is opposingthis," he said.

The BJP leader also criticised theJD(U) for parading and proving itsmajority in the Rashtrapati Bhavan.

"First, it should be proved on thefloor as to who has the majority. Isit Nitish Kumar or Manjhi ji? Andthis cannot be decided neither in theroad nor in the lawns of theRashtrapati Bhavan," Hussain said.

Earlier on Tuesday, the JD(U)suspended seven MLAs owing alle-giance to Chief Minister Jitan RamManjhi, ahead of the February 20trial of strength for him on the floorof the Bihar Assembly.

CHANDIGARH, FEB 18The Haryana govern-

ment has increased theminimum monthly wagefor industrial labourersand those engaged inbrick-kilns by Rs173.25.

Besides, the minimumdaily wage has beenhiked by Rs 6.66.

With this enhance-ment, an unskilledlabourer would get aminimum wage of Rs5,812.75 per month, aspokesman of LabourDepartment said heretoday.

He said these wageshave been raised in viewof 75 points increase inprice index and wouldbe effective fromJanuary 1, 2015.

The spokesman saidthe government hasmade a provision in theMinimum Wages Act tofix minimum wages onthe basis of ConsumerPrice Index for thoseworking in more than 48declared scheduledemployment, industriesand shops.

Under this provision,after every six months,the Consumer PriceIndex is reviewed in themonths of January andJuly and accordingly,the minimum wages arefixed so that the labour-ers get their due in viewof inflation, hesaid.

He added that in caseof unskilled labourers,the monthly wage would

be Rs 5,812.75 and thedaily wage would be Rs223.56.

In case of semi-skilledlabourers (A) category,these would be Rs5,942.75 and Rs 228.56,respectively.

Similarly, in case ofsemi skilled (B) labour-ers, the wage would beRs 6,072.75 per monthand Rs 233.56 perday.

For skilled (A) catego-ry, it would be Rs6,202.75 and Rs 238.56,and for skilled (B) cate-gory it would be Rs6,332.75 and Rs 243.56.

A highly skilledlabourer would get amonthly wage of Rs6,462.75 and a dailywage of Rs 248.56.

suggesting that CheetahMobile in partnership withBenQ will launch three newsmartphones at MWC namedthe BenQ B50, B502 and F52.

According to Taiwaneseblog Sogi.com, BenQ andCheetah Mobile plans tolaunch these smartphones inTaiwan, Indonesia, Malaysia,and may launch them in moremarkets as well.

As yet there are no specifica-tions for the BenQ B50 andB502. The report has only pub-lished few specifications of theBenQ F52, which is supposedto be a high-end device out thethree upcoming smartphones.

another snag when the nationalteam's fielding coach Grant Ludenthreatened to step down complainingof misbehaviour from three seniorplayers.

According to details the incidentwhich is yet to be confirmed by thePakistan Cricket Board (PCB),Luden complained that ShahidAfridi, Ahmed Shehzad and UmarAkmal had misbehaved with himduring a training session yesterday.

"Luden sent a message to the PCBChairman threatening to resign as hecould not tolerate such insultingbehaviour from the players," onesource said.

Luden apparently complained toShahryar Khan that some of the play-ers including these three were notcooperating with him in the trainingsessions that hindered his work.

"Luden has complained that thethree players allegedly used abusivelanguage on Tuesday."

Luden has in his message to Khanthreatened that if the players don'tchange their behaviour he will resignfrom his post.

The source said that after gettingthe message, the PCB Chairman hadspoken to the team manager, NavedCheema, head coach Waqar Younis

and Luden and discussed the issuewith them.

"He has assured Luden his con-cerns will be looked into and theplayers will not be allowed to misbe-have in future," the source added.

Interestingly the training regimebeing implemented by Waqar and histeam of coaches has already appar-ently become a sore point in the team

However, doubts overBhuvneshwar Kumar's fit-ness continue to be a con-cern for the team as theseamer looked far fromconvincing during the nets.

Bhuvneshwar, who hadsuffered an ankle injurybefore the start of the Testseries against Australia andonly played the last Test inSydney where he bowledway below his best, lookedout of sorts and unfit today.

Meanwhile,, Hussey,who would again be play-ing in the eighth edition ofIPL for Chennai SuperKings, was keeping a closeeye on the South Africanbatsmen, especially thelikes of JP Duminy andQuinton de Kock as theywere playing the spinners atthe nets.

Treatment: Regular washing with a good

scalp cleanser that can washaway all the extra oil. Followthis with a hair repair serumonly on the ends to prevent theends drying out.

DRY HAIR: This hair type appears to be

thin and rough and prone tohair problems like the tangling,breakage and split ends.

Recognising it: Look dry, lifeless, sometime

after a shampoo.

Treatment: You should strictly avoid any

form of chemical treatments or

thermal procedures as theseprocedures are known to takeaway the moisture content ofthe hair shaft making the hair

even more dry and therebymore prone to damage. Usenourishing conditioners andhair repair serums. A deep con-

ditioning treatment should bedone weekly.

NORMAL HAIR: The best hair to have, it is

healthy, with a perfect balancebetween oily and dry.

Recognising it: It shines with health, is soft to

touch, yet does not look greasy.However, harsh shampoos canharm it.

Treatment: Opt for the regular hair care

regime of shampooing, condi-tioning and applying a hairserum.

Oily : Make sure to use a wide

toothed comb. Avoid syntheticbrushes and combs that createstatic and use ones with wood-en anti-static brushes.

Dry: Avoid hard brushes on the

hair shaft as it may furtherdamage hair. Natural woodenbristles help condition dry hair,by distributing your hair's natu-ral oils evenly on the shaft.

Normal: Using a wooden comb is rec-

battling against cancer for a longtime. He was 78. He breathedhis last in a hospital inHyderabad.

"Ramanaidu, who was under-going treatment for prostate can-cer, passed away at a privatehospital. His body is being shift-ed to his studio for public to paytheir last respects," the veteran'spublicist said. Mr Ramanaidumade over 150 films in severallanguages including Hindi andholds the Guinness WorldRecord for producing the high-est number of films. His moviesinclude, "Prem Nagar", ‘JeevanaTarangalu’, ‘Soggadu’,‘Kaliyuga Pandavulu’, ‘CoolieNo 1’ and ‘Ganesh’ and Hindifilms include ‘Prem Nagar’,‘Dildaar’, ‘Maqsad’, ‘Insaaf’,‘Tohfa’, ‘Anari’ and ‘HumAapke Dil Mein Rehte Hain’.He made several movies underhis banner Suresh Productions.In the later part of his career, MrRamanaidu joined politics.
